Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Welcome & Introductions
Mayor Teague called the meeting to order at 7:00 PM. Mayor Teague performed a roll call and
introduced City Councilors and Commissioners.
TRC Resolution Review
Mayor Teague summarized and reviewed the TRC Resolution passed by City Council.
Land Acknowledgement
TRC member Rivera introduced the plan for the land acknowledgement and the need for collaboration
with Native American Council at the University of Iowa as well as other community members. Rivera
also mentioned the commission would discuss further during their regular meeting.
Orientation for New Members
City Attorney Dilkes provided information on:
• Open meeting laws & open records
• Agenda & Posting requirements
• Meeting minutes
• Public meetings
• Public Records & Transparency
• Email and text correspondence
• Public comment, Public access and Public Hearings
Bylaws
Mayor Teague introduced the topic. TRC Vice Chair Ali and Chair Traore provided background and
additional information. Traore expressed support for bylaws and the need for full board input.

TRC Budget
Mayor Teague introduced the budget discussion. TRC Chair Traore outlined budget priorities. City
Councilor Bergus provided additional information regarding timeframe and recommending to Council a
preliminary budget. TRC member Dillard asked for budget clarification of the $1 million, the expiration
of budget funds and the timeframe for spending. Councilor Weiner and Mims provided additional
information.
Facilitator
Mayor Teague introduced the discussion. TRC Chair Traore suggested a subcommittee to pick the
facilitator and obtain feedback from commissioners. Councilor Bergus and Weiner provided additional
information.
Sub -committees
Mayor Teague introduced the need for subcommittees. No further discussion.
TRC Electronic Zoom Meetings
Mayor Teague presented the City Council's electronic meeting process. Mayor Pro Tem Salih
emphasized the need for a time limit for public comment and recommended 3-5 minutes. Councilor
Mims also mentioned having a timeframe set for public comment period such as 45 minutes or until a
specific time.
Questions/Comments by Council and TRC member re: TRC
TRC Chair Traore welcomed the newly appointed TRC members and extended a thank you to City
Council and staff. Councilor Taylor welcomed the new and current members of the TRC and thanked
them for their work. TRC Vice Chair Ali recommended the book "We do this till we free us" by Mariam
Kaba. Councilor Mims thanked new and current commission members.
