When developing our annual building calendar, the Hours of Service Policy guides us on how to
pr ovidi� consistent libra ry access tc the pu bI is frorn yea r to year. This is a routine, three-year
policy review, last revised in 2018. The policy review comes in time for a modification to the
City's adclated hol idny ca lendar. This pol icy was reviewed by the management tear
In November 2020, the City Council of Iowa City., in consultation with the AFSCIVI E union,
adopted Juneteenth (June I9th) as a city holiday,

Last month, there was some discussion about the Reopening Guidelines we presented
to the Board earlier in the pandemic. Revisiting this document as we begin to prepare
for P-tease 4 seems appropriate, especially when paired with a document outlining what
some of our peer I ibraries are currently offen-ng
I n preparation for tli is d iscussion, I revisited our Reopen ing Gu idel ines with both Susan
ileta at Johnson County Public Health and Assistant City Attorney Eric Goers: both
supported the Guidelines as -is and did not recommend charges related to vaccine
availability or Fates of inoculation in the comma nit -

public and mourn that certain parts of the community were disproportionately impacted
by our building closure, I continue to believe that our choices in phasing design were
appropriate and in the best interest of the community and library staff- I am eager to
move forward with reopening and celebrate that current treads indicate we will be
shifting into Phase 4-which includes ire -person use of the library building soon,

glimpse of how other libraries have reacted to the pandernic and responded to local,
regional, and global public health guidelines. We did not attempt to include are
specifics about the communities served, expectations of City or Board leadership, or
reactions of staff to phases or speed of re -open ing- Every community is different a n d
every local government operates uniquely; this document is not designed to offer
insights into nuances, just "big picture'' re -opening snapshots. Information provided was
accurate as of February 10, 2021-

This plan is a living document and is subject to change as new information becomes available.
The Iowa City Public Library takes the health of our patrons and staff seriously and takes g re a t
care in providing ourservices in the safest way possible- We will use the following external
measurement to Delp us determine e h ich library services we are able to male available;

* Cleaning schedule established, adequate supply of appropriate cleaning supplies,
appropriate spaces developed for staff and public use (including social distancing space),
and clear guidelines for entering the building or service location created and posted.
Staffing at a level conducive to managing ensife and mobile service delivery.
Adequate PPE for staff. Appropriate volume of face masks, shields, gloves, and other
protective equipment available for all staff.
Pleas in place to implement next phase(s), including staff schedules.
Sufficient staff training_ All staff fully trained and prepared to transition between phases.
Overall phase and readiness to move forward or backward evaluated regularly l in consultation
with Johnson County Public Health.

The Carnegie -Stout Public: Library is open to the public and has been since June. They encourap only

The transition back into Phase 3 went well overall; we had learned a lot from the last
time we were in this phase and had a good idea of what worked and what d id n "t,
especially in terms of physical layout and service delivery. Library leadership continues
to work an the right balance of communication around phasing transitions and had a
really good conversation about specific pre pa ra tion and training tactics at the February

welcome and comfortable navigating our lobby spaces and services.
In addition to adding services in Phase 3, we also plan to torMMato our service of

Planning for Phase 4
If current trends in COVI D positivity rates in our county oontinue, we could b
tra nsitioni ng into Phase 4 as early as the beginning of March. The Leadership Yearn
has been working on plans for an expanded service model (including defining capacity
and duration linnits for individual services and building access, staffing models —
including why, how, and when to bring staff fully back into the building end safety
protocols for public and staff areas of the building).
Since the transition from Phase 3 to Phase 4 will be significant, we have evaluated
MGdels from several libraries around the country and created a detailed plan for who
(individually and departmentally) will manage age earn component of the changer Staff
training will be a priorit i Phase 4 will nnark the first firm some of our staff will have
contact with patrons in almost a year. We are exploring the overall impact of expanding
hours of service as part of this work.

Cleaning Schedule
t the last board meeting: there was some discussion about current cleaning practices
in the building. Brad Gehrke. FaC1litie Manager, shared his approach to daily leaning.
Before open- Wipe all high touch surfaces, including elevators, counters, sinks, hand
rails, door knobs, desks, tables, and chair arras. Clean staff lounge area. Clean lobby,
including floors, hand rails, floors (carpet and hard surface), inten-or windows (as
needed), and all temporary and permanent staff work station surfaces. Refill cleaning
supplies for staff use, including spray clearer and cloths for cleaning during and
between shifts- Wednesday mornings also include cleaning Bookmobile interior -
While open: Clean high touch areas in public and staff areas (tables, 00unters, hand
rails, elevators, doorknobs , etc.). Check disposable bathroom stock and clean
bathrooms. Respond to staff requests for cleaning needs and maintain a l l staff cleaning
supplies (spray, wipes, cloths, etc.). Ise c k and emptywaste receptacles as needed.

In addition to the work of our Facilities staff, other library employees are responsible for
light upkeep of individual workspaces and cleaning frequently utilized spaces (Board
Room., service vice desks, etc.) between uses. Public computer keyboards and the DOT
kiosk are cleaned by staff stationed in the lobby between patrons.

Dive rsity Audit
I am pleased to present the results of the diversity audit of our young adult fiction collection.
Diversity audits provide data on who is represented within a I ibrary collection, identifying 9;aps
in representations of gender, race, ethnicity, sexual orientation., ability, economic status, as well
as other- trail itlona IIy marginal ginal ized populations. The goal is to build a more incl USiVe collection
that contains many voices by understanding the weaknesses in the current collection at ICP L,
This project is over a year in the rya king. In October of 2019, ou r staff attended train i rig from
the Cella r Rapids Public Library on coed ucti ng diversity a edits on li brarY collection5r Thei r
tra i ning expla ined why and its are i mportant, goals to esta blish, and how to conduct are a edit.
Cedar R-api& staff provided invaluable insight on "the how," which we drew from in developing

inn iVidual books. We chose to audit the young ad u It Col JeCt ion as it was one of the smaller
fiction rol Iection s and wog Id provide a good test case for the methodology. We a Iso decided to
evaluate every item in the collection to obtain more accurate data. Before the March
shutdown, librarians and interns began to work through the collection. It was one of the first
projects we returned to when we came back to work in the library i n June.

Maynard, and V i cto ri a Fernandez. The results were interpreted and evaluated by them as well.

on staff were involved, from sarting unaudited young adult materials to helping reshelve.

According to the American Li brary Associations diversity is a core val ue of li b rarilanshi p. The ALA
Policy Manual (policy B.3) states: rr we value our nation's diversity and strive to reflect that
diversity by providing a full spectrum of resources and services to the communities we serve, le

Librarians worked together to create a Diversity Aud it form and for mat that Woe Id work for
ICPL i n the late months of 2019. Term inalogy for the form was taken from various community

Thi-5 would have involved looking -at only -a certain percentage of titles within the collection and
would have yielded a faster thciugh rather incomplete data Set. Libra runs thought it pertinent
to rues -sure the wills ion as s whole in order to obtain a more robust dau yet., that included as
many titles as possible,
Another trend i n I i brans nsh i p that was considered was the category of "Own Voices... titles,
#O n dices is a term coined by the writer Corinne Duyvisa and refers to an author from a
rya rgina I ized or underrepresented grcu p writing characters who sha re membersh ip i n the sane
marginalized or underrepresented group, rather than someone from an outside perspective
writing as a character from an underrepresented group.
The Own Voices designation specifics IIy appl ies to members of ma rgina I ized or
underrepresented gr-ou ps. Th i s is of i report when considering diversity i n a col Iection because
members of margi rya lined or underrepresented groups are often best PaSitioned to tell their
own stories i n the most accurate a rid nuanced way. This is not to say that me M ber s of
d o m i n a n t so ci eta I gro u p5 s ho u Id never attempt to Write diverse characters., but it is to say that
e want to speCIfiCa I Iy center, elevate and champion the work of diverse authors tell irr8 their
own stories at the level of collection development and reader's advisory,

Sources used to determine diverse content in each tilde included: professional revievv sources
such as Kirkus Reviews and School Libro ry Jo urno 1, prof a ssi o r a Is writi ng and b Ioggi ng in the
field-, Nove Li sti Good reads + Go0gle4 a n d our own re a il i ng of excerpts, h i u rb sa a n d i m ages as
librarians handled the book. Librarians created a system to rrtra p" checked -out titles as they
were returned and ultimately audited 3,483 titles, only missing about 100 titles that are part of
the collection (though new hooks are now being added regularly). The project took
approximately six months to complete.

Co nc I u ions and Next Steps:
According to School Library Journal i n 2019, only nine percent of responding libraries have
conducted a collection diversity audit, while another 14 percent plan to run one in the future. A
common obstacle is the difficulty of developing a methodology that fits within already heavy
workloads. Diversity audits have other limitations. An audit does not erase the reed for
publishers to cha rnpion writers from rya rginal ized groups, nor will it necessari IV catch n book
that features diversity but includes stereotypes or Inaccuracies (though we tried to ameliorate
this to sorna extent by creating a category for works that were overtly problematic' we
acknowledge we won't catch every instance of this ourselves). This phenomenon gets called out
frequently in youth materials, such as with Debbie Reese's incisive book reviews on the
American Indians in Child ren's Literature blog, i n vvh ich Reese as a cu Itu r al i resider is able to
identify cultural inaccuracies and insensitivities that are -common Iy invisible to white audiences.
Once completed a diversity audit sets a benchmark within are organization but it is certainly not
amend point. By extrapolating our data, it is evidenced that the YA collection closely aligns with
the d e m ng ra ph ICS of the community we serve based an the surveys and data a used for
comparison. However, the work here is not over but rather just begi nn rig. This data allows the

and its creators. Another facet of collection policy development is the est-a bl15h ment of a group
dedicated to an ever-evolvi rig col Iection that best emu fates our common ity. Th is ca n be

the you n g ad u It collection, a board comprised of vo u n g ad u It re p rese nta t ive5.
Collection procedures can include the evaluation of how ICPL catalogs, labels, and displays the
col Iection. Su b-ect headings can be revisited -and ch-a nged if deemed fit a nd how a specific
collection is housed can also be evaluated. Being cognizant and setting benchmarks for
incl uding "content i n all of the la nguages used in the corrm unity ou r I i brary serves, when
i I� n ri i n r� r i n formatsthat mt t n r with iIi I iti�' 'is
also important when establish ng collection procedures and these are recommended best
practices by the ALA.
When looking at acquiring new materials, as stipulated by the ALA + it is imperative to consider

By using the data from this first audit, staff, selectors, administriation and board members can
build a framework through policy, proc-edure5 and -acquisitions (or corlection development.)

goals of the Strategic Plan- Rocklin asked about the process that fed to development of tactics; Carman
said tactics have been part of the plan since its beginning in order to determine what the work will
look like. Ideas and steps emerged at Department and other- staff meetings, (Washington entered t h e
m eeti rig-) Flo ck I i n aski2d a bo u t p ro 9 ress town rd the goa I to a I lo-cate res o u rces to p rc g ra mm i ng,
outreach and collections to services for and with the BI POC (Black, Indigenous, and People of Color)
community, Carman said all expect and look forward to being able to engage community members in
meaningful ways to progress with this as the building reopening plan is enacted. Conversations with
Manny GaIvez, the new PR Specialist are helpful an how to engage different communities as advisom

information, staff do riot plan to pursue this option- Trustees concurred- Paetzold asked whether a vote

pandemic could translate to more reading, and if ICPL is not experiencing that, questioned whether the
right services are being offered. Carman stated access to the materials has changed with readership of

whether- that is the case for I C P L users. Roc I in stated he has read d headlines that book sales are
increasing- Washington stated she encounters people waiting in distant-ed lines at and outside of IC PL

Library Use later in the year in order to be able to consider input from staff I n se wise Day on

Cedar Rapids Public Library Director, Darn Schmidt, is drafting a letter to the Iowa Infectious Disease
Advisory Council requesting library staff in the state remain n at level 1 C for covid-19 vaccinations.
Carman will join Directors from the largest libraries statewide and the State Librarian in signing the
letter i f th a Trij ste-es co n cU r_ A l l ag reed vv 1 th th a pla n_ Ca r ma n stat-ed M an ny Ga I vez, new P R S p e d a l ist,
is making progress daily. Rocklin asked whether there were changes in the Administrative Coordinator
job description before the vacancy posting. Carman said there were no major updates. Small charges
in responsibilities include adding Borne responsibilities such as volunteer program oversight. Kirsch
a �p k ed what qualifications are sought. Carman re p I i e d it is a complex position which requires deep
attention to d eta i I as wel I as ability to envision the ' d i g picture,' a n d be a ble to eva I uate processes, a rd
manage pr-o)ects. Experience it Human Resources, Business, or Libraries on several levels will be
helpful- He feels good that interviews will begin soon from among a very diverse pool of applicanm

Fultz advised the Iowa Infectious Disease Advisory Council has no additional meetings scheduled so
