Purpose of Facility Assessment: The transportation reauthorization legislation
Moving Ahead for Progress in the 21st Century (MAP-21) contains several provisions
impacting 49 U.S.C. §5335. Section 20025 of MAP-21 specifically adds “asset condition
information” to the scope of the National Transit Database (NTD). It includes a definition
of a “transit asset management plan” to be required of grant recipients, and a
requirement that Secretary of Transportation develop an FTA Facility Condition
Assessment Guidebook definition of “state of good repair” (SGR) that includes
“standards for measuring the condition of capital assets of recipients, including
equipment, rolling stock, infrastructure, and facilities.”
Assessment Scale: The condition measure used in the National Transit Database
(NTD) is the five-point scale used by FTA's Transit Economic Requirements Model
(TERM). This scale has the following values: 5 – Excellent, 4 – Good, 3 – Adequate, 2 –
Marginal, 1 – Poor. An asset is deemed to be in good repair if it has a rating of 3, 4 or 5
on this scale. Likewise, a facility is deemed to be not in good repair if it has a rating of 1
or 2.

Good condition, but no longer new, may have some slightly
defective or deteriorated component(s), but is overall
functional
3 Adequate Moderately deteriorated or defective components; but has not
exceeded useful life
2 Marginal Defective or deteriorated component(s) in need of
replacement; exceeded useful life
1 Poor Critically damaged component(s) or in need of immediate
repair; well past useful life
