Dear City of Iowa City Public Art Advisory Committee,
I am interested in being your muralist for the airport hanger at the Iowa City Airport. I have a
deep passion for Iowa for many reasons.
First, my heart soars with Iowa’s rolling hills, amazing sunsets, and gorgeous farmlands. I
went to school in Lamoni, Iowa, taking many road trips through the gorgeous state to Hawkeye
Games, Cedar Rapids, and Clinton Lumberkings baseball games. Second, I love that this mural has
such deep meaning and connection to the creators of this project. I appreciate all the details includ-
ed in the art call, to see where my focus should lie in creating the best design for your project goals
with multiple project partners. I would love to bring the donors ideas to life in my design and figure
out how to make them flow seamlessly down the large, long aviation-inspired mural.
I feel I am qualified for this mural as my last large, outdoor mural was a great, giant project
with an amazing lift, lots of public interviews, and media stopping by to watch the progress. I also
have experience creating murals on this same corrugated, metal surface in my large track shed mural.
I know it can be tricky, but I found it rather meditative to continue my lines across three surfaces to
create one line. I prefer to work with a brush, rather than spray paint, therefore avoiding the need to
protect inner hanger areas from over-spray, and lessen the impact on the environment with hundreds
of spray cans’ waste. My favorite paint to use is Golden Brand Mural Paints. They are mixed perfectly,
apply very opaque, and withstand UV Rays, creating an amazing, bright, crisp mural for years.
I would prefer to hire a power washer to clean the surface, only so I don’t have to worry about
a 300 ft water hose situation, if the surface needs it. We did this on the shed I painted previously. I’d
also like to coat it with a sealer for added protection when finished. This would be included in my
budget. I have worked with these materials on all my outdoor and indoor murals and find them to be
spectacular. I can be flexible with your suggestions if you’d prefer I use the Nova Color Paint.
In each of my mural commissions so far, I was led through specific needs, wants, and focuses
for the murals. I will work to create innovative, bright, eye-catching designs that not only meet the
desires of the committees, but create beauty for the travelers on Riverside Drive.
I hope you will consider my proposal, though I live one state away. I discovered this project
through friends that live in Iowa City that invited me to stay in their spare room if I’m lucky enough to
be chosen. Thank you for offering such an awesome project for artists!

Statement of Intent
Dear Commitee Members,
I am a professional public artist residing in Iowa City offering seven years’ experience in public
art. I have a portfolio of more than forty murals completed in cities across the United States, most of
which have brightened my adoptive home state of Iowa. As a mural artist, I am known for my willingness
to collaborate, my receptiveness and communication skills, and my fastidious execution of complex
projects on-time and on-budget. I received my MFA in Painting and Drawing from the University of
Iowa. My public art portfolio shows a broad range of styles that reflects my flexibility: my murals range
from the nonrepresentational and abstract to fully realistic, narrative, and location-specific.
I am writing in regards to the Airport Mural RFQ in Iowa City. I’ve had the pleasure of working
with the City and many of its business owners numerous times already–in the past few years, I have
proudly signed my name under works installed at Studio 13, Elray’s Live and Dive, and The Antique Car
Museum of Iowa, to name a few. The mural at the airport interests me especially, not only because it’s
another chance to work with my community, but because it’s a chance to celebrate the warmth, inclusion,
and commitment I’ve found everywhere I’ve worked within it. The historical connection between aviation
in Iowa and the University is also intriguing. I’m a curious person, and I’ve found extra motivation and
joy in past projects when I’ve been able to bring underappreciated stories from Iowa’s history to the
public eye.
To this end, many of my completed works shine a spotlight on community. A prime example of
this is my mural on the American Discovery Trail in Cedar Rapids, where I collaborated with multiple
people in the nonprofit organizations Murals & More and the Visual Arts Commission. This meant
balancing ideas between groups and working back and forth until the ideal mural was born. The final
mural design merged a topographical trail, map elements, brightly colored patterning, and local Iowan
flora and fauna to create an adventurous depiction of a landmark.
Since I have worked with such a diverse range of clients, I have developed a multitude of mural
styles to create a range of potential designs. I understand giving project donors a moment to shine through
in a mural project shows appreciation for their contribution. I have been through the process of working
with donors with many previous mural projects, such as with the Choose Kindness mural attached in my
application. Just last summer for that mural, I worked alongside the leaders of UnityPoint Health, St.
Luke’s, and the Med Quarter District to create an inspiring message for healthcare workers and patients
alike. Creating a general positive message and eye-catching design that encompassed the entire Med
Quarter district in Cedar Rapids required communication with everyone involved. Additionally, this mural
design ended up being reconfigured and printed on T-shirts which healthcare workers in the area can wear
as an alternative uniform.
As demonstrated by my previous mural undertakings, I am more than qualified to complete a
mural of any scale and meet the project deadline, as well as being experienced enough to estimate a
project’s timeline. I have never missed a deadline on a mural project. I can communicate with outside
contractors to powerwash or prime murals, set up tarps and tape off areas to keep a clean workspace, and
Part 2 of 2 Airport Mural Submissions p. 20
leave the surrounding space as I found it. I use high-quality Novacolor brand paint to ensure lightfastness
and a matte varnish to protect the mural from the elements. I have General Liability Insurance and am
licensed to operate any lift.
My intention is to create a mural design that encapsulates the visual and conceptual needs of the
committee while also constructing a lively and eye-catching visual narrative. For the aviation mural, I
would be interested in taking the historical components and images and merging them with highly
saturated backdrops. This would relay the inspiring history of aviation in Iowa City in a lively way to
viewers that wouldn’t just feel like a monotonous textbook reading in visual form, but rather an
adventurous walk through time.
Thank you so much for considering my application, and I look forward to working with you all!
Please do not hesitate to reach out if you have any further questions.
Best,
Ali Hval

Nov

This
project
is
of
particular
interest
to
me
because
I
have
grown
up
between
Iowa
and
Europe
and
have
spent
so
much
time
in
airports
that
they
are
like
a
second
home
to
me.
Since
I
was
born,
my
parents,
siblings,
and
I
have
frequently
traveled
back
and
forth,
walking
through
many
airports
around
the
world.
It
would
be
fitting
to
be
able
to
apply
my
gifts
with
painting
to
adorning
the
walls
of
an
airport.
Secondly,
my
grandfather
has
two
strong
connections
to
airplanes,
which
would
inform
my
design
concept
and
also
give
me
extra
motivation
to
do
this
project
as
a
way
to
honor
and
recognize
him.
He
served
in
the
US
Navy,
whose
aircraft
carriers
often
serve
as
a
home
for
the
Air
Force’s
planes
when
abroad.
Following
his
time
in
the
Navy,
he
worked
as
an
engineer
for
Rockwell
Collins
(now
Collins
Aerospace),
designing
pioneering
navigation
avionics
for
airplanes,
including
Bombardier
and
Boeing
passenger
planes.
Thirdly,
my
father-‐in-‐law
is
a
long-‐time
appreciator
of
airplanes.
Since
his
childhood
he
has
wanted
to
be
a
pilot,
but
getting
type
1
diabetes
precluded
him
from
commercial
flying.
When
the
US
released
the
sport
pilot
license,
he
began
building
his
own
Zenith
Aircraft
STOL
CH
750
and
has
been
building
it
ever
since.
It
is
my
wife’s
dream
that
when
he
finishes
it,
he
will
fly
into
the
Iowa
City
Municipal
Airport
to
visit
us
from
his
current
home
near
Toronto,
Canada.
Finally,
I
love
the
challenge
of
combining
multiple
elements
together
to
create
a
unified
picture
that
tells
a
story.
A
long
mural
would
be
the
perfect
opportunity
to
not
only
create
a
beautiful
piece,
but
also
to
commemorate
the
cherished
moments
and
memories
of
the
Iowa
City
Airport.

Dear Iowa City PAAC,
Thank your for taking the time to consider my application. The photoshoprendering included represents a combination of historically accurate Iowa Citybuildings and map. Paying tribute to the rich aviation history of Iowa is themain idea behind this design.
The mural design features Captain Thomas Baldwin and his famousaircraft. Also featured is an illustration of Baldwins hot air balloonwhich made him famous as the first American to descend from a balloon byparachute.
Painting has been my singular love and passion since I was a child. I hopeupon reviewing my portfolio you will see that I am capable of delivering jawdropping results. I am completely open to any changes or suggestions you mayhave. I consider myself very easy to work with.
I will hire a professional power washing contractor for the initial preparation.I don't use spray paint because I'm not fond of the look or the environmentalimpact of aerosols. I usually use Sherwin Williams Acrylic paint but will be happyto use Nova brand Acrylics. The mural will be varnished with a heavy duty allseason water based varnish.
I appreciate your time and consideration.
Thank you for your time,
Sincerely,

To whom it may concern,
I am writing to today to express my enthusiastic interest in the Iowa City Airport Mural project.
As a seasoned muralist who is a midwesterner, an avid traveler, and the granddaughter of a pilot
and airplane mechanic, I felt immediately drawn to this project. I believe that my unique skillset
as a professional muralist, along with my logistical experience executing site specific artworks
make me an ideal candidate for this project.
To give a little more background on me, I was born and raised in Madison, Wisconsin and grew
up just a few hours from the Iowa City Airport. After college, I moved to New York City and be-
gan painting and apprenticing with master artists, eventually becoming an accomplished muralist
myself. In my 10 years as a professional public artist, I have participated in international art fes-
tivals all over the world and have spent a lot of my time in airports admiring the artwork. There-
fore, I know firsthand that the presence of art in a public space has a lasting positive impact on
the people that work, live, and transit where the mural lives, not only uplifting their daily lives
(or their layover) with color therapy, but connecting strangers and leaving them with lasting in-
spiration.
I have painted over 70 large-scale works in my life, working on walls as big as 5,000 sq ft, navi-
gating every texture of surface, and using a wide array of different materials and paint brands. I
have experience working with both scissor lifts and boom lifts as well as scaffolding and ladders.
My work aims to reflect the identity of the surrounding community so my creative process in-
volves a lot of research on the area’s history, culture, and values. My compositions usually in-
clude local flora and fauna as visual metaphors, and I really enjoy painting landscapes, historical
figures, and the use of symbolism. My style is a mixture of realistic landscapes with representa-
tional imagery and pops of abstract patterns.
I have worked with private clients on commissioned artworks for restaurants, hospitals, commu-
nity centers, hotels, and wellness sanctuaries. For these projects, I have collaborated with design
teams, architectural firms, and production companies to create a design that incorporates the
clients vision and enhances the esthetic of the space. My organizational skills and professional-
ism have been instrumental in the successful completion of these contracts, as my responsibilities
have included handing in deliverables on a strict timeline, managing large budgets, ordering sup-
Part 2 of 2 Airport Mural Submissions p. 60
plies, and executing an efficient installation plan. When I’m not working on private commis-
sions, I am a lead teaching artist working with youth on the creation of large scale community
engagement projects. For these programs, we employ a participatory process where designs are
created collaboratively with the youth based on research and stakeholder feedback, then ap-
proved by a panel of clients through a series of design presentations. The designs of these murals
usually go through multiple revision phases where we incorporate feedback from the design pan-
el or include elements suggested by the client, so I am no stranger to panel approved art!
In conclusion, I hope that you will find that my extensive experience as a professional muralist
along with my passion for travel and site specific art make me an ideal candidate to carry out this
project.
Thank you for taking the time to review my resume and consider my qualifications. Please feel
free to contact me at +01-347-553-0387 if you have any further questions.
Sincerely,
Kristy McCarthy

Part 2 of 2 Airport Mural Submissions p. 70
A bit about my personal life. I am an artist who graduated from Iowa in 2009 with a
degree in structural engineering. While at the University I worked at the Operator Performance
Lab with Dr. Thomas Schnell developing naval research at the Iowa City Airport. Having spent
so much time at the airport I’m glad they are investing to freshen up the scenery along
Riverside. Along with my work at the airport I did some charity work for the local community.
You might have seen my house made of books at the downtown library.
After graduating I moved to Oregon where I worked in the structural field for about 10
years while developing my artistry and painting as a hobby. I largely worked with oil on canvas
completing both photorealism and abstract works of art. I moved back to Iowa in 2021 and
started a painting/construction company called Brass Key Construction with two of my
colleagues, Alan and Phil, who along with myself have been doing residential and commercial
painting for years. Alan has been a trusted professional for over 25 years with the experience to
choose the best paint for this application. Our most notable project is Goldies Diner in Prairie
City, but even in the last year we’ve completed more than 20 projects ranging from houses to
large buildings and shops. Being that we’ve been doing conventional painting for so long I
figured I would do a mural for my own house to showcase my work. The completed mural is
attached to this application and would give you an idea of the aesthetic that I can bring to a
project.
The budget proposed seems reasonable and our work can start when the weather
permits, usually by May - June. The temperature needs to be consistently above 40 degrees
with no rain for the paint to properly set and we’ll be using the highest quality paint for the
longevity of the project. Before I start my projects I create a digital scaled render of the painting
so it will be easily viewable by any person or committee before any work commences. Attached
are some of the more intricate works I’ve completed along with some residential painting
projects and the house mural.
I look forward to hearing back and hope that we can collaborate.

Iowa City Airport Mural
Statement of Interest
Dear Airport Mural committee/Stakeholders,
I would like to express my interest in the mural project at the Iowa City Airport. I am originally from Omaha and did my undergraduate work at the University of South Dakota, before moving to Iowa City for Graduate Studies in Painting, receiving my MA and MFA from the University of Iowa. I studied, lived, worked and taught there for 14 years. I still consider Iowa City to be my 2nd home, as my phone number reflects.
I am currently a professional full time artist working and living in Oxford, Ohio,.home of Miami University. My work ranges from illustration and graphic design to sculpture, drawing and painting, specifically mural and sign work here in SW Ohio region. I regularly produce 8’x 25’ billboard paintings for a local Drive-In, I have produced indoor and outdoor murals in the region, and am the only artist to have had a mural in our town, which is currently installed at the City building and depicts Freedom Summer, for which our town was a training center. I do this work daily and weekly, year round, and much of my work load has come from the prominence of my art in the area.
I also began our cities first Public Arts Commission in Oxford. I feel that public art is one of the attributes of a vibrant culture, one that engages people from every walk. I wanted to bring more public art to our community and still work to accomplish that goal locally. I began a social media group of local artists, and we now have approximately 600 members sharing art. We produced a calendar yearly for sale to the public to promote our local artists and hold an annual show around its debut. I also work closely with our local Community Arts center, where I teach drawing classes, hold a studio, and work on public arts initiatives. I also currently have exterior panel paintings decorating the landscaping of that facility.
I would love to have the opportunity to create a large scale work for the airport. As a professional artist, I work frequently with clients/partners in creating works to help promote their own needs and interests. I also work regularly with businesses and government commissions, committees, boards, and officials in creating and tailoring work and working with zoning and other ordinances and regulations. I approach my work as a partnership with individuals, institutions, businesses and local government and try to attend to the needs of those entities in a way that meets and exceeds those needs and expectations. As an artist I feel my role is partly as a liaison between the public and Visual Culture, and so I want my work to satisfy the needs of those I’m working with while giving them something new and inspiring. If awarded this commission, I will offer a design that I hope would meet the larger needs of the community, and work with them to refine the piece in a way that they will take pride in.
I feel that I might be uniquely experienced in being able to understand the Artist/patron relationship, and listen to and conceptualize the needs of those concerned with the airport, with the area, and with Iowa City. In the early 2000s, I won a Public Arts Commission in Iowa City, and designed and built the Entrance Arch for a new park that was created, the Benton Hill Park. The arch was designed specifically to try to connect the feel of the University to that area of town, and so was designed with elements that resembles elements of the campus and downtown areas. I was in charge of design and fabrication, working with the city, hiring subcontractors, finding materials, budgeting the piece, working with engineers and around zoning. It was a large project, the first public art piece I’d dealt with, and the piece itself was wonderfully executed.
Part 2 of 2 Airport Mural Submissions p. 81
I still consider Iowa City my second home, and often passed the airport going to and from Hills and Riverside or traveling south toward St. Louis, which I would do often. I worked in a furniture restoration business across the street from the airport, and I had a friend who served in the Army Reserve and worked from the airport. I would visit there occasionally. I lived in the center of town, on the West side in family housing, and on the far East side of town as well, and had studios on Summit St., in the Pedestrian Mall and south of town. My wife and I met at the University studying art, I had family there, and some of my fondest school and life experiences were there. Iowa City remains an important place in my life. It launched my career as an artist and educator. I’ve always felt a degree of gratitude and some desire to contribute to the community via my gifts and talents. I’d love to be able to contribute to the community in a way that is part of my daily practice now.
Thank you.

Statement of Interest
Iowa City Airport Mural
My name is Layton Scarbrough and I am an artist and muralist living in northern Virginia. I
graduated in 2020 from Utah Valley University with my Bachelor of Fine Arts in Art and Design with an
emphasis in Illustration. I have been a freelance illustrator for seven years and a mural painter for four
years. I primarily write and illustrate picture books for children and design and paint murals for schools,
businesses, and towns throughout Virginia. Because of the Coronavirus pandemic, I only have a few
completed murals under my belt, but now that local areas are opened back up, I have finalized the plans
for several murals throughout the surrounding counties for early 2023.
Growing up, I was surrounded by various aspects of aviation. My parents met while serving in the
United States Air Force, where they were both Air Traffic Controllers. My dad went on to work at
Potomac TRACON as an Air Traffic Controller and Supervisor and ended his career at the FAA National
Command Center in Virginia. During this time he became a private pilot. I have spent many days and
nights at the local airports and in the clouds in his plane. I absolutely love history and am enamored with
aviation history. While living in such close proximity to Washington D.C. I have spent many hours
walking the grand halls of the Air and Space Museums and sitting outside the final approach at Ronald
Reagan International Airport.
One of the best parts of being an artist is being able to bridge the gap between art and storytelling.
In the state of Virginia I have made a name for myself as being a history centered mural artist. I
completed a mural in May of 2022 based on telling the stories of African American trailblazers for a
small town in Virginia. This gained a lot of media attention and I have been awarded several contracts
with various counties around the state for telling more history through the mural making process. I
thoroughly enjoy meeting with locals and talking with people about the history of the area while learning
so much about the various places that make up our country. I am very much a people person and love
talking with individuals while I work on outdoor projects.
Working with partners and donors is a huge part of the mural making process and one I am quite
versed in. When creating public art in historic small towns there are many hurdles to jump through.
Talking with various entities such as the Architectural Review Boards, Historic Trusts, Town Councils,
Advising Committees, and Town Public Works, is all just part of the process. I love speaking to large
groups and have done so on many occasions. I am also a published author and have done many speaking
events talking with schools, boards, and councils, some of the events reaching up to several hundred
people. I would have no problem working with donors and partners on a project of this magnitude.
With my biggest mural to date I was given a small budget of $5,000 to complete the whole work.
While the funds were not great, I knew I wanted to be the one to tell the stories of the individuals debuted
in my mural. I was able to rent a scissor lift, buy all of the paint and primers, and leave just enough for my
Part 2 of 2 Airport Mural Submissions p. 100
artist salary to get the whole project done within the strict confines of the budget. It was a fantastic test in
budgeting and time allotment and one I would gladly do again.
In terms of paint, I have general experience using the BEHR Exterior Paint and Primer for mural
projects. I have found that its lightfastness and ability to withstand the elements has made it a top
contender for solid paint products. I am more than willing to test out Nova Color Artists Acrylic if that is
what the committee would be more comfortable using. I would gladly do some test pieces with it to make
sure the paint and I get along before attempting the final project. I fully intend on power washing the
facility myself.
Although I am relatively new to this medium of art, I am up for the challenge. My love for telling
stories through art is why I am in this field to begin with. I would love to tell Iowa City’s aviation history
to the rest of the world. I am extremely passionate about the work I do and I promise to put 110% of
myself into this project.
My mural concept focuses primarily on the airmail aviation history of Iowa City Airport. The
middle of the piece features the first air mail flight featuring the 10-pound piglet as the first parcel of
mail. With such a unique and fun story, I felt that this had to be front and center on this mural. On the left
of the plane we see Captain Thomas Baldwin, who piloted the Red Devil aircraft in 1910, landing at Iowa
City Airport. To the right we see Jack Knight, the pilot who made the first overnight transcontinental
airmail delivery in 1921. He made an emergency landing in Iowa City guided only by railroad flares in
the middle of a blizzard. These two individuals both show a key sense of leadership and perseverance that
should be displayed for all to see.
Iowa City Airport played such an important part in airmail and air travel history. I thought it only
appropriate to scatter travel posters and mail throughout the mural. The travel posters all pay homage to
various decades of travel and each piece of mail will be addressed to someone of particular importance for
Iowa City history.
I want the mural to immediately honor the history of the air mail crusade, of which Iowa City was
paramount. I want anyone who sees it to know that they, too, are a part of this history and that they are
welcome to this beautiful city no matter where they are from.
Thank you so much for your consideration and time in reading this letter. I am excited for this
opportunity and look forward to hearing back from you.

In my emerging mural career I have done murals across Iowa, and my home state of
Oklahoma, and I am eager and excited for the opportunity to bring my murals back to Iowa City,
my home for the last three years. I have lived in Iowa City while working on my masters degree
and have been welcomed by, and grown to love ,the local arts community. I would love to
contribute to Iowa City’s vibrant public art scene before I have to say goodbye to Iowa.
In my past projects I have worked with biologists at the the Department of Natural
Resources, private business owners, community arts organizations, and local governments. I
have been challenged to paint scientifically accurate trout and fully functional sewing machines.
I pride myself on my ability to shape my designs and style to the needs of the community, while
still ensuring I am providing a high-quality artistic product. I have worked collaboratively with
other artists and have experience leading teama as the head artist on large scale public works. I
have lead teams of up to 5 assistants, hosted community painting events, and created designs
individually and as a collaborative artist. I have worked directly on a variety of wall surfaces as
well as using aluminum and plastic panels at clients’ request.
My initial vision for this project is a visual timeline of interesting and memorable Iowa
City aviation moments. I see the design beginning with an agricultural section featuring plants
of Iowa and commemorating the initial lease of the land. I often incorporate native plants and
local habitats to highlight the connection between communities and the land they are built on.
Moving along the wall and forward in time, Tte flights of the Red Devil and the baby pig will
both feature prominently. I think including the first mailed cargo, the pig, provides a
conversation point and a feature that would engage younger viewers immediately. I want to
acknowledge the military history as well as the later commercial uses of the airport. The five
hangar doors could potentially be incorporated into the design as if they were individual panels,
each featuring a memorable historical moment and nested in a larger scene.
I often begin the design process with only the roughest ideas until I have the
opportunity to talk to the community stakeholders about their priorities and inspirations. I have
used historical reference photos in the past to great success, and I am prepared to begin
researching both aviation history and the designs of period planes.

Public art has not only given me the opportunity to grow as an artist, but it has also allowed me
to understand and to connect with my community. In the past I have met with City councils,
business owners, and non-profits to address their specific goals for their own mural projects.
We worked together discussing their wants and needs, to make sure that I would meet their
expectations. I have hosted a paint-by-numbers event, involving the community in the painting
process. I believe that I can create an eye-catching mural that would make the Iowa City
Airport, as well as the benefactors, proud. I have the experience required to paint on
corrugated metal, I always use Nova Color paints, and I have a great imagination. My concept
plays with nature, flight, and local history. Thank you for your consideration.

City of Iowa City,
Thank you for opening up this mural opportunity for the Iowa City Airport Hangar - regardless
of who gets chosen I hope you are able to curate something special for the city and all who
visit. I’d like to give you a brief statement on what qualifies me to take on this specific mural
project but also what sets me apart from other artists. To keep things simple, I’d like to break
this letter into three primary reasons why I believe I can bring you value and vision. The first is
Scale: As someone who specializes in large-scale wall murals I know that being able to create
a concept on paper and being able to paint that same concept at a scale of 10x, 20x, 50x etc.,
are two very different things. I believe that I have a good hold on the necessary techniques to
accurately transcribe visual concepts at scale without sacrificing quality. In addition, I have the
ability to create detailed and realistic design mockups that will ensure that the final product is
clear before any paint touches the wall. Proximity: I was born and raised in Cedar Rapids,
Iowa and lived there until attending Iowa State University followed by moving to Minneapolis,
MN. That being said Iowa City is a familiar place to me and Iowa as a whole is a place that I will
always call home. It is also a place that I still do business frequently which continues to expand
my connections as an artist and would make completing this project all the more familiar. The
last reason is Experience: I’ve spent over a decade painting walls with a variety of clients,
sizes, locations, and subject matter. The process of understanding a client’s desires and
translating them into a visual concept is not unfamiliar to me. I also understand that being a
professional artist means running a professional business and I aim to treat my clients and
business partners accordingly. An additional note about my application: The pricing budgets attached to my work examples
may not reflect my current pricing structure. However, the way that I currently would estimate
this project does appear to fit within your budget.
Thank you for considering me for this position. I look forward to hearing back from you! Sincerely,
Tim Westrom

Part 2 of 2 Airport Mural Submissions p. 156
Hello! My name is Paxton Williams. I am a 20 year old artist born and raised in Cedar
Rapids, Iowa. I specialize in aerosol-based murals, but also work in studio art and fashion
design. I started with spray paint at age 16 and began my professional art career at age 19. I
have been a professional muralist for a year and a half. In that time, I have painted in six
states, including being flown to Bend, Oregon for a commissioned mural.
In January of 2021, I started working for WFS at the Cedar Rapids airport as a grounds
operator. I had been doing art on the side, but didn’t feel ready to pursue it full-time. In
May of 2021, I broke my left ankle and had to get one plate and nine screws in my foot for it
to heal. This injury took me out of work and was the pivoting moment in my career. I took
this injury as my sign to pursue art full-time, and have been ever since.
This project would be such a special opportunity because it will showcase where I’ve been,
where I am, and where I’m going.
One of my favorite parts of doing murals is the design process. I enjoy working with the
clients, committee members, and donors to render the perfect concept. The art I create
isn’t just for me, it’s for all the people who work behind the scenes to make it happen and
those who see it on their way to work, school, or to their next trip. I make it a priority to
ensure the final concept is one that all parties are happy with. This means going back and
forth for however long it takes to draft up the perfect design.
I have done public art projects for the city of Des Moines and West Des Moines including a
recreational trail mural, as well as a public piano. My goal for the trail mural specifically was
to create a piece of art that would make trail users smile on a daily basis. I might not see
the mural again, but some people will see it every day. I want my art to be something
people could never get tired of seeing. Art that makes the people who see it feel something
each time. I do this by showcasing lots of colors, diversity, shapes and movements.
The public art opportunities I’ve had with the city of Des Moines have been wonderful, but
I would love to have a piece of my art closer to home. Being born and raised in Cedar
Rapids makes applying for opportunities such as this very special to me. I have no plans to
leave Iowa. My long-term goals are to make more space for art in my community by
opening an art collective, studio space and paint shop.
I’m extremely thankful to see funding for a project such as this and for the opportunity to
apply. Thank you to committee members, donors, the commissioning agency and all other
parties for the chance to display my art in my community. I look forward to the chance to
work with you.
