Miller called the meeting to order at 3:32 p.m.

Consideration of the November 3, 2022 meeting minutes
Knoche moved and Boyken seconded that the minutes of the November 3 meeting be
approved. Motion passed 7-0 (Jung absent, Dongilli abstained).
Discuss location priorities for FY24 Public Art installations
Ford thanked committee members for filling out the survey ranking over 40 location
preferences for the next big public art installation. She handed out the results, revealing
that Bus Stop Shelter art panels came out with the highest ranking. She talked about
how the survey tool scored each and weighted the score based on the number of
people voting and how they voted, from "no interest to highest priority."
She prefaced the discussion reminding the committee that the goal was to come up with
a shorter list of preferences to present to the public for their input. She said she thought
it would be good to present a photo and paragraph for each as people may not be
familiar with all locations.
Dongilli said he wanted to remind the group that in past public feedback, we heard that
Hickory Hill and Waterworks Parks should stay more natural and should not be
prioritized for public art. Miller said that in most parks there are some kind of structures
(shelters or restrooms, etc.) that already exist and that maybe public art would work in
places like that instead of being hidden deep along a trail.
Miller asked the group if we were seeing a pattern from this survey that suggested some
places are better than others. Dongilli said the public transport was a commonality
among locations that rose to the top.

Truitt said she didn't think roundabouts were the best locations because it is hard to go
up to and have a meaningful interaction with it or take it in while driving around it.
Truitt asked about the Public Works building location and Knoche noted the landscaped
greenspace along the Gilbert Street frontage of the building.
Dongilli asked Knoche's opinion of roundabout art. He said it would be good because it
takes some of the landscape maintenance out of the picture, but he also understands
the accessibility issue.
Ford commented on the Mercer Park location. Someone had commented there was
already a sculpture pad there. Seydell-Johnson said they will be redoing baseball fields,
pickle ball, tennis and the front entryway in the near future, so perhaps additional art
could wait until those projects are complete.
Endsley said he is in favor of the school campus locations. Ford said we could explore
partnership with the school districts. Knoche suggested we could contact the ICCSD
Facility manager.
Miller asked about what private park was near an elementary school. Fairmeadows
Park (near Grant Wood school) has mosaic posts close to it on the trail. Seydell-
Johnson said this is now a very busy park with many other features. Dongili suggest
that a bus stop near there would be a good location near Fairmeadows at Lakeside and
Miami Drive.
"Sidewalks and trails near benches," a choice in the survey, is too vague. Because
there are now several changing sculptures along the Iowa River Trail, we could opt for
Court Hill Trail, where there is no public art. Seydell-Johnson said along Court Hill trail is
probably too narrow, but the spur that goes into Court Hill Park itself would be good
because there is more space.
James Alan McPherson Park was discussed along the Muscatine Avenue. Seydell-
Johnson said when the park was renamed, the public like the idea of some kind of
reading nook in the park. There is a nearby bus stop and good visibility from Muscatine.
Next discussed was the IC Animal Care and Adoption Center. Knoche noted there is a
sculpture pad for a changing sculpture just south of the Animal Shelter, but that it is not
visible from that building. Dongilli commented that the yard space would be visible for
both Animal Center users and people who are on the Iowa River Trail.
Knoche brought up the Highway 6 trail that goes from Iowa River to just past
Pepperwood and that there would be good space along that area. South side of Hwy 6
and eventually will extend out to Heinz Road. Dongilli liked that it would be
complementary to Pepperwood Plaza area. Seydell-Johnson suggested that
Pepperwood Plaza needed shade, and it would be great if an art project could
incorporate needed shade. It was noted that most of the Plaza area is on private
property.

Regarding bus stop panel project, Ford explained there'd need to be a competition of
sorts for a set number of panels. If there were 10 at $2,000-$3,000, we could do
several. Truitt said she'd like to see bus stop art panels across town and on each route.
Next there was discussion about Scott Park and that at the north end there is a new
prairie area along Court St. and east of the creek would be a good location. There is an
existing changing sculpture pad in the southern end. Truitt and Miller liked the idea of a
new sculpture emerging out of the prairie.
American Legion Road roundabout was discussed next. Discussion centered around it
needing to be simple but not distracting to drivers. IT was determined to offer it up as an
option and see what the public thinks.
There was a little more discussion about how many options to put out and the final list
was determined:
1. Bus Stop Shelter panel program
2. Court Hill Park trail north end
3. Scott Park between/near flag football and prairie areas at the north end
4. American Legion Rd roundabout
5. Animal Care and Adoption Center
6. Highway 6 trail near Pepperwood Plaza
7. McPherson park near Muscatine
8. Hunters Run Park
Dongilli moved, and Gringer seconded that the list be put out to the public for their input.
Motion passed (8-0).
Staff Updates
Ford reported on vandalism done to the Irving Weber statue the first weekend in
November. Irving's face had been painted with bright pink marking paint which was
difficult to remove. She called upon Steve Maxon, the sculptor, to clean it up, which he
did within a few days for a very reasonable cost. She showed before and after photos of
the vandalism and the cleaned -up Irving.
Airport Hangar Mural. Ford reported that we had received 24 applications for the artist
for the Airport Hangar mural. This is a great response with applications from near and
far. She reported that a subcommittee of the Airport Commission has narrowed the field
to 6 and that at the 12/8 Airport Commission meeting, they will narrow the field to three.
Those three will further develop their concepts for a $500 stipend and the Commission
will choose from those, which artist they wish to proceed with. Asked about the timeline,
Ford said, the artists will start to work outdoors in May with the goal of completion in
September.
South District Bench project. Ford is still working on getting together with Ray Michel to
finalize the contract for his mentorship of the emerging artist. Committee member
Endsley, a friend of Ray's, said he would reach out to help schedule a meeting.

Black Hawk Mini park. Ford shared that she had heard from one of his friends that
Dawson Davenport had been incarcerated, shedding light on the reason emails had
gone unanswered. The friend also passed along that Dawson was deeply sorry for this
and hoped to be able to continue the work on the Black Hawk Mini Park project after a
January trial. Ford explained she had informed the City Manager who felt that waiting
until January and the outcome of the trial would be the next time to evaluate how to
wrap up the project.

Let parks be parks, for the most part. Often these law budget sculptures commissioned by the

city simply amount to visual clutter in the parks. Forgettable and context -less plop art, located
in places that don't particularly need the help. The bus stops are the best idea here — take
something that's a bit of an eyesore and with a moderate budget, turn it into something that
contributes! With the weak budget the City dedicates to public art, no percent for art initiative, I
think the money should be spent addressing the most neglected areas of our community and
not littering the parks. The City doesn't have to negotiate with itself which makes the parks low
hanging fruit, but ultimately these aren't the parts of our community that need help. This feels
also like outsize influence of parks and rec staff on the allocation of resources. Spread what
little wealth there is through targeted, nimhle projects with higher impact, in collaboration with
City departments outside of parks and rec, as well as neighborhood organizers throughout the
City.

Art in a roundabout would be at the bottom of my list, i.e. potentially distracting. Drivers should

pretty; however, I would be concerned about the visibility of those waiting for the bus and their

I generally think the art should be in the parks and not in the non -park locations: (1) For safety,

please do not put up art that makes the bus shelter windows opaque. It doesn't matter if a
person can see out of it --people also need to be able to see into it. (2) Also, it seems art in a
roundabout would be a distraction. Drivers in Iowa seem to be confused enough about
roundabouts, and that roundabout is already not easy to bike through. (3) The grassy area near
the shelter-- isn't that where they walk all the dogs? Not sure it's the best place for art.
Something along Highway 6 would be great --help make Pepperwood area an attractive
destination. So many people drive, hike and walk here. Thank you.

The Pepperwood Plaza retailers and developers are working tirelessly to invest into the

the first crack at submissions of ideas for art. I am completely opposed to public art at a traffic
circle: Many drivers already aren't using these circles as they are intended; to add an
additional distraction (beyond many streams of traffic that often go out of turn) is at best
problematic and at worst could cause accidents. Same thing along road ways; don't promote
distracted driving!! Public art should not have the potential to distract drivers. Survey design
needs re -thinking.

What is most important to me is that the art is visible to a lot of people (I gave low to the

places that have low traffic/walkers). I also want our public art investments/installations to be
in areas of town where there is little access to public art or aesthetics otherwise. South District
(except for its great mural!!) meets these two priorities and is the only location I designated as
'highest priority'.

The South side of town has been deserving of as much public funding as possible. We did a 2

year project, grassroots level fundraising for the 4,400 square foot mural that was entirely
designed and painted by our neighborhood. Imagine what we could do if we had city support
from the get go ESPECIALLY now that we have a SSMID on this side of town and
relationships with so many properties who have already expressed interest in having art in the
South District. Having art along the hwy would align with the strategic plan for prioritizing the
South District, SSMID initiatives to get people into their areas, and show an invested
commitment to bringing art to where there is a high density of diverse populations within Iowa
City unlike any other part of town. I hope you'll consider prioritizing the South District in
bringing more public art (that is informed by the area) to folks who want to be included in
experiencing the power of the arts

Roundabout: I worry that adding public art could decrease visibility and increase risk of
accidents especially since most drivers in this area are not used to roundabouts and this
specific one is very new. I wonder if at least waiting a year before considering adding
something like this would be wise as a safety measure. Bus shelters is my favorite idea, it's
cool to reward folks who ride the bus with art and build something cohesive at multiple
locations across town (community building). Many bus stops in my area do not have shelters,
would the project increase the number of shelters or only add art to shelters that already exist?
Would the displays always feature local art or would you eventually turn them into ads?

The bus shelters are a cool idea because they create an opportunity to commission multiple

The artwork can become an obstacle for drivers to see around while driving or for pedestrians
to have a clear view as they walk into wood areas. Instead, consider using public art to
address another safety issue - potholes. How about encouraging artists to creatively fashion
artwork that also fills a pothole?

downtown IC that I consciously try to avoid because it simply doesn't improve my mood, day
or thoughts. So please, consider all citizens when determining artist's guidelines for a piece of
art and/or, create art that can be changed out (portable) after a time. Otherwise, depending on
the piece it can often become tiresome. Not all creations are created equal in their esthetic
value.

TIME PIECES
Porcelain with Acrylics

This large-scale wall relief is a portrayal of a specific rock formation in Northern Italy. I
wanted to call attention to the evolutionary history of this area that was revealed when a
cut was made through a mountain during road construction many years ago. The
passage of time is an important element in my thinking about this piece. It takes eons
for the formation of these structures; layers are built up by natural forces and preserved
in a simple and orderly manner. In addition, I remain aware of the area's more recent
developments. Excavation reveals the past while exposing it erosion and decay. These
two processes, building up, tearing down, and interacting. I wanted to draw attention to
a beauty that can be overlooked.
The sculpture itself is an assembly of hundreds of small pieces of high -fired porcelain
and stoneware attached to a wooden sub -structure with industrial adhesives and steel
bolts. Each of the two panels breaks down into three interlocking vertical sections for
transport. The surfaces are not glazed, but are painted with acrylics and sealed with
polyurethane. The piece required over three years to make.

Excerpt from Public Art Management Plan
5.5 Donation Guidelines
Private individuals and agencies can offer artwork as donations or loans to the City of Iowa City or desire
to display art owned by those individuals or agencies on public property. Similarly, individuals or groups
may also wish to propose a public art project that would be temporarily or permanently installed on City
property. These gifts and exhibitions are an important part of the City's growing art collection and
presence in the public realm. The Iowa City Public Art Program has established policies and procedures
for any unsolicited donations, loans, or exhibition proposals in order to:
• Maintain the quality of the public art collection
• Site the artworks to the most suitable locations
• Establish that there will be funds to protect, maintain, preserve, and conserve artwork on public
property
• Evaluate works for quality, safety, durability, and maintainability
The Public Art Advisory Committee (PAAC) is responsible for reviewing all gifts, loans, and public art
exhibitions proposed by individuals, organizations, and neighborhood and community groups.
Definitions
Artwork Donations/Gifts/Loans:
• Unrestricted Donation/Gift—The donation of a work of art to the City without any restrictions
placed on where it is sited.
• Restricted Donation/Gift—The donation of a site -specific work of art to the City.
• Loan —The loan of a work of art to the City, with or without restrictions placed on where it is
sited.
Exhibitions/Artwork:
• Temporary Exhibition/Artwork— A proposed exhibition or work of public art installed
temporarily on City property. Proposals may be site -specific or not.
• Permanent Exhibition/Artwork — A proposed exhibition or work of public art installed
permanently on City property. Proposals may be site -specific or not.
• Exhibition of Privately -Owned Art on Public Property — A proposed exhibition of art not owned
by the City but located outside the business or building of the art owner on City property.
Public Art Donation Procedures
1. Proposed donations, loans, and exhibitions should first be referred to the Iowa City Public
Art Coordinator. Staff will then assist individuals in identifying the appropriate application that
must be submitted for review. Any questions regarding the application should be referred to the
staff of the Iowa City Public Art Program.
2. Completed applications and supporting materials, including images, a maquette, or
rendering of artwork(s), should be submitted to the Iowa City Public Art Program staff for
review.
3. The PAAC will review applications and supporting materials according to the criteria
outlined above in Section SA and determine whether they will recommend to accept or reject
the proposal. PAAC may attach conditions to its recommendations.

4. If a specific site is recommended for placement of the donated or loaned work or exhibition
of private art on public property, the PAAC will review the proposed site and seek approval from
the City department that oversees the site. If a site has not been proposed, PAAC will work with
the applicant to identify an appropriate location for the work of art or exhibition.
5. If PAAC chooses to accept a proposal, the Iowa City Public Art Program staff will work with
individuals or groups on contracts, timelines, and installation of artwork(s).
6. If the work or exhibition has yet to be fabricated, PAAC must be informed of the creation
process through progress updates and scheduled studio visits.
7. If the PAAC approves the exhibition of private art on public property, the owner of the
private art must execute an agreement with the City whereby, among other things, the owner
assumes liability for personal or property damage arising from the exhibition of that private art
on public property.
8. If artwork is commissioned, the PAAC will review and approve any subsequent changes in
concept or media that are proposed during the execution phase of the contract. If an expanded
selection panel was used to choose the artwork, the PAAC has the option of including the
expanded selection panel in the review and approval.
