Background/Program Description
This program has been created to improve the quality of stormwater runoff and reduce the
pollutants entering the City’s storm sewer system and waterways through the use of best
management practices (BMPs). The program provides funding assistance for property owners to
install BMPs related to stormwater quality, including rain gardens, bioswales, pervious paving
and other approved infiltration practices, and bank stabilization, and other generally accepted stormwater quality BMPs
as approved by the City. The maximum funding for these practices will be half of the project cost up to a maximum of
$3,000. Funding is limited to one qualifying application per BMP improvement that is not considered regular or required
maintenance.
“Your Best Lawn” is a new campaign, utilizing a soil quality restoration process. The maximum
funding for this practice will be half of the project cost up to a maximum of $2,000.
Applications will be processed within two weeks of submittal to the City of Iowa City.
Instructions for Application
1. Complete the application form. Include a description and plans, including a cross section for the project.
2. Attach project cost estimates or quotes.
3. Return completed application and supporting documents to Attn: Ben Clark, Public Works Office, City of Iowa
City, 410 E. Washington Street, Iowa City, IA 52240.
4. The application is required to be signed by all property owners where this project will occur. If the project is for
a homeowner’s association, the application must be signed by a board member authorized by the association.
5. The City’s Stormwater Coordinator will schedule a site visit for project approval.
6. Request a final inspection when project is complete.
7. Submit final receipts for reimbursement.
Conditions
1. The applicant is responsible for the payment of all expenses associated with the work. Upon submittal of paid
receipts and successful field review, the City will reimburse the applicant within 30 days.
2. Implementation of an approved project is the sole responsibility of the property owner. The City is not liable for
personal injury or property damage resulting from said work.
3. Projects approved for funding carry no implied warranty by the City. Implementation and maintenance are the
responsibility of the property owner.
4. The property owner is responsible for any local, state, or federal permits that may be required.
5. Involve your neighbors. If your neighbors are not a part of the project, at least keep them informed and seek
input before doing the work. Drainage issues have been known to cause years of ill will between neighbors.
6. Projects must be completed within a six-month period of receiving notification that the project has been
approved for funding.
7. Projects must use generally accepted BMPs. Reference/resource materials include: The Iowa Stormwater
Manual, Iowa Rain Garden Design and Installation Manual, EPA manual of Urban Stormwater Retrofit Practices
(http://www.iowastormwater.org/).
8. The City will conduct an initial site visit to ensure conditions are acceptable for the chosen practice and again
after the project is completed. When the field review verifies the project has been successfully completed, the
City will reimburse the property owner within thirty days.
