PROFESSIONAL EXPERIENCE EL PASO POLICE DEPARTMENT, El Paso, Texas 1998 – Present POLICE LIEUTENANT (2014 – Present) Director (July 2019 – Present) Multi-Agency Tactical Response Information Exchange (MATRIX) El Paso Fusion Center Direct operations for a multi-agency Fusion Center consisting of a 24/7 Real Time Crime Center and intelligence analysis center. One of 80 Fusion Centers nationwide. Approximately 70 full and part-time federal, state, and local partners including approximately 40 El Paso Police Department officer/detectives/civilian analysts and 4 Police Sergeants under direct chain of command. Manage the State Homeland Security Grant which funds the operations and staffing at the Fusion Center. Administer yearly DHS grant assessments, audits, and applications. Oversee and participate in the development and administration of the division’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures and implement adjustments. Delegate and coordinate work activities, projects, and programs; review and evaluate work products, procedures of assigned staff to ensure compliance with applicable federal, state and local laws, codes and regulations; ensure safe work practices, quality, and accuracy. Coordinate programs for department personnel, identify and resolve staff deficiencies and initiate discipline procedures. Special Investigations Unit Commander (July 2019 – Present) Supervise one Police Sergeant and 9 Detectives/Officers whose primary task is homeland security related investigations, emergency operations, public corruption, grant management, and counter terrorism. Responsible for high profile investigations including any criminal accusation against a public servant or city employee. Financial Crimes Unit (June 2014- July 2019) Managed and supervised 3 sergeants and approximately 25 detectives. Units included white-collar crime, identity theft unit, special victims unit, internet crimes against children, fugitive section, animal cruelty, and special investigations. Supervised the first animal cruelty investigative unit in the history of the El Paso Police Department. Assisted in developing policy and procedures for the new unit. Police Sergeant El Paso Police Department (2010-2014) Special Weapons and Tactics (SWAT) (2003-2014) Member of the SWAT team as an operator and marksman team leader. Responded to several hundred barricaded subjects, hostage situations, high risk warrants, and active shooter calls. Responsible for training and mentoring subordinates, operation planning and execution, and evaluation of subordinates. Pre-Service Training Coordinator, El Paso Police Academy (2012-2014) Managed and directed the pre-service training for multiple academy classes consisting of 50-75 recruits.
