June 25, 2018 – 5:30 P.M.

Call to Order:Meeting called to order at 5:30 P.M.

Brenton moved and Pierce seconded a motion to approve the May 21, 2018 minutes as presented. The
motion passed unanimously.
Announcements of Commissioners:
Bergus thanked the City for the opportunity to serve on the Telecommunications Commission for a
number of years.
Short Public Announcements:
None.
Community Internet Project:
Coleman said he had not heard anything from the group working on the project. Pierce reported he had
been in touch with the new University of Iowa Student Government President and Vice President. He
said that the UISG liaison and vice liaison to City Council were interested in the topic of municipal
broadband. Pierce said he hoped to work with them to learn what they might want to pursue.
Consumer Issues:
Coleman noted the two issues presented in the meeting packet that had been resolved.
Mediacom Report:
Coleman reported that he had not received any information from Mediacom.
Local Access Reports:
Sandoval reported that one of Public Access Television’s (PATV) producers recently had a documentary
premiere and said it was a good example of quality work that can be produced through PATV. Bergus
said the event reminded her that PATV provides a great service and that the documentary was
well-produced. She said that local legislators and a wide variety of others from the community attended
and that there was standing room only. Pierce added that he had seen the event promoted via social
media.
Drager said it was a busy time of year at the Library. She reported that she has been experimenting with
live streaming to YouTube. Drager said the Library’s marketing staff had begun to create Facebook
events for Library events and that she is able to put the link to the live stream in the event page after the

program begins.
City Cable TV Office Report:
Coleman mentioned that Jack Brooks, a producer with the City’s Cable TV Office, had recently been
awarded a bronze Telly Award for his story on the local prison dog training program. Coleman noted that
Telly awards cover a broader scope than just government or community video, but extend to all kinds of
media producers across the country. Coleman said the Cable TV Office had also submitted to the annual
awards contest put on by the National Association of Television Officers and Administrators (NATOA) and
was awaiting the results.
Coleman mentioned one project being worked on, which was to highlight the success of the UniverCity
program and some support from a local organization that has benefitted it. The program purchases
houses, performs renovations and other improvements, and sells them as single-family homes in an effort
to benefit the neighborhoods.
Coleman noted the summer concert season and mentioned the Cable TV Office had recently recorded
three of this year’s MusicIC performances, which features a series of chamber music concerts.
Bergus asked how the City’s live streaming of public meetings on Facebook was going. Coleman said he
thought there has been up to somewhere around thirty people viewing the live stream at any given time
while the meeting is taking place and that it is reaching a location where more people might be likely to
watch. Coleman said that questions are not moderated during the stream, but that the questions are
directed to appropriate staff for follow-up at a later time.

Brenton moved and Pierce seconded a motion to adjourn. The motion passed unanimously.

Complaint/Comment Summary:
Customer reported that a Mediacom had been out to his house to install a new underground cable and connected
it, but that his Internet service was now out.
Resolution Summary:
MPSC reported the issue to Mediacom’s Rick Karnes, who later the same day reported that the issue had been
resolved.

Issue/Comment Summary:
Resident complained that CenturyLink DSL Internet service speed offerings are too slow and that despite this, the
cost is the same as faster service from Mediacom.
Resolution Summary:
MPSC responded to explain that there is a good amount of older infrastructure in town and that given the high
cost of building new or upgrading infrastructure, providers are faced with a business decision based on the
potential return on investment, noting that the City does not have the authority to force a provider upgrade its
infrastructure or equipment. MPSC also explained the difficulty in obtaining a competitive provider in a market of
our size.
MPSC mentioned that the Cable TV Office is able to contact providers to facilitate investigation of technical or
billing issues customers are having.

Issue/Comment Summary:
Customer reported that the audio had been out on the KWKB channel for several weeks.
Resolution Summary:
MPSC responded with some questions and suggestions to help identify where the problem was, as the issue did
not appear to be system-wide. After some time, the customer later reported that she had tried the suggestions
and that now an additional channel was having the same problem. The customer contacted Mediacom tech
support, who confirmed there was not an audio outage on the channels and that he sent an authorization signal to
the customer’s cable box in hopes of resolving the issue. The customer said the issue did not go away.
MPSC contacted Mediacom’s Rick Karnes for investigating the issue. Mediacom’s Betty Hartman contacted the
customer and suggested she try pressing the language button on her digital adapter remote several times. The
customer reported that pressing the button resolved the issue.

Method of contact: Phone call to MPSC
Complaint/Comment Summary:
Customer reported that the quality of his video service had degraded over the past year, including pixelizattion,
blacking out, freezing, and audio dropouts.
Resolution Summary:
Customer stated that he had several technicians out to investigate and that each one cut the cable going to his
TV and replaced the end, with no improvement. He reported that one technician said that the infrastructure
leading to the customer’s home was old. The customer did not want to have another technician out to look at the
problem due to the belief that the problem originated outside of his home. The customer also mentioned that the
cabling inside his home was over twenty years old.
MPSC contacted Mediacom’s Rick Karnes about the issue. Karnes was able to get a service appointment
scheduled with the customer later reported that the technician found the aerial cable going to the house needed to
be replaced. Once the cable was replaced, the technician reported that everything was working well. No further
complaints from the customer have been received.

Issue/Comment Summary:
Customer reported problems with losing his Internet and phone service periodically. The customer said that a
technician mentioned there were some ongoing problems on the east side of Iowa City.
Resolution Summary:
MPSC contacted Rick Karnes about the issue. Karnes later reported that a corroded fitting at the tap was found
and replaced. The customer called the MPSC to report that everything seemed to be working and that the
technician he worked with “knew what he was doing.”
Later in the month, the customer contacted the City’s Cable TV Office to report that his cable had been out since
a recent power outage during a storm, but soon after reported that he had contacted the technician that had
assisted him earlier and that the problem had been resolved.

PATV Report to Iowa City Telecommunications Commission July 2018
Summer is in full effect with the return of Latino Hour with host Manny Galvez and A “Now Your
Rights” capture with our local citizens taking the lead. PATV participated in the Freedom School 360
project teaching media literacy and the ins-and-outs of PATV membership as part of there community
journalism course. PATV is proud to have sponsored the documentary and it’s premier of “Through
My Eyes” produced by PATV staffers Keaton Fuller as Producers and Sujit Sign as Director.

Nora of Nora’s House of Dance interviewed and captured Kinge Montage’s, a local dance/drag
legend, last performance. Staff produced a new show called “Local Looks” highlighting local business
the support Non-Profits. We captured and streamed the Latinx Midwest Happy Hour at Studio as part
of the symposium “Building Sustainable Worlds: Latinx Peacemakers in the Midwest”. The Martial
Arts forum is back in our studio featuring our local martial arts expert and host/producer Colt A.

revisits Prairie Light’s latest presentation “Live from Prairie Lights”. The return of Education

August 2018:
The Library’s ever popular Summer Reading Programs have concluded another successful year
on August 11th. Having had 2 or more live programs each week all summer long, we are now
looking forward to a few weeks to catch up before our fall programming begins in September.
This fall we are looking forward to a wide variety of programs: the Fall International Writing
Program series with the UI International Writing Program; the Library’s annual Intellectual
Freedom Festival; the Iowa City Book Festival; the ongoing monthly DNA Interest Group
programs, and the Witching Hour festival. It’s going to be a busy fall here at the Library.

July 2018:
As we near the end of July we enter the Dog Days of Summer, and we can see the end of our Summer
Reading Programs for kids, teens and adults. All three programs wrap up on August 1st. Programs
broadcast live in July have been Summer Reading Program events for kids and adults:

This month we have been experimenting with live streaming our program on Youtube. So far we are
only sharing a link in the facebook event page for each program, but we plan to continue and make this
a regular part of our workflow. The viewership hasn’t been high yet but the feedback has been very
positive.

September 2018:
The 2018 International Authors program produced in conjunction with the UI International
Writing Program kicked on off on August 31. This month we will be broadcasting three more
events live on Fridays: The World of Arts; On the Body, and Working-in-Progress.
This year’s Intellectual Freedom Festival takes place the last week of September. We will be
broadcasting three children’s events focusing on books that have been banned or challenged
and one adult program “Objectionable Poems” performed by the Reading Aloud Group from
the Johnson County/ Iowa City Senior Center.
This month’s DNA Interest Group event “Predicting your Traits” will also be broadcast live.
Next month we are looking forward to a wide variety of Iowa City Book Fest events as well as
events for the 2018 Witching Hour Festival. It’s going to be a busy fall at the Library.

Recent production activities:
●Created a Community Highlights video for Kids Day at Upper City Park.
●Produced weekly Iowa City Update program. Topics included Jazz Festival, Fourth of July
events, Climate Action Meeting, and Organic Cart Distribution.
●Produced another PSA in the “Bike Shorts” series on how to change a tire.
●Recorded and cablecast multiple Friday Night Concert Series performances.
●Recorded the performance of the North Corridor Jazz All Stars at the 2018 Iowa City Jazz
Festival.
●Recorded an Aging in Place event which was held in the Coralville Public Library. This event
featured many speakers talking about the future of technology for helping people to stay in
their own home as they age.
Upcoming productions:
●Upcoming Iowa City Update programs to feature RAGBRAI, City Park Rides, and new bike
lanes.
●Creating an Iowa City In Focus that features the progress on the RAGBRAI, Dog Park Rules,
Historical Home Grants and more.
●Continue editing various promotional or informational videos like Park Virtual Tours & the
Animal Shelter videos.
●Finish up a video about designating homes as historic landmarks.
●Coverage of the New Horizons summer band concert at Voxman Concert Hall.
Programming and Interactive Services

Recent and Upcoming Projects:
The Cable TV Office has received a series of programs from the National Gallery of Art to cablecast
on City Channel 4. There are 55 separate programs, totalling a little over 26 hours of programming.
I'm currently running "sneak peek" episodes in the Daily Iowan TV slot, as that program is in hiatus for
the summer, and I’ll be adding a dedicated National Gallery of Art series slot to our lineup in August.
I've made some minor changes to the City Channel 4 web page footers to make our social media
links easier to find.
Website:
In June, we had 1,400 users access 2,454 pages in 1,816 sessions. Our most popular pages were
Mediacom's channel lineup page, Mediacom's channel rates, our home page, our program schedule,
our about page and our live video page.
On YouTube, we had 7,181 video views account for 17,684 minutes (357 hours and 4 minutes) of
watch time. We added 21 more subscribers, and our current total is 417. Our most watched videos
by views were the Welcome to Iowa City! video, Iowa City in Focus, the short video "Iowa Voter ID
Law", a video on the Gateway Project progress, our Iowa City Update programs about new organic
carts, the RAGBRAI pre-ride, and the Fireworks ordinance. The most watched videos by time were
Iowa City in Focus, the Welcome to Iowa City! video, the June University Heights City Council
meeting, the Voter ID short, and our program on Schools, Racial Segregation and Social Justice.
Programming:
We cablecast 106 programs produced in-house
725 times for 515 hours of programming, 22
locally-produced (DITV, Senior Center, Hoover
Library, Task Force on Aging, JC Board of
Supervisors, Coralville, North Liberty and
University Heights) programs 105 times for 87
hours of programming, and 15 imported programs

●Produced PSA video on the Climate Action Pledge, Iowa City Monarch Festival, and the
Taste of Market.
●Covered and created Community Highlights video on “Do You See Me Now?” basketball
game and Emergency Services Youth Camp.
●Produced a walkthrough tour video of a Univercity home for Neighborhood and Development
services.
●Have recorded and produced a few Aging in Place Forums. Each forum is on a different topic
and they bring in 4-5 speakers to talk about the certain topic of interest for that forum.
Upcoming productions:
●Upcoming Iowa City Update programs to feature Gateway Project construction update, dog
paddle, and City Park Rides.
●Creating an Iowa City In Focus that features the leaf vacuum program, historic cabin update,
and more.
●Creating more walkthrough tours of some Univercity homes. The purpose of these videos are
to reach more viewers and people interested in purchasing the homes.
●Producing a information video on the Historic Preservation Commission. In this video, we
hope to reach people in our community who may be interested in applying to be on the
commission.
Programming and Interactive Services

Recent and Upcoming Projects:
I created a virtual restreaming service, which allows us to send simultaneous live feeds to both
Facebook and YouTube. The YouTube live feed is then sent to our website for live coverage.
While the City is pretty invested in the Facebook platform, it was not possible to view live video on
our website with a mobile device without a Facebook account. This was up and running as we
provided a live feed of two different cameras (provided by Information Technology Services) of
the RAGBRAI riders arriving in Iowa City.
Website:
In July, we had 1,236 users access 2,344 pages in 1,637 sessions. Our most popular pages were
Mediacom's channel lineup page, Mediacom's channel rates, our home page, our live video page,
our video library page, and our program schedule.
On YouTube, we had 7,220 video views account for 19,809 minutes (330 hours and 9 minutes) of
watch time. We added 20 more subscribers, and our current total is 423. Our most watched
videos by views were the Welcome to Iowa City! video, Iowa City Update programs on
RAGBRAI, the Ped Mall construction, Organic Cart Distribution and Fourth of July fun. The most
watched videos by time were the RAGBRAI live feed, the Welcome to Iowa City! video, the City
Council meeting of July 5, the live feed of the July 17th City Council work session and meeting,
two Iowa City Update episodes (RAGBRAI and Ped Mall Construction, and a History For Lunch
episode on Iowa in the Civil War.
Programming:
We cablecast 143 programs produced
in-house 898 times for 583 hours of
programming, 21 locally-produced (DITV,

Recent production activities:
●Produced weekly Iowa City Update program. Topics included curbside carts, special election,
Kids Day at the Farmers Market, and the Climate Action Plan.
●Created PSA videos for the Dog Paddle, Pedestrian Mall Improvements Project, Jingle Cross
Festival, and a Bike Shorts on choosing the correct bike.
●Produced Community Highlights videos for the Iowa City Monarch Festival and Kids Day at
the Farmers Market.
●Created an informational video on the 4-3 way conversion construction taking place on
Mormon Trek.
●Produced a virtual tour video for one of the UniverCity homes on Fairchild St. to be used to
help advertise the homes for sale.
Upcoming productions:
●Upcoming Iowa City Update programs to feature City Park Rides, Iowa City Book Festival
and Halloween hours & safety tips.
●Creating an Iowa City In Focus that features the Leaf Vacuum Program, curbside collection
tips, and more.
●Finish editing the Senior Center’s Women Pool League video which showcases the ladies
who come each week to play pool with each other.
●Film b-roll and edit together the Historic Preservation Commission informative video which
will help promote the commission’s open seats.
●Creating a video on Service Dogs in businesses around Iowa City. This video will help people
and businesses understand what is and is not acceptable in Iowa City.

Recent and Upcoming Projects:
We've made some minor tweaks to our program schedule to accommodate two new series: we
started the National Gallery of Art series in August, and we are also going to be cablecasting
Education Exchange, a series that focuses on the Iowa City Community School District. I've also
been doing some minor changes on our website and to our re-streaming app as issues arise.
And finally, I've been studying for the written test for an FAA remote pilot license, so that I'll be
able to do videography and photography with our anticipated drone.
Website:
In August, we had 2,448 users access 2,332 pages in 3,305 sessions. Our most popular pages
were Mediacom's channel lineup page, our home page, Mediacom's channel rates, our live video
page, our video library page, and our program schedule.
On YouTube, we had 7,201 video views account for 31,118 minutes (518 hours and 38 minutes)
of watch time. We added 7 more subscribers, and our current total is 440. Our most watched
videos by views were the Welcome to Iowa City! video, the most recent episode of Iowa City In
Focus, the live City Council meetings of August 21, the Iowa City Update episode on Curbside
Cart Update, the Deer Management forum, and the Iowa City Update episode on Organic Cart
Distribution. The most watched videos by time were the Deer Management forum, the live City
Council meetings of August 21, and the Conversation with the Candidates forum.
