Commissioning Agent RFP Updates/Addendum and
Questions/Answers

Updates/ADDENDUM:
A. The City of Iowa City will be seeking a Silver LEED-NC v4 certification for this facility.
B. Under 4.0 SCOPE OF WORK, delete the following:
• Develop the OPR.
• Develop a BOD
C. Under 4.0 SCOPE OF WORK, Fundamental Commissioning, replace with the following scope:
The commissioning authority (CxA) must do the following:
• Perform a focused review of the Owner’s Project Requirements, the design team’s Basis of
Design prior to approval of contractor submittals for any commissioned equipment or systems.
• Develop and implement a Cx plan which includes the required components described in LEED
Reference Guide for Green Building Design and Construction v4.
• Confirm incorporation of Cx requirements into the construction documents.
• Develop construction checklists.
• Develop specific equipment and system functional performance test procedures.
• Verify system test execution.
• Maintain an issues and benefits log throughout the Cx process.
• Prepare a final Cx process report.
• Complete required LEED Online Documentation.
• Provide support to address GBCI LEED review questions.
D. Under 4.0 SCOPE OF WORK, Enhanced Commissioning , add the following to the existing
scope:
• Complete required LEED Online Documentation.
• Provide support to address GBCI LEED review questions.
E. Under 4.0 SCOPE OF WORK, Enhanced Commissioning, delete from fee scope:
Path 2: Enhanced and monitoring-based commissioning (4 points)
AND/OR
Option 2. Envelope commissioning (2 points)
F. Under 6.0 FEES, add the following:
Provide a line item for each service.
G. Under 9.0 PROPOSAL SUBMISSION, replace with the following:
❑ The proposal letter must be delivered no later than
3:30 p.m. on T hursday, July 26, 2018.
❑ Deliver proposals to:

Questions and Answers
Note: All questions are posted as written verbatim to the City.
Question 1
Section 9.0 PROPOSAL SUBMISSION reads: A single letter of the fee proposal must be submitted…
Section 5.0 reads: PROPOSAL DOCUMENT
Your Company proposal should include an introductory letter that includes:
• Primary consultant’s name (show complete legal name)
• Contact person
• Type of business (sole proprietorship, partnership, corporation, other)
• Size of each firm (if collaborating)
• Proposed timeline for completing work relative to project completion dates
Your design team and related experience must be identified in a statement of relevant experience.
Projects should be listed where similar work was completed.
Attach a list with a minimum of three references of projects of similar scale that the proposed project
manager from the design team has been the direct lead. Include client contact information.
Do we send this as part of the fee proposal package? I want to make sure that if we send you a
submittal package with the qualifications you requested, including the fee proposal, we will not
be disqualified.
Answer: You may send this information as part of the fee proposal package. You will not be
disqualified if you send the requested information in addition to the fee proposal.
Question 2
Can the current project plans be made available for our review? The MEP plans with system concepts
and equipment counts will be very helpful in assembling our proposal.
Answer: Yes, the plan ICPWA A100 and HVAC list are posted online on the website
https://www.icgov.org/project/public-works-facility.
Question 3
Can you clarify the intended LEED scope of work? All paths and options are referenced in the RFP,
including monitoring-based commissioning and envelope commissioning. However, it is not clear
specifically which paths and options are being requested for this project.
Answer: Refer to the clarifications in the updates, in items B, C, D, and E above.
Question 4
Is it acceptable for our response to be delivered via email as a PDF as opposed to mailed hard copy?
Answer: A hard copy is required. Refer to the clarification in the updates, in item G above.
Question 5
Phase 1, what do the enclosure systems (i.e. roofing system(s), opaque wall system(s), fenestration
system(s), etc.) generally consist of?
Answer: Refer to the clarifications in the Updates. Envelope Commissioning is not included in the
scope.
Question 6
Also, should we make assumptions on a certain number of site visits based on the construction
schedule, or do you have a certain number that you request (as related to the building enclosure)?
Answer: (1) Kick off Meeting, (1) Ten Month Review, and a minimum of (3) site meetings.
Question 7
Finally, should we assume that air/water penetration resistance of the enclosure is part of the OPR and
that air/water leakage field testing is to be performed?
Answer: Refer to the clarifications in the Updates. Envelope Commissioning is not included in the
scope.
Question 8
Would we be able to get a preliminary set of plans or a list of equipment? We feel that this is required
to properly put together the expected fees.

Question 9
Would we be able to get a copy of the OPR and BOD to aid in putting together the excepted fees?
Answer: Yes, the current draft OPR and draft BOD are posted online on the website
https://www.icgov.org/project/public-works-facility
Question 10
Renewable energy system is noted in the RFP, what type is being utilized?
Answer: There is no scope for renewable energy systems.
Question 11
For the enhanced commissioning, should the expected fee include both Path 1 and Path 2 for Option 1
and Option 2?
Answer: Refer to the clarifications in the Updates. Envelope Commissioning is not included in the
scope.
Question 12
Please clarify the exterior enclosure services. Per the LEED V4 manual, Fundamental Commissioning
indicates that the requirements for envelope commissioning are included in the OPR and BOD but full
building envelope commissioning is not required unless Option 2 for Enhanced Commissioning is
pursued. The requirements of NIBS Guideline 3-2012 is only listed under Option 2 for Enhanced
Commissioning unless there are requirements in the OPR and BOD.
Answer: Only the design review portion for enclosure commi ssioning will be required as described
under the EA credit for Fundamental Commissioning.
Question 13
Is the Current Facility Requirements and Operations and Maintenance Plan only for the new Public
Works Facility or is to also cover the Public Works Department Streets Division Administration and Salt
Storage Buildings?
Answer: The new Public Works Facility is only covered under this scope.
