MINUTES PUBLIC ART ADVISORY COMMITTEE September 7TH, 2017 – 3:30 PM LOBBY CONFERENCE ROOM – CITY HALL MEMBERS PRESENT: Wendy Brown, Ron Knoche, Erin Fitzgerald, John Engelbrecht, Tam Bodkin Bryk, NOT PRESENT: Sayuri Sasaki Hemann, Julie Seydell Johnson STAFF PRESENT: Marcia Bollinger, Aubrey Nekvinda, Kumi Morris PUBLIC PRESENT: Kay Colangelo PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA: There was no public discussion of items not on the agenda. CONSIDERATION OF MINUTES OF THE APRIL 6TH 2017 MEETING Knoche moved to approve the August 16th minutes. Brown seconded the motion. Motion passed unanimously. REVIEW OF RFQ FOR CITY HALL ARTWORK – locations and process Bollinger asked the committee’s response to the RFQ she drafted for the City Hall artwork. Engelbrecht said the proposal seemed straightforward and stated that he did not notice any issues. Brown noted a few grammatical errors in the final paragraph. Brown also asked the committee to clarify what decision was made in regards to who is eligible to participate. It was decided to give preference to Iowa residents. Fitzgerald noted the short timeline and suggested a longer timeline. Bollinger stated that the project is not rushed and just needs to be done by the end of fiscal year which is June 30, 2018. After discussion, the schedule for the project was determined to be as follows:  Friday, October 27, 2017— Response Deadline  Friday, November 3, 2017— Selection of Finalists  Thursday, January 4, 2018— Presentation of design to Public Art Advisory Committee  Friday, January 5, 2018— notification of finalist selection.  Friday, February 2, 2018— Execution of project agreement  February 3, 2018 - March 1— design phase and review by PAAC  Saturday, June 30, 2018- Project completion Bollinger asked the committee about their thoughts on the language regarding the application process on the RFQ. It was decided that the “ties to Iowa City portion” needed to be clarified in the final RFQ. Bollinger mentioned the fact that the artwork would need to be secured well and kept out of reach from the public. Brown asked what the method was for getting the word out about the project. Bollinger stated that after it was finalized the RFQ would be distributed to the committee and a press release will go out, and the City will put an announcement out on social media. Bollinger also said she would create a poster and display that in local businesses. Morris asked how the committee would be dealing with questions from the public and/or artists about the project. It was decided that the committee would post the frequently asked questions on the Public Art website. Knoche stated that the committee might want to set a deadline for questions. PRELIMINARY Fitzgerald suggested the concept of offering to partner the artists with an engineer or technical team. It was decided that the hanging and technical work could be outsourced by the artists and be part of their budget. COMMITTEE ANNOUNCEMENTS OR REPORTS: Bollinger asked Morris for an update on the STEAM murals. Morris stated that the LED lighting for Joe Meyer-Walker’s piece is all settled now. Fitzgerald asked about the opening party for the STEAM murals. Bollinger said she was still on board to do the opening party, and had mentioned the idea to the artists. Brown asked what the project currently looks like and Morris offered to send photographs of the project to the committee. STAFF REPORTS: Bollinger stated that she is working with Scott Sovers, one of the city engineers to temporarily store the public art downtown in response to construction in the pedestrian mall. She stated that several of the artworks will be slightly moved. Most of them are being moved only a few feet from their original location. Brown asked how long the construction will take place. Knoche stated that the construction would be done in two years. Bollinger stated that they are working to move the Treasure Island Bookmark piece to a different downtown location. Bollinger is meeting with the streets team to discuss the relocation with them. Engelbrecht mentioned the concept of having an “artist in residence” in Iowa City. He showed the committee Saint Paul’s public art website which had a display of the artwork done in a program they have that is similar to what Engelbrecht is proposing the committee consider.
