This report identifies high collision locations in the MPOJC Urbanized Area for the years 2020 through 2022. The
Iowa City Urbanized Area includes Coralville, Iowa City, North Liberty, Tiffin, and University Heights. The goal of
this report is to increase awareness of high-collision locations. As a result, MPOJC communities will be able to
identify and implement countermeasures designed to reduce collisions at these locations. The previous study
analyzed collisions between the years 2017 and 2019 and will be compared to the collisions occurring between
2020 and 2022.
The data used in this report was sourced from the Iowa Department of Transportation (Iowa DOT). The Iowa
DOT obtains copies of collision reports from local jurisdictions to compile a database called the Iowa Crash
Analysis Tool (ICAT). This report utilizes the most complete and current data available from the Iowa DOT.
Evaluation Process
All intersections and mid-block locations within the MPOJC Urbanized Area were evaluated for this report.
However, only locations with three or more collisions were included in this report. Each location is ranked using
the Iowa DOT Office of Traffic Safety weighted formula. This formula has three data inputs: number of collisions
(weighted at 25%), crash rate (weighted at 25%), and severity of the collisions (weighted at 50%). The three
inputs are explained in more detail below.
Inputs
1. Number of Collisions
This is the total number of collisions per location obtained from the Iowa Crash Analysis Tool during the years
2020-2022. Based on the number of collisions, each location was given a score. Scores are assigned as
shown in Table 1.
2. Crash Rate
Crash rates allow each intersection to be evaluated with a common denominator. The crash rate is then
assigned a corresponding score as shown in Table 1.
Intersection crash rates are calculated using the number of collisions per one million entering vehicles divided
by the total entering Annual Average Daily Traffic (AADT) at a given location over three years.

Midblock location crash rates are calculated using the number of collisions per one million vehicles divided
by the total entering Annual Average Daily Traffic (AADT) at a given location and segment length over
three years.
Mid-Block Crash Rate Formula: (# of Collisions) * (1,000,000)
(# of Days) * (Total Entering AADT) * (Segment Length in Miles)
3. Severity
This metric is the combined severity of all collisions per location. Collisions are categorized as: property
damage only, possible/unknown injury, suspected minor injury, suspected serious injury, and fatality. The
severity categories are assigned a weight of 1, 1, 3, 5, and 12 respectively, and are then totaled to give each
location a raw score. These raw scores are then converted to severity points as shown in Table 1.

Weighted Formula
After points are assigned for each of the three categories, the new inputs are entered into the Iowa DOT weighted
ranking formula and organized from highest to lowest, as shown in the Complete Intersection and Mid-Block
rankings (pages 29-37).

Assumptions
The following assumptions were made for collisions occurring at intersections:
• The number of collisions occurring at an intersection is determined by a buffer of 200 feet (+/- 50 feet) from
the intersection of streets.
• Sideswipes including Failure to Yield (FTY) will be included, whereas sideswipes for vehicles traveling the
same direction will not be included (i.e. changing lanes, collisions involving a parked car).
• If the data record is incomplete regarding the manner of the crash, but still involves two vehicles, it will be
counted.
• If the roadway type is a commercial/residential drive, the crash will not be counted.
• If the roadway type is a non-intersection but the manner of the crash is likely caused by the intersection (ex.
rear-end), the crash will be counted.
• Collisions involving one vehicle will be counted if the collision is classified as intersection-related.

The top ten intersections in the Urbanized Area with the highest combined score after considering the number
of collisions, crash rate, and severity of collisions are listed in Table 2 and shown in Figure 1.

Analysis of Ten Highest Ranking Intersections
1. 2nd Street & Camp Cardinal Boulevard (Coralville)
Out of 33 total collisions, 23 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.
2. Hwy 6 & Sycamore Street (Iowa City)
Out of 29 total collisions, 16 were rear-end collisions, 5 were broadside collisions, and 5 were angle,
oncoming left turn collisions. Most collisions occurred during the day in clear and dry conditions.
3. Hwy 6 & Gilbert Street (Iowa City)
Out of 32 total collisions, 29 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.
4. Coral Ridge Avenue & Commerce Drive (Coralville)
Out of 30 total collisions, 17 were rear-end collisions, 7 were broadside collisions, and 3 were angle,
oncoming left turn collisions. Most collisions occurred during the day in clear and dry conditions.
5. Hwy 6 & Hwy 1 & S. Riverside Drive (Iowa City)
Out of 32 total collisions, 30 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.
6. 1st Avenue & 2nd Street (Coralville)
Out of 29 total collisions, 24 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.
7. Commerce Drive & Heartland Drive (Coralville)
Out of 22 total collisions, 17 were broadside collisions. Most collisions occurred during the day in clear
and dry conditions.
8. W. Burlington Street & S. Riverside Drive (Iowa City)
Out of 24 total collisions, 18 were rear-end collisions and 5 were broadside collisions. Most collisions
occurred during the day in clear and dry conditions.
9. 2nd Street & Coral Ridge Avenue (Coralville)
Out of 19 total collisions, 14 were rear-end collisions. Most collisions occurred during the day. Half of the
collisions occurred in clear and dry conditions with the other half occurring in snow, slush, or wet
conditions.
10. Hwy 1 & Mormon Trek Boulevard (Iowa City)
Out of 19 total collisions, 9 were rear-end collisions and 7 were broadside collisions. Most collisions
occurred during the day in clear and dry conditions.

Assumptions
The following are assumptions made for collisions occurring mid-block:
• Only non-intersection collisions will be considered. Where roads intersect with bike/pedestrian facilities,
railroad crossings, freeway ramps, and alleyways, they will not be counted as intersections.
• Crashes on exit/entrance ramps for interstate freeways will not be counted.
• Major causes do not include: ran traffic signal, failure to yield at uncontrolled intersection, failure to yield
making right turn on red signal, or failure to yield from yield sign.
• Collisions involving only one vehicle will be counted if they are not intersection-related.
• Sideswipes while vehicles were traveling the same direction will be included (i.e. changing lanes, hitting a
parked car), while sideswipes involving FTY at an intersection will not be included.
• If the data record regarding the manner of the crash is incomplete, but involves at least one vehicle, it will
be counted.
• If the roadway type is a non-intersection but the manner of the crash is likely caused by the intersection (i.e.
rear-end) the crash will not be counted.

1. 2nd Street between 23rd Avenue and 25th Avenue (Coralville)
Out of 67 total collisions, 32 were rear-end collisions and 28 were broadside (front-to-side) collisions.
Most of these collisions occurred during the day in clear and dry conditions.
2. 2nd Street between 1st Avenue and Rocky Shore Drive (Coralville)
Out of 45 total collisions, 27 were rear-end collisions and 8 were broadside (front-to-side) collisions. Most
collisions occurred during the day in clear and dry conditions.
3. US 6 between Valley Avenue and N. Riverside Dr (Iowa City)
Out of 20 total collisions, 9 were non-collisions involving a single vehicle while 8 were rear-end collisions.
A majority of these collisions occurred during the day.
4. 2nd Street between 25th Avenue and Coral Ridge Avenue (Coralville)
Out of 23 total collisions, 18 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.
5. 2nd Street between Camp Cardinal Boulevard and 20th Avenue (Coralville)
Out of 23 total collisions, 19 were rear-end collisions. Most collisions occurred during the day in clear and
dry conditions.

After identifying the highest-ranked collision locations in the MPOJC Urbanized Area, the next step is to identify
potential countermeasures. Countermeasures can be defined as a device, program, policy, or capital investment
intended to improve safety and reduce the number of collisions.
The FHWA has identified 20 proven safety countermeasures to address four main sources of vehicular collisions.
These countermeasures, further supplemented by the comprehensive internal countermeasure review list,
provide possible solutions for the areas previously identified in the report.
The following are specific best practices available to assist in identifying countermeasures depending on the
collision pattern and probable cause. Staff will use these best practices to help identify any countermeasure that
could be implemented to reduce the number, rate, and severity of collisions.

The following data has been included to compare collision trends between 2017 and 2019 to those occurring
between 2020 and 2022. The number of collisions per 1,000 people in each metro community was compared to
other Iowa communities, as shown in Figure 8.
Table 9 and Figure 8 show
that there were fewer
collisions per 1,000 people
between 2020 and 2022
(across communities) as
compared to 2017-2019.
However, it's worth noting
that between 2020 and
2022, there was also a
decrease in vehicle miles
traveled due to the COVID-
19 pandemic. In our
analysis of historical data,
vehicle miles traveled, and
collisions tend to have a
positive correlation.
When comparing the
number of collisions per
1,000 persons, University
Heights, North Liberty, and
Iowa City have lower rates than peer Iowa communities, while Tiffin and Coralville have average rates.
