Attached is an updated draft of your FY25 annual report for City Council. First presented at the July
meeting, we incorporated your revisions and suggestions in this new version. For readability, we
included an edited version as well as a copy that adopts the edits.
For background on this document, the Library Board of Trustees delivers an annual report to the City
Council, an obligation set by City Code (Title 11, section G). This report is sent to the Council along with
statistical and financial information. All City boards and commissions submit a similar report.
Recommendation: Board action is required to approve the annual report.

General Responsibilities
The Iowa City Public Library Board of Trustees is a semi -autonomous body of nine people empowered
by state law and city ordinance to act as the governing body of the library.
The Board's specific list of legal responsibilities includes:
• Determine the goals and objectives of the library to plan and carry out library services.
• Determine and adopt written policies to govern all aspects of the operation of the library.
• Prepare an annual budget and have exclusive control of monies appropriated by City Council;
earned income; monies secured through service contracts with Johnson County, University
Heights, Hills, and Lone Tree; monies given to the library through gifts, bequests, grants, or
awards.
• Employ a competent staff to administer its policies and carry out its programs.
The Board is an arm of City Government with members appointed by, and its principal operating
funds approved by, Iowa City Council. The Board seeks, at all times, to work in harmony with City
policies that are not in conflict with its statutory powers.
Accomplishments for Fiscal Year 2025
1. Crafted and distributed a Board values statement.
2. Evaluated Library Director, Elsworth Carman.
3. Accepted Elsworth Carman's resignation as Library Director and began the process of hiring a
new Library Director.
4. Appointed Anne Mangano as Interim Library Director.
5. Welcomed and oriented three new Board members.
6. Adopted the FY26 wage resolution.
7. Supported the Iowa City UNESCO City of Literature; The Iowa City Book Festival; and One
Book/Two Book children's book festival.
8. Supported collaboration with other City of Iowa City departments, including Climate Action
and Outreach, Communications, Fire Department, Office of Human Rights, Parks and
Recreation, Police Department, and Senior Center.
9. Elected officers for FY26.

12. Approved the FY26 non -operating budget, which supports a diversity of initiatives, including

Agenda Item: Resolution authorizing the procurement of an Integrated Library System
Comment: This Resolution authorizes the procurement of an Integrated Library System for the City
of Iowa City Public Library.
A Request for Proposal (RFP#25-103) was issued on April 3, 2025, to evaluate potential vendors who
could provide an Integrated Library System. Six proposals were received. An evaluation committee
consisting of four representatives from the City of Iowa City Public Library evaluated the proposals, and
after careful consideration ByWater Solutions was selected to receive the award.
Executive Summary: On April 3, 2025, the City issued Request for Proposal #25-103 to identify a
vendor capable of providing a modern Integrated Library System (ILS) for the Iowa City Public Library.
Six proposals were received and evaluated by a committee of four library representatives. After a
thorough review process, ByWater Solutions was selected as the recommended vendor for system
implementation and support.
ByWater Solutions will implement Koha, an open -source, web -based ILS known for its flexibility and
scalability, along with Aspen Discovery, a user-friendly discovery interface that integrates with existing
library technologies. The implementation process includes a dedicated test environment to support
staff training and change management, helping ensure a smooth transition with minimal disruption to
services. This selection supports the Library's goals of improving service delivery, reducing long-term
costs, and adopting a system that can adapt to future needs.
Background Analysis: The Library's current Integrated Library System no longer meets the
technological and operational demands of its library services. To address this, the Iowa City Public
Library (ICPL) seeks a modern, flexible, and sustainable solution that aligns with evolving needs. Koha, a
fully web -based, open -source library management system, offers a mature and adaptable platform
used by libraries worldwide. Its scalability and open -source model provide both cost -efficiency and the
ability to support ICPL needs.
To enhance user experience, Aspen Discovery will be implemented alongside Koha, offering an intuitive
interface and advanced search tools while avoiding the high costs of proprietary systems. ByWater
Solutions, a support partner for both platforms, will lead the transition, providing a dedicated test
environment and training to ensure a smooth migration. This investment supports the long-term
sustainability and responsiveness of the City's library services.
Resolution Authorizing the Procurement of an
Integrated Library System

Whereas the City released Request for Proposal (RFP) #25-103 ICPL Integrated Library System to
evaluate potential vendors who could provide Integrated Library Software.
Whereas Request for Proposal #25-103 was released on April 3, 2025, and six proposals were received.
Whereas an evaluation committee consisting of four representatives from the Iowa City Public Library
evaluated the proposals, and ByWater Solutions was selected to receive the award.
Whereas the Iowa City Public Library's purchasing policy requires City Council to approve purchases over
$150,000; and
Whereas the ICPL expects to expend approximately $234,950.00 over a 5-year period for these services;
and
Whereas Funds for this purchase are available in account #10550800-432060 for implementation costs
and account #10550140-444080 for yearly costs after implementation; and
Whereas approval of this procurement is in the public interest.
Now, therefore, be it resolved, by the Library Board of Trustees of Iowa City, Iowa, that:
1. The proposed procurement as described is approved.
2. The Library Director is authorized to sign the agreement with the vendor and take whatever steps
are necessary to effectuate future purchases including any amendments or renewals of said
agreement.

In fiscal year 2025, we spent 99% of our allocated budget. While we are right on the nose with our
expenditures for this year, there are a few issues to address in our upcoming FY27 budget request to
the City that are apparent in our FY25 expenditures, especially those exceeding their allocations.
1. Our budget is not keeping pace with increasing costs of critical supplies.
We overspent our overall supply budget by $20,060. Almost half of the overage was from
minor equipment purchased in FY24 and not billed until after July 15t, making it an unplanned
FY25 purchase. But the other half was from cleaning supplies and computer purchases.
There was no one bill that led to overspending our cleaning supplies by $5,362. This line covers
essential facility supplies from cleanser to paper towels, toilet paper to tissues. We purchase
what we need to keep the building safe, comfortable, and clean. It just costs more to do so.
The Consumer Price Index for cleaning supplies and paper products increased 51% since May
of 2019. In response, the Sanitation and Industrial Supply line should be funded to
accommodate the overage in expenditures as well as continued inflation.
The Miscellaneous Computer Hardware Line was also overspent. While we budgeted for the
replacement of staff workstations, unexpected replacements for equipment in the Digital
Media Lab and for a screen used as lobby digital signage put us over the line. As our
dependency on hardware is phasing out, we have steadily decreased this line over the last few
budget cycles. In the coming years, we should keep the line fully funded to address continued
equipment needs.
2. Our building and bookmobile are aging, and it costs more to maintain them.
While our overall services budget hit the mark at 100%, there are a couple of funding lines
listed in the expenditure chart below that indicate current and upcoming expenditure issues.
Our building celebrated its grand opening 21 years ago and boasted new furniture, new HVAC
units, new ductwork, new electrical, and new plumbing. These are not so new anymore and
show wear and tear. Let's take the HVAC system. This year, we overspent funds allocated to
Heating & Cooling Repair & Maintenance and Other Building Repair & Maintenance to
address various HVAC system issues. Air conditioning units froze up, resulting in repairs. As a
result of repair issues, we replaced a rooftop unit, leading to almost $40,000. We have seven
other rooftop units the same age that require replacements in the coming years. We are
drafting a Capital Improvement Budget request for next year to ensure the operating budget is
spared in this expense. In addition to HVAC expenses, we also had several major plumbing
projects, from cracked pipes to sewer leaks, resulting in $23,500 of expenses.
Our bookmobile is also gaining years. First introduced in 2017, the bookmobile is approaching
a decade of service. From the generator to air conditioning to the heating system, we
addressed several issues with the bookmobile this year on top of regular vehicle maintenance.
The City budgets a chargeback line for the repair and maintenance of the bookmobile and we
have exceeded the budget multiple years in a row, which eats into our other operating lines. In
FY27, we will request the City fully fund this line as further maintenance issues will occur.
These maintenance lines need to be protected year-to-year and increased to account for
inflation to address the repair and replacement of older equipment from elevators to air
conditioning to plumbing.
FY25 Expenditures
As in previous financial reports, I included descriptions of spending associated with budget lines that
either exceed 110% or fall below 85% of their allocation, provided these lines have a revised budget
or expenditures of $15,000 or more. Some lines may fall above or below these percentages but
represent smaller fund allocations and are therefore excluded. Additionally, lines with spending over
200%, regardless of value, will be addressed.
The Library Materials budget lines are excluded, as they are intentionally grouped into a single
category but are spent across 16 distinct lines. Similarly, personnel lines are excluded, as they are
managed separately from general expense lines.

Johnson County residents, this is where the funds are

University Heights has contracted Iowa City and Coralville
library services, this is where the Iowa City funds are

Hills & Lone Tree have contracted library services with Iowa
City Public Library, this is where the funds are deposited.
ICPL went fine free July 1, 2022. Existing fines prior to that
date were not retroactive and get deposited here.
This line includes gas and electric reimbursement from the
rental unit, staff reimbursements to the library, and
reimbursements from other libraries for services such as
Digital Johnson County.
Library materials that were lost and then billed get deposited

FY27 City Budget: Goals, Objectives, and Performance Measures
At the end of July, city departments submitted the first piece of the FY27 budgeting process: updated
goals, objectives, and performance measures (GOMs). The GOMs are tied to initiatives in the City's
Strategic Plan and provide a measurement on how departments individually contribute to City values.
The City includes the GOMs in the annual budget book as part of each department's narrative.
The library adopts its own strategic plan, but we tailored a few of our own initiatives and services to the
City's plan for the budgeting process. Our current measurements in the budget book are:
• Number of print items in the world language collection
• Average number of people entering the building per month
• Average program attendance per month
• Average number of unique community groups utilizing our meeting rooms per month
• Average number of people entering the bookmobile per month
While some of this year's numbers were lower than the previous year, they exceeded our original FY25
projections when these goals were developed in FY21.
• In FY21, we estimated that an average of 40,800 people would enter our building per month in
FY25; the actual number was 45,605
• In FY21, we estimated that an average of 300 unique community groups would use our meeting
rooms per month in FY25; the actual FY25 number was 460
• In FY21, we estimated that an average of 175 people would enter the Bookmobile per week in
FY25; the actual was 315.
From these measurements, we built back patron use of our services after a significant drop during and
directly after the height of the COVID-19 pandemic. However, we still have significant work to do to
continue building our usership. We want everyone in our community to know about our services and
collections and how to access them. In the final year of our strategic plan, we will review these
performance measures to determine additional steps we can take to meet our projections for the
coming years.
Bloomberg Harvard City Leadership Initiative
In 2023, the City was selected to participate in the Bloomberg Harvard City Leadership Initiative. This
program provides resources to participating cities to address issues facing their communities. In turn,
cities provide real -world examples for professors, researchers, and students to study. This year, the City
is working with Nora Cahill, a Master of Public Policy student at the Harvard Kennedy School of
Government, to research housing and homelessness. She is also a Graduate Research Assistant at the
Joint Center for Housing Studies.
On Friday, August 15t, Jason Paulios, Angie Pilkington, and I gave Nora a tour of the Library and
discussed the variety of services we offer to the community, particularly those facing homelessness and
struggling to access resources. We talked through the complications that arise from providing these
services, especially when it is difficult to refer people to overwhelmed social services and nonprofits to
meet their needs. This tour is the first of many conversations we will have with the City Manager's Office
and Nora Cahill as they look to address housing in our community.
Americans with Disabilities Act: Web and Mobile Content Accessibility
Recent changes to the Americans with Disabilities Act (ADA) require the web content and mobile apps
of state and local governments to meet specific accessibility standards. The City is working with all
departments to reassess accessibility of online documents and resources. The goal is full compliance
of the Web Content Accessibility Guidelines (WCAG) 2.1. More info:

ICPL already achieves a high level of accessibility based on WCAG for our documents, websites, and
videos. For us, this project consists of looking for things we have missed and assessing older historical
documents that can be remediated. Led by Brent Palmer, a group of staff from several different
departments are collaborating to address the variety of resources we have. The Library offers many
different digital resources like eBooks, audio, streaming video, and online databases through different
companies, such as OverDrive, EBSCO, and ProQuest. Although we don't have direct control over the
accessibility of the interfaces or the content within these services, we do consider the resources part
of our collection. For now, our plan is to try and assess the compliance as best we can and then work
with our City Legal team about how to proceed. ICPL staff are working with a liaison in the City
communications department to keep them appraised of our progress.
Our working plan involves several steps:
1. Take an inventory - Identify the types and number of resources. ICPL has web pages, video,
PDFs, and other digital assets. Determine which resources are covered by the new
requirements.
2. Make an assessment plan — Identify tools and methods for assessing compliance of our
various resources. In the case of 3rd Party websites, this takes the form of documenting the
vendor's compliance of WCAG 2.1.
3. Conduct the assessment and remediation - Iterative process of improving and testing using
the methods identified above.
4. Wrap-up and report - Provide a final report and set up ongoing assessments for future.
Revamp the "accessibility" page on our website to provide more information about compliance
as well as other accessibility services we provide.
Board Vacancy Posted
The City posted the Board vacancy on Wednesday, August 6t". You can find the posting on their Board
and Commission website: https://www.ice oq v.org/government/boards-commissions-and-
committees/library-board-of-trustees. The City Clerk's office keeps applications for boards and
commissions on file for one year; Council will consider applicants from our last round of openings in
addition to new applicants. Applications are due on Tuesday, September 9th. The City Council will
appoint a new Board member on Tuesday, September 16t". The position's term ends June 30, 2027.
Library Card Sign -Up Month
The City Council recognized September as Library Card Sign -Up Month. Robin Paetzold and I
accepted the sign proclamation read at the Tuesday, August 19t" Council meeting. The proclamation
is attached to this report.
Tour of State Historical Society of Iowa Library
On Friday, August 15t", John Kenyon (Executive Director of the City of Literature), Jason Paulios, and I
met with the State Archivist, Tony Jahn, and the Iowa City Special Collections Archivist, Allison Johnson
at the State Historical Society of Iowa Library. Jahn provided an overview of the plan and a general
timeline to move items from the Centennial Building on Iowa Avenue to a Des Moines facility. The State
is closing the Iowa City building this fiscal year due to lack of funds.
In addition to our conversation, we received a tour of the facility. Johnson highlighted important Iowa
City and Johnson County manuscripts, maps, records, photographs, and film, including many from the
City of Iowa City. Some 1920's Iowa City Public Library records are housed at the SHSI. From our
preliminary conversation, not all local items will be added to the Des Moines collection; only those that
fit their collection plan. The State plans to provide more information to the public about the process in
the coming weeks.
Intellectual Freedom Training for North Liberty Community Library
On Monday, July 215t, 2025, 1 presented on the importance of intellectual freedom to board and council
members at the North Liberty Community Library. We reviewed why intellectual freedom is essential for
public libraries, the types of intellectual freedom challenges faced by libraries, and ways Boards can
advocate for intellectual freedom.
We also discussed the collaborations between ICPL and North Liberty to offerjoint digital collections,
such as eBooks, audiobooks, language learning software, and newspaper subscriptions. While offering
joint collections expands access and saves each institution money, shared collections complicate how
our respective organizations handle community concerns about what is purchased for these collections.
North Liberty and Iowa City have similar collection development policies and handle concerns about
their collections similarly. It was a good experience to walk through our practices together.

Children's Department Report

Summer Reading Overview
The Children's Department continued to offer a vibrant mix of programming in July and August, as
part of our "Color Our World This Summer" 2025 Summer Reading Program (May 27—August 9, 2025).
Programs ranged from creative workshops and inclusive sensory activities to outdoor story times,
cultivating literacy, engagement, and community connection.
• Summer Reading Program remained active through August 9,
offering game cards for reading tracking and prizes, including
children's incentives (tickets to the Blank Park Zoo, a free kid's meal
at Raising Canes, an Iowa Children's Museum ticket, and a free
book)
We had 1,471 participants sign up and 911 finish the kids' reading
challenge. Teens had 249 sign-ups with over 111 completing the
program. 820 Adults signed up to read and 434 completed the challenge
this summer!
A huge thank you to the Iowa City Public Library Friends Foundation for
their continued support of our Summer Reading Program!
• SRP Kids & Family Events
Programming continued through early August, with final events as the
Summer Reading Program concluded August 9. In total, the children's
department had 148 programs with 9,969 in attendance this summer.
We also did and additional 41 outreach storytimes at local preschools
with 899 in attendance.
Stories in the Park- Storytimes that take place at three local parks with
te,
the Bookmobile had 760 in attendance at 23 events.

Summer came to an end with our Last Splash of Summer at Wetherby
Park — bubbles, mega foam blaster, water fun, fire safety fun by Iowa
City Fire Dept, and lemonade by Raising Canes. A big thank you to the
Fire Department, Cane's and to IC Parks and Rec for partnering with us!
Summer Report for All Abilities Club
Prepared by Anne Wilmoth, Children's and Tween Librarian
All Abilities Club took place over nine weeks this summer
from June 11 through August 6. Attendance ranged from
45-75 people each week, with a total summer attendance of
570, from elementary -aged kids through adults.
Activities included both educational and entertaining
content with many community partnerships. We learned
about powwow traditions from Amanda Cawthorn, tribally -
enrolled member of the Oneida Nation of Wisconsin; we
learned about the cultural traditions of Mexican lucha libre
wrestling from Latin Thunder; we arranged local, native
flowers with Kara from Lovely Bunches Farm; we extracted
DNA from strawberries with the UI Science Booster Club; we
learned about dog safety and etiquette with the K9
Ambassadors from the Iowa City Dog Obedience Club, and
much more!
We received a lot of positive feedback on this program -
including a patron who said this is his favorite place he goes to
with his dayhab program and a parent who said she was very
grateful for our program as an accessible, inclusive option for
her tween daughter as they were looking for activities over the
summer.
As part of ours and the City's strategic plans, we were able to
offer the entire series with ASL interpreters.
New Partnership Program
We're thrilled to launch a new partnership
with the Iowa City Senior Center this
September! Introducing Grand Babies — a
heartwarming intergenerational storytime
series that brings together babies, their
caregivers, and older adults for shared
stories, songs, and interactive fun.
This unique program fosters early literacy,
meaningful social connections, and a
strong sense of belonging across
generations. Whether you're a grandparent, parent, or little one, there's something for everyone. The
program will take place monthly at the Senior Center.
Collection Services Department Report

Integrated Library System Update
The ILS is an essential piece of technology for our work at ICPL. It serves as our patron database and
the back end of our catalog. It provides a record for every item in our collection. From tracking orders
for books to checking in materials to renewing a library card to pulling monthly statistical reports, the
ILS is involved in almost everything we do. We have used the same system for decades and are in the
process of looking for a replacement. The potential goals for this project are:
• Reduce yearly costs
• Reduce staff time on workflows and maintenance
• Improve our customer support experience
• Improve patron access
• Offer more features and functionality
• Improve data security
Request for Proposal
In February we reported that we released a Request for Proposal (RFP) for a new ILS system. We
received a wide spectrum of proposals to evaluate. The proposals included both commercial and
open -source products. There were both domestic and international companies represented. The
vendors ranged from small non-profit organizations to medium sized private companies and even
large corporations. There was a wide spread of yearly costs associated with the proposals we received.
Over the last five months, a committee made up of staff from various departments spent many hours
evaluating the proposals. The proposals were evaluated in two stages based on guidance from the
City of Iowa City (CIC) purchasing department. The first stage considered yearly and implementation
cost, specifications and features, and company profile. Based on the criteria, we narrowed the set
down to three companies. For the second phase, we evaluated vendor demos, user testing, and library
references to rate the proposals.
We selected ByWater Solutions for their proposal of using the Koha ILS and Aspen Discovery Layer
(catalog) for a five-year contract. Information about the company and the products are excerpted and
included at the end of this report. We expect to reduce the costs associated with the ILS system by
roughly 50% over the next 5 years without any loss of features and functionality. We will assess the
other goals as we work with Koha.
Migration
The timeline calls for us to begin the migration process as soon as possible with an implementation in
March 2026. If all goes well, we will cut over to the new system at that time and continue to overlap
with our current system between March and July. This transition will represent a significant change for
the Library in several ways. We have contracted our ILS from the same company for over 25 years. We
are interested to see how support and communication will compare to our old vendor. Instead of
being installed on our own network, the ILS will be "hosted" in the cloud. This will offload the
maintenance of these servers and hopefully increase our cyber-security posture. The new ILS is
completely web -based instead of an installed application, which means staff will be able to access the
ILS from any device, from anywhere and will eliminate the need for IT staff to maintain the application
on our workstations. The new ILS will be open source instead of a commercial product. There are pros
and cons to moving to open source; we hope that using a vendor to manage the software will
mitigate the downsides.
Most of the proposals included a discovery layer as an optional add -on. The discovery layer (which we
generally refer to as our "catalog"), is an enhanced search interface that brings together materials
stored in the ILS with other types of resources such as eBooks, eAudio, and streaming video. Initially
we decided not to include the discovery layer in this RFP process, but over the past few months, we
became convinced that we wanted to move to a hosted/supported discovery layer as well. In the end,
we decided to bundle the discovery layer into the contract. Aspen Discovery is a "distant cousin" of
the open -source platform that we currently use and support on our own but has some improvements
that we are looking forward to.
This transition period will also give us an opportunity to reexamine our many different configurations
and workflows such as interlibrary loan (ILL), purchase suggestions, ordering and processing, paging
and many more. For each one, we will look for system improvements or ways to streamline the work.
It also gives us a chance to document our decisions and changes for future needs. For these reasons,
the next nine months seem a little overwhelming but also exciting to learn new things and an
opportunity to reexamine our processes. During this period, there will be consultations with the
vendor and various kinds of training for different departments. We also opted to include "On -Site
Scoping Session" which is designed to "observe workflows firsthand, pinpoint areas for improvement,
and offer tailored recommendations to enhance your existing processes."

Larry Parks Hired as Catalog Assistant
I am pleased to announce that Larry Parks was promoted to Library Assistant III. This position works as
a Catalog Assistant in Collection Services, providing MARC cataloging and classification for new
library materials. Larry will also work on the Children's Desk and Bookmobile and provide programs to
children.
Larry has worked for ICPL since 1990, first as a Circulation Page and then in Maintenance. Within two
years, he was promoted to a permanent position in the Circulation Department, assisting patrons at
the desk and managing overdue notices. For most of his career at ICPL, Larry received materials and
paid invoices in the Collection Services department and worked on the Help Desk.
He started this new position on Monday, August 18t". Congratulations, Larry!

Gate Replacement
Earlier this year, we replaced the RFID security gates at the entrance of the lobby. This was a
requirement by the vendor for continued support for the aging hardware. The newer gates have
plexiglass dividers which look a little nicer than the old ones. Right after the installation a patron
accidentally bumped into one of the gates and cracked it a little bit. And then last month, a patron
behavioral issue led to a smashed gate. This damaged gate was replaced last week. We decided not to
replace the slightly cracked one since the damage is cosmetic and a much more expensive
component.
Cameras
The IT department is in the process of updating some of our building security cameras. Several
cameras were added to increase coverage in various parts of the second floor and in the Children's
Room. Other cameras were upgraded to newer equipment and repositioned to improve coverage of
certain spots in the building.
The Library has about forty cameras around the building. Not all of the building is covered. They are
centered around public service desks, ingresses and areas where we tend to have conduct issues or
reduced sight lines. Access to the cameras is limited to a few senior staff positions. These cameras are
not monitored in real time, but are used for searching or accessing images after an incident has been
reported. Recorded footage is also used for detecting theft of materials or disputes about whether
materials were checked out on a certain patron card. In April of 2024, a series of cameras were added
to the downtown Ped Mall as part of a larger city project. We now also have access to several of those
cameras which were placed on or around our building. There are also a few cameras placed in the
staff areas focused on entrances in order to document any unauthorized entry into these areas either
from the outside or from the public areas. Data collected by the cameras are subject to open records
requests; the public can request footage from the Library (although there may be a service charge for
requests that involve large amounts of staff time).
Meeting Room A Microphones Replacement

Meeting Room A, our largest public meeting space received upgrades to its microphone systems,
including new tabletop, corded, and lavalier mics plus a new wireless handheld microphone. These
new items replaced decades -old equipment, including some that were used in the pre-2004 building.
Our old lavalier microphones used an old frequency band that the FCC is planning to discontinue.
They also use rechargeable batteries that have a finite lifespan and were no longer holding a charge.
Some table and corded microphones needed replacement because several of them had broken over
the years and were non-functioning. We were able to get a couple of replacement microphone stands
as well. Shortly after we placed the order, our single wireless handheld microphone stopped working
and it was convenient to share with staff that even though we had a broken microphone, a
replacement order was already in progress.
Hearing Accessibility Upgrades

A few years ago, we completed installation of a hearing loop system in Meeting Room A and the
Storytime Room. We've received excellent feedback about these systems, so we decided to pursue
adding this technology to the rest of our meeting rooms. More information about hearing loop

technolog_y/hearingq loop -technology. We were able to procure a portable hearing loop that can be
used in any of our smaller meeting rooms. We also decided to install a permanent loop system with a
ceiling microphone in the boardroom.
In the Boardroom, most of the installation was completed August 12t". We are waiting on one part of
the equipment to arrive. One question we have received is whether Auracast technology would have
made more sense than a hearing loop. After researching and consulting with our vendor, we learned
that Auracast technology is not yet ready to be a main option for hearing assistance. It does not meet
ADA requirements because of latency and quality issues. Our vendor estimates it may be about ten
more years before Auracast catches up with hearing loop technology. Our vendor did include a small
Auracast transmitter in our new boardroom system which has a 30-foot range.
If you have more questions about this technology or would like to try it out, we have listening
receivers available so that anyone can hear what the hearing loop sounds like. Our IT staff would be
happy to show it to you.

Tour de Book Bike - reflections from Katie Roche,

This summer, most Thursdays from 11:30 AM to 1:30 PM found me outside the Library on the Ped Mall
with the Book Bike —calling out, "Take a free book to keep!" and "Just a little library love today!", to
attract folks over to explore the Book Bike, which I like to call "our cutest outreach vehicle" - don't tell
the Bookmobile!
On hand, I had information about our Summer Reading Program, free Library discards (originally sold to
the Friends Foundation) to take and keep, free bookmarks loaded with Library info, and the desire to
have conversations about what our Library has to offer. What I got in return was a lot of Libraryjoy:
- The thrill of discovery — finding the exact book,
film, or resource you didn't even know you
needed.
- A sense of belonging — feeling welcomed, safe,
and included, no matter who you are.
- Unlimited possibilities — realizing that a library
card opens doors to knowledge, creativity, and
community.
- Connection — meeting others at programs,
sharing ideas, or simply knowing you're part of
something bigger.
- Small sensory pleasures — climate -controlled
comfort in a beautiful setting, the quiet hum of
study, the friendly smile from a librarian.
In other words, libraryjoy is the blend of personal
delight and communal warmth that libraries
uniquely create —part treasure hunt, part safe
haven, part launchpad for dreams.
And, I was able to send folks in to the Help Desk to quickly reactivate their card, let folks know that their
late fees were forgiven and to not let that stop them from using their card, and I met a lot of adorable
kids who took picking out a book to take home very seriously. If you've never seen a furrowed eyebrow
over a book about astronauts vs. a book about a skateboarding dinosaur, you're missing out!

The Trump administration announced this week it will withdraw the U.S. from UNESCO next year
decai for the Iowa Ctv UNESCO Citv of Literature on the door of the Iowa City Public Library in
IOWA CITY — Iowa City's designation as a UNESCO City of Literature will not be affected by the
Trump administration's announcement that the U.S. is leaving the U.N. cultural agency UNESCO,
effective December 2026.
"Once we have the designation, whether our country is a member of UNESCO or not, doesn't really
affect the designation like that. There is a relationship between our city and UNESCO," said John
Kenyon, executive director of Iowa City UNESCO City of Literature. "It's ideal if your country is a
member of UNESCO, obviously, but it's not a requirement."
UNESCO preserves cultural heritage through its UNESCO World Heritage Sites program, which
recognizes significant landmarks for protection, ranging from the Taj Mahal to Egypt's pyramids of
Giza and the Grand Canyon National Park. The agency also empowers education and science across
the globe.
Iowa City was designated a UNESCO City of Literature in 2008, becoming the first city in the United
States and the third City of Literature worldwide. Through the designation Iowa City is part of the
network of Creative cities through UNESCO and collaborates on a global scale.
The decision to pull U.S. funding and participation from UNESCO comes two years after the Biden
administration rejoined following a controversial, five-year absence that began during President
Donald Trump's first term. The White House cited similar concerns as it did in 2018, saying it believes
U.S. involvement is not in its national interest and accusing the he agency of promoting anti -Israel
speech because of its 2011 decision to admit Palestine as a UNESCO Member State.
UNESCO Director General Audrey Azoulay said the U.S. decision was expected and that the agency
"has prepared for it."
"This decision contradicts the fundamental principles of multilateralism, and may affect first and
foremost our many partners in the United States of America — communities seeking site inscription
on the World Heritage List, Creative City status, and University Chairs," Audrey Azoulay, director-
general of UNESCO, said in a news release.
The Iowa City UNESCO City of Literature nonprofit will continue its operations, supporting writers and
promoting literary exchange throughout the city.
"We're here in Iowa City, still doing our work, still collaborating with and communicating with the
other cities in our network, maintaining Iowa City's place on the map in terms of being a place for
literature and for culture. But it is now not a national priority," Kenyon said.

Iowa marks second year of elementary cursive handwriting

The Iowa Reading Research Center has released a free cursive instruction online tool with videos and
worksheets
IOWA CITY, Iowa (KCRG) - Third graders in Iowa will begin their second year of cursive handwriting
education this school year due to a June 2024 change to the state education board's requirements.
In 2010, the introduction of Common Core curriculum standards ended required cursive handwriting
education in many states, including Iowa.
For some children, that meant an end to being able to read birthday cards from grandparents, writing
their own signature and understanding historical documents like the Declaration of Independence
and the Constitution.
One Iowa City librarian said knowing cursive is instrumental in understanding and interacting with
history.
"It lets you go back and read the primary source document to figure out if it was taken out of context
or if it was translated correctly," said Beth Fisher, an adult program librarian at the Iowa City Public
Library.
As of last summer, the state's education board now mandates cursive instruction to be introduced in
second grade and mastered in third grade.
To aid in the rollout, the Iowa Reading Research Center at the University of Iowa created a free online
tool called CLIFTER (Cursive Letter Identification and Formation for Transcription and Early Reading) to
provide resources to teachers and parents.
CLIFTER is accessible through the Iowa Reading Research Center website and includes video modules
and printable worksheets to help students practice phonics. The center also provides LIFTER for
standard handwriting practice.
The center's director Shawn Datchuk said that according to the Iowa Statewide Assessment, roughly a
quarter to a third of students are struggling with literacy, even after low scores during the pandemic.
This matches nationwide downtrends in English/language arts testing.
Now, with a greater focus on handwriting in the elementary years, reading comprehension levels
could improve.
"What seems to be beneficial is that if we have handwriting instruction, if we teach kids how to form
letters, the letter names, the letter sounds, that can contribute to their reading development as well,"
said Datchuk.

We all have a unique relationship with our family. Some of us get along really well, others not so
much. Whether a fictional family feels familiar or foreign to you, family dynamics make for compelling
stories. Here are some reading suggestions that represent a variety of family dynamics.
Worry by Alexandra Tanner is a newer fiction book that takes place just before and during the time of
COVID. A pair of sisters, both going through their own adulting journeys, end up living together and
have to reconcile their expectations with the realities and limitations of their lives. It's darkly funny,
with a dry wit that millennials and older zoomers will identify with for sure. Their mother flutters in
and out of the story as well, and you can tell how the sisters are the way they are from how their
mother acts.
Visitations by Corey Egbert is also new: a graphic autobiographical novel of a time during the author's
teen years after his parents' divorce when his mother's accusations against his father got more and
more intense. The family ends up on a road trip, and the author navigates dealing with adolescence,
his relationship with his parents and extended family, and how his religious faith factors into all of it.
You really empathize with the young man and hope things turn out OK for him.
Another memoir, Tasha by Brian Morton, focuses on the author's relationship with his aging mother
as he takes charge of her care. He reflects on the trouble he's had with his mother, but also
recognizes what a wonderful and vibrant person she's been — how she's the kind of teacher we all
wish we had, or would want our children to have. His mother is a highly entertaining character, and
it's great fun to get to know her as she and her son butt heads and figure out how to make each
other happy in this stage of life.
If you're interested in how decisions made in the past affect later generations, Homegoing by Yaa
Gyasi is a perfect pick. It follows two sisters from Ghana — one who ends up in a life of privilege, one
who is enslaved — and traces how past decisions reverberate across seven generations.
Amanda Ray is a librarian at the Iowa City Public Library. She loves to help patrons find their new
favorite reads and learn how to use their smartphones. This article was originally published in Little

Call Meeting to Order. Stevenson called the meeting to order at 5:08 PM. A quorum was present.
Introductions were made for the new members.
Approval of July 24, 2025 Board Meeting Agenda. Stevenson asked for approval of the
agenda. Raeburn made the motion, Boothroy seconded. Motion passed.
Public Discussion. Stevenson shared board policy on public comment. Gary Sanders approached the
Board. He said he's been a resident since 1978 and has had lots of contact with the previous library
directors. He urged the Board to appoint Anne Mangano as the permanent library director.
Items to be Discussed.
Strategic Planning Update. Mangano gave an update of the strategic plan, reviewing the last six
months. This is a public document, but intended for the library board, and will be presented differently
for other audiences. Raeburn passed out a document with changes that had not been sent out
previously and is primarily grammatical errors and diction. Patrick -Ferree commented on hearing loop
updates and asked if the library has reached out to local audiologists to inform their patients. Roche
suggested the Foundation could assist with getting the word out. Mangano said we have the existing

Library Board of Trustees Annual Report. Stevenson asked for feedback or thoughts. Paetzold said
this was a collaboration between the Board and staff. Mangano said it will come back in August and
changes can be adopted. Boothroy suggested adding collaboration between the library and other city
departments. Stevenson passed to Raeburn for diction and usage suggestions. Raeburn discussed the
requested changes from the shared document of edits. An edited report will be shared in the August
board packet for approval.
Staff Reports.
Interim Director's Report. Mangano discussed open meetings and records training and will send new
dates as they come up from Iowa Public Information Board. Matthews recommended the training.
Mangano added city council may require it.
Departmental Reports: Adult Services. Paetzold asked if Paulios is satisfied with the numbers from the
Summer Reading Program. Paulios said completions are down, but it doesn't feel that way from the
responses seen at the service desks. The biggest change was to the completion prize. We are no longer
giving out paperback books for financial reasons. The library decided to put the Friends gift toward
program experiences, and offering a coupon to the Book End as a completion prize. Paulios has ideas
for tweaking it for next year. Roche said coupons have been redeemed very happily at the Book End,
and also increased sales, so Friends are happy to continue offering it. Matthews asked if Book End
differing from the Library's open hours was an issue. Roche responded that there aren't enough
volunteers to keep it open the same hours. Paulios said the coupon worked really well during the
weekend book sale. Program attendance is the same or higher than previous years.
Community & Access Services. Helmick not present, addressing the United Nations (noted in director
report), Pilkington was available to answer questions. Pilkington mentioned the upcoming public
reception for Helmick. Boothroy asked for a rundown of the event.
Development Report. Roche mentioned the gift for the snack program with more details coming in the
next board packet. Matthews thanked the Foundation for all the work they do and that it was great to
see budget lines increase.
President's Report. Paetzold mentioned the open position on the board of trustees, and someone to
join the Friends Foundation. Also mentioned the working group for hiring the new director and that
there will be updates in August.
Announcements from Members.
Foundation Updates. FY26 Memorandum of Understanding between the Friends Foundation
Board of Directors and the Iowa City Public Library Board of Trustees. This will be approved and
signed later.
Advocacy Updates. Paetzold and Matthews have no updates. Paetzold asked for the new members to
be involved in the fall. Matthews said it's based on how the legislative session goes, and it's not a year-
round commitment. They post value statements, advocate and support the staff. Roche added that the
Iowa Library Association Government Affairs committee is working to turn around interpretation of

legislation in a more timely manner, and members can get on that mailing list for those
communications. Paetzold asked when new board members get added to ILA. Mangano will discuss
with Jen Royer. Mangano said there's an opportunity in December to talk to Johnson County officials.
Stevenson is stepping down to run for school board effective August 1st. He thanked the staff for all the
help, and the board for the collegiality and strong work. Paetzold asked if the library is reopening search
or using previous applications. Mangano said they will post again on August 5tn
Communications. None.
Consent Agenda. Stevenson asked for comments and approval. Motion to approve from Massa,
seconded by Boothroy. Motion passed.
Set Agenda Order for August Meeting. Continuing education on intellectual freedom,
appointment of new vice-president and foundation board roles, and adoption of the trustee's annual
report are on the docket for August. Paetzold said there may be an item on director position discussion.
Matthews asked Paulios for brief updates on Summer Reading.
Paetzold thanked Stevenson for his time served on the board.

Members Absent: None.
Staff Present: Jason Paulios.
Guests Present: None.
Call Meeting to Order. Boothroy called the meeting to order at 5:05 p.m.
Approval of August 5, 2025 Nominating Committee Meeting Agenda. Matthews
made a motion to approve the August 5, 2025 Nominating Committee agenda. Massa seconded. All in
favor 3-0.
Public Discussion. None.
Items to be Discussed.
Identify a candidate to recommend to the Board of Trustees for the position of Vice President.
Boothroy and Matthews recommended Massa. Massa accepted. Boothroy made a motion to nominate
Massa. Massa abstained from voting. 2-0 passed.
There was a conversation about the Friends Foundation Board representative. It was decided it was not
the committee's job to assign but Massa agreed he'd be available for another year for that Board.

Suggested changes in ICPL agenda for August 28 John Raeburn
I've usually used boldface to indicate suggested revisions.
p 9 2nd paragraph of "Comment." Replace "... .to receive the award" with "as its
choice." [it's not a "reward.]
p. 9, para. #2 of "Executive Summary.." I don't know the meaning of the word
"scalability" in this context, but maybe most others do. If others are confused by it,
perhaps another term should be found.
In paragraph #2 I'm also puzzled by the meaning of "... and change management".
p, 12, 1 found confusing the usage in the 310 paragraph of item 1 about "the
Miscellaneous Computer Hardware Line": l would suggest adding a phrase in the final
sentence, "we should keep the line funded at its present reduced amount to address
continued equipment needs.
In item 2 of this page, using the term "froze up" to refer to an air conditioning
malfunction may be a good stab at a joke, but; "seized up" might do better here to
describe the malfunction. There's another instance of this usage on p. 15 R&M section.
In the same section but on p. 13, "other rooftop units the same age will likely" require .
". There are also two superfluous words that should be cut: "spared" doesn't need
"in"; and the final "expenses" should not be preceded by "of."
The first sentences in the next paragraph of this section on p. 13 need conciseness.
Our bookmobile, purchased in 2017, is aging, and it has this year required
extensive maintenance beyond the normal.
In the heading, 1=Y25 Expenditures, use the present tense to refer to the report, i. e. "I
include .. .," and at the end of the paragraph, "are addressed," i.e. not "will be."
