Three Kinds of Complaint Forms Any Person with personal knowledge of the alleged police misconduct. (Person must have been directly involved or witnessed the incident) Who can file a CPRB complaint? How do I file a complaint? 1)Complete the Confidential Community Police Review Board Complaint Form (note form must be signed) 2)Mail or Return Completed Form to: Community Police Review Board City Clerk’s Office 410 E Washington Street Iowa City, IA 52240-1826 FORMS ARE AVAILABLE at City Clerks Office/City Hall Police Department/City Hall IC Public Library Broadway St. Neighborhood Center Pheasant Ridge Center City of Iowa City Website www.icgov.org Community Police Review Board (CPRB) Complaint Process Within 90 days ICPD completes a written Confidential Report and forwards to the Complainant, Officers, City Manager, and CPRB for review. Complaint form is forwarded to the Equity Director – and ICPD for investigation Complaint form is forwarded to the CPRB at their next meeting and Acknowledgement letter sent to the Complainant. Complaint form filed with CPRB within 90 days of the alleged misconduct by an Iowa City Police Officer. Within 90 days of receiving the Chiefs Report the CPRB issues a public written report with the findings to the Complainant, Police Chief, Officers, City Manager, Equity Director and City Council. CPRB reviews the Chiefs Report, sets level of review, and conducts an additional investigation if necessary. What happens to my Complaint? After you have filed a Complaint with the City Clerks Office. 1) Complaint is forwarded to the Iowa City Police Chief for internal investigation. A copy is also sent to the Equity Director and the CPRB. 2) Acknowledgement letter is sent to the Complainant. 3) Within 90 days from filed Complaint date – a) ICPD conducts internal investigation: As part of the investigation process the Complainant will be contacted by a Police Supervisor or Investigator. b) Police Chief Completes a written confidential report. c) The Chief’s Report is sent to the Complainant, Officers, City Manager, and CPRB. What happens to my Complaint? Continued… 4) CPRB reviews the Chief’s report, sets the level of review, and conducts an additional investigation if necessary. 5) Within 90 days from Police Chief’s report - a) CPRB issues a public written report with the findings. b) The CPRB’s Findings Report is sent to the Complainant, Police Chief, Officers, City Manager, Equity Director and the City Council. No, a hard copy form must be completed. - Can I withdraw my Complaint? Yes, up to the time the Public Report is issued. - What if my Complaint is about the Police Chief? The City Manager will conduct the investigation. - Is my Complaint Confidential? Yes - What Information is included in the Public Report? A public written report is issued to the Complainant, Police Chief, Officers, City Manager, Equity Director and the City Council. The public report contains detailed finding and a conclusion explaining why and the extent to which the complaint should be "sustained" or "not sustained." - Can the CPRB recommend discipline for an Police Officer? No, the CPRB has no power or authority over criminal matters or police discipline. FAQ’s - What if I have questions?
