CALL TO ORDER: Chair Monique Galpin called the meeting to order at 5:34 P.M. NEW BUSINESS None OLD BUSINESS Community Forum — Galpin asked Board about rescheduling Community Forum, noting that one community forum is required to be held in a calendar year. Board agreed to defer rescheduling until a later date due to Covid-19 restrictions. Social Media Policy Discussion — Board reviewed draft memo for suggested revision to ICPD General Order 01-07 and ICPD Standard Operating Guideline SOG # 20-01. Captain Brotherton explained the new guideline purpose is to identify steps taken by Police Department in the investigation of criminal activity or location of missing/endangered person when seeking public input via public -accessible platforms. The Board agreed that the new standard operating guideline SOG# 20-01 addressed the Boards concerns of how and when social media is to be used in an investigation. Carol 1401 Burry Drive Iowa City, IA 52246 June 4, 2021 Mayor Teague, Mayor pro-tem Salih, Councilmembers, City Manager Frain, Interim Police Chief Bill Campbell and Sheriff Lonny Pulkrabek and Sheriff-electee Brad Kunkle: As you addressed citizens this afternoon Mayor Teague, I could feel the truthful expression of your pain. But when I sent my email this morning about last night's protest expressing my "disgust and anger, it was about police/sheriff tactics to which I was referring. And to that, I was severely disappointed. I would like to know exactly what the "credible threat" was that prompted the end result of tossing tear gas and having at least one person sent to the hospital due to a seizure? What time did the "credible threat" come into law enforcement ears, which agency or agencies received it, how much investigation went into its origin, and who determined it to be of such consequence that it required Iowa City Police Officers to be out in riot gear, toting `agents' for dispersal in addition to the myriad other weaponry at their disposal? I would also like to know why the Sheriff felt it necessary to bring out a piece of mobile equipment that many of us know was acquired from U. S. military `discards'? No matter how the Sheriff says it can be used to keep people `safe', it also true that it can be used to hold those arrested. With a President threatening to deploy the U.S. military on the streets of my country this piece of equipment should be blown up, the remains melted down, and then casted in a mold symbolizing peace and permanently installed in front of the Civic Center. Whose decision was it to call in State Troopers? If is my understanding that we have a shortage of qualified troopers due to a variety of reasons, and along with police and deputies it seemed that a `show of force' was precisely intended. To this day, after 78 years on the planet, I have never understood why a fortified law enforcement presence is deemed necessary to ward off what is well known, and that is the vast majority, if not all, of the protestors would be carrying spray paint as their weapon of dissent. I am sending a copy of this letter to the Police Review Board in the hopes they will conduct a full investigation into my concerns, issue a report to the Council demanding changes in law enforcement practices, and getting the full endorsement of our elected and appointed officials in setting forth less confrontational exchanges between citizens and those who are supposedly hired or elected to "protect and to serve". The actions of last night at the behest of the ICPD and the Sheriff s office did nothing to advance either of those stated purposes. Definitions: Public Input Request: Any request made, via public -accessible platform (press releases, social media/website post, etc.), by a member of the Iowa City Police Department to the general public for information to be used in an investigative manner. Procedures: Unless an investigation is time -sensitive, attempts to identify suspects, persons of interest, witnesses, etc. shall be done by inquiring through various law,enfq"ement agencies prior to making a Public Input Request. A. Any/all requests to use public input for investigative purposes _giall be approved by a supervisor prior to making a Public Input Request. c ) B. Any/all information for Public Input Requests, including pictures and video, shall be submitted via standardized form ('Public Input Request Form") to the public information officer (PIO), or designee, for review and posting/publishing. C. Any/all Public Input Requests shall avoid describing or labeling people with suspected/alleged roles, when possible and necessary • Use "person of interest" vs. "suspect" • Use "possible witness" vs. "eye -witness" D. The PIO, or designee, shall be notified by a supervisor, as soon as possible, when a person depicted/described in a Public Input Request has been identified, located, etc. and further public input is no longer needed E. Once sufficient public input has been received, (i.e. person's identification, location, etc.), or public input is no longer needed, the PIO, or designee, shall update and/or delete any/all Public Input Requests relating to the incident F. Public Input Requests will generally be made only for crimes of serious misdemeanor level or above incidents that are potential public safety concerns, and missing/endangered persons. Exceptions to this guideline require approval from Command -level personnel. G. The posting of driver's license photos is prohibited. We deeply regret what transpired Wednesday night with the use of gas and flash bang devices and acknowledge that with better preparations and time we could safely accommodate Interstate 80 access to those that were demonstrating for change in honor of Mr. George Floyd. We are committed to working with all of our government and law enforcement partners to ensure the scenario from Wednesday night does not repeat itself. More importantly, the City and the University are committed to an open and transparent review of Police Department policies. As a starting point, Iowa City Mayor Bruce Teague has announced his commitment to President Barack Obama's Police Use of Force Proiect, as well as a full review of the #8CantWait Proiect. A review of these campaigns will be initiated with a commitment to thorough public involvement. The City's Community Police Review Board will be charged with engaging the public and helping lead this effort to ensure such review is not unduly influenced by City management. Concerted effort will be made to work cooperatively with the University of Iowa Student Government throughout this review. The men and women of the Iowa City Police Department and the University of Iowa Police Department, along with every single employee of the City of Iowa City and the students, faculty, and staff of the University stand ready to work cooperatively with our community.
