Between 2015 and 2019, the ICPD handled an average
of 68,513 calls for service each year. **This does not
include calls that were handled by dispatchers or
cancelled by the caller before an officer could be
dispatched, as is shown in the Annual Report.
2019 saw a +7.3% increase in calls for service over the
previous 4-year average. 72,431 calls for service were
handled in 2019. That equates to approximately:
- 6,036 calls for service per month | - 201 calls for service per day
On average, just over half (54.4%) were in response to a public request – such as a call to dispatch or the police
department or an individual waving down an officer in the street. Just under half (45.6%) were officer initiated – such as
when an officer observes a criminal violation, suspicious activity, traffic violation, or other public safety issue.
35% of all Calls for Service fall in the
“Administration/Public
Assistance/Community Policing”
category – examples include
alcohol/tobacco compliance,
community engagement events,
residence and business checks, and
vehicle unlocks.
“Traffic and Motor Vehicle
Collisions” account for 25% of all
Calls for Service, and
“Alarm/Suspicious” (i.e. alarm notifications, attempt to locate, 911 hang-ups, etc.) for 15%.
Note: Number of calls does not necessarily correlate to a percentage of officers’ time. For example, one traffic stop may
take 2-3 minutes while one domestic abuse call could take three hours or more.
The most common outcome for both officer-initiated (OI) and public
request (PR) Calls for Service is No Action (Split: 48% OI and 45%
PR). This means the call was completed, but no official enforcement
was made (For example: Caller reports unsafe bicycling in the
pedestrian mall, but officer does not find any bicyclists after
responding – thus, no action can be taken).
21% of all Calls for Service resulted in documentation, such as
incident reports (Split: 19% public request, and 2% officer initiated).
45% of of all calls for service resulted in enforcement, which
includes warnings, parking tickets and tows (Split: 40% public request, and 5% officer initiated).
19% of all calls for service fall into the Officer Required category, which includes citations and arrests (Split: 8% public
request, and 11% officer-initiated).

IOWA CITY “GROUP A” CRIME STATISTICS { 2015 – 2019 }
FBI reporting guidelines and requirements provide definitions for Group A offenses and Group B offenses. In general,
Group A crimes are considered more serious.
Group A Offenses: The table below shows number of incidents and is sorted from most to least, by the total number of
incidents occurring over the 5-year period:
