Ordinance No. 24-4935
Ordinance amending Title 3, entitled "Finances, Taxation and Fees," Chapter
4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties"
Whereas, pursuant to Chapter 384, Code of Iowa (2023), the City of Iowa City is authorized to
establish and provide for the collection of rates to pay for the City’s utility systems, including the
City’s water supply and treatment system, wastewater treatment system, solid waste disposal
services at the municipal landfill, and parking system; and
Whereas, the City’s financial policies dictate that the Water fund and the Wastewater fund shall
be self-supporting; and
Whereas, the Iowa City Water Division and Wastewater Division previously approved various
charges, deposits, and fees administratively; and
Whereas, the Iowa City City Council proposes to add water system charges for fire hydrant flow
tests and locating private service lines, after the initial 30 minutes; and
Whereas, the Iowa City City Council proposes to add water system deposits for fire hydrant
meters; and
Whereas, the Iowa City City Council proposes to add water system fees for taps, water meter,
potable meter kit rental, fire hydrant meter connection and disconnection, and fire hydrant meter
water use; and
Whereas, the Iowa City City Council proposes to add wastewater system fees for testing and
car wash loads; and
Whereas, the Iowa City City Council proposes these charges, deposits and fees be in effect on
October 1, 2024 to recover the City’s cost of providing services.
Now, therefore, be it ordained by the City Council of the City of Iowa City, Iowa:
Section I. Amendment.
1. Title 3, entitled "Finances, Taxation, and Fees," Chapter 4, entitled "Schedule of Fees, Rates,
Charges, Bonds, Fines and Penalties," Section 3, entitled "Potable Water Use and Service,"
of the Iowa City Code is hereby amended by adding as follows:

Actual Cost
Strainers, turbine, compound, and ultrasonic meters are special orders and not kept in stock by the Water
Division. The actual cost of the meter and related items such as kits are charged based on the actual order
invoice.

Section II. Repealer. All ordinances and parts of ordinances in conflict with the provisions of this
Ordinance are hereby repealed.
Section III. Severability. If any section, provision or part of the Ordinance shall be adjudged to be
invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole
or any section, provision or part thereof not adjudged invalid or unconstitutional.
Section IV. Effective Date. This Ordinance shall be in effect on October 1, 2024.
