Members Present: Randy Hartwig, Chair; Carl Williams; Dan Clay; Michelle
Robnett; John Staley

DETERMINE QUORUM:
Chairperson Hartwig called the meeting to order at 5:51 PM.
RECOMMENDATIONS TO COUNCIL: None
SELECT OFFICERS:
Chairperson Hartwig asked for a motion to determine the method of voting, i.e., voice,
show of hands, or ballot. Staley moved to use a voice vote for the selection of officers;
seconded by Hartwig. Motion carried 5 to 0.
Hartwig then asked for nominations for Chairperson of the Airport Commission. Staley
moved to nominate Hartwig.as Chairperson of the Airport Commission; seconded
by Clay. Staley moved to cease nominations for Chair; seconded by Robnett.
Motions carried 4 to 0; Hartwig abstaining.
Hartwig then asked for nominations for Vice -Chairperson of the Airport Commission.
Staley recommended Clay; however, Clay declined as he is moving soon and will be
living outside city limits. Williams moved to retain Staley in the position of Vice -
Chairperson of the Airport Commission; seconded by Hartwig. Motion carried 4 to
0; Staley abstaining.
APPROVAL OF MINUTES FROM FEBRUARY 10, 2005, and FEBRUARY 16,
2005, MEETINGS:
Hartwig asked if anyone had any corrections. He noted a spelling error on the February
16 minutes, the second page, under Airport Management. Schneider and Associates
should be Snyder. Robnett moved to accept the February 10, 2005 minutes as
submitted, and to accept the February 16 minutes as corrected; seconded by
Williams. Motion carried 5 to 0.
PUBLIC DISCUSSION:
Harry Hinckley addressed the Commission regarding the decisions they need to make in
regards to Airport management. He asked the members to think carefully as they move
ahead with these decisions, and stated that he looks forward to them finding a really good
compromise on these issues.
ITEMS FOR DISCUSSION/ACTION:
A. Methodist Men's Club Fly In — John Yeomans discussed the theme of their fly
in, stating that Jet Air has become a big supporter of it. The event has now
become a two-day event, with breakfast offered both mornings. The
Downtown Rotary Club and the Johnson County 4-H are also participating.
He stated that information is going out to the public soon, and they've had a
good response from vendors thus far. He also noted a web site at
www.bigkidstoyshow.com that will be live soon. A Mustang airplane has
been reserved to fly in, as well. Dulek noted that alcohol is not allowed to be
served on City property, as Jet Air is planning a Friday Night Hangar Party.
She will speak with Jet Air further about this.
B. Runway 07 Project — Earth Tech — Terry Edmunds addressed the
Commission, asking about the width of the new runway, as he has a long -
wing aircraft, and he needs the extra room to turn around in. Dave Hughes
noted that there would be a parallel taxiway there so it should not be a
problem. He stated that Earth Tech would keep this in mind during the
project. Hughes then gave the members an update on Earth Tech's work. He
stated that he met with the State Historic Preservation Officer and an
environmental specialist from the FAA to review the hangar documentation.
Hughes stated that he also met with the Farm Manager to discuss the
upcoming crops, and the impact of Earth Tech's work on this. Last week
Hughes met with the City to discuss various issues. Members asked questions
regarding the construction season, and items that still need to be decided.
Hartwig noted that in order to start this next phase of work, the Airport
Commission members need to authorize him, as Chair, to sign this agreement.
Clay moved to adopt the Resolution Approving the Scope of Services for
Runway-7-25 Extension & Parallel Taxiway - Grading ("Phase 3 of the
Engineering Services Agreement") and Authorizing the Chair to sign and
the Secretary to Attest to an Agreement Incorporating said Scope of
Services; seconded by Staley. Resolution accepted 5 to 0 on voice vote.
C. Aviation Commerce Park — Hartwig noted that the City Council did approve
the sale of property for the proposed Super Wal-Mart. Realtor, Harry Wolf,
addressed the members, stating that some preliminary field work has begun on
this property. He stated that he is re -assessing the remaining lots. Dulek
noted that Casey Cook did previous appraisals, and she will get copies to
Wolf. Members asked questions regarding the value of the remaining land,
and discussed various uses for it. The discussion then turned to leasing versus
,selling. It was decided that Hartwig, Clay, and Staley will meet next week
with Wolf and City Manager Atkins, to further discuss the direction the City
wants to go with this available land, and also the financial expectations.
Dulek suggested they talk with Bill Flannery of Snyder and Associates to get
his input, as well.
D. Strategic Plan — Implementation — Clay noted that the interns, Elizabeth
Freiburger and Michael Tharp, have been working on various aspects of the
Strategic Plan, and he asked Tharp to give a brief update on what they're
doing. Tharp introduced himself to the members, and stated that he is
working with the Big Kids Toy Show in the areas of security and parking,
displays and booths. Tharp also noted that he had put together a "media
release" list that he can share with the members. He also brought everyone up
to date on the manager's office being ready to go in the terminal building.
Clay noted that the interns have also been working on the Operations Manual,
and getting things updated. Clay commended the interns on doing a nice job.
Hartwig then asked if anyone wanted to volunteer to attend the April 19 City
Council meeting. He asked that they let him know.
E. Airport Budget — Hartwig noted that he spoke with the Farm Manager today
about getting some money out to put in the airport coffers. Williams noted
that the January budget shows them over on the sewer utility charge, and he
asked if this was going to be an on -going issue. Hartwig noted that this would
occur approximately three times this year. The discussion turned to having
extra money available for roofing and fencing issues, as well as signage.
F. Airport Management — Robnett presented the members with her draft of three
different ideas for the airport management issue. The three choices are: hire
an administrative assistant; continue using consultants; or hire an actual
manager. She worked with the interns to come up with a list of duties and
functions that each of these positions would encompass. She asked that the
members review her draft, and then at the next meeting they could integrate
all of their ideas into one draft. Robnett gave an overview of the ideas she has
come up with, concerning functions and salaries.
G. Obstruction Mitigation Project — Stanley Consultants — Hartwig noted that he
didn't have much to report at this time. He stated that they need to get
something from Stanley first to see just where they are in the process.
H. Airport Viewing Area — Clay noted that intern Freiburger has been working
on getting information from various playground equipment companies, and he
gave the members some handouts to review. The discussion turned to having
an aviation theme in the viewing area, and in talking to various corporations in
the area for donations. This led the conversation to speaking with
philanthropic groups in the area to see if they would be interested in funding
this from an educational standpoint.
CHAIRPERSON'S REPORT:
Hartwig noted that the Gazette ran an article on February 19 in regards to the EPA having
a plane here that measured atmosphere in some manner. He said the U of I designed the
software being used in the plane. He also stated that the FAA Central Regional Airport
Conference is in May this year, and that there is money in the budget for someone to
attend.

COMMISSION MEMBER'S REPORTS:
Clay noted that he has bought a house outside of the City limits, which means that he will
no longer be able to be a regular voting member of the Commission. If the members
would pass a resolution to appoint one advisory seat, then he can remain on the Airport
Commission. This would, of course, open up a voting seat on the commission with City
Council approval.

As you know, my family is moving to a new residence located at 629
Fairway
Lane, which is outside the Iowa City city limits. Consequently, I will

unable to continue to serve on the airport commission as of May 1,
2005. The purpose if this communication is to submit my resignation
from
the Airport Commission effective May 1, 2005.
I have enjoyed working with the commission and hope to continue in some
capacity after my resignation.

After our conversation yesterday, to avoid any misunderstandings, I felt the need to put
Into writing what the City staffs position is regarding a road extending onto City of Iowa.
City / Airport property. I have also enclosed a copy of the preliminary plat approved for
this property.
While you are correct that a preliminary plat is not set -in -stone, the preliminary plat is the
stage where issues such as road location, the general layout of lots, and location of the
stormwater basin are worked out. When we raised the issues related to a road being
located on City of Iowa City property early in the preliminary plat process, the road was
shifted south to avoid being extended onto public property.
1. A road may be extended onto property now owned by the City of Iowa City / Iowa City
Municipal Airport provided it is outside the Runway Protection Zone, Runway Obstacle
Free Area, and is approved by. the FAA. Documentation of this approval is required.
Approval by resolution. of the Airport Commission will also be required.
2. To use the public property as a street right-of-way, the property will need to be
purchased back from the City of Iowa City, at fair market value (FMV). The City
Council would have to authorize the sale. Just as the public is obligated to purchase
land at an appraised FMV we are obligated to sell public land at an appraised FMV.
_Again, FAA approval:will be required for the sale.
3. Any federal (FAA) funds used to purchase this property must be returned to the FAA.
Therefore the value of the. land must be at least as much as the federal grant funds.
that may have been used.to purchase the land. This is due to this, land being
purchased for Airport purposes; not for a road that benefits a commercial subdivision..
4. A road in the .Davis Part 2 subdivision must abut the property to the east (Dane
property) and be able to be extended east to provide access for future development
east of Dane Road.
t hope this clarifies the position of City staff. In summary, a road may be constructed on
land owned by the City, but similar to any other property owner, the subdivider would have
to purchase the land in order to construct a road on it.

RESOLUTION NO. 05-132
RESOLUTION AUTHORIZING THE MAYOR TO CONCUR WITH A MEMORANDUM
OF AGREEMENT BETWEEN THE FAA AND THE IOWA STATE HISTORIC
PRESERVATION OFFICER REGARDING THE RUNWAY 7/25 EXTENSION
PROJECT AND THE OLD UNITED HANGAR.
WHEREAS, the Runway 7/25 Extension Project requires the demolition of the Old United
Hangar;
WHEREAS, because the Old United Hangar is eligible for inclusion in the National Register of
Historic Places, the FAA and the Iowa State Historic Preservation Officer (SHPO) intend to enter
into a Memorandum of Agreement (MOA) to document the Old United Hangar; a copy of which is
attached, marked Exhibit A, and incorporated herein;
WHEREAS, the FAA and SHPO have invited the City of Iowa City and the Iowa City Airport
Commission to concur with the MOA; and
WHEREAS, the Iowa City Airport Commission does concur with the MOA; and
WHEREAS, the costs to the Commission to fulfill the MOA requirements are eligible for
reimbursement under the runway extension grant; and
WHEREAS, it is in the best interest of the City to concur with the MOA.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF IOWA CITY, IOWA THAT:
The Mayor is hereby authorized to sign the MOA, a copy of which is attached as Exhibit A.

RE: 2002 IOW ALP Updates
Dear Randy
As per your request, the following narrative is the history of the 2002 ALP Update project,
undertaken by Howard R. Green Company (HRG) at the request of the Airport
Manager/Commission.
I was contacted by Ron O'Neil in late 2001, to prepare a possible contract between the
commission and HRG, for an Airport Layout Plan As -built Update. The purpose of this update
was to prepare a revised ALP drawing set that would reflect a number of changes that had
occurred at the airport since the previous update, and several decisions that had been made by
the commission in regard to planned airfield development.
It was my understanding that Ron had discussed the need for this update with Doug Johnson,
FAA Planner for Iowa, and it was agreed that, considering the developments that had occurred
and that were underway, it was a good idea to proceed. I also understood that this planning
activity would ultimately be reimbursed by the FAA as part of the contemplated Runway 7/25
improvements.
The contract was agreed to in January, 2002, and the scope of services listed two general areas
for revisions of the drawing set:
To document recent changes in the airport layout, particularly as they related to
runway identification, (the runway numbers had recently changed) runway category
of Runway 18/36 to "Small Aircraft Only," and planning decisions of the commission,
that required modifications to the Runway Protection Zone size and location, as well
as safety zone dimensions, for siting a Precision Instrument Approach (ILS) to
Runway 25.
2. To correct certain information shown on the previous ALP drawings that was not
consistent with FAA standards (most notably the Part 77 Airspace drawings) or that
incorrectly depicted planned actions (for example, the drawing showed certain
taxiways as "to be closed" when no such planning had occurred.) Also to be included
was the removal of the previous underground fuel farm, and inclusion of the (then)
new above ground fuel farm and dispensing equipment.

We proceeded to prepare the plan set accordingly, but before the set was completed, Ron
O'Neil indicated he thought it would be correct to show the planned re-routing of Dane
Road/Mormon Trek Boulevard, as it had then been determined it would be constructed.
Although this change was not part of the original purposes for redrafting of the plan, it was
reasoned that, since the routing decision had been made, and construction was progressing (on
the first phase) it should be included. Ron obtained the drawing of the routing, and furnished it
to HRG for inclusion in the plan set.
The plan set was completed in early May, 2002, four drawing sets (as required by the FAA)
were approved by the commission and signed by the Chair, and forwarded to FAA for its review
and approval. A copy of the letter accompanying the plan sets is attached.
At about the same time, Mr. Johnson transferred to a different job at the FAA, and his position
became vacant. The position was temporarily failed by the section supervisor, but no plan
reviews occurred for a number of months, while the Iowa Planner desk was waiting for a new
occupant.
Several months later, after Mr. Todd Madison had replaced Mr. Johnson as Iowa Planner, the
commission; and HRG, were notified by Mr. Madison that the updated ALP drawing set was
being returned, because the FAA Airports Division did not concur in the planned siting of an ILS
for Runway 25, and could not agree with the proposed 50:1/40:1 approach surfaces, given the
very large number of obstructions in the vicinity of the airport.
At about the same time, HRG was engaged in the revision of the Airport Zoning Ordinance, and
another project was underway to mitigate obstructions in the vicinity of the airport. There was
considerable discussion at the commission, for at least two meetings, as I recall, about what the
appropriate response to the FAA should be, particularly since others at the FAA had told the
commission that an ILS could be sited on Runway 25.
In September, 2002, the contract to revise the ALP Set was modified to include redrafting those.
pages of the set affected by the changes necessary to meet the. FAA objections as they related
to Runway 25. 1 was asked for, and prepared, a brief study showing the specific obstructions
affecting this area, and I have enclosed a copy of that study report.
The second revised drawing sets (again, four of each) were forwarded to the FAA in November
2002. Given the recent developments in regard to these sets of drawings, it is important to note
that this revision process did not call for, and did not include, a narrative report (not usually part
of an as -built update.)
Over a period of the next year (approximately) Ron O'Neil, and I made occasional inquiries of
Mr. Madison regarding the status of the approval of the ALP update, (in my case, particularly
since we were proceeding with the airport zoning ordinance and map.)

Each time I inquired, I was told that Mr. Madison had the plan set at his desk, and it was slowly
working its way to the top of his "to do list", but that there were other matters (grant applications,
funding issues etc.) that had a higher priority.
I do not recall the last time (other than recently) that I spoke to the FAA about the approval
process, but I recall several times during 2004 that Ron O'Neil told me that he had inquired, and
"got the same answer as always."
After receiving your letter of March 11, 1 called Mr. Madison to inquire about the ALP update,
and at that time he told me that the plan update had not been approved, that he did not have a
copy, and could not say what had happened to them. Normally, he confirmed, if the plans had
been returned, there would have been a letter written to the commission, with a copy to HRG,
explaining the reasons for the return, and his file did not contain such a letter.
He told me that, after the second revision was received, he had conferred with other FAA
staffers and that they were concerned with airspace issues, but that their primary concern was
the planning for the reconfiguration of Dane Road. He said that, because the previous plan had
been accompanied by an extensive narrative report that had addressed the Dane Road location
along with other factors affecting the Runway 7 extension project, the FAA was not willing to
accept a change in the Dane Road configuration without a similar narrative report.
During that same conversation, I explained to Mr. Madison why I was concerned about the lack
of approval, particularly as it related to the nonstandard airspace drawing included in the
previous ALP, which did not conform to FAR Part 77. He said was not sure what I was referring
to, and I suggested he look at the drawing, and I could point out my concerns. He retrieved his
drawing set, and upon looking at the airspace drawings, told me that he then understood the
concerns, and in fact related that his copy contained a number of handwritten notes indicating
the need to make corrections.
He then suggested that I should resend the set of drawings, and indicated he would take
another look at the issues.
He also told me he would forward to me a copy of several email exchanges he had with various
people about this matter, which he did. I understand he sent you a copy as well, but I am
enclosing a copy in any case.
I note from what I received, that he has expressed another concern about Dane Road, referring
to the Environmental Assessment completed by HRG in 2004, and the resulting Finding of No
Significant Impact. It is unclear to me whether this is an additional concern, or is intended to
replace the comments made previously about the ALP narrative report.

duplicate set of drawings, and I am waiting for further instructions from the city/commission as to

Dear Randy:
In our recent conversations you have asked me to provide some specifics that account for the
significant change in the scope of work on this project, and as well as memory serves, I will
attempt to do that.
There were two specific areas of the original agreement that were the cause of the over runs:
First, the agreement initially specified that the Airspace Drawing, prepared as part of the update
of the Airport Layout Plan that had been prepared by Snyder Associates, would be the basis for
the Zoning Map incorporated as part of the Ordinance. Unfortunately, this drawing was not
developed, according to FAR Part 77, and did not accurately reflect the decisions made by the
Airport Commission, and confirmed by the Airport Zoning Commission, as to the design of
airspace to be protected. As a result, HRG was instructed to reconstruct the Airspace Drawing
to conform to the planning of both commissions.
As the airspace drawing was being prepared, a discussion ensued as to the nature of the
approach surface to be shown to Runway 25 (at the time 24.) The question was raised because
of ongoing discussions of the siting of an ILS precision instrument approach system to that
runway.'
Per the instructions of both commissions, we prepared the drawing to reflect the more restrictive
standards required to site the ILS.
Secondly, the initial agreement calls for three meetings: one with the Airport Zoning
Commission, one with the City, and one with the County - these last two presumably to be at the
public hearings to be held during the adoption phase. As a result of several factors the number
of requested meetings far exceeded this estimate.
There were a number of meetings scheduled with the Airport Zoning Commission — several of
which failed to achieve a quorum, although I was in attendance, and prepared with
presentations.

In addition, I was asked by the airport manager to attend a number of meetings with the Airport
Commission, to inform them of actions being contemplated and taken, and to assist them in
understanding the issues related to planning for an ultimate ILS.
I also conducted an informational meeting at the county staff level, as requested by the County
Attorney.
In addition, the City Attorney requested that I meet with the City Planning Director, and her staff,
which I did on several occasions, some of which resulted in rewrites of the ordinance. I also
conducted a workshop session with the housing department staff to help them understand the
workings of the ordinance and the map.
Prior to the Public Hearing, I met with the City Council, to answer questions they had in regard
to the ordinance, and also attended the Public Hearing in the Council Chambers.
As these meetings accumulated, and the scope of the work accelerated well past the original
estimate, I had a number of conversations with the airport manager, and at one point wrote the
chair of the Airport Zoning Commission, with a similar explanation to that contained above,
although not in as much detail.
Several times, the airport manager assured me he was communicating with the city finance
department, because the Airport Zoning Commission had no budget, and because the
additional work was not budgeted by the Airport Commission. He also assured me that the
"powers that be" understood the need to get the work done, and urged me to continue, which I
did.
Our accounting department informs me that a statement was mailed on March 215t, 2005, and
the amount remaining unpaid on this project is $8,700.
The documentation I provided previously shows the days and times when work was performed,

The following string of e-mail messages should answer your questions (that are at the end
of this string of e-mails) regarding the relocation of Dane Road, and the ALP that was
never approved. Please design the disposition of Dane Road as indicated in the
Environmental Assessment and Finding of No Significant Impact (EA/FONSI). If the your
proposed design for the disposition of Dane Road differs from the preferred alternative
that was chosen as a result of the EA/FONSI, then we will need to revisit the EA/FONSI to
ensure that there will not be any adverse environmental impacts in accordance with the
NEPA process. Please let us know one way or the other.

The following e-mail messages should help to answer the question regarding the ALP. We
also indicated in the meeting with the Iowa City folks on 12/4/02 that the revised ALP
airspace drawing, sheet 3,,was incorrect, and we were using the approved ALP (approval
date 1/11/02) because it was correct. Further conversations with the airport and their
consultant indicated the same, and we do not have any record of the erroneous ALP in our
files because they were most likely returned or discarded.

Ron,
I apologize for not responding sooner in regards to the ALP and your e-mail. My
preliminary review of the ALP generated questions concerning the airspace drawing, which
will take additional time to research and study. We need to make sure that the existing
and ultimate surfaces match the desired minimums, and I need to coordinate with our
airspace folks.
We also have concerns with the revised layout of Dane Road, which has changed since the
ALP was approved on 1/11/02. The approved ALP that we have on file is supported by a very
thorough Narrative Report. As such, we are very reluctant to consider any changes to the
ALP that are not supported by a narrative report, especially during the NEPA process for
the runway extension. The NEPA process must consider the various alternatives, and once a
preferred alternative is approved by the NEPA process, we can consider changes to the ALP.
To change the ALP during the NEPA process is not in the best interest of the airport, and
will most likely be counterproductive during the process, i.e., controversy during public
meetings. This was conveyed during our meeting last fall. Mark is reviewing the NEPA
documents that have been submitted, but at first glance, it appears to be lacking. Please
coordinate with Mark on the NEPA process.
In regards to the pavement management plan, provided that you follow all of the FAA
guidelines for receiving Federal funds, the pavement management plan can be reimbursed as
project formulation costs for the next pavement rehabilitation project.
In regards to the street, provided that the street does not violate any airspace or
airport design standards, then the street is acceptable. It needs to be shown on the ALP,
and we need to review the airspace, i.e., file a FAA Form 7460-1. In regards to fair
market value, Nicoletta said that fair market value would be required unless the airport
can show that they (the airport) are receiving a benefit from improved access to the
airport. We would also need to go through the normal release process for the land to

transfer from the airport to the City since we are assuming that the City will operate and
maintain the street. If not, we need to discuss the issue of the airport maintaining the
street with airport funds. As I recall, the street will require the relocation of an ASOS
and NDB, and the street proponent should pay to relocate these facilities with their
monies. The ultimate location of the ASOS and NDB also need to be shown on the ALP, and
both will need to have an airspace study and coordination with our NonFed Program Manager,
John Rodgers.

Have you had time to complete the review of the Iowa City Airport Layout Plan?
As an update to our obstruction mitigation project, we are notifying the property owners
of the obstructions around the Airport and hope to have as many obstructions as we can
afford mitigated by the end of the summer.
The Environmental Assessment is on schedule and N.R. Green has sent Mark Schenkelberg most
or all of the information he needs to have this completed in time to stay on track for the
FY 2003 funding cycle.
I am getting budget estimates on the cost to develop a pavement management plan. Is this
reimbursable? If so, do I need to advertise and go through a selection process?
When the extension is completed on Runway 07, it is the desire of the City Council to
close Runway 18/36 and to construct a road on the south perimeter of the Airport,
connecting with the relocated Dane Road. The Commission would like to keep the runway
open as long as possible because it increases the utility of the Airport and because of
the VOR approach to RW 36. There was a concern by the Commission that using this property
may have an impact on grant assurances. Is there anything in the grant assurances
prohibiting a public street on Airport property? I have already required that fencing be
installed to restrict access to Airport property.

Earlier this week I spoke with you regarding what is the latest Airport Layout Plan (ALP)
for the Iowa City Airport. You confirmed that the one done by Snyder Associates, approved
by the Iowa City Airport Commission on 14June2001 and Doug Johnson, the FAA Planning
Engineer for Iowa, on 11January2002, remains the current FAA approved Airport Layout Plan.
Also you were aware of the later version of the ALP prepared by HR Green but indicated
that FAA had rejected that one. Can you provide me with a copy of the FAA letter
indicating why the latter ALP version, prepared by HR Green, was rejected or an e-mail
that I can share with the Iowa City Airport Commission on why that later version was

Todd,
Had a question that came up yesterday talking with the Airport Chairperson. Just wanted to
make sure that we were approaching the Dane Farm Road relocation in accordance with the
alignment that was presented and approved by FAA.
The ALP that we are using is dated Feb. 5, 2001 and it shows the Dane Farm Access Road
being relocated to the south of the existing access drive. The new drive is located
approximately 540 feet from runway centerline or 170 feet from the OFA.
What we have heard is that the ALP that was being prepared by H.R. Green, that was not
approved showed this road is a slightly different location because of FAA concerns. Can
you please confirm where is the preferred location of this access road?
By the way, why was the ALP that was submitted by H.R. Green not approved?
