NOTICE TO BIDDERS
CITY OF IOWA CITY IOWA CITY, IOWA
IOWA CITY WASTEWATER TREATMENT FACILITY DIGESTER COMPLEX REHABILITATION–PHASE 1 Sealed Bids will be received by the City Clerk of the City of Iowa City, located at City Hall, 410 East Washington Street, Iowa City, IA 52240, until 3 P.M. on the 15th day of July, 2025. Sealed Bids will be opened immediately thereafter. Bids submitted by fax machine shall not be deemed a “sealed bid” for purposes of this Project. Bids received after this deadline will be returned to the Bidder unopened. Bids will be acted upon by the City Council at a meeting to be held in the Emma J. Harvat Hall, at 6 P.M. on August 5, 2025, or at a special meeting called for that purpose.
All work is to be done in strict compliance with the Project Manual and Drawings prepared by Strand Associates, Inc.® of Madison, Wisconsin, which has heretofore been approved by the City Council and are on file for public examination in the Office of the City Clerk. The Project includes the following Work: Construction of a new sludge conditioning building for installation of pumps, one sludge screen, one fats, oils, and grease (FOG) receiving system, a high strength waste (HSW) receiving station, one stainless steel silo, one fiberglass chemical storage tank, a
duplex chemical pumping system, and a compressed gas mixing system; installation of four linear motion mixers and installation of compressed gas mixing system equipment in the existing digester complex; installation of a new digester gas flare; installation of a renewable natural gas (RNG) conditioning facility;
and associated demolition, site work, process piping, electrical work, HVAC, and plumbing work as specified herein and as shown on the Drawings.
Each Bid shall be completed on a form furnished by OWNER in Section 00 41 00–Bid and must be submitted in a sealed envelope (Envelope 2). In addition, a separate sealed envelope (Envelope 1) shall
be submitted containing a bid security executed by a corporation authorized to contract as a surety in the State of Iowa, in the sum of 10% of the Bid, and all other required Bid attachments as outlined in Paragraph 7.01 of the Bid Section. The bid security shall be made payable to the TREASURER OF THE CITY OF IOWA CITY, IOWA, and shall be forfeited to OWNER in the event the successful Bidder fails to enter into a contract within fifteen (15) calendar days of the City Council’s award of the contract and post bonds satisfactory to OWNER ensuring the faithful performance of the contract and payment of said
Project, if required, pursuant to the provisions of this notice and the other contract documents. OWNER shall retain the bid security furnished by the successful Bidder until the approved contract has been executed, the required Performance and Payment Bonds has been filed by the Bidder guaranteeing the performance of the contract, and the contract and security have been approved by OWNER. OWNER shall promptly return the checks or bidder’s bonds of unsuccessful Bidders to the Bidders as soon as the successful Bidder is determined or sixty-one (61) days after Bid opening.
The Work will be substantially complete on or before April 28, 2028, and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before June 30, 2028. The Project Manual and Drawings may be examined at the office of the City Clerk. Copies thereof may be secured at the office of Rapids Reproductions located at 415 Highland Ave, Suite 100, Iowa City, IA 52240, Phone: (319) 354-5950, Fax: (319) 354-8973, Toll-Free: (800) 779-0093.
The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the
Bidder’s maximum Bid price. The Bid security shall be made payable for the Treasurer of the City of Iowa City, Iowa.
The successful Bidder will be required to furnish a Performance and Payment Bond in an amount equal to one hundred percent (100%) of the Contract price and a Warranty Bond in an amount equal to fifty percent (50%) of the Contract price. Said bonds shall be issued by a responsible surety approved by OWNER and shall guarantee the prompt payment of all materials and labor, and also protect and save harmless OWNER from all claims and damages of any kind caused directly or indirectly by the operation of the Contract, and shall also guarantee the maintenance of the improvement for a period of two years from and after its completion and formal acceptance by the City Council.
By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa Statutes, a resident Bidder shall be allowed a preference as against a nonresident Bidder from a state or foreign country if that state or foreign country gives or requires any preference to Bidders from that state or foreign country, including but not limited to, any preference to Bidders, the imposition of any type of labor force preference, or any other form of
preferential treatment to Bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident Bidder is a resident. In the instance of a resident labor force preference, a nonresident Bidder shall apply
the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident Bidder is a resident.
The City of Iowa City reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 60 days after the
time set for receiving Bids. The Contract Times will commence to run within 30 days after the Effective Date of the Contract or at the end of the Bid acceptance period, whichever is earlier.
Contract award shall be made based on the lowest responsive and responsible Bidder. Prospective Bidders are advised that OWNER desires to employ minority contractors and subcontractors on its projects. A listing of minority contractors can be obtained from the Iowa Department of Inspections and Appeals at (515) 281-5796 and the Iowa Department of Transportation Contracts Office at (515) 239-1422.
Any Contract or Contracts to be awarded are expected to be funded with assistance from the
Iowa Department of Natural Resources Clean Water State Revolving Fund and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including small, minority, and women-owned businesses, are encouraged to submit Bids for this Project. Bidders shall
comply with President's Executive Order 11246, Equal Employment Opportunity as amended.
