Iowa City Public Library Strategic Plan (FY24-FY26): One Year Report
July, 2024
We are one year into a three-year strategic plan. As usual, our progress represents a balance of continuing several long-term initiatives
and meeting new community needs. At this point, some strategies have robust updates while others will be addressed over the next
two years.
For this report, I am including the full strategic plan, in table form. New updates are highlighted with shading. New additions to

DRAFT
General Responsibilities
The Iowa City Public Library Board of Trustees is a semi -autonomous body of nine people empowered
by state law and city ordinance to act as the governing body of the library.
The Board's specific list of legal responsibilities includes:
• Determine the goals and objectives of the library to plan and carry out library services.
• Determine and adopt written policies to govern all aspects of the operation of the library.
• Prepare an annual budget and have exclusive control of monies appropriated by City Council,
earned income; monies secured through service contracts with Johnson County, University
Heights, Hills, and Lone Tree; monies given to the library through gifts, bequests, grants, or
awards.
• Employing a competent staff to administer its policies and carry out its programs.
The Board is an arm of City Government with members appointed by, and its principal operating
funds approved by, Iowa City Council. The Board seeks, at all times, to work in harmony with City
policies that are not in conflict with its statutory powers.
Accomplishments for Fiscal Year 2024
1. Endorsed the UNESCO City of Literature statement condemning Senate File 496.
2. Crafted and distributed a statement on HSB678.
3. Formed an Advocacy Committee to keep abreast of quickly changing laws regarding libraries.
4. Formed a committee to evaluate the Library Director and held a closed session evaluation.
5. Formed a Finance Committee to help monitor and provide insight on the library's budget.
6. Welcomed and oriented two new Board members.
7. Set the FY25 Building Calendar.
8. Met with the Johnson County Board of Supervisors for annual reporting.
9. Supported the Iowa City UNESCO City of Literature; The Iowa City Book Festival and One Book
Two Book.
10. Adopted an FY24 ARPA Worker Retention Incentive for permanent library employees.
11. Approved library expenditures from the operating budget.
12. Approved NOBU budget requests which supported initiatives such as purchasing library
materials, two library staff, and library programming.
13. Supported the library's Strategic Plan which represents the Iowa City Community and its
needs.

Elsworth Carman, Library Director
Boiler Tank Replacement
Brad Gehrke and Joel Lane facilitated the replacement of a
23-year-old expansion tank, which is part of the building's
closed -loop HVAC system. The original steel tank, which was
a 200-gallon, bladderless model, was housed above the
boilers in an area that made repair difficult without re -piping
the entire system. A failure in the tank was discovered during
preventative maintenance, and it was determined that
leaving the original tank in place and installing a new tank in
a more accessible location would be the most effective
solution. Brad and Joel poured a new concrete pad and
installed the new 70-gallon tank (with an internal bladder),
re -piped the system, and performed testing to ensure the
installation was successful. The new tank will equalize the
pressure in the boiler system and is fully accessible for future
maintenance and repairs. Brad and Joe did an exceptional
job identifying the problem promptly, workshopping a
solution, and installing the new tank. I always appreciate an
opportunity to learn more about the systems within our
building and would be happy to organize a facilities tour for any trustees interested in seeing the
inner workings of the library.
Accessibility -Related Facilities Work
The City Manager's Office is working on a city-wide ADA assessment, and a building audit identified
ways we could improve accessibility throughout our facility and better meet the new ADA
requirements. We have made some changes to signage height (including end cap signs on many of
our shelves and door signage on several restrooms) and adjusted the amount of pressure needed to
operate some internal doors and are working with the CMO on planning some larger -scale changes
that will be incorporated into bigger projects in the future. It's great to be in a modern facility that
was built to meet or exceed the ADA standards in place at the time, and I'm glad to be able to adjust
to meet changing guidelines as appropriate.
2024 Iowa Library Association Conference
The 2024 Iowa Library Association Conference will be held in Des Moines from October 9-11. This
conference offers opportunities for learning about library service throughout the state, connecting

with staff and trustees, and sharing what we're doing at ICPL. Trustee Robin Paetzold and I are
presenting a session on library board and director roles, and Sam Helmick will be presenting with Bill
Carol (Marion Public Library) and Jennie Garner (North Liberty Public Library) on libraries' role in civic
renewal. Historically, ICPL has supported a significant number of staff in attending the ILA
conference, and trustees are encouraged to attend, as well. Contact me or Jen Royer if you are
interested in attending, and we can give you more information.
Severe Weather
Recent storms have provided an opportunity to revisit our practices around severe weather. Our
policy provides clear guidelines for when to shelter in place, and staff excel at moving people into
safe areas of the building quickly and kindly. Our primary shelter area is in the CAS workspace
(through the staff doors near the Help Desk) and we do our best to keep patrons informed and
relaxed during weather events.

Summer Reading Program (SRP)
As of July 17th, 81 participants have completed the Teen Summer Reading Program and 341 participants
have completed the Adult Summer Reading Program. Both numbers are around 70% of last year's final
completion figures so I think we're in a good place leading up to the August 10t" ending date.
Teen Services staff matched last year's June event attendance with 245 teens participating in the daily
weekday events.
Browsing Party
Adult Services programming staff wanted to launch the Summer Reading Program for teens and adults
in a bigger way this year and came up with a Browsing Party concept. The idea would be to have a party
in the library with a focus on getting both age groups set up for SRP success with registration and
personal book recommendations — possibly even serve as a reintroduction to library services for adults
that have been doing more online reading. Staff reached out to other departments for ideas and
interest and were wowed with the response/interest! The event was held on Friday, May 31 from 5-7.
The library house band put everyone in a party mood by playing a cover set in the magazine area, there
were refreshments on both floors, interactive displays had people writing down literary favorites, and
staff provided book recommendations and library info at many stations (book horoscopes was
particularly enticing!). The event was a blast, and we thank the many library staff that put in extra work
to make it such a successful event.
Adult Day Camp
The second annual Adult Day Camp was held on Saturday, July 13 with another full registration. Adult
camp attendees had an icebreaker introduction and then were right into the first art project of the day
with Sharpie dye designs on canvas tote bags. There was a snack break with quiet reading followed by
outdoor play at the Black Hawk mini park pickleball court or sketch drawing. After a lunch break
campers had board/card game time followed by the second round of crafting (paint a clay pot,
macrame a leaf) and a final event where folks learned how to use a power drill or create keychains with
paracord. The evaluations showed attendees had a great time socializing and learning some new skills!

Book Bike
The ICPL Book Bike made its 2024 Summer events debut at Rhythms at Riverfront. 103 members of
the community stopped by to learn more about the bike and library services. Several took home
books which were donated by the Iowa City Public Library Friends Foundation for programming.
Some quotable quotes from this outreach experience included:
"Our library really says, what else we can do, and theyjust do it. This is so awesome."
"For real? I can just, take this book? I don't have to bring it back or anything. This is so cool! I've been
wanting to read this forever!"
"When are you going to publish a schedule for the book bike locations? I definitely want to bring my
kids out to see it. They would love to do karaoke."
(One patron, genuinely moved to tears). "We have the best library. We are so lucky to have a library
with people who work so hard for us. It' amazing the relations you build to help out the community.
"Do you give rides? Like I could sit in the box part and go for a ride?" (Six -year -old patron who was
very happy to see the library.)
As a reminder, the Book Bike is ajoint outreach vehicle between the City of Iowa City Climate Action
Department and the Iowa City Public Library. It's a great way to bring climate action, library materials,
and staff expertise into the community at local events, markets, parks, schools, and organizations.

Marketing Snapshot
The Public Relations and Marketing team effectively shares Iowa City Public Library's successes
through strategic storytelling and consistent messaging with the goal of meaningful community
engagement.
Crafting social media content by alerting patrons of upcoming events, linking directly to the library
collection and digital services, as well as sharing ICPL stories continues to generate connection,
goodwill, and a robust representation of city services supporting the public.
Beyond print, radio, community calendar, and presentation work to share the voice of the library, the
Public Relations and Marketing team continue to review elements of social marketing to provide
insight on analytics and tweak approaches to more effectively promote awareness.

For social media alone, 187 unique requests were fulfilled for Facebook, Instagram, and X [Twitter] in
January and 129 unique requests were fulfilled in February. As you can see, a fairly even distribution of
ICPL services was represented in the promotional coverage. During the winter months, this saturation
level of posts (6.03 per day in January and 4.45 per day in February) receives favorable interaction.
By Spring, the volume of community events, outreach opportunities, and programs begins to grow.
For social media alone, 129 unique requests (5.29 per day) were fulfilled for Facebook, Instagram, and
X [Twitter] in March and 164 unique requests (5.3 per day) were fulfilled in April.

By May and June, the library is in full Summer Reading mode which is reflected in both the volume
and focus of Iowa City Public Library marketing and storytelling. In May, 140 unique requests (4.52 per
day) were fulfilled for social media, Facebook, Instagram, and X [Twitter], and 200 unique requests

(6.66 per day) were fulfilled in June. Staff is brainstorming methods to sustainably promote the
library's success story of enhanced community engagement and interest using existing resources. We
are excited to hire the next Graphic Designer soon to support the work of this Department and to
ramp up efforts to promote the largest wave of new popular publications which occurs between
September and October every year before the holiday sales.
Bookmobile
The ICPL Bookmobile Team will be welcoming our new Bookmobile Aide at the end of July. Staff have
supported the gap with extra shifts and by taking on additional roles to support community outreach
and provide an ICPL presence at community events throughout the summer. Simultaneously, we are
working with partners to confirm locations for the Fall 2024/Winter 2025 schedule.
The ICPL Bookmobile is a physical representation of the library throughout the city and conduit of its
services at civic and community events. As always, the staff are excited to meet you, greet you, and
help you connect with Downtown Holds, the Bookmobile collection, and services when they see you
out and about.

Library displays serve as an 'in reach' strategy, complementing outreach efforts (which take human
services outside the brick -and -mortar walls of the institution) by inviting the community into
meaningful conversations and showcasing topics that resonate, fostering broader public discourse.
Recent displays shared resources about Juneteenth and Disability Pride, as well as partnered with the
University of Iowa's Office of Sustainability and the Environment for their "I Promise" campaign.
Memorandum of Understanding Fiscal Year 2025
between the Iowa City Public Library Friends Foundation Board of Directors
and the Iowa City Public Library Board of Trustees
The Iowa City Public Library Friends Foundation Board of Directors approved the attached Fiscal Year
2025 (FY25) budget on June 20. 2024. The Iowa City Public Library Friends Foundation agrees to pay the
Iowa City Public Library a total of $117,500.00 in undesignated use grants for FY24 for needs approved
by the Library Director. Payments will be made on the first working day of each quarter of fiscal year
2025: July 1, 2024; October 1, 2024; January 1, 2025; and April 1, 2025.
In addition, the Iowa City Public Library Friends Foundation agrees to fund a portion of salaries and
benefits of the staff of the Iowa City Public Library Development Office. The Iowa City Public Library
Friends Foundation agrees to pay up to an estimated $203,200.00 in FY25 as determined by the budget
for salaries and benefits. Payments to the Iowa City Public Library will be made on the monthly schedule
determined by the Iowa City Public Library/City of Iowa City.
Thus, as outlined above, the total grants, salaries and benefits payable to the Iowa City Public Library
and City of Iowa City from the Iowa City Public Library Friends Foundation for FY23 is $320,700.00
Funds will be payable from current and past year annual gifts, current and past year unrestricted
spendable earnings, and, if necessary, unrestricted equity.

Iowa City man charged in stabbing

IOWA CITY — An Iowa City man was arrested over the weekend, accused of stabbing a person in the
stomach after "an altercation."
Sean Christopher, 34, is charged with going armed with intent and willful injury causing serious injury.
According to a criminal complaint, Christopher was walking from the bus station Saturday evening
and being followed by another person.
Christopher and the other person were having "an altercation," which continued as they walked to 200
E. College St., where Christopher was seen on video pulling a knife from his bag.
He stabbed the other person in the stomach, causing a wound that may require surgery, the
complaint states.
Christopher attempted to walk away, cutting through the Iowa City Public Library, but was recognized
by witnesses. The complaint said officers found Christopher in possession of a knife.
Christopher had his first appearance in court Monday and is being held in the Johnson County Jail on
a $200,000 cash -only bond. A no -contact order has been filed on behalf of the victim, who was not
identified.

Next. I picked up Volume One of Batman/Superman,
World's Finest. Mark Waid is one of my favorite comic book
writers, and, in this title, he creates a Silver -Age world with
a modern sensibility. It's just fur. One of the coolest parts
of this story Is that it features mega -popular characters
like Superman and Batman, but also shines a light on less-
er -known fan favorites like the Doom Patrol. It's newble
friendly, too. Dan Mora's art Is vibrant and nostalgic at the
same time. This is a title that 1 can easily recommend to any
comic book fan, new or old.

come popular due to an animated adaptation from Amazon.

ICPD seeking public's help in unprovoked assault of sleeping
unhoused man
The Iowa City Police Department is seeking the public's help identifying suspects who allegedly
assaulted an unhoused person sleeping in Downtown Iowa City early Monday, July 8, 2024.
At 1:03 a.m. Tuesday, near the bike racks at the Iowa City Public Library, videos show a
suspect assaulting a sleeping an unhoused man. Again at 1:12 a.m. Tuesday, video shows another
suspect assaulting the same person. Video of the assaults can be viewed online.

The suspects returned to the area a third time and were seen sprinting through the alley next to the
Iowa City Senior Center (ICSC) at 1:20 a.m.
These suspects were traveling on foot with three other individuals. Videos of these assaults were
also posted on social media platforms.
Anyone with information on this incident should contact Detective Mike Smithey at 319-356-5452,

This incident is being actively investigated by the Iowa City Police Department and we are asking
the public for assistance. Anyone with information is asked to contact the Iowa City Police

Call Meeting to Order. Rocklin called the meeting to order at 5:05 pm.
Approval of June 27, 2024 Board Meeting Agenda. Boothroy made a motion to approve
the June 27, 2024, Board Meeting Agenda. Raeburn seconded. Motion passed 7/0.
Public Discussion. None.
Items to be Discussed.
Adopt NOBU Budget. Carman said this is requested annually and determines how the library will spend
Board controlled funds. Carman said the Non -Operating Budget (NOBU) is gift money from the Friends
Foundation and money allocated by the State. Carman said the income received from the State has not
yet been determined and he based the estimate on the previous year. Carman said this year the operating
budget will cover half of the full-time position that was previously paid for by NOBU. It took several years
to make this transition and will have a positive impact on NOBU funds. Carman noted he requested $6,000
more than anticipated and proposed using unspent direct state aid funds from 2020. Due to COVID-19
the state made an exception to funds being spent in the year received and there is an unspent balance of
$23,000. Raeburn noted Board Book Shelving in the NOBU request and asked what it is. Carman said
board books are for pre -kindergarten readers and tend to be stiff. Matthews showed an example. Carman
said new shelving would allow for a better browsing experience. Mangano said the current shelves weren't

built for this purpose. Pilkington said the veneer on the current shelving is falling off. Carman said the
current shelving doesn't work for very young readers. Rocklin asked if the $23,000 is from State funds.
Carman agreed and said that is the balance of Direct State Aid that was given to the library in 2020 when
an exception was made to have no end date on the spending. Carman said the balance has been held.
Rocklin asked if there is a balance in other gift fund accounts. Carman agreed there was and said
traditionally this has been held for capital campaigns. Boothroy asked when state funds are received.
Carman said October and Royer agreed. Carman said a balance of all library funds will be reported in
September when the fiscal year has ended. Rocklin noted the third issue of The Window in the NOBU
request. Rocklin said one of the functions of that issue is to do an annual appeal. Rocklin asked if it was
possible to state what that appeal generates. Roche shared she considers November through the
beginning of January to be the appeal period. Roche said the timing of The Window influences when
checks come in. Roche said donation envelopes are no longer being mailed out and the return is about
$80,000. Carman said the library is trying to determine the financial and environmental impact of print
mailers. Carman knows $16,300 in the NOBU request will not cover the price of previous mailers that have
been sent out. The library must either do smaller issues or fewer issues of The Window with this budget.
Rocklin said from a financial standpoint they receive a 400% return that is hard to walk away from. Carman
said it is hard to know if it would have the same return digitally only. Carman said in the most recent issue
there were QR codes which linked to full articles. Matthews asked if the QR Code data could be tracked.
Carman agreed it could be. Massa asked what is spent on three issues of the mailer. Roche said the year-
end mailer was $16,000. Pilkington said the summer mailer was quoted at $21,000 for 16 pages or $9,000
for 4 pages. Massa made a motion to adopt the FY2S NOBU Budget request. Johnk seconded. Motion
passed 7/0.
Staff Reports.
Director's Report. Carman thanked the Trustees for having their pictures taken before the meeting.
Carman said Policy 809 Library Use was moved to the August meeting as more time was needed on it.
Carman shared the Finance Committee normally meets in July but will likely meet in August when end of
year finances will be ready to review.
Departmental Reports: Children's Services. Pilkington said the Summer Reading Program is going well.
Matthews asked how attendance is going compared to last year. Pilkington said events have been well
attended and staff are happy with the turn out. Pilkington said staff saw major drop offs in the afternoon
when there would be a big performance in the morning and another event led by staff in the afternoon.
Pilkington said there were break dancers from Des Moines at the library that morning and in the
afternoon and they have had 200 patrons at each program.
Collection Services. Mangano said they have been doing a lot of data clean up. Johnk said it is not
glamourous, but it is a huge deal. Rocklin said Mangano's report was interesting. Matthews asked if staff
were changing the catalog away from Baker Taylor. Mangano said staff are using two catalogs
simultaneously, Baker & Taylor & OCLC, to compare data. Rocklin asked how long the comparison will
run. Mangano said one year to determine what is gained and lost by changing catalogs.
IT. Johnk said the vulnerability test results were great. Palmer said it was a good sign, and the person
testing was very good.
