Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. Review Plannina & Zonina Commission recommendation for charaes to the Citv's Good Neighbor Policy lIP31 Mayor Teague referenced the memo (I P3 from the 4/29 Information Packet). Senior Planner Russett presented a power point discussing the good neighbor program background and process, commission recommendation, summary and the pro's and con's. Individual council members expressed their views Action: Staff will proceed with implementation of the Planning & Zoning's Good Neighbor Policy recommendations. Overview of American Rescue Plan Act City Manager Fruin presented the local government portion of the American Rescue Plan and highlighted city funding allocations and the timing of the funding allocations. Further discussion was on the use of funds and transfer authority. City Manager Fruin recommended the following process for Council consideration: 1. Establish guiding principals 2. Coordinate with Johnson County & Local Municipalities 3. Provide public input opportunities 4. Determine priority uses 5. Initiate regular community reporting Individual council members expressed their views. Action: Mayor Teague and the City Manager will reach out to the County and neighboring cities to see if there is mutual interest in collaborating on planning associated with the American Rescue Plan (ARP) local relief dollars. The City Council will continue their discussion on the ARP funding and associated process at their May 181' work session. Clarification of Agenda Items No discussion.
