HomeMy WebLinkAboutWS - Good Neighbor PolicySTAFF PRESENTATION TO FOLLOW: CITY OF IOWA CITY 410 East Washin�lon Street Iowa City, Iowa 52240-1926 (3 19) 3 5 6 -5 000 (3 19) 356-5009 FAX www.icgov.org City of Iowa City City Council Work Session Good Neighbor Program May 4, 2021 Good Neighbor Program - Established in 1998 Voluntary approach for proactive dialogue between the developer and the neighborhood prior to Planning and Zoning Commission - Opportunity for the developer to share their project - Opportunity for neighbors to ask questions, provide input, express concerns - Applicant holds good neighborhood meeting, but coordinates with City staff - Property owners within 300' are notified; often staff recommends a larger area - Neighborhood association representative notified Discussions on Good Neighbor Program e 2013: 9 Program reviewed; Staff and City Council agreed to keep meetings voluntary e April, 2019: 9 Staff recommended voluntary meetings: • Projects vary • Some meetings happen at rezoning, but not at platting • Other notification requirements Commission expressed interest in mandating good neighbor meetings for rezonings Discussions on Good Neighbor Program e August, 2020: 9 Commission recommended: • Making good neighbor meetings mandatory for some land development applications • Increasing notification radius to 500' and including renters 9 Commission requested an updated report from staff e October, 2020: 9 Staff reviewed the commission's recommendations and presented additional analysis to the Commission Commission Recommendation Require good neighbor meetings for: • Annexations, • Project -specific comprehensive plan map amendments and associated rezonings, and • Project -specific amendments to the zoning map. e Increase the notification radius to 500 -feet. Expand those notified to individual residences when the mailing addresses are easily attainable from the Assessor's website. e Explore ways to increase electronic notification options.
