Motion passed 7-0 (Hachtman absent) PUBLIC DISCUSSION OF ANY ITEMS NOT ON THE AGENDA: None INTRODUCTION OF NEW COMMISSION MEMBER Seydell Johnson introduced new Commission Member, April Schmidt. Schmidt fills the vacancy left by Blake Winter. Her term runs through December 31, 2022. Commission members and staff welcomed Schmidt. COMPREHENSIVE RECREATION MASTER PLAN PRESENTATION — BERRY-DUNN As per the memo from Brad Barker to Commission Members and included in the agenda packet for tonight's meeting, "The Iowa City Parks and Recreation Department has approved the proposal from BerryDunn for professional consulting services to aide in the creation of the Comprehensive Recreation Master Plan. The goal of this plan is to determine community priorities for recreation programs and facilities in Iowa City and to develop a strategic roadmap that will provide direction for the department over the next ten years and beyond." Barker announced that two representatives from the Commission are needed to participate and to work with the Parks and Recreation Department staff to oversee the community assessment process. He explained that the beyond two commission members and staff, the steering committees will also include community stakeholders. Steering committees will meet approximately once per month for the duration of the project which is slated for nine months. Seydell Johnson introduced Dannielle Wilson, Project Manager, and Elsa Fischer, Subject Matter Expert, from BerryDunn to the Commission. PARKS AND RECREATION COMMISSION August 11, 2021 Page 2 of 6 Wilson and Fischer shared the kickoff presentation titled "Iowa City Comprehensive Plan for Recreation Facilities and Programs" with Commission. This presentation is attached to these minutes. Presentation topics included an introduction, a list of project goals and objectives, the project approach phases, the project schedule, and the planned participation of City stakeholders including City staff, a steering committee and the Parks Commission. They also discussed the process of community engagement. Wilson and Fischer then opened the floor for discussion. They asked commission members to share what they would like to see as the project outcomes and what they are most excited about in the process. Both Wills and Russell mentioned that they are looking forward to hearing from the groups about what changes, if any, they desire for City Park Pool. Commission members agreed that they are anxious to hear from the community to find out what might be missing from the community or where the gaps are. Schmidt is excited to hear from the many diverse groups that live within Iowa City. Wilson and Fischer then asked for suggestions from Commission on who they think should participate in the community engagement process and how that process should look. Serenda suggested that they reach out to the South District Neighborhood and service groups that may provide a wide age range of participants. Schmidt suggested reaching out to veteran groups as well as the transient student body. Lemoupa expressed the importance of reaching out to the minority population for input on what they would like to see added to programming etc., to encourage them to visit the parks. Wills mentioned reaching out to K —12 schools and to businesses in the community, as well as private sports organizations. She also suggested that surveys be done at community gathering sites such as the farmers market, Bird would like to see avenues used to reach the community beyond web -based tools. He also expressed the importance of reaching out to the underserved populations. Bird and Russell agreed to serve in the role of Parks and Recreation Commission representatives in the master planning process. Barker will follow-up with them regarding meeting times etc. . Seydell Johnson suggested scheduling a future commission meeting at the cemetery for a presentation as well as a tour. Schmidt wondered if there had been past discussions about the addition of a miniature golf course to Iowa City or perhaps a BMX/mountain bike track. Seydell Johnson noted that staff is currently working on a Land and Water Conservation grant application to renovate and expand the facilities. Lee Recreation Center are open on regular hours. Both pools are operating on modified hours through Labor Day. • City Park Pool is open to the public on normal hours through Labor Day. • Farmers Market takes place at the Chauncey Swan Parking Ramp every Wednesday and Saturday. • Rec-N-Roll will be continued on Sundays, 3-5 p.m., throughout the months of September and October. These neighborhood gatherings will provide additional opportunities for community engagement that will benefit the Recreation Master Plan study. Notable from Parks & Recreation Staff Parks: • The City Park baseball field fencing project first phase is complete with phase two of work to begin after the Fall season concludes. • Crews have been working to remove woody vegetation from prairie areas. • The Glendale Park improvement project has begun. Completion is scheduled for late fall but dependent on manufacturing delays for the shelter and playground. • Parking lot lines have been restriped in City Park. The Streets Department allowed us to use their painting machine so we could complete this work in-house. • REAP Grant, DNR Derecho Recovery Grant and LAWCON Grant applications have been submitted. • Watering young trees continues to be a priority with many staff hours devoted throughout the summer. • Tree planting for the contracted work along Scott Blvd is scheduled to start soon. • Two tree planting volunteer projects are planned for October. Wetherby Park will get 42 new trees and 100 trees will be split between Kiwanis, Willow Creek and Villa Parks. Recreation: • Staff have been busy running up the remainder of summer programs. City Park Pool has been busy. • Fall activity registration is underway and program supervisors have been heavily involved in the program planning process and the hiring process. • Staff continues to work with Berry -Dunn on strategizing for the recreation master plan, most specifically as it pertains to the community engagement and statistically valid surveys that will begin in September. • Farmers Market on Saturday mornings have been very busy. The Wednesday markets have continued to struggle with Wednesday attendance.. Iowa City Parks and Recreation Commission Packet I City of Iowa City Cemetery: • We have hired two seasonal maintenance workers for the fall season. They will start on 08/24 & 08/30. • Stump removal needs to be scheduled later this Summer/Fall. Facilities: • As the mask mandate has been reinstituted in our public facilities. Maintenance staff are working to supply masks and additional disinfectant materials through Senior Center, City Hall, and Rec Centers. • The TTRA Lodge Solar PPA proposals were due on July 28`h, the three proposals are still under review by the consulting firm and City staff. • The initial landscape work has commenced for the Mercer Dehumidification Project, the staff have continued to meet with the consultants and MidAmerican to coordinate the upgrades to the transformer and electrical systems for this project. The exterior construction project will be starting the week of August 301h Top Staff Issues Parks • Watering trees is our #1 priority and challenge with all the new trees planted and planned for fall planting. • All plant material is currently stressed with the droughty conditions. Recreation • Many positions have been needed to fill as the division restarts normal programming and facility operations. Applications have been slower than usual to come in. Full-time staff continues to spend significant time with training and onboarding of new staff. Pool hours, in particular, have been modified through Labor Day to accommodate the shortage of staff. • Patron compliance to the mask requirements were a bit rock when first reinstated. Customer Service staff have done a nice job with enforcing the City's mask policy and requiring visitors to wear masks while indoors. Cemetery • The recent rain has helped with the dry conditions, but staff will need to keep watering new sod, trees & flowers. • Staff will begin protecting the young trees with fencing to protect from the deer. Facilities Iowa City Parks and Recreation Commission Packet I City of Iowa City • The deteriorated drainpipes in the pool tank have been replaced at the Robert A. Lee Recreation Center Pool tank. • Aquatics maintenance staff continue to be busy with Mercer and City Park Pool, Splash Pad maintenance and Downtown Weatherdance fountain programming. With many events in the downtown Ped mall stage throughout the summer (Jazz Fest, Soul and Blues Fest, Salsa Ban, Iowa Arts Fest, Iowa City Latino Festival, Friday Night concert series, Sunset Salsa, Taste of Iowa) it continues to be a challenge tracking and coordinating the shutdown of the fountain for ped mall stage events. • Staff are gearing up for winterizing facilities, planning for switching operations and systems over. This includes Splash pads, fountains, outdoor pools, HVAC equipment at City Hall, Recreation Centers, Senior Center, TTRA Lodge, Ashton House and Fire Stations.
