The City of Iowa City invites you to participate in the
development of City Steps 2025: Consolidated Plan for
Fiscal Years 2021-2025, and the 2021 Action Plan.
What is City Steps 2025?
City Steps 2025 is planning document that identifies the affordable housing, community
development, and economic development needs in Iowa City over the next five years.
Why is the City preparing this plan?
Annually, the City receives Community Development Block Grant (CDBG) and HOME funds from
the U.S. Department of Housing & Urban Development (HUD). To continue receiving these funds,
the City must identify and prioritize its needs, then explain how it will address these needs
through local projects.
What type of projects has the City used these funds for in the past?
The City has allocated over $4.0 million CDBG and $2.8 million HOME funds since the past plan,
with projects including: $3.4 million for affordable housing, including Shelter House’s permanent
supportive housing at Cross Park Place; $1.6 million for the City’s Homeowner Rehabilitation
Program; $711,000 in public facilities projects such as the expansion of the Crisis Center Food
Bank; $621,000 in operating support for nonprofits; $375,000 in streetscape and park
improvements; $250,000 to businesses in economic development assistance; and planning &
administrative activities.
Who benefits from these projects?
CDBG and HOME funds assist low- and moderate-income community members. Eligibility is based
on income and household size. For example, a household of four persons must have an income
below $75,500 to qualify for one of the projects or programs offered. However, those who
benefit from CDBG and HOME funds often have much lower income levels.
How can I participate in this process?
Beginning June 17, 2019 you can complete an online survey and let the City know what the needs
are in your neighborhood. You can also attend Stakeholder Workshops and Public Meetings June
18-20th at the Broadway/Pheasant Ridge Neighborhood Centers and City Hall.
