Refund of an unused portion of a Class C Retail Alcohol License (LC0005225) for Pershell Corporation, dba Colonial Lanes, 2253 Highway 218 S. 5.c Resolution approving applications for retail tobacco, tobacco products, alternative nicotine products, vapor products, and device retailer permits, as required by Iowa Code 453A.47A and Senate File 345. (Resolution 25-53) 6. Consent Calendar – Resolutions and Motions 6.a Motion to approve disbursements in the amount of $12,829,559.92 for the period of January 1 through January 31, 2025, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk’s office in accordance with State Code. 6.b Motion approving the appointment of Ava Martinez as the City Council Liaison from the Iowa Undergraduate Student Government (USG) to the City Council until for the remainder of the 2024-2025 USG Executive Administration (May 1, 2025). 6.c Resolution authorizing agreement between the City of Iowa City and the Police Labor Relations Organization of Iowa City to be effective July 1, 2025 through June 30, 2030. (Resolution 25-54) 6.d Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for the High Service Pump Variable Frequency Drive Replacements Project. Consent Calendar – Setting Public Hearings 7.a Motion setting a public hearing for April 1, 2025 on an ordinance conditionally rezoning approximately 7.2 acres of property located North of Melrose Ave. and East of Camp Cardinal Blvd. from Interim Development Single-Family Residential (ID-RS) zone to Mixed Use (MU) zone. (REZ24-0016) March 11, 2025 Summary of Minutes Page 3 7.b Motion setting a public hearing for April 1, 2025 to consider an ordinance conditionally rezoning approximately 5.49 acres of land between N. Dodge and Governor Streets from Medium Density Single-Family Residential (RS-8) zone, High Density Single-Family Residential (RS-12) zone, Medium Density Multi-Family Residential (RM-20) zone, and Multi-Family Residence (R3B) zone to High Density Single-Family Zone with a Planned Development Overlay (OPD/RS-12) for approximately 0.17 acres and Medium Density Multi-Family Zone with a Planned Development Overlay (OPD/RM-20) for approximately 5.32 acres. (REZ24-0001) 7.c Resolution setting public hearing for April 1, 2025 on the proposed property tax levy in the proposed budget ending June 30, 2026. (Resolution 25-59) 8. Consent Calendar – Correspondence 8.a Establishment of a "No Parking Monday - Friday 8:00 AM to 5:00 PM" parking prohibition on the west side of the 400 block of Clark Street. End of Consent Calendar Councilor Moe asked for information regarding R3B zoning prior to the public hearing for item 7.b. Motion to approve consent calendar, items 3 - 8 . Moved by Joshua Moe, seconded by Mazahir Salih. Motion Passed. (6 Ayes) 9. Community Comment [items not on the agenda (until 7 PM)] The following individuals appeared: Emma Denney, Bill Gerhard, Storm O'Brink, Ray Nepple, Chad Campion, Cole Eckhardt. 10. Regular Formal Agenda 10.a Ordinance amending Title 17, Chapter 1, Building Code, by adopting the International Building Code, 2024 edition, including Appendix K, and the International Residential Code, 2024 edition, including Appendix BE and Appendix BO, and providing for certain amendments thereof and adopting section 103.6(1)(a) of the Code of Iowa (the State Electrical Code) and section 105.4(1)(a) of the Code of Iowa (the State Plumbing and Mechanical Codes) to provide for the protection of the health, welfare and safety of the residents of Iowa City, Iowa. A public hearing was held. No one appeared. Development Services Coordinator Sitzman and Senior Building Inspector Hennes presented information. Individual Council members asked questions. Motion to give fist consideration. Moved by Joshua Moe, seconded by Laura Bergus. Motion Passed. (6 Ayes) March 11, 2025 Summary of Minutes Page 4 10.b Ordinance amending Title 7, Chapter 1, Fire Prevention and Protection, by adopting the 2024 edition of the International Fire Code to regulate and govern the safeguarding of life and property from fire, explosion, life safety risks, or health hazards. A public hearing was held. No one appeared. Fire Marshall Roth presented information. Individual Council members asked questions. Motion to give first consideration. Moved by Megan Alter, seconded by Mazahir Salih. Motion Passed. (6 Ayes) 10.c Resolution instituting proceedings to take additional action for the issuance of not to exceed $11,300,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for essential corporate purposes). A public hearing was held. No one appeared. Assistant Finance Director Fleagle presented a PowerPoint for items 10.c through 10.g. Individual Council members asked questions. Motion to approve resolution 25-60. Moved by Mazahir Salih, seconded by Joshua Moe. Motion Passed. (6 Ayes) 10.d Resolution instituting proceedings to take additional action for the issuance of not to exceed $1,335,100 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes) and providing for publication of notice thereof. A public hearing was held. No one appeared. Motion to approve resolution 25-61. Moved by Joshua Moe, seconded by Laura Bergus. Motion Passed. (6 Ayes) 10.e Resolution instituting proceedings to take additional action for the issuance of not to exceed $1,000,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes). A public hearing was held. No one appeared. Motion to approve resolution 25-62. Moved by Joshua Moe, seconded by Shawn Harmsen. Motion Passed. (6 Ayes) 10.f Resolution instituting proceedings to take additional action for the issuance of not to exceed $900,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes). Moved by Laura Bergus, seconded by Joshua Moe. Motion Passed. (6 Ayes) 10.h Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 4, entitled "Parking Regulations," Section 11, entitled "Parking for People with Physical Disabilities," to define the required access aisle as a part of the parking space. (First Consideration) Transportation Planner Ralston presented information. Individual Council members asked questions and expressed their views. Motion to give first consideration. Moved by Joshua Moe, seconded by Laura Bergus. Motion Passed. (6 Ayes) 10.i Resolution adopting an assessment schedule of unpaid mowing, clean-up of property, snow removal, sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Motion to approve resolution 25-65. Moved by Megan Alter, seconded by Laura Bergus. Motion Passed. (6 Ayes) Motion to accept correspondence from Anthony and Jessica Scanlan. Housing & Community Development Commission - Two vacancies to fill unexpired terms, upon appointment - June 30, 2026 (James Pierce & Kiran Patel resigned). Board of Appeals (HVAC Professional) - One vacancy to fill an unexpired term, upon appointment - December 31, 2028 (Nicolas Yost resigned). Historic Preservation Commission (Jefferson St.) - One vacancy to fill a three-year term, July 1, 2022 - June 30, 2025 (formerly advertised as unexpired term – Lyndi Kiple resigned).
