Rackis, Administrator, Iowa City Housing Authority SUBJECT: Federal shutdown This Memorandum is to provide information on how the federal government shutdown affects the Housing Choice Voucher program administered by the Iowa City Housing Authority (ICHA). 1. HAP Payment. The HAP payment is the portion of the rent that the ICHA pays to your landlord. The ICHA has funds to make the February 2019 HAP payment. However, the ICHA does not have funds to make the March 2019 HAP payment. Therefore, if the federal shutdown is not resolved by February 28, 2019 the ICHA will not be making any payment to your landlord beginning March 1, 2019. 2. Tenant Payment. Continue to make your rent payment to the landlord. Make sure you keep receipts. The law (24 CFR 982.310(b)) prohibits a landlord from evicting you for non-payment of rent if you pay your portion of the rent even if the ICHA does not make the HAP payment. If you receive a notice of non-payment of rent or your landlord attempts to evict you even though you have paid your portion of the rent, Iowa Legal Aid may be able to assist you. The telephone number for Iowa Legal Aid is 1-800-532-1275. 3. We Are Open. The ICHA will continue to operate with normal business hours. Keep reporting all changes of income and family composition. 4. Memo to Landlord. The ICHA is sending a similar memorandum to your landlord and to all Housing Choice Voucher landlords. . 5. Updates on Website. The ICHA will provide updated information as we receive it on the website for the City of Iowa City. A copy of this memo and the memo to landlords can be found on the website.
