Regenia Bailey was recognized as an alternate for Amy Corriea, Iowa City. Gerry Kuhl was recognized as an alternate for Jim Wozniak, North Liberty. The May 20th, 2009 minutes were moved for approval by Phillips and seconded by Herwig. The motion carried unanimously. The next JCCOG Urbanized Area Policy Board meeting was set for 4:30 PM on Wednesday September 9th, 2009 at the Johnson County Health and Human Services Building. 2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA There was no public discussion of any item not on the agenda. 3. ADMINISTRATION a. Items from the Executive Director Yapp stated that the current federal transportation legislation will expire in September and that a blueprint of what the new federal legislation might resemble was released a few weeks ago. Yapp noted that this legislation will likely be debated in congress for many months before the final version is signed into law. Yapp noted that one of the proposals called for the minimum size for a designated Metropolitan Planning Organization (MPO) to increase to a population of 100,000; although existing MPO's would likely be grandfathered in. 4. TRANSPORTATION PLANNING a. Consider a resolution approvinq the JCCOG FY10-13 Transportation Improvement Proqram Ackerson explained various contents within the JCCOG FY1 0-13 Transportation Improvement Program (TIP) including projects funded by the new American Recovery and Reinvestment Act, and the inclusion of illustrative projects for several municipalities. Ackerson stated that illustrative projects are ones which do not currently have federal funding but are expected to in the coming years. Ackerson stated that JCCOG has received no public comment on the TIP. Wright asked if congressional delegates have mentioned the Iowa City First Avenue Railroad Grade Separation Project in terms of earmarks. Ackerson answered that Iowa City has applied for funds for this project, but that funds have not yet been awarded. Bailey moved to accept the resolution approving the JCCOG FY10-13 TIP; the motion was seconded by Rickets. The motion carried unanimously. b. Consider a recommendation to the Iowa DOT on the qeneral location of the future Amtrak Depot for the Iowa City Urbanized Area Neumann stated that the Iowa DOT has asked the JCCOG Policy Board to approve a formal recommendation on the location of a future Amtrak Depot so that plans can move forward for an environmental study associated with track upgrades and the depot location. Neumann pointed out that when Amtrak conducted a feasibility study for service to the Iowa City area, ridership projections were based on the station being near the University of Iowa campus. Neumann explained that the JCCOG Transportation Technical Advisory Committee (TT AC) approved a recommendation to have the depot location in Iowa City near the University campus. Yapp explained that a potential site in Coralville was discussed at the TTAC meeting with reason being that the availability of surface parking was greater. Yapp noted that if two depots were to be located within such a short distance, additional studies may be necessary to justify ridership numbers. Yapp mentioned that it was the preference of the Iowa DOT to have a recommendation of only one depot. Herwig stated that there should be more consideration given to a potential depot site in Coralville based on the notion that it would better accommodate regional ridership - that people could access the depot easily from Interstate 80 and have ample room for parking. Stutsman moved to recommend the depot location in Iowa City near the University with the inclusion of an alternative depot site subject to further feasibility studies; the motion was seconded by O'Donnell. Herwig asked if the potential feasibility study on a secondary depot would be conducted by the Iowa DOT or Amtrak. The Board discussed various ramifications of two Amtrak depots within such a close proximity. O'Donnell removed his second to the original motion. Stutsman then moved to amend her original motion to become a recommendation for only one depot located in Iowa City near the University Campus; the motion was seconded by Wright. Hayek asked Neumann to clarify the preference of the Iowa DOT regarding their expectations for a depot location. Neumann stated that because the initial feasibility study included projections based on the assumption that a depot station would be near the University of Iowa's student population, the Iowa DOT would prefer having only one depot location as described in the feasibility study. The motion carried 10-4 with Phillips, Herwig, Kuhl, and Weihe casting dissenting votes. c. Update on local measurement of fine particulates and air Quality standards Ralston gave an update on the fine particulates measured in Johnson County, noting that the average reading for 2008 was lower than 2007. Ralston explained how the measurements of these particulates fluctuates between seasons and that if the national ambient air quality standard is exceeded, Johnson County would be designated as a non-attainment area and would be subject to implications for how and where state and federal transportation capital funds can be spent. Champion asked if it was known where exactly the particulates were coming from. Ralston answered that a variety of sources contribute to particulate pollutants including agricultural activity, power plants, and traffic. Ralston also stated that local factors, such as wind direction, can affect readings and make it difficult to determine particular point sources. Meyers asked if it was possible that particulates measured in Iowa City came from outside of Johnson County. Ralston answered that it was entirely possible that particulates are coming from outside of Johnson County. d. Update on I-JOBS Proqram Yapp gave an update on the I-JOBS program by stating that the specifics of the program are still under consideration and that future meetings will be held to finalize details and approve funding sources. Yapp noted the local representative of the I-JOBS Board is Sandy Boyd. e. Update on Recent Activities Yapp announced to the Board that Coralville Transit Manager Vicki Robrock was named the Iowa Transit Manager of the Year by the Iowa DOT. From thanked JCCOG for assisting University Heights with the review of the proposed One University Place development. 5. OTHER BUSINESS There was no other business discussed. 6. S :\PCD\Minutes\JCCOG-UAPB\2009 Date: September 2, 2009 ~JCCOG ...rii.... m e m 0 To: JCCOG Urbanized Area Policy Board From: John Yapp, Executive Director 71 ~ Re: Agenda Item 3(a): Items from the Executive Director Update on JCCOG Affordable Housing Committee On Thursday, August 27, we held the first meeting of the JCCOG Affordable Housing Committee; this committee grew out of the Metro Area Housing Market Analysis and several discussions earlier this year with a JCCOG Affordable Housing Taskforce. The initial taskforce was facilitated by Jeff Schott of the University of Iowa Public Policy Project. The current committee membership includes local government representatives and representatives from the Home Builders Association, Realtors Association, Housing Fellowship, and Housing Trust Fund. The committee identified a range of issues which JCCOG staff will research and use to facilitate group discussion. The goal is to provide consistent recommendations to our member governments on affordable housing policy, regulatory measures, support services, financing, etc. I will keep you apprised as the committee work proceeds; meeting notices and minutes will also be posted on the JCCOG website. Roadway Safety Audit Earlier this week, JCCOG staff assisted the City of North Liberty with the field review stage of their Roadway Safety Audit. A roadway safety audit is a process through which issues or problems within the public right-of-way are identified and cataloged, and solutions are developed. Issues can range from minor items like worn-off paint to major items like structural pavement issues. Ultimately, JCCOG and North Liberty staff will develop a prioritized list of roadway- related improvements which North Liberty staff will use as a guide for maintenance activities and capital improvements. To: JCCOG Urbanized Area Policy Board From: Linda<ie~rson, Human Services Coordinator Re: Agenda Item 4: Highlights from the Human Services Division Following is a summary of recent activities: 1. The Long Term Flood Recovery group continues to meet on a monthly basis. Partners in this group include representatives from the local governments (Coralville, Iowa City and Johnson County), Crisis Center, University of Iowa, FEMA, Chamber of Commerce, Elder Services, Community Foundation, Mental Health Center, the faith community, Habitat for Humanity, United Way, and others. There are four committees that tackle specific issues - Case Management, Volunteer Management, Needs Assessment, and Policy Advocacy. 2. As part of our efforts to tie together human services coordination with transportation planning, I have attended two trainings - CarFit and We Need To Talk - that deal with seniors and their driving abilities. The CarFit program works with seniors to determine if their car is adjusted to them. A CarFit event was held in June and we went through the checklist (e.g. best placement for mirrors, steering wheel should be at least 10 inches from chest due to air bag). Also, we had several adaptive equipment items that an Occupational Therapist discussed with seniors. The Senior Center Television station (SCTV) taped a segment and interviewed CarFit volunteers and folks going through the evaluation. The We Need To Talk program offers information and resources to family members, friends and neighbors about how to talk with a senior about their driving and when it might be time to either limit driving (e.g. no night driving) or stop driving altogether. One session has been offered to date and there were 15 people in attendance. 3. I have updated and distributed FY11 Funding Applications to the non-profit health and human services agencies who received funding from the City of Coralville, City of Iowa City and Johnson County. The completed applications are due in mid-September and will be reviewed by the funding bodies to determine funding amounts for FY11. These applications offer a variety of information about the agencies, the services they provide, the people they serve, number of volunteer hours and in-kind donations. I use this information throughout the year to answer questions or when I am giving a presentation. 4. We have updated the "Shelter, Food and Services for People Who Are Homeless" brochure and the JC Quick Reference for Health and Human Services.' Copies will be distributed at the meeting and each document will be posted on the JCCOG website. 5. Under my coordination activities, I have attended or participated in the regular scheduled meetings or activities as well as one-time events for the Human Services Division. Some of the meetings/events were: Decategorization, Empowerment's Parent Education/Family Support Committee, Prevent Child Abuse, United Way Directors meetings, the Campaign kickoff breakfast and the Community Impact Committee, Domestic Violence Coalition (co- chair), Juvenile Youth Development Policy Board, Local Homeless Coordinating Board (co- chair), Public Health's H1 N1 committee, Overflow Shelter Project, and Broadway Neighborhood group. jccoghs/mem/UAPB-highlights9-2-09. doc wJCCOG ...rii.... m e m 0 Date: September 2,2009 To: JCCOG Urbanized Area Policy Board From: Kristopher Ackerson, Assistant Transportation Planner .~ct--- Re: Agenda Item #5(a): Consider apportionment of JCCOG Surface Transportation Program Funds Iowa DOT gave JCCOG a funding target of $3,940,561 in Surface Transportation Program (STP) funds and $572,763 in Transportation Enhancement (TE) funds for federal fiscal year 2011-12 to be distributed in the Iowa City Urbanized Area. STP funds may be used for any transportation infrastructure projects; TE funds may be used for non-road facilities, including sidewalks, trails, landscaping or streetscaping, and other transportation related-facilities. A summary of the projects submitted and copies of the applications are attached. This month, JCCOG staff will rank the projects based on the scoring criteria adopted by the JCCOG Board. In October, the RTBC will offer recommendations on the TE projects, and the TT AC will review all of the projects in at their early November meeting. At the next JCCOG Board meeting in December, please be prepared to vote on the apportionment of STP and TE funds. I will be at your September 9th meeting to present this item and answer questions. Safety is promoted by providing turn lanes, consolidated access points, and wide sidewalk/trails on both sides, Efficiency is promoted by providing turn lanes, better aligned and wider through lanes, and coordinated, traffic actuated traffic signal systems. Sustainability is promoted by recycling the existing PCC for reuse, designing longer life pavements and utilizing LED signal lights. Additionally, this project will improve a significant segment of the regional trail system from Iowa City/University of Iowa to the Coralville Reservoir and North Liberty. 7. This project will reconstruct the intersection of Scales Bend Road and Highway 965 in North Liberty, consistent with the recently approved Highway 965 Corridor Plan. The current intersection, subject of a study conducted through JCCOG auspices in 2003, is frequently criticized by residents and users because the super-elevation and general poor condition make traffic movements difficult to judge and complete. As development continues in the Fox Run and Aspen Ridge subdivisions, and as the Scales Point development becomes more popular, traffic is increasing in this area. The project removes the super-elevation on Highway 965 and increases the number of approach lanes at each leg of the intersection, providing left turn lanes and turn bays where recommended by the study. The intersection will also be signalized. Though the 2003 study did not recommend accompanying sidewalks and trails, they are recommended in both the Highway 965 Master Plan and the proposed North liberty Trails Plan, and are included In this cost estimate. 3. The city is just completing a partnering with lOOT and the Clear Creek Amana School district to widen, add turn lanes and resurface approximately % of a mile of Highway 6 through the east side of Tiffin. The new alignment of Ireland would route traffic directly North of the Interstate to Highway 6. 3. All work is expected to be completed within street right-of-way or park property, as shown on the map exhibit, and no land or easement acquisition is anticipated. In addition, disruptions to utilities, private properties, drainageways and drainage structures, and other existing facilities, are anticipated to be minimal. The project is consistent with the North Liberty Trails Network Plan, adopted august 252009 by the City Council. 3. Minor realignment and storm sewer work to be used to improve clear zones and drainage. All mainline and side road crossings to be updated with detectable warnings. Right-of-way to be acquired at the northwest corner of Sunset and Benton to modify existing retaining walls and improve vehicular and pedestrian sight distance.
