RECOMMENDATIONS TO CITY COUNCIL:
By a vote of 6-0 the Committee recommends approval of the amended By -Laws for the
Public Art Advisory Committee as reflected in the attached red -lined document provided
as part of the agenda.

CONSIDERATION OF MINUTES OF THE APRIL 2. 2020 MEETING
Seydell Johnson made a motion to accept the minutes. Truitt seconded the motion. Meeting
minutes were approved by a vote of 6-0.
PUBLIC ART ADVISORY COMMITTEE AMENDED BY-LAWS
Bollinger noted that the committee needed to revisit the by-laws to rephrase the approval to
reflect the red -lined version that included all adjustments made to the original by-laws. Knoche
motioned that the committee approve the amended By -Laws for the Public Art Advisory
Committee as reflected in the attached red -lined document provided in the agenda. Purington
seconded. Amended by-laws were approved by a vote of 6-0.
ADJOURNMENT
Knoche made a motion to adjourn. Purington seconded. Meeting was adjourned at 4:38 PM

Public Art Matching Funds — Spring 2020
Draft
The Iowa City Public Art program was created in 1997 to enhance the appearance of the city through the
selection and integration of art in the public environment. Although most artwork purchased and
installed by the Iowa City Public Art Program has been initiated by the Public Art Advisory Committee, it
is possible for members of the community to submit beneficial ideas that merit consideration for
possible funding/support. The Matching Fund Program is available for art projects (visual, audio or
performance based) that are located in Iowa City and accessible to the general public.
Deadline for submissions: Friday, June 19, 2020-5:00 PM
If all funds are not committed through this funding cycle, the applications will be reopened
again with a deadline of Friday, August 21, 2020.
Maximum request for matching funds is $2000.
Submissions are reviewed by the Iowa City Public Art Advisory Committee (PAAC) which typically meets
on the first Thursday of the month at 5:30 PM in the Helling Conference Room of the Iowa City City Hall,
410 E. Washington St. or by remote meetings through ZOOM as necessary.
ELIGIBLE PROPOSALS:
• Publicly accessible and viewable within Iowa City —on public or private property (approval of
owner required).
• Murals, sculpture, installations that are permanent or temporary that will withstand human
and weather elements associated with the installation location.
• Visual, audio or performance -based projects.
• Projects that will be installed/completed by
ELIGIBLE EXPENSES
• Materials and supplies necessaryforthe creation of the artwork
• Wages/stipend for artists/performers to create the work
• Contract labor for installation such as site prep, concrete pouring, tile installation
ELIGIBLE MATCHING FUNDS
• In -kind services, commodities, other grants, personal contributions, and other donations
PROPOSALS AND EXPENSES NOT ELIGIBLE
• Events or performances that are a part of an applicant's regular programs
• Those that do not have the arts as their primary focus
• Those intending to influence public policy or to proselytize a belief
• Those that advertise or promote a for -profit business
• Those for which patrons will be charged admission
• Fees to secure a site (permits, purchasing land)
• Food/Beverages • Events with a primary focus of fundraising

Organizations, schools, individuals and government units located within Iowa City such as:
• Individual artists
• Nonprofit 501(c) (3) arts organizations
• Privately owned/operated businesses
SELECTION CRITERIA
Artwork proposals will be reviewed and evaluated by the Public Art Advisory Committee on the
following criteria:
• Verification that the location of the artwork is secured and publicly accessible.
• Ability of the artist/applicant to complete the project within the proposed time frame and
budget.
• Commitment of proposed partners involved in the project. Application should include
verification of that support and a clear explanation of the responsibilities of each entity involved
in the project.
• Ability/willingness of the artist/applicant to work with the PAAC /staff.
• Ability of the applicant to provide matching funds.
• Artwork meets design, funding availability, and appropriateness of the artwork for the site and
how well it "contributes to the identity and viability of the community and promotes the image
of Iowa City". • Verification that temporary art displays will not permanently impact location of
installation or adequate funds are available to make necessary repairs to bring the site back to
the original condition.
SUBMISSION REQUIREMENTS
(All submissions must be submitted through the online application process)
• Application
• Artist background information including samples of relevant past work or documentation of
like -experience and skill.
• A narrative statement to demonstrate that the artwork will be accessible at a location that is
open and freely available to the general public.
• A narrative of the artist's concept including project details, if applicable:
• Size, weight, medium, materials
• A site plan with building and grade elevation and/or images of building facades
showing the placement of the proposed artwork within the site proposed.
• Installation details (foundation, mounting, distance to street)
• Maintenance requirements of permanent installations and commitment of applicant
to carry out that maintenance for a period no less than 2 years.
• Visual representations of the artwork will be submitted in one of the following
formats: • jpgs (image resolution 1800 pixels on longest side);
• A model of the artwork, or
• A graphic or artist illustration depicting several views of the artwork.
• The artist will acknowledge that ownership will be considered at time of review.
South District Neighborhood Mural
Now that we have purchased the +4,OOOsq ft mural design digital image, our South District Neighborhood Association
is making the last push for our mural fundraising campaign. Our neighborhood muralist is still on schedule to start
painting it June 1st! Personally, this mural has been a shining light among all the cancellations, postponements and
social distancing. It's exciting to think of the positive energy it'll bring to Broadway Street! We still need a bit of help
though.

With your help we will reach our goal to start on a neighborhood mural for and by its own people! The goals of the
mural are to increase access to public art, empower residents and area youth to submit their creative ideas for the
design, and positively bring together and celebrate the rich diversity of backgrounds, cultures, languages,
socioeconomic levels, and generations on this side of Iowa City!

the mural design has been completed, and will share sections on our South District Neighborhood Association
Facebook page and on Nextdoor.com
We are VERY close to our final goal of $15,000 and just need to raise this last $2,000 to begin painting on June 1,
2020. Any donation is very helpful--$5, $15, $50, or $100--give whatever you can, and please share this link with
others.
BACKGROUND ON SOUTH DISTRICT NEIGHBORHOOD MURAL & ART EDUCATION INITIATIVE:
At the end of 2018, at a South District Neighborhood Association (SDNA) monthly meeting, a resident suggested
bringing more public art into our area, specifically murals like the ones downtown. A South District private school,
Faith Academy, generously donated the +4,OOOsq ft blank, canvas wall on the west side of Broadway Street. This is a
well -traveled entrance into the South District neighborhood with heavy foot traffic, bus stops, business entry points
along with many high density family occupied apartments.
Luckily, we happen to have one of the Downtown District muralist, Nick Meister, and his family living in the South
District neighborhood. He generously stepped up to take on this MASSIVE project that would not only include
creating the mural, gathering design ideas from the residents and youth, increasing art education in schools, but also
to guide South District residents in painting parts of their mural.
Starting in early 2019, the SDNA lead the efforts to fund raise through individual --local and national --donations while
also increasing efforts to bring together and engage businesses, organizations, nonprofits, and community groups in
the South District and in the Johnson County area. The SDNA was only a few months "old" with some pretty
ambitious goals of creating many other neighborhood traditions.
In the fall of 2019, SDNA collaborated with Archibald Alexander Elementary school to apply for a HAVlife Johnson
County Foundation grant to serve ALL the South District elementary schools --Archibald Alexander Elementary off
Sycamore Street, Grant Wood Elementary off Lakeside Drive, and Faith Academy on Broadway Street --by increasing
art education and supporting school -based art classes. In the spring of 2020, this grant funded the South District
community mural art submission activity, where all students --kindergarten through 6th grade --were encouraged to
submit ideas to Nick Meister for the neighborhood mural.
In the summer of 2020, the SDNA encouraged its residents to participate in a survey where they too could submit
their ideas to Nick. In the fall of 2020, the HAVlife Johnson County Foundation grant brought Nick to each South
District elementary school as a guest speaker sharing the power of mural art while continuing to encourage idea
submissions for the larger mural. Furthermore, this grant provided each South District elementary school over $1,000
to their art departments so each school could create its own mini mural. All the while, the SDNA continued to fund
raise for the larger neighborhood mural.
Now, a little over a year later, the SDNA has accomplished so many of its goals to connect residents to each other and
to resources, opportunities, and activities throughout Johnson County. We are also still on our timeline to create
possibly the longest mural in Iowa City that highlights and celebrates our South District's neighborhood
diversity. This is a 100% grassroots, resident lead project that we hope, with your help, will come to fruition especially
during a time when a mural like this could shine so much light on our part of town.

and it became a political hot button and denied. It was going to be privately funded
except for the artist fee.
