Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Discussion of the OIR report
Individual Council members expressed their views on the scope of the report, how to move forward with
recommendations, obtaining feedback from the community, and wanted to hear from law enforcement
on how they can integrate the recommendations within the Police Department.
Action: Staff will produce a memo outlining staff perspective on the thirty-nine recommendations from
the OIR Group. The City Clerk will identify a date in early to mid-March for a work session dedicated to
review of the various recommendations contained in the OIR Group report, City Manager's Preliminary
Police Plan and the CPRB recommendations.

1. (IP2, Memo from Finance Director: Quarterly Financial Summary for Period Ending
December 31, 2020) Councilor Taylor thanked staff for the report.
2. (IP4, Press Release: Pandemic relief grants provide $360,400 Iowa City small
businesses) Councilor Taylor noted the Pandemic relief grants.
➢ February 11
1. (I134, Pending City Council Work Session Topics) Councilor Taylor mentioned the
growing list of pending work session topics and asked when Council would get to
discussing them. Councilors reviewed the list.
Action: Mayor Teague and Mayor Pro Tem Salih will work with the City Manager to
schedule pending items for discussion.

2. (IPS, Memo from City Attorney: Retirement) Councilor Taylor extended her appreciation
for City Attorney Dilkes and congratulations.
Action: Staff will work with Councilors Mims, Bergus and Mayor Teague on a recruitment
plan for the City Attorney position.
3. (IP7, Press Release: Office of Equity & Human Rights announces free virtual training on
microaggressions) Councilor Bergus reminded everyone of the free training opportunity.
