Strateg IC Plan Six -Month Update
I am pleased to present a six-month update on the strategic plan we im pIIemented in
Julys 2020.
The work reflected in this update is significant for a number of reasons. The context is
unusual as the Library building has been closed for the entirety of this plan Is
implementation. This is the first strategic p [a n developed under my leadership, and, in
response to community needs and Cit initiatives, it asks staff at a I I levels to think and
work in new ways
I a r n extremely proud of the progress we have made toward our newly established
goals. As expected , a have advanced in goals that are easier to aocom pI isle wh ile the
building is closed and our services are restricted compared with those that require more
comprehensive engagement with the community- However, all parts of the plan are
active and in play. taft have risen to the challenge of not only undertaking a new
strategic plan, but con tin wing to adjust to the prolonged building closure and other
O I D-related restrictions- Even in times of struggle, when morale is suffering and it's
lard to feel connected to the work., library staff have continued to put effort into making
I CPL the I ibrary our community reeds.
The attached update includes a I I. established tactics, but more will be added throughout
the life of the plan (unlike the objectives, which we anticipate will be u nr1-` ange )- This
is a representation of what work has been, done and is undervvay.

The following is a synthesis of information requested by the Library Board of Trustees
concerning the legal and pracUca I implications of providing virtual meeting roo r n access through
the Iowa City Public Library.
1, Legal council believes the language and spirit of the proposed virtual room policy is in
concert with existing policy. Assistant CIty Attorney, Eric Goers, i nfornned Director
Elsworth and Community and Access Services Coordinator Helmick that the Library
could go forward as proposed in the December 2020 meeting.
2. Investigating contemporary use of virtual meeting spaces with area libraries has

806.1 The purpose of the Library's meeting rooms is to provide space for library programs and
events, to fulfill the Library's role as a community center, where the public can attend
informational, educational, cultural everts and to champion the principles of intellectual freedom
by p r ovi d i rg a foru m for th a free each -a rig a of i d ea s,
808.2 Rooms are available to non-profit corporations (defined a$ those entities granted
tax-exempt statue by the IRS under section 501(c)(3) ar other tax exempt se tivns of the
I ntem al Revenue Code), a candidate9s campaign 00mmittee (as defined in Iowa Code
6 BA -10 ()), a pol itica I co rri m i (tee (as defi nee by I o a Code § 68A-10 (18), a non-profit
c itize n as g ro u p that p rovid es a ppropriate contact i n format ion, a govern rye rota I su bd i vi si o n , or a
departmenVdivisionfbureau of a governmental subdivision. Rooms are not available for use as a
reg u I a dy sch e d u I ed cla s sro om o r stu d y s p ace by ed ucationa I i nistituti 0 n S. Room s a re not
available for private parties.

extending for no longer than two weeks at any one time. Rooms are not intended for a g ro u p's
regular meeting place or for multiple day exhibitions or displa s-
806 , 6 There as no fee for the use of library meeting rooms. All rooms are set in a sta cd a rd room
set-up and groups are responsible for returning the room to the standard set-up. Groups will be
charged for labor and materials to cover the cost of resetting the room, damage age or extraordinary
room clean up that results fro rn use (minimurn charge- 50) .

806.9 Groups using Rooms B of C may move a table into the lobby area outside of Rooms B or
during their meeting. Lobby use may not i m po-do the flow of people in and out of the building
or to other meeting rooms. Neither does the Li bra d'ic ri rinl c ato based on the political
aff I I I ati on, re I i g lou s be I fiefs, or o n a n y other constltuti onally o r state to r i I y pro h I bited
basis. The library does not advocate or e c diDrse the viewpoints expressed during
rneet i n gs or by meeting room users. Events taking place in meeting rooms may not be
closed to any person due to age, gender, race, religion, national origin, disabling
co n d it i on, o r a c y of her legs I ly p retested categ ory.
606.10 The Library neither approves nor disapproves of content, ideas or subject matter
pre sented in mee ti n 9 roo ms a n d does not accept respon i Lei I ity for ensu ring aocu racy or that a 11
points of view are represented.

806.13 Meeting ,rooms will be available for Use during the Fours the Library is open. If staffing
permits and with prior arrangement, meetings in Dooms A, B a C, and D may begin before the
Library opens, except on Sundays and holidays, and may end up to 30 minutes after close,
except on weekends and holidays Meetings in Room E are limited to Library hours only.
806.14 Simple refreshments may be served in the meeting roo r ns. P repan n g food in the
meeting rooms is not permitted. Groups are responsible for clean-up and extraordinary debris
re rr7 ova 1.

806.17 Users of equipment, the piano, or the Control Room must reserve equipment in advance
and provide valid identification -and sign -a statement of responsibility.

reservations will not be cancelled without prior notification of at least eight weeks- The library

806.19 This policy shall be administered by the Library Director, or herlhis designee, who i
authorized to adopt rules to implement it. An exception may be granted depending on room

New Public Relations Specialist
Man ny Galvez has been hi red as the new I CPL Fu b1 is Relations Specialist, effective
January 6. Manny has extensive experience in providing marketing and evert planning
services for various educational, non-profit organizations, businesses, a n d
governments I entities in our community. He was the publisher- of El Trueque Lafino
Magazine and is the founder of the Iowa City La f i no Festival- We are th ri lied to have

On Tuesday, December 29, 1 closed the Library at 4-00pm because of significant snow

January Budget Presentations
Both January budget presentations to Council gent well. On January 51h, I gave are
overview of the CIP requests submitted in late 2020 and on January W11 I presented a
brief overview of the Library and our budget request for next year, The Council did not
have any specific questions —which was not su rprisi rig, since our request was relatively
flat but Mayor Teague was supportive in his comments.
Low Temperatures, Ice and Snow
Winter weather has finally arrived in Iowa, and we're feeling the effects of deep cold and
heavy precipitation at the library, Staff from the Facilities Department have been doing
an exceptional job keeping our sidewalks clear and our internal hallways free from Srio
and salt residue. We have had Borne minor building issues related to snow and ice, but
nothing outside of our regular scope of maintenance- VVe added three small space
heaters to the lobby space to make sure staff providing service in the lobby are
comfortable and able to focus on their work.

On Th ursda , ,fan uary 2 1, 1 will be presenting a session cal led 'Bu ilding, Defending
and Celebrating L BTQAI (+)-I reclusive Collections U as part of the Innovative Libraries
Online Conference, offered through the State Libra ry of Iowa. I look forward to
engaging with I i h ra ry staff from across the state and discussing the va l u a of inclusive

procedure; Helmick said it really is just more transparent as a procedure. Paetzo I d asked if this changes
our dead debt and is concerned this might be in violation of Iowa Code. Helmick Said we are not in
violation of Iowa Code. Helmick said very old debt is separated from debt that will never- be recovered

to the Iibrary. Helmick said this is part of the policy and We will not keep fines on the books forever. A
motion to approve the policy with the changes suggested by staff was made by Kirsch sch and seconded by

Policy Review; 806: Meeting Room and Lobby Use. Kirsch would like an explanation the library's role in
providing a virtual meeting r oo M r Helmick said many libraries are providing this as an access poi rat since
we no longer have space people can be in and this could be the space where community life gathers in
response to C O I D -19. It is like a vi r tua I safe spa c-e and the I ibrary can help navigate it users have
questions- Carman said it is very straightfor ardr just like the rneeting roorr it is not library sponsored
Kirsch rsch asked if this has been done. Helmick said we are bringing this to the Board before we begin this
offering. Carman said we are using a related model with our tutoring program. Carman said other
oirectors said there is steady aril regular use and that Vi rtua I space is a good amenity for those who do
not know how to process this at home. Pa etzol d is concerned about inappropriate activity and wonders
if we have any additional liability as Rost of the Zoom account. Carman does not believe there is
tangible liable r espo sibili forthis and thinks the ri5,k is the same as with i n-person meeting rooms -

monitor- this activity. Carman said we would not, Just I ike we do not monitor the meeting room space ire

should provide provisional permission. Carman said he is fine to bring the policy bark next meeting if it

if we are not playing any rore in what happens in the virtual room, he feels uncomfortable- Carman feels
the best due diligence is to get Goers opinion before we move forward with the policy approval. The

Di r-ectc r" s Report. Carman said the rolling 14 -day average is a big p-a r t of c u r- bench rna rk i rig fo r-
reopening- This week we moved under that benchmark, which would open the lob -by for DOT klos ,
computer use, and the bookmobile. Carman said these changes will come into play on January 4, 2021
if the n u m tiers stay where they are. The lobby i l l be rec rg a n i zed r we will I offer computer access, DOT
kiosks and we will open on Sundays fr-cm 12-5. The bookmobile will tale a little bit longer to

Carman said that mailing materials may need to be tied to a phase. He said the heat map may help if
e fired the right partner-, which may lessen the impact of changing or discontinuing the rail.. He would
prefer to keep mailing items to patrons., but from a stewardship per pest i ve� i t may not be the wisest
thing to do fiscally. of course, we would communicate with patrons about this before we
changed/discontinued the service. Kirsch thinks that using the rnail because of a pandemic do -es not
mean we are obligated to keep doing it when the pa n d erni c is over and there are other means for
people to receive items at home. Carman thinks the community will understand this and believes most
patrons will find other ways to g-et their materials- ,r t a are making accommodations now,"" said ischr

Director Eva I�jatior) Committee. Kirsch, Hannah, nah, and Rocklin sent a survey to all permanent staff. The last
day to provide input is next week. Miller has been helpful sending this out. Rocklin has developed a

Januaryr The eva I uatio n provides an opportunity for staff to speck with the committee, if they wish to
do so. The Evaluation Committee will speak with Carman before the evaluation, -which will take place in
