CALL TO ORDER:
The meeting was called to order by McConville at 4 PM.
RECOMMENDATIONS TO COUNCIL:

APPROVAL OF MINUTES FROM THE APRIL 15, 2021 MEETING:
Motion: To accept the minutes from the April 15, 2021 meeting. Motion
carried on a vote of 5/0. Vogel/Dorfman
PUBLIC DISCUSSION:
None.
OPERATIONAL OVERVIEW:
DeLoach reported the Senior Center will tentatively open for its phase on June
3rd. Members will be able to use fitness rooms by appointment via new
scheduling software. Staff is currently setting up the building in a layout closer to
how it will be after renovations occur. Floors have been renumbered and the front
desk has been moved to the Washington St entrance. Hybrid programming will
continue even after classes resume in person. The Senior Center will not be

asking for vaccination cards to access to the building or programming. Hours will
be 8-5, Monday – Friday through the summer as there are currently no work-
study students or staff for evening or weekend coverage.
Susan Eberly joined the meeting at 4:13 PM.
Kristin Kromray gave an overview of the Senior Centers parking program. This is
a long-standing agreement in which the Senior Center sells discounted parking to
members and reimburses the parking department a set amount of money each
year. The Senior Center is the only department in the City which has an
agreement with the parking department of this type.
Currently members have two options for discounted parking in the Tower Place
ramp. One is a parking permit that runs on a fiscal year calendar. These permits
are $100/year or $60 semiannually; or $10/year for low income members.
Permits can be used while members are at Senior Center events. These permits
allow access to the ramp even when the sign reads “full”. These permits account
for around 80-85% of Senior Center parking revenue. In FY20, prior to the
pandemic, the parking department alerted the Senior Center that they would
need to limit the number of permits sold. Kromray noted she and DeLoach will be
discussing this with the parking department to see if this is still the current
situation. If so, Kromray suggested a number of ideas that could potentially
extend the number of permits issued. Ideas include limiting the number of hours
a permit can be used in a month, promoting the use of the new free bus tickets
for people over the age of 65, and seeing if the transit department would consider
a bus pass to Senior Center members who are between the ages of 50 -64.
The other discounted parking option are parking validation tickets which are sold
in a packet of 20 for $15. Validation tickets account for 15-20% of Senior Center
parking revenue. The administrative cost for the validation tickets is fairly high.
Parking must print the individual tickets and Senior Center staff make them into
bundles. Additionally, they can be difficult for some to use and it is not possible to
tell if they have been used or not based on how they work. In an effort to
streamline the Senior Center would like to stop the sale of validation tickets.
The commission discussed the parking program. McConville liked the idea of
capping the number of hours per month on the permits. Goldsmith was
concerned that members would not be able to check how many hours they had
used. McConville noted that perhaps it could be a “soft” rule and a report could
be checked monthly and follow up with a member if needed. Vogle thinks the
free bus service of people age 65+ will be popular. Vaughn stated that she does
use the validation tickets, but given the administrative cost and the fact that it is a
small discount thinks it would be okay to stop selling these. McConville agreed.
Vaughn mentioned that she would like to make sure disabled members still had
access to parking in the ramp. DeLoach and Kromray stated they would be

meeting with the parking department to find out what options there might be
moving forward.
COMMISSION DISCUSSION:
DeLoach noted the contract for the building remodel plans has not been finalized.
It was put on pause due to the City Attorney retiring. She anticipated it would be
back on track shortly.
DeLoach confirmed the Senior Center will be getting downtown banners for the
40th anniversary.
