Minutes of the Regular Meeting DRAFT
August 22, 2019

Guests Present: None.
Call Meeting to Order. Vice -President Kirsch called the meeting to order at 5:01 pm.
Public Discussion. Byers attended the City Council meeting. The hourly to permanent staff conversation
continues. Byers signed a side letter that will provide vision care through Delta, with open enrollment to
begin in November.
Approval of Minutes.
The minutes of the July 25, 2019 Regular Meeting of the Library Board of Trustees were reviewed. A motion
to approve the Regular Minutes was made by Paetzold and seconded by Johnk. Motion carried 5/0.
Items for Discussion/Action.
NOBU Budget. Carman said NOBU was a new process to him so he invited Susan Craig to talk with him
about it. The NOBU request represents our best estimates; we cannot say with certainty how much things will
actually cost. Paetzold asked if we will decrease our revenue stream. Carman said he is hopeful we will not
have to do so and will keep the Board updated. Paetzold asked if some of the facility costs could be shared
with the City and Carman will talk with the City about some of these items and alternative funding sources.
Paetzold wants to be sure that we are fiscally responsible to our donors. Kirsch asked about the appraisal of
the art collection. Carman said it is for insurance purposes and to increase the level of our stewardship of the
artworks. Johnk asked about the adult changing station. A motion to approve the NOBU budget as
presented was made by Johnk and seconded by Washington. Motion carried 5/0.
Library Annual Report. Carman said he regretted not asking Craig to report on the first six months of the
year. Carman said as we gather more data about the fine -free experience we will report it to the Board. He

believes we run the risk of only showing decline if we maintain our traditional statistics. Library work has
changed, and our value has not, but some of the statistics do not represent that value. Carman thinks it will
be interesting to look at the statistics we would like to keep track of. Paetzold asked about what is included
in "Other "income source. In response to a question from Paetzold, Carman said he feels that the County is
still paying an appropriate amount for the services they receive. Kirsch asked about the support group at the
bottom of the Fact Sheet. McCarthy said it represents the number of donors and does not include in -kind
gifts, just financial donors. Kirsch asked about wifi internet use downtown and what is being measured.
Palmer said it measures the sessions people connect to wifi. He thinks the change over time is likely more
meaningful than the actual number. Kirsch thinks we have a very impressive library.
Staff Reports.
Director's Report. Carman said that he did not feel that a concrete decision was made vis a vis hourly to
permanent, part-time positions but does believe the result is there will be no change to our maintenance
positions. Carman is excited to be talking about the next year's budget, and feels more comfortable after
speaking with Susan Craig. Departmental budget allocations have been distributed and are underway.
Carman said Facilities Services put together some options for our parking situation since we cannot chalk
tires anymore. Options are to leave the current signs and hope people abide by them and only enforce the
book drop spot, purchase a handheld device to download the City's parking software, etc., install parking
meters for ten or twenty minutes and having parking enforce, or get rid of the spots and have a drive
through book return. Twenty -minute free meters were mentioned by Paetzold which they have at UIHC. Our
Building Manager supported having meters. Carman will ask if the City will be monitoring the meters.
Carman also asked the Building Manager about the HVAC unit. All of the current HVACs are on a
replacement list and doesn't feel that it needs to move any faster. City Council has declared a climate
change/awareness initiative. Each department is to come up with five goals relating to creating a culture of
climate action. We have both internal and public facing options, which puts us in a good position to come
up with goals for this initiative. This was also reflected in some of the NOBU request. Carman spoke at a VA
mental health summit about creating and maintaining inclusive spaces and highlighted the impact libraries
have. The Servpro invoice came injust under $8,000. This is a reduced rate because the City has a
relationship with the vendor. The trim will be replaced this weekend, and it is estimated to cost $600. Any
leftover trim will remain here to be used in the future. No materials were damaged during the entire
incident.
Departmental Reports:
Children's Services. Johnk noticed that year over year more people are finishing the SRP. Kirsch said she was
surprised that more people don't finish. Johnk thinks if children knew what the prizes were in advance, they
might stick it out.
Collection Services. Paetzold asked if we plan to do Kanopy in the future. Kanopy supplements collections
(like foreign films or classic films) that we do not have to purchase items. How many people are downloading
but not watching. Paetzold asked if there was a way to let patrons know that it costs the library the same
amount when they take a quick peek at a movie on Kanopy or watch the whole movie. Paetzold believes
these costs will get worse; Mangano agrees.

Development Office. McCarthy distributed the next Eat Out to Read, "Queso for a Cause," on Tuesday,
September 24, 2019, from 10:30 and 2:00 pm at Panchero's located on Clinton and Washington Streets.

Public Relations Annual Report and FY20 Goals. Kirsch asked about the makeup of the group. The Public
Relations Specialist, Graphic Specialist, AV Specialist, Graphics Intern, PR Aide, Web Specialist, and lead
Bookmobile staff are the frontline workers.
Spotlight on the Collection. No comments.
Miscellaneous. No comments.
President's Report. None.
Announcements from Members. Paetzold mentioned the BYOB program. The City of Literature Book
Festival is October 1 through October 6, 2019, and typically need volunteers. Johnk thinks he will gone for
the November meeting.

Foundation Members. No meeting.
Director Evaluation Committee. Kirsch, Paetzold, Rocklin are the committee members. The director's
evaluation will be done in September. The meeting will be closed for the purposes of the evaluation.
Communications. None.
Disbursements.
The MasterCard expenditures for July, 2019 were reviewed. A motion to approve the disbursements for
July, 2019 was made by Johnk and seconded by Washington. Motion carried 5/0,

Re: FY21 Budget Request
In an effort to provide context for the budget proposal, please find financial reports from
FY19 (the year that ended June 30, 2019) included in this packet. The FY19 Receipts
and Expenditures by Fund will provide an overview. For clarity, the "City" column is the
operating budget; this is the annual budget funded primarily by the eight ten levy. Funds
do not carry over at the end of the year. The other accounts are board -controlled funds.
Receipts are noted at the top of each account (by source) and expenditures are at the
bottom.
All CIP projects referenced in the current budget proposal are part of the City's Capital
Improvement Project fund. Individual project sheets for the current CIP projects are
attached.

FY21 Proposed Operating Budget: Significant Changes, Projects, and Highlights
Personnel
1. Since FY18, part of the Foundation's annual gift has been used to fund 16 hours a week of
additional staffing in the Children's Room to support bookmobile service. The bookmobile has
proved to be an effective tool in reaching underserved populations, promoting library service
and the ICPL brand, and engaging the community in new ways. Requests for bookmobile
service continue to increase and our ideas for using our mobile service point keep growing... we
don't see any related positions being reduced in the coming years. Funding part of this position
with gift money was not intended to be a long-term solution. At this point, the service is going
strong and it makes sense to institutionalize the additional hours by moving them into the
regular personnel line. This would require an additional $28,000 in the personnel line.
Capital Expenses/Operating Budget
2. Continuing education and ancillary costs (travel, registration, lodging, etc.)
The community benefits greatly from the professional skills, passion, and abilities of ICPL staff.
To keep staff fully engaged in the profession and their daily work, continuing education,
conference attendance, and high -quality training is essential. Additionally, new library leadership
aspire to increase staff readiness related to assessment and evaluation practices, which will
require targeted learning opportunities. National patterns of violent acts in public spaces also
highlight a need for more thorough emergency and crisis response training for all library staff.
A 30% increase in continuing education and related lines ($3,900) would afford more adequate
exposure to training and education.
3. As the library building ages, maintenance and repair costs increase. Analysis of past repairs
and current building stressors (use patterns, weather changes, etc.) call for an increase in
budget lines related to general building maintenance. A $33,000 increase in applicable budget
lines is requested.
4. Last summer, ICPL offered snacks for youth ages 0-18 through a partnership with the Iowa City
Community School District. This was complemented by meal offerings at multiple other
locations throughout the city. Providing snacks has lessened behavior issues in the library and
provided a catalyst for staff and youth contact which helps build trust and meaningful
relationships. An average of more than 40 children and teens accessed these snacks every day
during the summer, but the program does not cover the whole summer. To fill the "gaps" in the
snack schedule, $1,000 is requested to supplement the program.
5. The ICPL Bookmobile has developed an enthusiastic following throughout the community, and a
growing number of youth access library services through interaction with our mobile unit. To
ensure these patrons receive similar service to those provided at the downtown building, an
increase of $2,000 is requested for promotional giveaways and printing support.
6. ICPL's programming continues to serve as a cornerstone of our overall service to the
community, and we draw particularly large crowds for events featuring outside performers and
speakers. Each year we see an increase in performer costs and contracts, despite efforts to
partner with other area libraries to reduce costs. Additionally, costs for program supplies
continue to increase due to inflation and increased attendance. In an effort to support the City's

commitment to climate action change, we would prefer to purchase program supplies from
sustainable and/or local sources when appropriate. These often cost more than alternatives. To
continue the diversity and frequency of programming for all ages, an increase of $15,000 is
requested.
7. IT consultant fees and software/hardware repair and maintenance costs are rising, and in an
effort to keep existing equipment functional and updated, staff need resources. An increase of
$19,000 is requested for related lines.
8. ICPL staff is proud to be offering more informational and programmatic materials in non-English
languages. To continue meeting this community need, an increase of $2,500 is requested.

Capital Improvement Projects (CIP) Budget Request
9. No new CIP requests are requested. Carpet and Furnishings Replacement for the second floor
is scheduled to be completed in FY22.

FY21 Budget Proposal
Project Sheet: Materials Budget
(Collection Services —Anne Mangano)
Description:
An increase to the materials budget will support the Iowa City Public Library's ability to meet
the diverse needs and interests of the community through its collection.
Need:
The Iowa City Public Library's mission is to connect people of all ages with information, engage
them with the world of ideas and with each other, and enrich the community by supporting
learning, promoting literacy, and encouraging creativity. To meet this mission, the Library is
committed to providing a collection that best serves the community's needs and interests.
Libraries are not immune to price increases in the publishing marketplace. On September 1,
2019, a fifteen percent tariff was placed on printed materials from China, including hardback
and paperback books, as well as magazines, dictionaries, and encyclopedias. Tariffs on
children's books take effect later in the year, on December 15t". A number of publishers have
their production lines in China; almost all children's books are printed there. Tariffs will lead to
higher book pricing. Although publishers are quoting an increase of a dollar or two per book,
the library purchases 24,000 print books a year. This pricing change will impact our ability to
keep up with public demand and interests without an increase to the materials budget.
Physical books are not the only format to see price increases. Publishers have changed the
pricing structure for eBooks and digital audiobooks sold to libraries to increase wait times and
diminish availability for library users. Some publishers have increased the price of an eBook by
$20, making the average price of an eBook $60-$80 per unit. Publishers also impose meters on
ownership of a digital title. For most eBooks and some digital audiobooks, we have to
repurchase the content after two years or a certain number of uses. At the same time, patron
use of this collection continues to climb with checkouts increasing by 20% for eBooks and 34%
for audiobooks from last year alone.
A five percent increase will cover some of the anticipated price increases on printed books and
new lending models for eBooks and digital audiobooks. The requested FY21 materials budget
will support a strong collection and better access to materials in the library building, the
bookmobile, and online.

Description: Replace Virtualized Server Environment Equipment
Relation to values:
The library maintains servers dedicated to supporting of staff and patrons including library -
specific software including our Integrated Library System and Public Access Catalog as well as
other standard business needs including print, file, directory, authentication and DNS.

Summer Reading
Summer reading program completion numbers for adults and teens held steady for 2019.1,015
adults enrolled last year and 1032 this year. Last year, 438 adults completed the program and
this year, 442 completed the program. Last year, 464 teens enrolled with 171 completing the
program. This year, 404 teens enrolled and 165 completed the program. Programs were well
received. And the teens especially appreciated the summertime snacks.
The terrarium building workshop program was so popular we held it twice!

I am pleased to report that Stacey McKim has been hired to fill the position of Library Assistant
111. She will be responsible for overseeing the Digital Media Lab (DML) and work on the Info
Desk and the Switchboard. Stacey is also responsible for coordinating the Volunteer Income Tax
Assistance (VITA) and our income tax forms and instructions service. Stacey is moving from her
Library Assistant position in Community and Access Services. We are glad to have Stacey join us
upstairs and eager to see her approach to the DML.

The Bookmobile is off to a great start this fall. A new stop at Faith Academy has been busy and the Bookmobile is
once again serving students at Grant Wood Elementary. We work with staff at the Neighborhood Centers of
Johnson County to serve students in their after school programs at Wood, Alexander, Twain and Hills elementaries.

Two of our Bookmobile staff have moved into different jobs at the Library and one Bookmobile staff member is
sidelined for a bit due to a health issue, so we are operating with 50%of staff who are regularly scheduled on the
Bookmobile. Thankfully we have other staff members who are willing to help out and hope to be back at 100%
staffing soon.
No Fines for Children and Young Adult Materials
We don't have data ready to share about the impact of removing fines for overdue
materials in the Children's and Young Adult collections since the June 1 change. We are
monitoring circulation, the numbers of bills we are sending and other benchmarks and
seeing a slight increase in the number of bills mailed. We are not sure how much the
increase was caused by removing fines or Fed Mall construction over the summer. We
will continue to monitor and keep you posted. Anecdotally we are hearing stories from
many happy youth who had fines waived at the beginning of summer and were able to
check out materials.
Library Card Sign-up Month and Outreach Efforts
September is Library Card Sign-up Month and we're celebrating by offering free
replacement Cards and encouraging everyone to get a Library Card. The Fall edition of
The Window, which is mailed to over 54,000 addresses in our service area, featured a
story about the collections, programs and services available to people with Library
Cards. It also shared the story of John Bakas who's had an ICPL Library Card for over 60
years. There is also a video on the Library's webpage that promotes getting a Library Card.

ICPL staff recently worked with UI Library staff to raise awareness among UI students about resources available at
public libraries in Iowa City, Coralville and North Liberty. We initiated conversations with students about our
collections, shared a variety of library goodies and created new Library Card accounts. It was a nice opportunity to
collaborate with UI Library staff as well as staff from area public libraries.
Through our outreach efforts to area schools we registered 80+ students for new Library Cards in August and
September. ICPL staff were at every Ice Cream Social for ICCSD elementary schools in our service area. The
Teacher -Librarian at Lone Tree Community Schools recently mailed Library Card applications for students in
that district and we mailed new cards to those students. In addition, the new Student AIM card was featured
on KCRG: https://www.kcrg.com/content/news/Students-in-Iowa-City-school-district-will-soon-have-
expanded-access-to-large-area-libraries-560607871.htm1. We hope to introduce this new Library Card option
for our students in the coming months.

The Iowa City Public Library will soon benefit from some very special
deposits being made at MidWestone banks.
Special collection bins are set up at Iowa City area banks to collect
gently read fiction, non-fiction, and children's book, as well as DVDs
and CDs, which will be sold at the Book End store of the Iowa City
Public Library Friends Foundation. Everyone is welcome to deliver their
book drive donations during bank hours.
Thanks to MidWestOne Bank for hosting this book drive for twelve
years! We look forward to receiving the donations to sell at the Book
End in October.
The Book End is 21!
When the Book End opened in September 1998, it was in 600
square feet of a rented storefront at 113 South Linn Street just
north of the alley and above Eble Music. A few dedicated volunteers
worked with the library's Development Office staff to set up shelves
that the library no longer wanted and recruited other volunteers to
be open to sell donated books for about thirteen hours every week
on weekdays and evenings. More than $15,000 was raised by the
Book End that year by more than 60 volunteers. Safety concerns
meant that there were always two volunteers in the store during a
shift.
In 2007, after an unforgiving winter which made it very challenging
to transport book and VHS tape donations from the library to the
store, and in order to maximize the Book End's impact on the
library, the Book End moved to its current location on the second
floor of the library. An under -used study area was enclosed with
glass walls, the same set of shelving from the original location was
moved into place, and the store's size doubled. Nearly $31,000 was
raised that year.
Saturday hours were added in 2012, and online sales started in 2013
and continued until 2017 when the volunteer retired again and
moved out of state. Sunday hours were added in 2015. Store sales
and special big sales in the library meeting rooms have continued to
generate around $30,000 annually. Now in its 211t year thanks to our
volunteers and all those readers who find a great bargain at the
Book End every day, our wish is for many more happy birthday
celebrations at the Book End!

September is a huge month in publishing with new releases left and right. The following are all
children's books that are being published in the month of September that I am particularly excited
to see, read, and share.
"Here and Now" by Julia Denos and illustrated by E.B. Goodale is part exploration of mindfulness
and part meditation on presence. Everything about this book is designed to bring the reader(s) into
this moment, sharing this book, together. The text and the images work in conjunction, asking
readers to consider all of the infinite things that are happening in this moment.
In their follow up to "People Don't Bite People" Lisa Wheeler and Molly Idle tackle another hot
behavior topic: sharing. "People Share with People" combines adorable illustrations and sweet
rhyming text, serving a nice reminder to young readers. "What's yours is yours, what's mine is mine,
but we can be polite." Perfect for this time of year as we head back, or to school for the first time.
From the author of "Lucy" comes a new adventure in four acts: "Douglas." Follow a young mouse,
who accidentally stows away in a sweater and gets named Douglas, as she does everything she can to
make her way home to the movie theatre. Randy Cecil's format is a welcome and original departure
from the traditional 32-page picture book.
"Birdsong" by Julie Flett is a reflection on intergenerational friendships, and tie power of shared
interests to create new relationships. Katherena has moved to a new place and strikes up a friendship
,ath an elderly woman who lives next door, and fellow artist, Agnes.
Melissa Castrillon's "The Balcony" follows a young girl as she funds her world changing. Her family
moves from a house in the country to an apartment in a city. Fortunately, the fannily has brought
some of their favorite garden plants with them from their old house. As the plants from the country
grow, the young girl finds her world growing too. Told almost wordlessly, Castrillon utilizes a style
and color palette reminiscent of -,intage mood cut illustrations.
Thanhha Lai's upcoming Young Adult novel, `Butterfly Yellow," follows a young woman on a quest
to reunite with her younger brother. Hang's brother Linn was taken from her by Operation Babylift
at the end of the Viet Nam war. Six years later, Hang is desperately trying to find and reconnect
with her younger brother now that she has immigrated to die United States.
Finally, I cannot express how excited I am to read Jen Wang's newest middle grade graphic novel,
"Stargazing." A story of friendship, magic, overcoming hardship, and growing up, "Stargazing" is
built on some of Wang's childhood experiences. Considering her debut graphic novel "The Prince
and the Dressmaker" was on ICPL's Best of the Best list, part of our Mock Caldecott last year, and
recently won multiple Eisner awards, I have high expectations for this one!

School has restarted and memories of beach reading are still painfully fresh, but summer is
technically still here until September 23, so let's keep the summer reading going with a
collection of fiction titles released this month.
Not much is yet known about Margaret Atwood's "The Testaments" (arriving September 10)
except that it's a sequel written over 30 years after the debut of her classic cautionary novel,
"The Handmaid's Tale." With the runaway success of the Hulu television series adaptation,
combined with the current political climate, and it being the sequel to a phenomenally popular
original work, this is sure to have a very long library hold list running deep into the winter.
Can summer be considered over without there being a new Stephen King novel? Fortunately,
"The Institute" arrives soon (September 10) so we can safely move into fall at our normally
scheduled time. In his most recent supernatural thriller kidnapped children with psychic powers
are being held prisoner and exploited for their supernatural gifts. King has had prior success
covering similar topics with "Firestarter" (pyrokinetic abilities, kidnapping) and "It" (adolescents
teaming up against an enemy) and I could also see this sort of story receiving a popularity bump
from the Netflix series "Stranger Things." This should be another tense, can't -put -it -down
winner from the King of Horror.
National Book Award winner Jacqueline Woodson, possibly best known for her books for
younger audiences, has written a new novel aimed at adult audiences. "Red at the Bone"
(released September 17) begins with a girl's coming of age celebration in a Brooklyn
brownstone. Told in alternating chapters, her story, interwoven with those of her parents and
grandparents unfurl over the next 200 pages to show the personal struggles they've gone
through to arrive at this scene and place in history. Woodson's novels are character -driven and
she has a poet's ability to do a lot with few words, readers will find an emotionally resonant
multi -generational story.
Ann Patchett has had a massive library patron following since 2001's "Bel Canto," so it is no
surprise to see the hold list growing daily for her forthcoming novel "The Dutch house"
(September 24). Young Maeve and Danny are left to mostly raise themselves after their father
unexpectedly purchases a Philadelphia mansion, causing their mother to flee from the startling
excess. The arrival of an uncaring stepfamily and their father's early death mean expulsion from
the grand home and a lifetime of resentment. Told from the perspective of a now -grown
Danny, expect an insightful, multi -generational family saga with well -developed characters
searching for meaning.

CHICAGO — The Young Adult Library Services (YALSA) has selected Elsworth Carman, Director at the
Iowa City Public Library, as the winner of its 2019 Symposium Diverse Program Stipend.
Carman will receive $1,500 to offset travel costs to present his program, Transgender Literacy: Serving and
Engaging Transgender Teens, at YALSA's 2019 YA Services Symposium
(http://www.ala.org/yalsa/yasymposium) in Memphis, TN on November 3rd. The stipend is generously
funded by the Dollar General Literacy Foundation.
Carman's program will share strategies to help design and provide services that welcome, engage, and
affirm transgender and non -binary teen patrons. The program will also explore YA books related to the
transgender experience, as well as guide participants on how to assess their library's current practices.

IOWA CITY, Iowa (KW WQ— The Iowa City Public Library's Bookmobile started its third fall season Monday, adding one new school to its route and
reinstating a few more.
The Bookmobile started in 2017, to mitigate parking concems at the downtown library.
"We considered a'branch library' what's really expensive and it's really hard to choose a place," Bookmobile Assistant Shama Riggins said. "So, then
we thought, 'A bookmobile would be able to reach out through all parts of the community.^
The Bookmobile operates year round, with changing schedules for all parts of the year.
"Every time we change the schedule, we're just fine-tuning it even mare," Riggins said.
Monday started the third fall season for the Bookmobile, adding a new stop at Faith Academy, and reinstating a few others like at Grant Wood
Elementary.
"It's fun to just go after school and get books here," Helen Lemme Elementary School student Cole Everhart said.
'We were just coming off of the playground and they were able to stop and get books and they loved the opportunity -walked right in," Leora Houghton
said, picking Everhart up from school on Monday.
The new schedule, available here, goes until December 19th.
