Call to Order Miller called the meeting to order at 3:40 p.m.
Introduction of members and public attending the meeting No public attended so there were no introductions.
Public Discussion of Any Item Not on the Agenda
None.
Consider minutes of the April 6, 2023 PAAC meeting. Seydell-Johnson moved and Dongilli seconded that the minutes from the April 6, 2023 meeting be approved. Motion passed (7-0).
Discussion of City Council’s Strategic Plan, Megan Alter, Mayor Pro Tem gave a presentation about the Council’s Strategic Plan adopted in December. The plan will be used to guide decisions in different priority areas. It helps to keep elected officials and staff disciplined and focused. She went
through the plan and singled out equity, one of our values, and that it should be considered in all decisions. She outlined Challenges and Opportunities which are numerous. She said the plan was formulated by looking at our values, what might it look like if we could live up to them and how to go about achieving that vision.
She explained that it can be looked at as a pyramid with the Vision, the “Why,” at the top and being long-term and aspirational; the Strategy, the “What,” in the middle of the pyramid being long term and guiding; and the Action Steps, or the “How,” as being immediate and actionable.
She related that Public Art lives in the plan in a number of places – such as neighborhood art that enhances neighborhoods in our housing and neighborhood impact area, bus stop art such as the South District Bus Stop Bench Art project that enhances our Mobility and Safety and Wellbeing impact areas, and projects that feature

arts and culture such as those in the Matching Grant program that make Iowa City an attractive place to do business, supporting the Economy impact area.
Consider moving uncommitted Matching Grant funds to Art Maintenance Ford recalled that at the last meeting there had been consensus to move the $7,790 that was not committed to Public Art Matching grants to the Art Maintenance line, but it was not an official agenda item at that meeting. Having it on today’s agenda covers that
requirement. Ford showed several slides of Iowa City Public Art in need of repair including, the Literary Walk, the Sycamore Greenway Birds in Flight, the Benton Street Park entry sign, and the Kovalev sculptures. Jung moved and Dongilli seconded to move the remaining Matching Grant funds of $7,790 to the art maintenance line. Motion passed (7-0).
Regarding the Literary Walk replacement costs cited for the Rita Dove plaque, Dongilli felt the University should be approached to cover that cost before we offer any cost splitting. The City of Literature is also interested in seeing the Dove plaque replaced. Costs ranged from $4,800 and $6,750 depending on construction method and size.
Knoche said he would approach the University about the replacement. Dongilli said he would research maintenance plans in other communities. Ford said there was a plan in the Public Art strategic plan to revisit.
Staff Updates Ford reported that we should see a concept for south district bus stop bench project at the June meeting.
Ford also reported that we expect to see a final concept for the airport mural in the next few weeks. Adjournment
Discussion ensued about moving the meeting to June 8 as many committee members were going to be out of town. The June 1 meeting will be moved to June 8. Knoche moved, Dongilli seconded that the meeting be adjourned. Motion passed (7-0).

Artist Bio: Tim Adams is a 1985 Landscape Architecture graduate of Iowa State University and is a
Registered
Professional Landscape Architect. Tim owns Stony Creek Landscapes, Inc., Webster City, Iowa, a
fullservice landscape design/build firm. Tim is a lifelong student of the arts. His career has been built
around creating and installing "One Off" sculptures and designs for gardens, entry features, parks,
churches, municipalities, and schools. Tim's primary medium is weathered steel, stainless steel,
aluminum, acrylic sheet/Lexan, and native limestone.
Tim's inspiration comes from his professional training in Landscape Architecture and Horticulture plus
his frequent skiing trips. Natural landforms and native plants are the starting points for Tim's sculpture
concepts. To foster sustainability Tim strives to incorporate recycled metals and repurposed materials
when practical. His works are designed and constructed to be stout, long-term installations with little or
no maintenance needed.
Tim's works are positioned in several public spaces around the Midwest. Tim's most recent permanent
installations include Mt. Vernon Pocket Park, Mt. Vernon, Iowa; Laurens Industrial Wave Sculpture,
Laurens, Iowa; Caterpillar Kennedy Park, Ft. Dodge, Iowa. Limelight, Light Valley Junction, West Des
Moines, Iowa. Biome, Madison, Minnesota; Eagle’s Nest Cascade Lake Park, Rochester, Minnesota;
Grow, Urbandale, Iowa; The Greeley Colorado Street Tree; Greeley, Colorado; and Free Bird mounted
on an exterior skywalk in downtown Cedar Rapids, Iowa. Other sculpture installations include Iowa City,

Statement or explanation about the sculpture proposed for exhibit: This piece symbolizes our symbiotic
relationship to nature. The piece is upcycled from an anhydrous ammonia tank—a chemical used to
conquer nature-into a piece to bring awareness to our need to learn to live with nature for the sake of

our survival. Coral Reefs are often referred to as the rain forests of the ocean because the habitats they
create support a diversity of life. Coral reefs protect our coastlines from storms and erosion, provide
food, jobs, and sources of new medicine. At the same time, people threaten the coral reefs by pollution,
sedimentation, unsustainable fishing, and climate change. Our interdependence on nature is one of the
great challenges of our time. How do we live on this planet and still preserve and protect it so we can
continue to survive?
Describe materials and methods used in the fabrication of the sculpture proposed: Constructed from
upcycled steel painted with auto grade paint to withstand Iowa weather.
Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures Steel is sturdy, piece is painted with auto
grade paint for durability. It has been on display for two years throughout the midwest and withstood
the elements.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required: No
concerns
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. Concrete anchor bolts secure the piece to the cement base.
Explain in detail needs for your installation including ladders, electricity, forklift, crane, lifting assistance,
etc. I have all my own equipment to transport and install my pieces/

and blossom your arms up toward the sun. The stronger the roots, the taller the tree.” (Baron Baptiste)
‘Pose’ is an abstract representation of the current popularity of yoga and meditative practices. ‘Pose’
also refers to the idea that we often are posing in our day-to-day life and through mindfulness and
reflection, we can drop our “poses” and live a life of truth and clarity.

‘Pose’ represents the challenge of achieving a balanced life. A life that is centered, steady, focused, and
grounded physically and mentally.

constructed of weathered and stainless steel.

high winds, rain, intense heat, snow and freezing temperatures The steel and stainless steel have
withstood the Midwest elements and require no maintenance. This piece has been in various outdoor
exhibits over time.

has no moving parts and has no concerns.

Artist Bio: Tim Adams is a 1985 Landscape Architecture graduate of Iowa State University and is a
Registered Professional Landscape Architect. Tim owns Stony Creek Landscapes, Inc., Webster City,
Iowa, a fullservice landscape design/build firm. Tim is a lifelong student of the arts. His career has been
built around creating and installing "One Off" sculptures and designs for gardens, entry features, parks,
churches, municipalities, and schools. Tim's primary medium is weathered steel, stainless steel,
aluminum, acrylic sheet/Lexan, and native limestone.
Tim's inspiration comes from his professional training in Landscape Architecture and Horticulture plus
his frequent skiing trips. Natural landforms and native plants are the starting points for Tim's sculpture
concepts. To foster sustainability Tim strives to incorporate recycled metals and repurposed materials
when practical. His works are designed and constructed to be stout, long-term installations with little or
no maintenance needed.
Tim's works are positioned in several public spaces around the Midwest. Tim's most recent permanent

Statement or explanation about the sculpture proposed for exhibit: Prairie Wind Tussocks: The beauty
of the seed head is even more impressive when you consider it’s been the food source that allowed the
evolution of man! Even more impressive is that all native grasses have evolved over 100 million years by
developing amazing adaptations in order to live with the constant wind and extreme weather conditions
of the prairie.

Describe materials and methods used in the fabrication of the sculpture proposed: Mateirlas: Stainless
Steel, Lexan, Piece Turns in Wind
This piece has withstood the heat and cold of the Midwest since 2020. The stainless steel maintains its
strength and the plexiglass has held up to the elements as well. The hub that turns the piece is sturdy
and durable and holds up to wind.
Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures The materials have been used in many of
my pieces. The piece has been outside for it's duration and has withstood the elements.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required: The
piece turns in the wind and has withstood exhibition in other communities and has held up.
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. The piece is attached with concrete anchor bolts to the cement base
Explain in detail needs for your installation including ladders, electricity, forklift, crane, lifting assistance,
etc. I am able to transport and install my own pieces. I have all the necessary equipment.

art defined as Cubism. Artists, including Pablo Picasso, pioneered this avant-garde art movement that
incorporates geometric forms or "cubes" to create abstract art pieces.
Window Dressing offers two different views of one face and as you look at the piece you likely can

understand why the name of the piece seems appropriate. At first glance, the color, shape, and size of
the piece stands out (like looking at a well-designed store front window) but upon further notice, you
begin to see what lies beyond the facade. Reality is the inner struggle with how the world may see us
and how we see ourselves - not always perfect, not always put together and not always ready for
display.

Steel.
Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures This piece is solidly constructed and
welded. The paint is auto grade paint and has withstood the Midwest weather this past year in an
outdoor setting.

Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach

“Trees” led to her largest creation so far (16ft- 20ft) at Terra Park

sculpture in metal, consisting of a simple yet powerful composition of circles .The artist has a
fascination for this geometric form. Circles are universal symbols in so many cultures, religions and
traditions. ( mandala’s, Stonehenge, crop circles..)
Circle of Trust is symbolically not a perfect circle: just like in nature : it is about building and rebuilding
trust to form an almost perfect balance.

The work is named for the first leaf, the sheath that protects the primary bud. Gradually expanding to an opening that beckons to the space beyond, it catches the skies many variations on its surface. The reflection of sunlight, moonlight and storm cloud continually transforms this piece. Constructed of 12 gauge stainless steel, the piece slowly rises from an overlapped fold at the base which is neatly held in place with exposed button welds.
This sculpture has tabs attached to the base that will allow for concrete bolt anchoring.

The sweeping lines of ground stainless steel and oxidizing cortenized steel juxtapose in this piece to offer a composition of textures. Boats and their design have always fascinated me. Primarily the fluidity of their shape, be they tanker or dinghy. In this piece I have only suggested the outline, though the sail appears to be caught by the passing breeze.

Artist Bio: Aidar Ishemgulov is a wood sculptor (wood carver), who works in the traditional style of
wooden sculpture (figurative composition, animalistics) using modern electric tools and manual tools
(axe, chisel, etc). Born in 1976 in the family of an artist, Aidar graduated from the Ufa Institute of Arts in
2000, majoring in painting. After moving to Saint Petersburg, since 2002, Aidar has been working with
sculpture. Aidar’s sculptures have been exhibited at multiple exhibitions and symposiums in museums,
galleries, and private collections in Belgium, Germany, Italy, Russia, and the USA. Since 2019, Aidar has
been living and working in Iowa City.

Describe materials and methods used in the fabrication of the sculpture proposed: Materials: Oak, oil.
Technique: carving.Tools: chainsaw, grinder, cutter, chisels, axe
Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures The sculpture is made of oak wood (oil),
very heavy and perfectly balanced, with stable base of 9 square feet, perfectly stable and highly
resistant to elements.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required:
Warning: you are welcome to take a selfie, but be careful when touching the sculpture- you might get a
splinter :)
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. It is heavy and should hold in place with its own weight; however, I would request two
metal corner brackets for wood and anchor bolts for concrete.
Explain in detail needs for your installation including ladders, electricity, forklift, crane, lifting assistance,

spent his childhood in the small rural pueblo of Tarimoró and wherefrom he immigrated in 1988. His
inspirations include Netzahualcoyotl, Humberto Ak’abal, Ray A. Young Bear, James Welch and Juan
Rulfo. Published in various journals/sites in the UK, US, Spain, India, Australia, Argentina, Germany and

Statement or explanation about the sculpture proposed for exhibit: The present visual art installation
proposal is both interactive, multidisciplinary, and kinesthetic audio-visual sculpture. More concretely
stated, it will be a multiphase comprehensive exposé on Mesoamerican lore and/or more specifically on
a pre-Columbian notion of time. Here, there would be three simultaneous and concurrent installations
that center on concrete poetry. All three will utilize plastic transparency films and acrylic or plexiglass.
In the 1st will be as titled above (inserted images and/or dimensions above). While the second
installation is called Cyclones in the DNA2: Double Helix/Haiku Transparencies in [Space] Time. While
the 3rd, will be titled Dream Images: TransparenXcies Pyramid Shifts: 3D. In synthesis these sculptures
are made with the two primary elements of plastic transparency films and acrylic/plexiglass in very
specific sculptural proportions. Installation #1 will be two hollow cylinders on whose inside surface will
be placed the transparencies. In the 2nd installation these same transparencies will make the shape of
the X and Y chromosomes of the DNA double helix and the 3rd will be a plexiglass screen just as
Installation #2 (i.e., 8 ft by 7 ft approx..) and in this case in the transparencies will be placed in the shape
of a pyramid. My work is rooted in the original peoples and 1st nations so it’s original by default,

acrylic/plexiglass and plastic transparency films that will be sealed on the inside and will be encased.
Will be fortified with metal plinth to secure sculpture.

high winds, rain, intense heat, snow and freezing temperatures Its is made from durable and permanent
materials stated above.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required:
Sculpture can have added light components to be viewed at night, also an audio component can be
added once sculpture is completed. Also, an added element can be a kinesthetic component where the
sculptures are moveable or can rotate, as such.
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. It will be bolted down on a plinth and secure to 4x4 cement base.
Explain in detail needs for your installation including ladders, electricity, forklift, crane, lifting assistance,
etc. With all fabrication completed the sculpture can be secured in place as explained above.

Artist Bio: Dan Perry is an award-winning interdisciplinary artist based in Waterloo, Iowa who works in a
variety of media and scales from gallery-sized sculptures to monumental public artworks. He maintains a
robust studio practice exhibiting his artwork in museums and arts centers across the United States in
over 50 group exhibitions as well as 10 solo shows. Notable venues include the Des Moines Art Center,
Waterloo Center for the Arts, and the Spartanburg Art Museum. His work has been featured in national
outdoor exhibitions across the country including the Chicago Sculpture Exhibit, SculptureWalk Sioux
Falls, and Art on the Beltline in Atlanta. Dan has also completed 12 large-scale public sculpture
commissions throughout the region most recently at the Clive Public Safety Building in Clive, Iowa.
Dan works to educate the public on the importance of the arts and how communities can integrate arts
in meaningful ways. He provides a unique perspective drawing from his experiences as a practicing
professional public artist, an active member of public art committees and as a teacher. Dan also serves
on several arts committees in the region.
Currently, Dan teaches sculpture and is the Coordinator of the Public Art Incubator (PAI) at the
University of Northern Iowa, a unique program where students can engage with professional artists in
the production of their commissioned public art projects. Students are hired to assist in the fabrication
of the artwork and work alongside of professional artists – providing a professional experience before
they graduate.

Statement or explanation about the sculpture proposed for exhibit: Architrave is a part of a series of
artworks where I explore architectural details and composition. I take various architectural details and
rescale and recontextualize them into sculptural artworks. i find that this challenges the viewer with
elements that are familiar yet abstract enough to engage them in a visual dialogue.
Describe materials and methods used in the fabrication of the sculpture proposed: Architrave is
fabricated with 14g and 16g 304 stainless steel and 3/8" 5052 aluminum. All seams are full welded and
finished.

Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures Stainless steel and aluminum are very
durable and able to withstand all weather conditions and public interaction. This sculpture has been
exhibited in several outdoor sculpture exhibitions including Chicago, University of South Dakota, West
Des Moines, and Sioux City and has proven to be very durable.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required: There
aren't any intentional interactive elements. People do tend to take pictures or selfies through with some
parts of the artwork.
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. I would attach the artwork to the base with 4-6 3/8" x 4" tapcon style concrete anchors.
Explain in detail needs for your installation including ladders, electricity, forklift, crane, lifting assistance,
etc. I have all the tools necessary for installation. I would just need some assistance carrying the
artworkAr. Typically can be carried by 2-3 people.

Artist Bio: The welding technique I use to create most of my work is a skill I began learning at age ten
from my father who worked in a welding shop. He taught me everything, from the characteristics of
materials such as steel, cast iron and aluminum to the various welding techniques; arc, TIG, MIG, torch,
etc. In 1983 I produced and installed my first major public sculpture. Since that time I’ve continued to
make things. Yearly, I participate in numerous exhibitions and produce commissioned work across the
United States, Canada and Europe. I live and work, happily, on the banks of the Mississippi River.

Statement or explanation about the sculpture proposed for exhibit: There is no explanation to what I do.
This object like many I complete comes from a feeling deep in my souls that has been there for a long
long time.
Describe materials and methods used in the fabrication of the sculpture proposed: Welded stainless
steel.
Describe what makes your sculpture suitable for outdoor display in adverse weather conditions such as
high winds, rain, intense heat, snow and freezing temperatures Welded stainless steel impervious to
weather conditions with bolt hole tabs welded to the base for secure installation.
Sculptures will be located in high traffic areas with unsupervised audiences of all ages. Describe any
interactive components of your sculpture and any instructions or warnings that may be required: No
interactive components, no warnings necessary.
Your sculpture will be installed on a 4’ x 4’ cement base. Explain in detail how the sculpture would attach
to the base. Bolt hole tabs are welded to the base for secure installation with concrete wedge anchors.

such as steel, cast iron and aluminum to the various welding techniques; arc, TIG, MIG, torch, etc. In

In my practice, I like to use materials with history whenever I can. This object was created bycutting up a Mississippi River buoy that washed up on shore by my studio after a flood. In re-welding and adding other imagery my intend is to create a new meaning, a new history.
Made with cortenized 12 gauge steel, all weather paint and 360 utechtic welding rod it wasmade to withstand all forms of Midwest weather.
No additional materials or electricity needed for installation. No moving parts. No warningsigns necessary.
Bolt hole tabs are welded to the base for secure installation with wedge anchors.
