SEE SECTION 8.0 QUESTIONS REGARDING DATES. ______________________________________________________________ 1.0 INTRODUCTION The City of Iowa City intends to proceed with commissioning services for the Iowa City Public Works Facility – Phase 1 Project at 3800 Napoleon Lane SE. The City of Iowa City will be seeking a Gold LEED certification for this facility. 2.0 INVITATION Subject to having experience relevant to the noted scope of work, the City of Iowa City invites companies, individually or in collaborative teams, to submit a fee proposal for this work. It is expected that the prime consultant or members of their team have significant experience in Commissioning work for institutional projects at the same level of certification and the same building scale. 3.0 SITE LOCATION The proposed site is located on City of Iowa City property south of the existing Public Works Department Streets Division Administration and Salt Storage Building s at 3800 Napoleon Lane, in Iowa City, Iowa. The facility budget is funded at 10.2 million. The facility is intended to include approximately 50,000 square feet of heated vehicle storage, 10,000 square feet of shop space and 4,500 square feet of wash bay area. It will also include a fire training area along with the site build out. The project is scheduled to bid in September 2018. The project is scheduled to be complete in November 2019. 4.0 SCOPE OF WORK Fundamental Commissioning Complete the following commissioning (Cx) process activities for mechanical, electrical, plumbing, and renewable energy systems and assemblies, in accordance with ASHRAE Guideline 0 -2005 and ASHRAE Guideline 1.1–2007 for HVAC&R Systems, as they relate to energy, water, indoor environmental quali ty, and durability. Requirements for exterior enclosures are limited to inclusion in the owner’s project requirements (OPR) and basis of design (BOD), as well as the review of the OPR, BOD and project design. NIBS Guideline 3 - 2012 for Exterior Enclosures provides additional guidance. • Develop the OPR. • Develop a BOD The commissioning authority (CxA) must do the following: ______________________________________________________________________________________ CITY OF IOWA CITY Request for Proposal: Commissioning Agent Services for the Public Works Facility – Phase 1 Project Page 2 of 4 • Review the OPR, BOD, and project design. • Develop and implement a Cx plan. • Confirm incorporation of Cx requirements into the construction documents. • Develop construction checklists. • Develop a system test procedure. • Verify system test execution. • Maintain an issues and benefits log throughout the Cx process. • Prepare a final Cx process report. Document all findings and recommendations and report directly to the owner throughout the process. The review of the exterior enclosure design may be performed by a qualified member of the design or construction team (or an employee of that firm) who is not directly responsible for des ign of the building envelope. Current Facilities Requirements and Operations and Maintenance Plan Prepare and maintain a current facilities requirements and operations and maintenance plan that contains the information necessary to operate the building efficiently. The plan must include the following: • a sequence of operations for the building; • the building occupancy schedule; • equipment run-time schedules; • setpoints for all HVAC equipment; • set lighting levels throughout the building; • minimum outside air requirements; • any changes in schedules or setpoints for different seasons, days of the week, and times of day; • a systems narrative describing the mechanical and electrical systems and equipment; • a preventive maintenance plan for building equipment described in the systems narrative; and • a commissioning program that includes periodic commissioning requirements, ongoing commissioning tasks, and continuous tasks for critical facilities. Enhanced Commissioning Option 1 – Path 1: Enhanced MEP commissioning (3 points) Complete the following commissioning process (CxP) activities for mechanical, electrical, plumbing, and renewable energy Cu and assemblies in accordance with ASHRAE Guideline 0–2005 and ASHRAE Guideline 1.1–2007 for HVAC&R systems, as they relate to energy, water, indoor environmental quality, and durability. The commissioning authority must do the following: Review contractor submittals. • Verify inclusion of systems manual requirements in construction documents. • Verify inclusion of operator and occupant training requirements in construction documents. • Verify systems manual updates and delivery. • Verify operator and occupant training delivery and effectiveness. • Verify seasonal testing, at each cooling and heating cycle fo r an 18-month period after formal and final acceptance by owner. • Review building operations 10 months after substantial completion. • Verify the delivery of complete system requirements in associated Building Automation System to the owner. • Develop an on-going commissioning plan. Include all enhanced commissioning tasks in the OPR and BOD. Path 2: Enhanced and monitoring-based commissioning (4 points) Refer to LEED v4 manual. AND/OR Option 2. Envelope commissioning (2 points) Refer to LEEDv4 manual. ______________________________________________________________________________________ CITY OF IOWA CITY Request for Proposal: Commissioning Agent Services for the Public Works Facility – Phase 1 Project Page 3 of 4 5.0 PROPOSAL DOCUMENT Your Company proposal should include an introductory letter that includes: • Primary consultant’s name (show complete legal name) • Contact person • Type of business (sole proprietorship, partnership, corporation, other) • Size of each firm (if collaborating) • Proposed timeline for completing work relative to project completion dates Your design team and related experience must be identified in a statement of relevant experience. Projects should be listed where similar work was completed. Attach a list with a minimum of three references of projects of similar scale that the proposed project manager from the design team has been the direct lead. Include client contact information. 6.0 FEES Within the letter, outline your expected fees and schedule of work. Standard disbursement of costs will be billable to the City of Iowa City, if reasonable and approved for this type of project. All billable hours including client meetings and site visits should be included in a not to exceed fee. Note: Items such as travel, accommodation and meal costs, for out of town consultants are to be covered by the proposed basic fee. 7.0 SELECTION & AWARD Interviews may be conducted as part of the selection process. The City of Iowa City may require clarification from applicants to assist in making its evaluation. The City of Iowa City reserves the right to either select the proposal that in its view constitutes the best overall value for the City or to not select any proposal. The responses and accompanying documentation submitted by Companies become the property of the City of Iowa City and will not be returned. The Company is obliged to inform the City of Iowa City, in a timely manner, of any changes to key personnel, ownership, financial position or any other information related to this project. The City of Iowa City reserves the right to contact owners, owner’s representatives and/or consultants on any construction projects that have been carried out by the p roponent, as well as the references provided in this Statement. It is the intent of the City of Iowa City to enter into a contract or a signed proposal with the selected Company. The City of Iowa City reserves the right to conduct negotiations in the are as of scope of work and the identified deliverables, with the selected team. It is not the intent of the City to negotiate lower pricing nor is it the intent of the City to allow for new or significant altered proposals, but rather to ensure the City has the flexibility it needs to arrive at a mutually agreeable final contract. 8.0 QUESTIONS  During the proposal period, written questions may be submitted to Kumi Morris at kumi- morris@iowa-city.org or to the address listed in this section below.  The last time and date to submit a written request or question to the City is before 5 p.m. on Thursday, July 19, 2018.  Questions and the corresponding answers will be posted by 5 p.m. on Friday, July 20, 2018.
