New Life Apostolic Ministries (NLAM), lead applicant, is pleased to submit this
statement of interest to support City of Iowa City's goal of "enhancing business
support structures for Iowa City -based Black, Indigenous, and People of Color
(BIPOC)".
NLAM has ownership of property at 1011 Arthur Street Iowa City, IA 52240, the
project site. NLAM has developed a plan for repurpose of the top half of the
building. We believe our plan aligns with recommendations identified in the City's
Inclusive Economic Development Plan.
We are requesting funds for renovation of the site (physical space). We are also
requesting funding for business support programs that will be located at the site.
We welcome the opportunity that has been presented. We would like to thank you
for this forward -thinking approach and your dedication/support to BIPOC business
owners in the community.

Statement of Interest
Description of Project:
New Life Apostolic Ministries (NLAM) has developed a comprehensive plan for
repurpose of unused space located at 1011 Arthur St Iowa City, IA. Located in the
Towncrest District, we believe our plan will lead to significant and impactful changes
in this area of the community. We are dedicated to revitalizing our neighborhood
and bringing forth opportunities for economic growth and development for Black,
Indigenous, and People of Color (BIPOC) business owners.
We are applying for this money for this community project because this area needs
more community -connected businesses that reflect the needs and interests of the
Towncrest neighborhood, which desperately needs support and a source of
resources accessed without the need for transportation or technology. This project
will serve as a community business hub that creates a prosperous and welcoming
gateway where people can walk from their homes to a thriving education center
and pursue their business hopes with expert technical assistance and facilities.
We are seeking physical space funding for renovations of the upper level of our
building which is approximately 4,000 sq ft. We propose a community connection
space that would allow for multiple functions: community kitchen, creation of a
business hub, and an event space. We are alsu seeking funding for business
support programs.
Business Hub:
In partnership with the National Minority Supplier Development Councii (NMSDC),
the Iowa Center for Opportunity and Resource Equity (Iowa C.O.R.E.), Drake
University, and the U.S. Black Chamber of Commerce, we will launch the Black
Business Innovation and Acceleration Center. This location will serve as a business
hub to accelerate business development, training, events, and direct access to the
best business resources for BIPOC entrepreneurs located in Iowa City. These
primary partners have committed to having a local presence, office, and
partnership with Cocoa Creative Agency, and NLAM long term, as a part of our
ongoing efforts to help entrepreneurs within the Iowa City Area.
Community Kitchen:
We propose to build a commercial kitchen available to BIPOC food entrepreneurs.
This location will also serve as an innovative and state of the art commercial
kitchen, to help food entrepreneurs sell and fulfill food orders, and train them to
integrate technology. The community kitchen will include all the necessary
equipment, for use by Iowa City based BIPOC business owners at an affordable
rate. Whether they are just starting or have been established, having access to a
commercial kitchen poses a barrier to food entrepreneurs. Our community kitchen
would serve as a ghost kitchen to local bakers, chefs, home cooks looking to
start/grow their business.
Business owners could utilize the community kitchen in a variety of ways: preparing
meals, offering cooking classes, hosting parties, testing new ideas, hosting pop up
dinners. Having access to the community kitchen will allow food entrepreneurs to
start/grow their business without the significant cost of a commercial kitchen. This,
in turn, will allow them to maximize profits. Community kitchens also allow for
community building. Business owners utilizing the space will be able to share
knowledge with each other. This opportunity would also be extended to BIPOC
youth in the community through educational and entrepreneurial business training.
Each entrepreneur can bring new ideas, techniques, and can build technical skills
amongst the group. As long as they have the idea, our community kitchen will
provide the infrastructure and training that is needed to launch or grow the
business.
Event Space:
Our event space will serve multiple functions. It will work in conjunction with our
community kitchen and business hub. The event space would be used (but not
limited to): business classes with Lhe Small Business Administration (SBA), Black
Business Innovation and Acceleration Center, community partnership meetings,
events and celebrations, educational classes, and other innovative ideas that will
arise from our business hub.
This space will allow for a new partnership with Tornado TKD, a community, youth
empowerment, health and wellness program. An event space partnership with
Tornado TKD will serve as a vehicle for using martial arts to instill the principles of
courtesy, integrity, perseverance, self-control, and an indomitable spirit. Tornado
TKD has committed to partnering with us and utilizing the event space as a long
term client to bring their BIPOC business to the Towncrest District. The tenets of
Taekwondo are monumental to youth development and will be a strong asset to the
community. Providing event space at affordable cost, combined with networking
opportunities, NLAM is offering ways of supporting new and existing ventures.
Business Support Programs:
Terrence Thames and Cocoa Creative Agency will partner with New Life Apostolic
Ministries to implement the following programs:
Iowa Citv Black Business Accelerator and Venture Mentorship Proaram:
In conjunction with Drake University's Business School and the Evelyn K. Davis
Center for Working Families, we will launch a proven, successful program that has
helped over 300 businesses within 2 short years as a Community Navigating
Service, Support Networking program, Professional Support Systems, and Mentor
Program.
This proven model will allow BIPOC owners to grow their current business or start
working on a new business idea in a 12-week business accelerator.
• Entrepreneurs will meet and collaborate with local, regional, and national
business leaders and entrepreneurs for guidance and support.
• Entrepreneurs will Graduate with a final pitch for investment dollars to
accelerate the growth of your business.
• Team mentoring will consist of face-to-face and virtual meetings with at least
two highly experienced volunteer mentors that make up a venture's
mentoring team.
• Regular meetings are essential to the experience and are conducted with our
trained mentors to target the specific needs of every BIPOC business. From
analyzing business costs, to preparing a pitch for a large investment
opportunity, our mentor team can help.
The mentors are trained using the MIT Venture Mentoring Model, one of the
best models for supporting entrepreneurs in the country.
Inclusive Cultural Marketing Proaram:
This program provides BIPOC businesses with increased visibility and revenue
through driving impact in marketing and advertising solutions. By funding this
marketing, we aim to elevate the business visibility of BIPOC business and put
businesses in front of an increased number of customers that are ready to do
business with them.
We will implement a marketing program that will be extremely impactful for BIPOC
businesses and help promote success towards their economic growth.
We will focus on four different areas of marketing within this program.
This program will consist of:
Featured television advertising on programs that promotes positive Minority
representation,
• Digital radio/audio programing on popular radio and digital audio
programming (Spotify, radio, Apple Podcasts, etc.),
• Mobile and digital websites/platforms advertising,
• Inclusive Cultural Marketing through the University of Iowa Athletics
(facilitated by Cocoa Cocoa Agency), which will include LED board
advertising, radio advertising during athletic events, website advertising,
pregame hospitality, networking, and in -game experiences for Minority
business owners.
• Inclusive Cultural Marketing with regional Visitors Bureaus and chamber of
commerce.
This program will also include hosting business conferences and events, centered
around elevating BIPOC business, while increasing Supplier Diversity opportunities
for Iowa City BIPOC businesses with corporations.
Building Community Resilience:
The COVID-19 pandemic has brought overwhelming challenges to specific
neighborhoods within Iowa City which were already resource -constrained and
lacked adequate social safety nets. The location of our proposed project is central
to one of the most neglected, impoverished, crime ridden neighborhoods in Iowa
City. We believe building a resilient community requires targeted effort and having
a business hub as well as business support programs would allow us to work
towards building long-term community resilience through multiple avenues which
include: Strengthening and Improving Community Access to Health and Social
Services, Promoting Public Health Education and Interventions and Expanding
Communication and Collaboration Across the Community. When the broader
community supports initiatives that aid the community, the community's resilience
grows.

Organizational Capacity:
Our financial administrative team is well versed in QuickBooks for Nonprofits
accounting software. NLAM currently utilizes this software to manage our finances.
QuickBooks allows us to set up a fund accounting system to properly and accurately
track and manage grant funds as well as generate financial reports. NLAM was
awarded EIDL funds in 2021 and 2022. We have successfully managed those funds
following all the guidelines that were established. Several of NLAM board members
serve on various other local non-profit organizations boards. They have extensive
experience in overseeing the management of federal, state and city grant funds.
Please find enclosed our P&L Statements and Balance Sheets for 2020-2022.

Good evening New Life Apostolic Ministries:
I would like to start off by introducing Tornado TKD LLC to you in hopes to ultimately partner with you in
making a monumental impact on the Town crest/Town in campus community. My name is Shannon
Perteit and I am the CEO of Tornado TKD. I currently hold multiple black belts (4,r' Degree in Karate/3A
Degree in Taekwondo/1" Degree in Kenjitsu. I have studied and taught martial arts for over 30 years
having competed and coached around the country. As a young man I was asked by one of my
instructors, "What I would do with the training and teaching that was given to me. Would I one day have
children and tell them that, Daddy used to be a black belt, or Daddy used to be a champion" Or would I
go on, pour into others and be great".
Well; I am proud to say I have dedicated the last 7 years to pouring into other's lessons in life, wellness
and the uplifting of the human spirit through the study of the martial arts. I began to teach, taking over
the Iowa City Parks and recreation Taekwondo program with seven students. Since then, the program
has peaked at 84 students sustaining 56 every single month. Having established my place as an
instructor with the City of Inwa rity, last year I turned my attention into creating Tornado TKD 4 wind
Descendants. In conjunction with the Iowa City parks and recreation program Tornado TKD partnered
with the Johnson County Neighborhood Centers to Conduct Classes at a local Church in town.
The momentum has not ceased as I have now been contacted to yet again partner and start a new
program with the after -school programs of Johnson County, along with expanding my currently growing
classes for Iowa City Parks and Recreation,
This leads me to the intent of this letter: Upon hearing of the renovation work and business Hub New
Life has begun to embark upon; I feel as though New Life would be a great home for Tornado TKD.
Understanding the demographics of the neighborhood that New Life is located, I feel the program I have
to offer would be life changing for so many of the youth in the area. Understand that Marital Arts is
different than any other sport. TaekwonDo does not cater to a specific height, weight, body type or
even socio-economic status. It is a sport that you can just start. It is a sport that teaches the principles of
respect, gratitude, and self-discipline to name a few; to the which to be successful, not only martial arts,
but life in general all people need. The earlier in life we can start to instill those principles, the more
likely we are able to make a positive and, in my estimation, a monumental impact on our community.
Impacting the youth is the key to reframing our world, and Tornado TKD is the program that will do just
that. As mentioned, my ICPKR program consistently maintains 50 students enrolled and participating
monthly and I have no doubt that if you consider partnering with us you will see the lives of many
youth and adults transform through the study of martial arts under my training.

create a business hub and business and community support services particularly for the Iowa
City -based Black Indigenous and People of Color (BIPOC).
I am an African -American female business owner of AMC Consulting Agency, LLC. and I can
personally attest to the tremendous benefit this would be in the Iowa City community. So many
people are looking for and needing information, resources. Businesses are looking to connect
with other businesses and both struggle in knowing where to start or go to get these things.
At AMC Consulting Agency, LLC, we are dedicated to supporting both individuals and small to
midsized businesses in the community by offering professional advice. guidance and actionable
solutions to solve problems and achieve their goals or streamline operations in a particular a -ea
of business. This hub will provide a centralized place for businesses like AMC Consulting

outreach.

My name is Kara Magnison. I work with Abbe Mental Health Center here in Iowa City and am writing
a letter of support for New Life Apostolic Ministries for their bid to utilize ARPA funds to help build
community and business supports in our community specifically aimed at individuals who identify as
BIPOC.
Abbe Mental Health Center has been a fixture in Eastern Iowa for over 70 years and has been the
designated community mental health agency in Iowa City and Johnson County since 2015.
New Life Apostolic Ministries has shared with us their plan to use their space to build community
service programing and offer business offices to help entrepreneurs get a solid start to reach their
dreams and to help those with dreams to do something bigger than themselves get a step up toward
their goals. The plans range from offering professional work space to a commercial kitchen and
programing to support individuals in building businesses, building stability, and building pride in our
community. The funding of this project would truly be bringing "New Life" into this neighborhood in
giving locals the tools and resources to reach actualization of their hopes and dreams.
We have had the pleasure of working with New Life Apostolic Ministries over the years in supporting
one another and our missions to help others in our community prosper. We are very excited for this
opportunity for the community to have access to support and resources in an accessible and open
environment and support the funding and vision of this project for our neighborhood and the greater
Iowa City community.
