A member of the Airport Commission will also be present to review some art concepts included in the packet that they have discussed for possible funding and consideration by the committee. 4:15 PM - Opening Doors Exhibit — Organizers of this recent public art exhibit will be present to discuss possible options to display the painted doors in a park for a short period of time. Minutes Preliminary Public Art Advisory Committee August 5, 2021 3:30 PM Emma Harvat Hall Public Art Advisory Committee Members Present: Eddie Boyken, Dominic Dongilli, Ron Knoche, Steve Miller, Juli Seydell- Johnson, Sandy Steil, Andrea Truitt Members Absent: Jan Finlayson, Nancy Purington Staff Present: Marcia Bollinger, Sarah Gardner, Anna Clowser Public Present: None Call to Order Miller called the meeting to order at 3:30 p.m. Introduction of Members and Public Attending the Meeting None. Public Discussion of Any Item Not on the Agenda None. Consideration of Minutes of the July 1, 2021 Meeting Miller said he wanted to change the wording of "local artists and feedback from the public would be useful" to "feedback from local artists and the public would be useful" under the Review of Process to Determine Allocation of FY22 Art Funding section. Motion: Knoche moved to accept the minutes from the July 1, 2021 meeting as amended. Dongilli seconded. Approved unanimously. Updates Oracles of Iowa City Knoche said there hasn't been any progress on the murals this week due to issues with the technical equipment. Bollinger said they had originally planned on being finished around the middle of August, but the deadline has been pushed back a few weeks. She said there have been some significant community conversations going on since the project started and that some people did not like it but overall, many people seemed to be defending the language used. She said she has had good conversations with members of the public who have called her wanting to know more about the project. Bollinger said the public library has reached out about possibly doing some discussion forums once the project is complete, and that Public Space One is also planning on doing some discussions/events once it is finished. Iowa City Sculptors Showcase — Grand opening Friday. August 6 — 4:00-5:30pm Bollinger said the Sculptors Showcase is in full swing and she encourages anyone who can make it to attend the grand opening. She said that all of the artists are very excited about it. Dongilli asked if they had a general social media hashtag, like #ICPAAC, for people to use when they are taking pictures of the sculptures. Steil said that was a good idea and that they should create one. Seydell-Johnson said they could just use #SculptorsShowcase. Truitt said she liked Dongilli's idea of having a general hashtag as well. Bollinger said will talk to their communications staff about getting something set up. Bollinger said that she is planning on making QR codes to go on the sculpture plaques at some point as well. Kidztent at Artsfest — August 14 and 15 Truitt said that Artifactory usually uses the Kidztent on Saturday, but they declined to do so this year due to rising Covid numbers. Bollinger said she needs volunteers to work the tent on Sunday. She said that she will be there from 10am-4pm and that volunteers usually work in two- hour increments. Dorothy Bollinger said that she and Knoche met with a couple of park staff and engineers and they cleaned up the sculpture, got it upright, and deemed it to be secure. She said the next step is for the park staff to power wash it and clean up the pad. Bollinger said she hopes to have it installed within the next few weeks. Public Art Survey Bollinger said they have a soft deadline for the end of this month for gathering public input, and she will have to get that information for the Committee later on. Review Recommendation of Selected Artists for Resource Management Mural Project Bollinger introduced Sarah Gardner, the Climate Action Outreach and Engagement Specialist, who has been working on reviewing the submissions for this project. Gardner said there were two designs that really rose to the top during their discussions — one was submitted by Drew Etienne and the other was submitted by Erica Danner. Of the two, she said the one by Danner was the favorite, but a concern was that Ms. Danner is a local tattoo artist and does not seem to have prior experience with doing an art installation piece of this scale. Gardner said her plan was for her and Bollinger to contact both artists and ask them to articulate more clearly what their plan was for working with community volunteers to get their design realized. She said Ms. Danner responded very quickly with a "paint by numbers" approach, which her group felt was sufficient and the consensus was still with Ms. Danner's design. Gardner said she has not heard back from Etienne but is less concerned with his ability follow through on the project since he is a well-known artist in the community. Steil, Seydell-Johnson, and Truitt said that they really liked Danner's design as well. Bollinger said the Committee felt that Danner's mural would be very appealing to the younger population and pull people in with its color and designs. Motion: Steil moved to approve Erica Danner's design for the Resource Management Mural Proiect. Knoche seconded. Approved unanimously. Review of Rubrics and Policies related to Repeat Applicants to the Matching Fund Program Dongilli said the Committee had some remaining questions from the July meeting about how to address prior funding histories and repeat projects/events and whether or not they wanted to include those in the rubric. He said he drafted up a series of guiding questions that could potentially be posed in the rubric encouraging artists and community partners to address some concerns the Committee might have. Seydell-Johnson said she thinks the list of questions accurately addresses their concerns and that they're on the right track with things. Miller asked if the list of questions would be put into the rubric itself. Bollinger said she thinks they should include it as part of the review criteria and there needs to be some way of scoring it within the rubric. Miller said his only concern with putting it in the rubric is that it would make it more difficult for applicants who have not been previously funded by the Committee. Seydell-Johnson said that these questions could serve to deduct points from an applicant's overall score, like if they failed to complete a commissioned community project in the past. Steil said she thought that was a good idea. Bollinger said she was happy to draft something from their discussion today for the next meeting. Discussion related to suggested uses for American Rescue Plan Act Funds that will be forwarded to the Staff for review Bollinger said the City Manager's Office is asking for recommendations from the boards and commissions if they felt like there was an opportunity to use the funds. She said the one section within the document most related to public art is the section related to economic growth, more specifically regarding restoring service and staffing to pre -pandemic levels and new services or projects that were planned prior to the pandemic and were subsequently paused or delayed. Dongilli asked if additional funding for the Kiwanis Park art project would be appropriate for this, since the artist had to redesign the project due to pandemic pricing and supply chain problems. Bollinger said the City Council would have to decide if that was an appropriate use for the funds. Bollinger said she could do a quick outreach to local artists and arts organizations so they could provide information on how the pandemic has impacted their work, but it would need to be a quick turnaround. Seydell-Johnson said a better plan could be to reach out to the Artists Registry and direct them to the survey. Clowser said that she has heard through the community that performing artists have really been struggling, so that could be a strategic place to start gathering information. Bollinger said that more funding and projects/programs for the Committee also comes with the need for more staff. She said she is happy to work on something in order to provide some input to the City Council. Miller said he is happy to help with that. Artists Registry Discussion (Purington) The discussion was moved to the next meeting due to Purington's absence. Bollinger said the submissions to the Registry have significantly slowed down, but she is going to get another press release out about the versatility of the Registry. Truitt said that Summer of the Arts would be willing to push out information on social media as long as it didn't fall before Arts Fast. Staff Reports Seydell-Johnson said that they have the park renaming ceremony tonight at 6:30pm at the new James Alan McPherson Park (former Creekside Park), who was the first African American to win a Pulitzer Prize for fiction. Bollinger said tomorrow at Riverfront Crossings Park is an opportunity to meet the artists and hear their ideas about temporary art installations. Adjournment Knoche moved to adjourn the meeting. Seven performers will be situated in the lawn and porch areas around Public Space One. Heard or seen external stimuli (ex: cars passing, wind, sirens, a person or entering the performance space, the sound of crickets or cicadas) will trigger the performance of both pre -determined and improvised sound material. The group's sound production is meant to exist at a dynamic level that is equal to the noises around them, the goal being to inconspicuously enhance, coexist and engage with a soundscape and participate in its organic events/process(es). Explain how this project is defined as "public art" and demonstrate that the artwork/event will be located in an area open and freely available to the general public.* The venue for this performance (the lawn and porch outside of Public Space One) is in a public, outdoor space in a relatively busy part of town and will therefore be available to the public. This includes both an audience who knows about the event ahead of time and is coming intentionally as well as an audience of those who happen to be in the area during the time of the performance. Signage placed at the corner of Bloomington and Gilbert will advertise the concert as being free and will invite passersby to stay for as much or as little of the performance as they would like. Describe the intended audience for this project and what efforts you will make to benefit the broader community.* At the risk of sounding trite, the intended audience for this project is everyone and anyone in the community. While we will certainly be advertising the performance (PS1's website and social media, my own social media, flyers posted around town), I am especially excited about the idea of drawing in people who are otherwise just walking by PS1 (kind of an intended "unintended" audience). In terms of benefit to the community, I hope for this performance to be a peaceful and potentially meditative experience, one akin to sitting outside at night and listening to the environment's natural soundscape. I began juggling in 2005 and performing professionally in 2010. My work in the first few years of performing was primarily a traditional juggling and circus style of virtuosity and showmanship. Since beginning to study dance in 2015 my performance style has evolved to be more nuanced, artistic, and rooted in the storytelling of the movement rather than the juggling `trick' itself. Dancing while juggling, and juggling while dancing. Through developing and designing choreographies of both the juggling objects and of my body through space, I create abstract and philosophical narratives that borrow from the wonder of the traditional circus to reach deeper into the realms of human experience and what it is to be in a human being in a body. The greatest achievements in my career have been: Since 2010, 1 have been able to perform in over twenty countries worldwide throughout North America, Asia, Australia, and Europe. This includes international art festivals, street festivals, dance festivals, and juggling festivals. Receiving a Guinness World Record for "Most Things Juggled Whilst Sword Swallowing" in the Iowa City Pedestrian Mall in July 2013. Being a featured street performer at the Des Moines Farmers Market (2015 - 2018) and the Des Moines Arts Festival (2018). Performing as a featured artist at the Deltebre Dansa contemporary dance festival in Deltebre, Spain in July 2016. Returning to Burlington, Iowa in October 2019 with ABCirque from New York City to perform at Memorial Auditorium just blocks from the hospital I was born in. Sharing both a film work and a performance piece at the Iowa Dance Festival in October 2020. Public Value My goal is to develop a show that is versatile and suited to adapt to performing in many different spaces. I plan to premiere it this September in a large outdoor space where socially distancing will be possible and open to the public and all ages, ideally for an audience of around two hundred people. In my work as a street performer, I love the magic of setting up and starting a show that welcomes anyone and everyone walking by to stop and watch together. I have found these types of shared, lived experiences to be invaluable. As much as possible, I would like to bring the same quality of spontaneity and magic of a street performance to this show. For the premiere, I hope to draw people of all ages, backgrounds and communities together and perform in an accessible public space. While this fullest version will involve an interactive soundscape and projection with the sound designer and the lighting technician present, in development we will simultaneously be imagining and developing an alternate version that will maintain the complexity and integrity of this work, but that allows for a smaller setup. In this way we will be able to bring the show to both a large space and large audience — e.g., in the premiere event or in a festival — and will also allow for me to bring it to smaller events — e.g., schools and libraries — where I may be required to do all of the setup and performance on my own. Strategic Goals The process of developing and presenting this show brings together many of my creative and career goals in line with an overarching goal of continuing to share and develop new work in research and performance as we move into a world where theaters and festivals are reopening. In Iowa, 5,725 have died so far, many of these deaths have occurred in hospitals away from the company and support of the family member, due to confinement and high infection index, many families did not have the opportunity to properly say goodbye to their loved ones; leaving behind family members and friends in a deep depression and sadness in many cases. In the Mexican tradition, the Day of the Dead Dia de Muertos is a celebration that occurs on November 1 and 2 each year. This celebration comes from pre -Hispanic times and focuses on remembering all those who have passed away and have left this earthly world. Death is celebrated with joy, love, color, and community, this tradition helps to understand that death is part of the life cycle and helps to mourn and heal the sadness after the loss of a loved one, helping also to remember them with love, celebrating their lives, and legacy. Iowa city deserves a celebration like this one, especially after a hard year full of challenging experiences. A celebration of "The Day of the Dead" will help to heal, mourn and remember all the lives lost during the pandemia, also will help to heal as a community transforming the pain and fear into solidarity and engagement. The Ofrenda (offering) also called Altar de Muertos, will be placed in a public space with easy access, providing the proper social distance and mask requirements required by the safety procedures in the month of November in 2021. Dubuque Alley, Stephanie Miracle and I will develop, perform, and record a dance concert. She will wear 2 We motion -sensing waistbands that will wirelessly communicate her motion data to my computer. I will use a custom software to receive and translate her movements into: 1) sound, playing from a rented sound system in the middle of the alley space; 2) light responses in the alleyway's lighting system above her. This will empower her to create a light- and soundscape with her movements. These will include indoor sounds, like the hum of appliances, footsteps, opening and closing the same doors every day. This performance is an exploration of the year we've all weathered apart and a reintroduction to ourselves, each other, and the overall community in our public art space. We will hire a videographer team to capture the entire performance's audio and video footage. The team will edit and produce two videos, one of the full performance and one trailer. Both videos will highlight and celebrate Iowa City's Public Arts Program and the City's new alleyway art space and lighting system. Sprites was funding for the motion sensor equipment, computer, and custom software for the installation, which is a large scale, permanent light- and motion -sensor system located in the alleyway between S. Linn and S. Dubuque. After long delays from MidAmerican Energy in installing new poles and delays with an electrician, I'm very excited that the physical build has begun and will be completed in the next few weeks. I've spent over 300 hours developing the software platform (I had a lot of extra time during the pandemic to keep improving it) and am very excited to finally have the physical platform to show my part of the work. All the supplies have been purchased and are in the "control room" in the alley (in back of Beadology), where the computer will control the installation. The second grant, "Synesthesia" funded expansion of the software to include sound and MIDI responsivity, and fund a series of concerts to demonstrate these expanded abilities. The concerts' sound system and artist fees have already been paid for and we all were waiting for the physical build to be completed. The first of these concerts will take place in October, and more will occur next spring and summer. Having several concerts over time will help introduce this new system to Iowa City over the next year. Even before the project's launch, I've been approached by other artists interested in making their own art with this system, including for concerts, dance performances, data- and bot-driven art. This has been my goal - to help make an art space in the alley that is a palette for other artists to create with. This proposal is asking for PAAC's help with video documentation of what is possible in the alley space. With a professionally produced video, owned by PAAC, it would show off Iowa City's arts and invite other artists to create with this sensor -driven lighting system. I believe this video documentation is an investment in Iowa City's long-standing commitment to the arts and its proven ability to attract and retain the best artistic talent.
