Summary of Minutes
April 12, 2021 - 8:00 AM
Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.
Iowa City City Council electronic special meeting, held via Zoom Meeting Platform. Mayor
Teague presiding. Council members present: Bergus, Mims, Salih, Taylor, Teague, Thomas,
Weiner. Council members absent: None. Staff members present: Dilkes, Fruehling.
Call to Order
2. Council Appointments
2.a. Ad Hoc Truth and Reconciliation Commission— One vacancy to fill
unexpired terms, upon appointment - June 30, 2022.
The previous appointment of David Borger Germann on 416121 was invalid
due to a software glitch when the applicant requested to be removed from
consideration and should not have been included in the applicant pool.

unexpired terms, April 23, 2021 - June 30, 2022.
See resignation letter from Layana Navarre -Jackson.
(Johnson County residency is required. Iowa City residency is preferred but
not required if an applicant offers expertise or representation not available
from applicants who reside in Iowa City. Members of other City boards and
commissions are eligible to serve on the TRC.)
Motion to appoint Sikowis (Christine) Nobiss - effective immediately, and
Daphney Daniel - effective April 23. Moved by M. Salih, seconded by S.
Mims. Motion Passed. (7 Ayes)
Individual Council members expressed their views.

Motion to adjourn at 8:08 am. Moved by S. Mims, seconded by J. Weiner. Motion
Passed. (7 Ayes)
