Call to order Public discussion of any item not on the agenda Consideration of minutes of the May 7, 2020 meeting Election of Vice Chairperson Update on CenturyLink Building Art Project - CenturyLink has agreed to review a proposal for an art installation on the west facing wall of the building at the SE corner of Burlington and Linn Streets. The committee will discuss funding, details of project proposal, including terms of an agreement, to be provided to CenturyLink. Review of potential project locations for FY21 Public Art Program — slideshow attached. FINAL MINUTES PUBLIC ART ADVISORY COMMITTEE MAY 752020 5: 30 PM ZOOM MEETING FORMAT MEMBERS PRESENT: Vero Rose Smith, Steve Miller, Nancy Purington, Andrea Truitt, Eddie Boyken, Juli Seydell Johnson MEMBERS ABSENT: Ron Knoche STAFF PRESENT: Marcia Bollinger, Wendy Ford PUBLIC PRESENT: none Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of Commission members, staff and the public presented by COVID-19. CALL TO ORDER Smith called the meeting to order at 5:34 p.m. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA Jan Finlayson, the newly appointment member of the committee introduced herself. CONSIDERATION OF MINUTES OF THE APRIL 20, 2020 MEETING Miller made a motion to accept the minutes. Seydell Johnson seconded the motion. Meeting minutes were approved by a vote of 6-0. PUBLIC ART ADVISORY COMMITTEE AMENDED BY-LAWS Bollinger updated the committee that the City Council unanimously approved the by-laws amendments for the Public Art Advisory Committee which increased the number of members from 7 to 9 and encouraged members to consider recruiting applicants for the two new positions. Miller asked about fiscal impacts of the Management Plan and Bollinger explained that FY21 funds have been committed although the long-term impacts of COVID are yet completely uncertain. REVIEW OF DRAFT PUBLIC ART MATCHING FUNDS SPRING 2020 Bollinger explained that she utilized the boiler plate version of the Matching Fund program from the Management Plan and included detail about time schedule. Seydell Johnson suggested information regarding the potential for applicants to present applications via Zoom. Miller mentioned some formatting and missing pieces of information which were then discussed. A completion date was determined for the end of the calendar year and possibly extended due to COVI D related delays. Purington moved to approve the adjusted Public Art Matching Fund Call to Artists. Truitt seconded. Approved by a vote of 6-0. DISCUSSION ON FY20 FUNDING ALLOCATIONS Bollinger updated the committee on several projects. She reviewed previous efforts made to potentially create a mural on the west wall of the CenturyLink building on Burlington/Linn in downtown Iowa City in coordination with UNESCO and the Iowa City Downtown District over two years ago. Concerns over CenturyLink's 3 year term permitted for the installation caused the project to stall. Bollinger explained that she has been attempting to connect with CenturyLink staff to continue the discussions after interest was expressed at the March PAAC meeting to resurrect the project. Bollinger said she made some progress but hoped to be able to provide another update at the June meeting. Ford updated her discussion with the Iowa City Downtown District regarding the mural. They continue to be interested in partnering with the City although a financial contribution was not committed. The budget of $30,000 was discussed. Purington asked about a potential contribution by CenturyLink and her reluctance for the project if no assistance was provided. Truitt suggested her agreement with that concern. Seydell Johnson stated that although CenturyLink may not be interested, the overall positive impact of a mural on the building for the community would make it a worthwhile investment. Miller asked about determining the cost of a mural of that size. Bollinger suggested that Thomas Agran would be a good resource. Agran suggested up to $40,000 two years ago. Purington requested information about the size of the wall. Bollinger updated the committee regarding the South District Mural project. Additional funds were no longer necessary as they had completed their funding raising for the project. No additional information was available regarding maintenance costs. PRELIMINARY DISCUSSIONS REGARDING FY21 FUNDING ALLOCATIONS Bollinger explained that she did not have a strategy for working through the process at this meeting but wanted the committee to start thinking of what projects might be funded. Purington suggested a slide show to showcase possible projects might be helpful for the committee to review together. Truitt asked Seydell Johnson about usage of parks and if numbers were available as it relates to how much exposure artwork might have at some parks. Seydell Johnson suggested art in lower income neighborhoods might provide for a more equitable program. Finlayson asked about the Neighborhood Art program and how that was established. Bollinger gave some examples of the program and referred to the details in the Management Plan. Truitt suggested that a workshop regarding the Neighborhood Art project be considered to promote the program to neighborhoods. Bollinger stated that would be a very simple process and she could reach out directly. Miller stated that reviewing the Goals and Objectives developed as part of the Strategic Plan be considered in the allocation process. Bollinger reviewed those categories that were developed as part of that process which included Public Places/Gathering Spaces, Gateways, New Development, Temporary Displays in Public Buildings, Matching Funds, Neighborhood Art and Maintenance. Miller asked Smith if she had any suggestions given that this would be her last meeting. Smith suggested she would like to see emphasis given to Neighborhood Art focusing on lower income neighborhoods and thanked Miller for asking her. COMMITTEE UPATES There were no updates. STAFF UPDATES Bollinger provided an update for Poetry in Public. Scores were slowing coming in from the review committee and she expected to have the results compiled in the next week or so. Poems will then be posted on the City's website and in City buses. The UNESCO City of Literature offered to host YouTube videos of the poetry being read by the poets. Bollinger asked Truitt for an update on Artsfest due to COVID and although specific plans have not been finalized, Kidztent will need to be rescheduled to fit into those future plans. Truitt mentioned that the Holiday Thieves Market might be another opportunity. Bollinger and all the committee members thanked Vero Rose Smith for her support, enthusiasm and leadership during her term on the committee particularly as it related to the Strategic Plan process. ADJOURNMENT Miller made a motion to adjourn. Purington seconded. Meeting was adjourned at 5:42 PM.
