Job Summary
Provides administrative oversight and leadership for all operations and activities of the
Civil\Human Rights Office in the compliance and enforcement of civil rights codified in Title 2 of
the Iowa City Municipal Code, and under state and federal law.
Essential Job Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Ensures compliance with Title 2 of the Iowa City Municipal Code, state, and federal civil
rights laws.
• Makes final determination on whether there have been violations of Title 2 of the Iowa
City Municipal Code, or state and federal civil rights laws.
• Recommends policies and procedures designed to increase and maintain the efficiency
and effectiveness of division operations and Title 2 of the Iowa City Municipal Code
• Serves as staff person to the Human Rights Commission as set forth in Title 2 of the Iowa
City Municipal Code.
• Sets annual goals with identified performance targets for the implementation of Title 2
of the Iowa City Municipal Code, the goals of the Commission and the Commission’s
strategic plan.
• Provides status reports to the City Manager ’s Office on Office and Commission
operations, and makes recommendations for any shift in policies, procedures, programs,
code changes, or future development.
• Develops and oversees the budget of the division.
• Attends and reports out on meetings, conferences, workshops and training sessions and
reviews publications to remain current on the principals, practices, and new
developments in civil rights laws at the state and federal level.
• Trains staff in investigative techniques used in the research of unlawful practices under
local, state, and federal civil rights laws.
• Designs and implements and maintains on-going training programs for staff,
Commissioners, and community members with an emphasis on the mandates of Title 2
of the Iowa City Municipal Code, state, and federal civil rights laws.

• Monitors and reports on trends in civil\human rights violations at the local, state, and
federal level.
• Monitors changing priorities and manages multiple deliverables with overlapping
deadlines.
• Maintains transparency, accountability, and collaborations.
• Behaves in a way that promotes and supports a positive environment in the workplace
and community.
• Performs other related duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combination of education and experience. Degree in Human Resources, Political Science,
Social Sciences, Civil Rights, or related. Experience in investigative work or related.
• Valid State of Iowa driver’s license with satisfactory driving record required. Must be 18
years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Master’s degree from an accredited educational institution and five years of related
experience; or Juris Doctorate from an accredited educational institution and three years
of related experience; and/or equivalent combination of education and experience.

Knowledge, Skills, and Abilities
• Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effectively supervise professional staff.
• Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
• Ability to read, analyze, and interpret common scientific and technical journals, financial
reports, and legal documents.
• Ability to reliably and predictably carry out duties.
• Ability to remain an impartial fact finder, collect and analyze data, and summarize and
produce written findings.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to use sound judgment, high integrity, and ability to maintain strict
confidentiality.
• Ability to work with other governmental entities and community organizations in
planning, organizing, and carrying out events promoting civil and human rights.
• Ability to write reports and articles for publication that conform to prescribed style and
format.

• Effective interviewing and investigative techniques.
• Skill in facilitation, presentation, negotiation, conflict resolution, legal research, oral and
written communication.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook, Adobe Acrobat).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.

abilities required by this job include close vision, distance vision, color vision, depth perception
and ability to adjust focus.
Work Environment
The work environment characteristics described here are representative of those an employee

The noise level in the work environment is usually moderate. Duties are generally performed in
an office setting with a controlled environment. The job requires sitting for extended periods of
time and the work may expose the employee to unpleasant social situations and significant
work pace pressure. Ability to travel in the community and attend evening and weekend
meetings.
