Non-Iowa City, Johnson County Commission application Preliminary Minutes October 17, 2024 1 MINUTES SENIOR CENTER COMMISSION October 17, 2024 Room 311, Iowa City Senior Center Members Present: Nancy Ostrognai, Lee McKnight, Angie McConville, Betty Rosse Members Absent: Jay Gilchrist, Warren Paris, Ross Taylor Staff Present: LaTasha DeLoach, Kristin Kromray Others Present: None CALL TO ORDER: The meeting was called to order by McKnight at 4:00 PM. RECOMMENDATIONS TO COUNCIL: None. APPROVAL OF MINUTES FROM THE SEPTEMBER 19 MEETING: Motion: To accept the minutes from the September 19, 2024. Motion carried on a 4/0 vote. Ostrognai/McConville PUBLIC DISCUSSION: None. OPERATIONAL OVERVIEW: DeLoach noted that Table to Table food distribution on Monday mornings are very busy. The Black History Ball is scheduled for February and planning is underway. The Pickleball Jamboree was a very successful event and raised around $6,000 for Friends of ICSC. The chiller has been turned off in the building for the season. There will be some HVAC work done over the next few months. The Senior Center will be a location for the Iowa City Book Festival on Saturday. McKnight asked about night and weekends and how they are going. DeLoach noted that we have had an uptick in rentals and weekends seem to be busier than weeknights. The Senior Center is a polling site on election day, but not an early voting location. The Senior Center will be getting a new awning at Washington St. COMMISSION DISCUSSION: The interior design discussion will start in calendar 2026. Preliminary Minutes October 17, 2024 2 McConville noted that her Commission seat for the non-Iowa City at large seat will be open at the end of the year. She noted that this position is appointed by the Senior Center Commission. McConville reminded all that the local government and local property taxes go to be able to keep facilities like the Senior Center open and available to all in the community. Heather Shane, Development Specialist will come to an upcoming meeting to talk about her work with Friends of ICSC. Ostrognai noted that it would be nice to have a shade at the Washington St bench. Question applies to Senior Center Commission Board Member Information Senior Center Commission * At-Large Interests & Experiences Experience and/or activities which you feel qualify you for this position: I have 40 years of experience working with seniors in a variety of settings; I spent 25 years teaching about and researching support service policies for seniors in many countries around the world. I am committed to improving the quality of life for all seniors (and all ages) in their communities (urban, rural, etc.) and working collaboratively in communities to build strong policies and programs to achieve that goal. I look forward to serving my community here. I have volunteered at the senior center since I moved to Iowa City and have helped expand services to North Liberty this year. What is your present knowledge of each advisory board you are interested in? I have some general knowledge of the senior Center Commission. Potential Conflicts of Interest Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a potential conflict of interest. The following describe some but not all potential conflicts. The Housing and Community Development Commission makes recommendations to the City Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise or have exercised any functions or responsibilities with respect to federally funded activities, or who are in a position to participate in the decision-making process or gain inside information with regard to such activities, may obtain a financial interest or benefit from a federally–assisted activity, or have a financial interest in any contract, subcontract, or agreement with respect to a federally- assisted activity, or with respect to the proceeds of the federally-assisted activity, either for themselves or those with whom they have business or immediate family ties, during their tenure or for one year thereafter. Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a City Board or Commission from having an interest in a City contract. Res. #22-78 states that each application for reappointment to a City Board or Commission will be considered without regard to incumbency. If reappointed, an individual would be limited to one reappointment to a full term in order to increase the opportunities for new applicants to serve. Council policy is not to permit an individual to serve on two Boards or Commissions at the same time. You will be asked to resign from one if appointed to another.
