I will also have someone in our Police Department contact you about the larger public safety concerns that you
have. The Police Department is working extremely hard and finding success in addressing some of the concerns that you
have mentioned in your email. Extra resources have been dedicated to the larger neighborhood this summer. Again,
someone will reach out to you so that your questions and concerns can be addressed in greater detail.

I am writing to express concern about two issues that are affecting our neighborhood.
1) Road construction that is tying up 1st and 2nd Avenues between Court Street and Friendship Street. The
traffic has recently been redirected to 3rd Avenue as the work is being done. The change of the traffic pattern
has caused problems on 3rd Avenue. Our street is a quiet one. Cars that do come down it areon the street
come with a destination. Now both city buses and cars travel down the street well over the 25mph speed
limit; often not stopping at the stop sign on 3rd and Friendship. Three people in the neighborhood have called
the police station over the past week and two calls have been made to the bus depot. All calls have asked for
help in getting the traffic to slow down so the people are on our 2 blocks are safe but we have not seen an
interest on the part of the city to help. One caller was told that the expense of either a police presence or a
sign like those on 7th Avenue had not been written into the budget of this project. With no city workers on
site for over a day it seems the project will go on past the July 15th end day that is stated online.
2) The increase in criminal activity that has been seen on the South/Southeast part of town since the closing of
the police station in the Pepperwood Mall area is a safety concern. Shooting of car windows, shootings into
the air at Mercer Park, the large number of bike thefts that people report to the police but that the police
refuse to address is not acceptable.
These are real problems we are living with and we are all trying to understand why no one at the city level/in
the police department is concerned about them. In our neighborhood, people talk to each other and
everyone is worried about their safety. I hope you can all look into these problems and come to soem real
time help for our neighborhoods on this this of town.

There is a gigantic white pine tree that is overhanging the sidewalk and growing it's branches out onto Benton
Street and 421 E Benton. I have reported this to some little site the City runs and they say they have contacted
the owners and the problem has been dealt with. The problem has not been dealt with.
On Gilbert Court some boor has dumped 4 - 5 - or 6 large tires where people park. Have no clue who did this or
why, but they need to be hauled away.
Please refer this post to appropriate departments.

Dear Council Members,
As a follow up to the July 10th, 2019, City Council meeting, the Highly's and I would like to request a time
to meet with the City Council members and the MidAmerican Energy representatives, and if possible,
Adam Wright, CEO of MidAmerican Energy. It appears, MidAmerican Energy is no longer conducive to
proceeding with the original "good faith" offer that they indicated would be "doable' terms regarding
the property at 1823 Prairie Du Chien Rd.
We also request the opportunity to discuss additional concerns adversely affecting 1823 Prairie Du
Chien Rd and the surrounding development that were not previously addressed by MidAmerican Energy
during the July 10th meeting.
We look forward to the opportunity to meet with you and the City Council members in person to discuss
this extremely important information in a conscientious effort to ensure both the safety of all of our
neighbors and to keep our communities safe and strong. We are able to be flexible for both the time
and place of the meeting based on your schedule, however, due to the 30 -day preliminary approval
period, the meeting must occur prior to August 09, 2019.

Restrict fireworks to the Fourth of July
Please consider permitting fireworks only for Fourth of July celebrations so we have the quiet — in our own
homes — that we need for the activities that enrich our lives.
I was disappointed to be disturbed in the peace and quiet of my own home by city -sanctioned fireworks on July
20.
Quiet is an important social good. We need quiet to enjoy our lives. Noise harms us and reduces the quality of
our lives. The air is part of our commons, something shared. When people put noise in the air, they are
polluting the commons.
Throughout the day, we must put up with noise from lawnmowers, weed trimmers, leaf blowers, lawn edgers,
construction equipment, traffic, planes, sirens, et cet. Evening is when we have quiet for activities that require
it.
Fireworks used to be used only on the Fourth of July. In recent years, they have become common at many
kinds of events throughout the year.
More distressing is the trend toward noisy fireworks and away from tall, pretty, quiet fireworks. More and
more now, fireworks are just noise for the sake of noise. Why would you want to impose that on the citizens of
Iowa City who are sitting quietly in their own homes? Why should such a cost be imposed on us so that a few
people can enjoy fireworks live? I am not choosing to pay that cost and I resent having it imposed on me.
I moved here in May from a noisier city where one year I was disturbed by noisy fireworks eight times in a five-
month period and was once shaken from by bed at 10:30 p.m. by booming fireworks that sounded like bombs
going off right above my house.
I was pleased when I learned that Iowa City prohibits fireworks and issues fines to people for using them.
Although my sleep was disturbed on two or three nights around the Fourth of July, the noise was not as bad as
what I have usually experienced. Yay! One more reason to feel good about moving here.
But what's the point of prohibiting fireworks by citizens if you're just going to allow fireworks displays that are
so noisy that they enter everyone's living room throughout the city? On July loth? Just two weeks from the last
noisy fireworks? How often is the noise of fireworks going to come into my home?
Restricting fireworks to the Fourth of July would be a reasonable compromise between tradition and respect
for residents. Thank you for considering my suggestion.

Great presentation and discussion this evening on Form -Based Codes.
Thank you.
As a citizen whose neighborhood is currently involved in big changes this was a refreshing discourse about a much
needed practice.
As citizens, developers, commissioners, counselors and staff we need a common code, language, to use when comparing and
contrasting elements of city planning, design and construction concepts at work to build and renovate successful neighborhoods.
When speaking the same language we reduce confusion and bring about understanding. I find that the most problematic aspect in
communication when talking to staff, commissioners and councilors regarding a common issue is the absence of common
understanding. It does seem like a Tower of Babel. Everyone has a different perception or interpretation of the issues, and my
assessment process cannot make sense from the lack of consensus. I mentioned once the "Office of Circumlocution" when describing
my experience in this realm. Tonight I see that it is a common experience on both sides of the table. I hope you can find a fast track to
including these concepts into your City Planning practices for all to benefit.

Mayor Throgmorton and Council,
The Iowa City Downtown District (ICDD) would like to thank the City of Iowa City and Council for the
ongoing support and investment to the placemaking efforts in downtown over the past three years. These
efforts have proven to be a powerful way to shape and create dynamic, healthy activation of spaces, with
a primary focus on the Black Hawk Mini Park.
We wanted to provide City staff and Council some updates and insights into planned efforts for the space
For 2019, the final renovations were completed in June and shortly after Black Hawk Mini Park reopened,
we started our placemaking efforts in the space that combined "Lighter, Quicker, Cheaper" methods and
some temporary amenities. Based on survey results, feedback from community members and our own
experience with the space, seating, shade and amenities that "soften" the area are still a priority. In an
effort to answer these needs, we have installed six picnic tables that were locally designed and built to
provide accessible and unique seating options. In the last week, the picnic tables have also provided a
paid artist opportunity, and now act as another public art feature. Additionally, new moveable planters
were constructed to match new aesthetic of the space and add another dimension of landscaping for the
park.
The larger project underway for the space is a seasonal shade structure designed by Martin Gardner
Architecture and fabricated by City Construction. This structure could be placed in the space year after
year from Spring until Fall. The design is an original and thoughtful piece that will provide the much
needed shade and even more landscaping opportunities. The new temporary shade structure will be a
beautiful yet non-invasive structure that will leave plenty of free and open space for other uses in the
space. Attached is a rendering of the shade structure to be installed in the space, Spring 2020.
As for the future of the placemaking efforts, as an organization, we are thrilled to continue this important
activation and believe through the lessons of the past three years, we have the ability to have an even
larger impact with larger projects revolving through the space each year.

I understand a permit isn't required for public instrumentation, however, if we could in any way change the
policy to include instrumentation to fall under sound permit it would be greatly appreciated. I work at an office
downtown and the saxophone player is in the ped mall every. single. day. playing 30 seconds of the SAME
songs. every. single. day. during office hours. I can only hear the chorus to "the lion sleeps tonight" so many
times during a work a day before I begin to pull my hair out. Is this something that can be addressed at the
next city council meeting?

Dear City Council of Iowa City,
My name is Adin Herr and I recently graduated from the University of Iowa with a degree in
social work. I recently finished a practicum at Neighborhood Centers of Johnson County, where
I was responsible for the implementation of the YES! Program. Several of our youth lived in
mobile home parks without an accessible bus line, so I was responsible to drive them back and
forth for programming three times a week.
To my knowledge, there are twelve mobile home neighborhoods in the area. Most of them are
within a ten-minute walk of a bus stop. However, the Lake Ridge, Breckenridge Estates, Sunrise
Village, and Modern Manor are notable exceptions. Those living in Lake Ridge apartments have
to walk for 15 minutes and cross a busy highway. The nearest stop to Breckenridge is a 40 -
minute walk for 40 minutes down the highway. If stops 8341, 7607, and 7609 were utilized,
Sunrise Village and Modern Manor residents could reduce their 20 -minute walk to 10 minutes.
Given that many residents of manufactured housing have a lower income and cannot always
afford automobiles, it is essential that they should be able to access public transportation. For
children and elderly folks, walking for twenty minutes or across a highway is not feasible. All of
these residents, even Breckenridge, are valuable members of the Iowa City community. Treating
them accordingly means they should have access to affordable public transportation, whether
they live inside of city limits or not. For the sake of kids and parents I spent my summer
working with and future residents of these neighborhoods, please consider the following:
• Using stop 8331, 7606, or 7609 on an active bus route. Even if it is not "used enough", it
is better for residents of Sunrise Village and Modern Manor to have access to affordable
transportation than no access at all.
• Placing a stop near Lake Ridge, eliminating the necessity for residents crossing or
walking along the highway. This condition is unsafe, and Westport Plaza passing
through Lake Ridge would not significantly delay its arrival at stop 8022 across HWY 6.
• Running a bus line, or shuttle bus out to Breckenridge Estates three times a day. The
residents are valuable, working members of the Iowa City community who live out there
because the cost of living is cheaper. Because they are a lower income community, they
would benefit greatly from a bus line or daily shuttle. Having a regular bus gives adults
the chance to work, run errands without an automobile, and children the chance to do
something during the summer time.
Please help the residents of these communities improve their quality of life by providing access
to transportation, an opportunity many of them do not currently have.

and am proud to be a resident of the Iowa City community! Thank you for serving us.

Competitive quotations for the 2019 Summer Sidewalk Repair Project were opened on

The project involves the removal and replacement of sidewalk located at multiple sites in
Iowa City. Public Works and Engineering recommended and the City Manager awarded
the contract to Quality Construction Services of Eldridge, Iowa. The project will be

Apologies for my recent absent from meetings. I took a new position at work that has been taking up more of my time.
had hoped to be able to get back to attending meetings this month but it looks like my job is going to continue to require
my presence on Monday nights for the foreseeable future. In light of this, I'm unfortunately going to have to step down
from the commission. I don't want to be taking the spot of someone whose availability is better suited to serving on this
