Updates
Oracles of Iowa City
Bollinger said that she has been communicating with John Englebrecht from Public Space One
to develop a communications plan. She said they hope to meet with several members of the
Oracles team next week. She said they expect to start working on the mural by the middle of
June. Knoche said the process would be three days a week for multiple weeks to get the
installation done. Bollinger said that they still expected to meet the June 30th deadline, but it is
not a problem if they do not. She said the Committee talked previously about including some of
the written narrative to help the public understand why they used specific language, and she is
hoping to fine-tune that next week. She asked if any members would like to be on that
committee. Truitt said she would be curious to observe the process.
Pheasant Hill Art Removal
Bollinger said the mosaic installation the Committee approved for removal was removed about
two weeks ago. She said she had some direct email interaction with the public (after she placed
a sign on the site and put out a post to let the neighbors know) who voiced their opinions on
wanting to move the project instead of removing it and wishing that they were made more aware
so that they could’ve helped to find an alternative solution. Bollinger said she responded to all
the emails saying that they saw the degradation of most of the work and anticipated the rest of
the project deteriorating over the next few years. Seydell-Johnson said that one of the neighbors
contacted her and offered her a bucket of the mosaic pieces that had fallen off over the years,
which demonstrated just how much the project was f alling apart. She said the project was pretty
well destroyed with the removal efforts due to the size and weight of the pieces.
Iowa City Sculptors Showcase
Bollinger said that the pads have been installed and the call to artists has gone out with the
deadline for submissions being June 28th. She said she sent it out through the Artists Registry
Database as well as to cities of Davenport and Dubuque and the Iowa Arts Council, so it should
be on their websites as well.
Kiwanis Park Community Garden Art Project Proposal
Anna Kann, the artist for the project, said that she met with the Neighborhood Committee about
a month ago and received feedback from them about a final design. She said the project will be
a bench art installation between the existing gazebo and community garden so that people can
use it for rest and being together in that space. Kann showed the proposal and said that the
idea was for it to exist within the aesthetic (rust steel cutouts and natural stone that matches the
playground) that is already present inside the park. She said she added a six-inch area around
the sculpture to make it easier for mowing and drainage. She said the center will be paved with
an ADA accessible surface and have some design on it, which hasn’t fully been described yet.
Kann said the theme of the sculpture is children playing and interacting with nature, so the
cutouts will be native prairie plants, children playing, and handprints from local children.
Pfohl said the Kiwanis Group and the Danes were very interested in incorporating something
involving the children, and she thinks the proposal idea went over very well with the groups. She
said they were concerned that the sculpture wasn’t solid and that it presented a safety hazard,
but that they were excited about the bench idea as well as the location.
Kann showed more visuals of her proposed idea and said that all of the cutouts would be very
smooth, sanded down, and safe for touching since they knew that children would be playing on
it. She also said that she is crafting it so that nothing would be lost if someone happened to drop
their phone into/onto the project.
3
Miller asked how she would be fabricating the steel. Kann said she has been talking with Liberty
Ironworks, and that the project would be composed of a few 12ft panels with steel tubing acting
as the inside frame, which would then all be drilled into the stone. She said her idea is that the
CNC pieces of large cutouts will be bolted to the frame and the frame will be bolted to the stone
bench unit. Miller asked if the stone bench units are going to be fabricated locally. Kann said her
goal is for them to be a fabricated stone that is poured, so that it can come in as one unit and be
pretty solid. If that isn’t possible due to prices and shortages, she said they would be large
chunks of limestone cut out into the semi-circles with a steel base underneath. She said due to
their budget and the prices of everything at this time, they are having to get a little creative with
how to make the project happen. Miller asked if Liberty Ironworks or a contractor would be
constructing the project. Kann said she has a background in construction so she would be
constructing it. Pfohl said that Kann has done metal works for the Smithsonian, which they all
really liked. Kann said she has worked with all the materials before except for the very large
pieces of stone, but she is planning on prepping the pieces off site so that the installation
process is smooth. Seydell-Johnson said the Parks Department has a stockpile of limestone
blocks available as an option if cost becomes an issue, although they wouldn’t have a back or
be curved. Pfohl said the Danes have also offered heavy farm chains, if they wanted to weld
that onto the top edge of the project. Kann said she would not be opposed to that, as they are
trying to utilize some of their items since the Danes are an important part of the park. Steil said
that Kann has done some really cool things with lighting in her past projects and asked if it
would be possible to incorporate lighting into this project. Seydell-Johnson said she doesn’t
think there’s any electric near that part of the park, so it would be a fairly big investment if they
chose to incorporate lighting. Pfohl said the location will be exposed to sunlight most of the time,
so it should be well-lit.
Bollinger asked if the cutouts would cause any issues with long-term maintenance if leaves or
debris were to get caught inside them. Kann said her plan is to make the steel frame as close to
the stone as possible so that very little can be jammed between it and the bench. Bollinger
asked if the product would rust as it ages. Kann said it will, but the finish should slow the
process down. Miller said he loves weathered steel, but it is tricky to work with as it gets wet and
stains the concrete/benches around it. Kann said she will make a note of that. Pfohl suggested
they use colored concrete to match the staining color. Miller asked if the pattern of the cutouts is
still in the works. Kann said it is due to the height change of the structure. Boyken asked if the
names of the kids who participated in the project will be listed anywhere. Pfohl said she doesn’t
think they should do that. Kann said she liked the idea of keeping the cutouts as general
handprints, so that any kid could walk up and see if their hand fit, but that the kids who
participated should be able to find their own print if they wished. Pfohl said she knows of a
couple of families who are very excited to have their kid add their handprint. Miller asked how
thick the steel was. Kann said she needed to talk to someone more about that. Miller asked
about the timeline. Kann said her goal was to have it installed by August.
Motion: Finlayson moved to approve moving forward with the project in Kiwanis Park.
Steil seconded. Motion passed unanimously.
Community Mural Project at City’s Resource Management Building located at 1306
Gilbert Ct.
Bollinger said that Gardner contacted her a few weeks ago about the potential for utilizing some
financial resources as part of the Climate Fest events in September. She said it would be nice to
have the facility on Gilbert Court and its neighboring bike library be activated, so she has put
together a call to artists for the Committee to review.
4
Gardner said the Climate Fest last year was a week-long event that was held virtually. She said
they are transitioning back to in-person events this year that will take place over several days
during the second to last week in September. She said they wanted to have a community art
project involved with it because community members have mentioned wanting to see more
climate themed art within the community to reflect Iowa City’s commitment to taking climate
action. She thought a mural on the facing wall of the Gilbert Court building would act as a great
catalyst to build on the beautification projects that the bike library is currently undertaking, as
well as to have a Climate Fest event that takes place outside of a city park to show that climate
action can happen anywhere. Gardner said that they have the funding lined up to pay the artist
for their work, and their hope is to find an artist who could come up with a design that would be
put on the wall and then they could have community participants painted in (similar to what was
done for the South District neighborhood mural). She said they wanted help from the Committee
in picking a design, and her and Bollinger have come up with some themes that they would like
to see reflected in the mural.
Miller said the idea seemed straightforward, appropriate, and great. Seydell-Johnson said she
likes the idea and thinks it will really add to the space.
Bollinger said one of the additions to the call was for the artist to consider carrying some of the
elements of the mural onto the face of the building. She said the north facing wall is 280ft wide
and 12ft tall, so there is a lot of space to work with.
Seydell-Johnson asked if there is any source for recycled or reclaimed paint to use for the
project. Steil said if they reached out to the HBA there might be contractors that could donate
some paint. Bollinger said that there is a paint manufacturer (Diamond Vogel) that provides
grant funds for community projects. Knoche said a potential concern would be the longevity of
the project if they do not get quality paint. Dongilli said it would be cool to have a gardening or
courtyard component added to the mural in the future, but that it sounded like an exciting
project.
Motion: Seydell-Johnson moved to proceed with publishing a call for artists for the
Community Mural Project. Dongilli seconded. Motion passed unanimously.
Final Review of Rubric, Score Sheet, and Funding Eligibility Considerations
Ford showed an updated rubric with the changes suggested from their last meeting. Truitt
suggested wording that would encourage people to look at their Strategic Plan as well as the
community’s vision. She also suggested that they look at the impact that PAAC funding has on
projects, if it needed to be discussed. Ford said they use the “But for” clause with economic
development funding to help highlight the city’s contribution to each project.
Miller said he feels as though having the required matching funds should be a prerequisite
instead of a scored category on the rubric. Dongilli said they should consider if the PAAC funds
are being used for a core part of the project rather than a tangential piece. Seydell-Johnson said
she liked that train of thought, and they could consider asking specifically what the PAAC funds
would be used for and use that to help the Committee decide. Truitt asked if they wanted to
change the wording to focus more on the impact that PAAC funding has on each project.
Seydell-Johnson and Miller said they would support those changes. Knoche asked if the
Committee wants to be the sole funding source for a project and therefore fund less projects, or
fund a greater number of projects but have less of an impact on their funding. Miller said there
would be inherit bias towards smaller projects if they set it up that way. Bollinger said she has
looked at the Matching Funds as more of a resource for newer artists rather than a be-all-end-all
for a particular project. She said if the Committee is going to include some kind of quantifier for
the impact of the Matching Funds, then they should include that as a criterion within the
program so that the applicants are aware. Truitt said she felt like she received good feedback
5
but having literal comments/revisions from multiple Committee members would be more helpful.
Dongilli said he would send her more of his coherent thoughts. Finlayson said Truitt could send
her a copy so she could help work on it. Bollinger said they should plan on using the rubric as is,
and they can always adjust it if it isn’t working for them.
Motion: Knoche moved to accept the rubric as amended with Dongilli’s comments.
Finlayson seconded. Motion passed unanimously.
Ford showed an updated version of the score sheet. Dongilli said he thought the categories
accurately described the rubric section.
Motion: Seydell-Johnson moved to accept the score sheet as amended. Dongilli
seconded. Motion passed unanimously.
Ford showed the eligibility considerations for repeat applicants. Truitt explained that these bullet
points were from discussions the Committee has had in the past. Knoche said he was the one
who brought up the concern for repeat applicants, but he said the bigger issue revolved around
funded projects that haven’t been completed. Miller said it doesn’t seem like they have
experienced much abuse of this program to set the rules concerning repeat applicants. Truitt
said she feels like they should have something on the books about repeat applicants. Bollinger
said she agreed and wanted to make sure repeat applicants knew that multiple project
submissions needed to be significantly different than previous projects to add to the diversity of
the entire program. Miller asked if that would exclude the Chamber and music projects like
concerts in the park. Bollinger said the Chamber has only applied once, but it is worth thinking
about if funding those sorts of projects multiple times. Dongilli suggested that they could use
specific wording that referenced their Strategic Plan and Committee goals.
Process to Allocate FY22 Art Funds
Bollinger said she sent the Committee some background information about previous projects as
well as the survey/feedback results from the Strategic Plan Process. She said they haven’t yet
come up with a process for engaging the existing art professionals and the public with the
general community, but it would be nice to have something in place by September. She said
one idea they had was to do another survey that the general public could get involved in.
Seydell-Johnson suggested linking it to their Strategic Plan. Miller said what they spend their
money on is a big deal, and he suggested creating a draft of some potential allocations and then
soliciting feedback from the public and community arts organizations. Truitt encouraged the
Committee to check in with their Strategic Plan before soliciting outside feedback. Bollinger
asked if there were a few people who wanted to get together and come up with a draft for next
month’s meeting. Miller, Dongilli, and Boyken volunteered.
In-Person Meeting Opportunities
Bollinger said the City Hall is open to the public on July 1st. Seydell-Johnson said that boards
and commissions can meet in-person either in the large space at the Senior Center or in the
social hall at the Robert E. Lee Rec Center. She said it is a matter of whether members are
comfortable meeting in person or would rather stay on Zoom. Miller suggested that if anyone
has strong feelings about in-person meeting opportunities they could email Bollinger. Bollinger
said that Steil has previously expressed interest in meeting in-person. Finlayson said she would
be fine meeting in person. Bollinger said she doesn’t have a strong opinion one way or another.
Knoche said the spaces recommended will have both video and audio capabilities so future
meetings can be recorded regardless. Seydell-Johnson said they could stick with Zoom
6
meetings through the summer and re-address in-person meeting in the fall. Bollinger said they
will proceed with that.
Artists Registry Discussion (Purington)
The discussion was tabled for a later time due to Purington’s absence.
Staff Reports
Seydell-Johnson said that there is still a curtain that is coming to cover the Film Scene screen at
the Chauncey Swan. She said it is a prairie scene designed by Thomas Agran.
Adjournment
Knoche moved to adjourn the meeting. Seydell-Johnson seconded. The meeting was adjourned
at 5:00 p.m.

DeBruyne’s artwork in metal is contemporary in style, often
abstracted and organic in nature. Overall her artwork has an
energetic, warm and welcoming feel to it. It is very durable,
sustainable, with minimum maintenance required and able to
withstand harsh conditions.
She has created numerous public art installations in metal,
Cor ten steel or aluminum for private collectors and
government agencies throughout the Midwest: the 16 ft tall
Tree of Life at Terra Park in Johnston, IA ,the 11ft tall Tree of
Life in Indianola, IA , Circle of Life in West Des Moines, IA,
Bloom at Elizabeth Holland Park in Norwalk, IA. All projects
were completed within the timeline and with the greatest
satisfaction of her clients. She has engaged the community
by involving them into the creation of the art project: both
Tree of Life installations have words that reflect the
community and were brainstormed by community members.
She often enriches the artwork with bold, attractive colors.
She usually works around a nature-inspired theme and
explores this theme throughout a series of works . One of
them is the “Metamorphosis” series where she explores the
stages of the butterfly and in particular the struggle of the
butterfly to emerge out of the cocoon.
Another one is the “Migration” Series and the recently
explored “Botanical” Series.

“Sea of Change” is a contemporary sculpture in Cor Ten,
playing with positive and negative spaces, and offering
surprisingly different views and angles as the viewer walks
around it.
2020 has been a challenging year where we have weathered
the invisible storm. We became stronger than ever and
demonstrated our strength and adaptability in navigating the
challenges and kept dreaming about better horizons and
perspectives.
The artwork can be bolted with 4 bolts onto a concrete pad. It
looks best when it is allowed to “breathe” and the viewer can
explore it from different angles, preferably surrounded by
nature.
It is freestanding, able to withstand harsh weather conditions.

Since 2002 I have been designing and fabricating sculptural
work either fully or partially composed of iron and steel. The
focus of my recent work has been almost exclusively in the
utilization of industrial detritus which I alter and/or recombine
in such a manner as to create work that is not only resonant
and original but manifests the aura of having been created
from base raw material, i.e. cast bronze. Of course there is,

Of course there is,
and should be, at least a subliminal sense of the processed
heritage of the metal. Beyond these general comments I
choose not to further explain the creative origins of individual
works.
Not artist statement or artist bio, statement should pertain to the sculpture being proposed. Max. 1500 characters.
I work in iron and steel and occasionally wood. My work is
fabricated utilizing current methods and practices for creating
iron or steel structures. This includes welding and
occasionally bolting components together. The techniques
employed are designed to create sound and safe structural
forms.
e.g. type and gauge of metal, exact paint or finish process, etc. Max. 1000 characters.
My sculpture is constructed from materials that are
essentially impervious to the elements. They are designed to

My career has been built around creating and installing "One
Off" sculptures and designs for gardens, entry features,
parks, churches, municipalities, and schools. My primary
medium is weathered steel, stainless steel, aluminum, acrylic
sheet/Lexan, and native limestone. I incorporate LED lighting
in my designs when appropriate and have started to
incorporate more painted steel in my work. My Midwestern
roots and a career as a Registered Landscape Architect
influence my designs. The native trees, shrubs, and
perennial plants I work with and the rugged weather of the
Midwest provide my inspiration. Natural landforms and native
plants are often the starting points for my sculpture concepts.
I use materials that are long lasting and weather naturally
without needing maintenance or care. My works are
designed and constructed to be stout, long term installations
with little or no maintenance needed. I have a full-scale
fabrication
studio with painting, and powder coating subcontracted
locally.

The welding technique I use to create most of my work is a
skill I began learning at age ten from my father who worked
in a welding shop. He taught me everything, from the
characteristics of materials such as steel, cast iron and
aluminum to the various welding techniques; arc, TIG, MIG,
torch, etc. In 1983 I produced and installed my first major
public sculpture. Since that time I’ve continued to make
things. Yearly, I participate in numerous outdoor public
sculpture shows and produce commissioned work across the
United States, Canada and Europe. I live and work, happily,

were completed within the timeline and with the greatest

Getting Public Input on Potential Public Art Projects
News release?
The Pubic Art Advisory Committee (PAAC) exists to administer the Public Art Program by
determining the placement of public art, the type of art to be used in a specific project, and the
artist to be engaged, overseeing the acceptance of gifts of art, overseeing the maintenance and
disposition of public art, and overseeing expenditures of the Public Art.
For FY 22, the PAAC has committed $30,000 between the very popular Matching Grant Funds
program and a project in the South District Neighborhood, to be determined. The committee
will also be considering projects for an additional $30,000 for public art projects in public spaces
in Iowa City. The PAAC has narrowed its focus to a group of specific public areas and project
types and is now seeking public comment.
Typically, the committee solicits requests for proposals for public art installations in the
locations or of the types following. Locations in parentheses are those the PAAC would like to
prioritize in the coming year. In parks (Hickory Hill, Waterworks Prairie Park, Fraunholtz-Miller,
Hunters Run, Peninsula Park, Waterworks Prairie Park); on trails (Court Hill Trail; Iowa River
Trail); at public buildings and grounds (Airport, Animal Services, Eastside Recycling , Ashton
House grounds or interior display space); an expansion of the Sculpture Showcase program; a
work in Black Hawk Mini Park; Performance Art Matching Fund; and Community Participatory
Art.
Finally, the PAAC is seeking concept ideas from four categories determined in the Strategic Plan:
Unexpected Art; Functional Art; Ephemeral Art and Private Property Art.
To comment on the locations noted above or to provide concept ideas for Unexpected Art,
functional art, ephemeral art or private property art, please email _______@iowa-city.org
Or a Survey?
Please RANK 1 through 7, the following locations and types of art with your own priority of
importance. 1 = highest priority, 7 = lowest priority.
____ Parks (to include Hickory Hill, Waterworks Prairie Park, Fraunholtz-Miller, Hunters Run,
Peninsula Park, Waterworks Prairie Park)
____ Trails (including Court Hill Trail; Iowa River Trail);
____ Buildings and grounds (including Airport, Animal Services, Eastside Recycling , Ashton
