Comment: The resolution authorizes the City Manager, with the advice and consent of the City Attorney, to execute the documents to participate in two new National Opioids Settlements with 1) Purdue Pharma L.P. and the Sackler Family and 2) manufacturers Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus. The resolution also authorizes the City Manager, with the advice and consent of the City Attorney, to execute the documents to participate in future National Opioids Settlements and continues the City Manager's authorization to negotiate the sub -allocation of funds from Johnson County, and/or expend settlement funds on approved opioid remediation uses. Comment: This agenda item awards the FY25 CDBG Fairmeadows Sidewalk Improvements Project. Comment: This agenda item rejects all of the bids received on August 26, 2025 for the Iowa River Powerhouse Dam Repair Project. One (1) bid was submitted prior to the August 26, 2025 deadline: Bidder Name City Bid ricon General Construction, Inc. Cedar Rapids, IA $1,656,000.00 Engineer's Estimate $675,000.00 The lowest responsive bid submitted exceeded the Engineer's Estimate of probable cost by more than 100%, and staff recommends that Council reject all bids and set a new date for receipt of bids for the project on October 14, 2025. September 2, 2025 Iowa City City Council Agenda Page 4 5.e The Element Parking Agreement Resolution authorizing the City Manager to sign an amendment to the parking 2 5 --ZI 3 agreement with Iowa City ES Hotel LLC and for the City Manager to negotiate and execute future amendments to the number of parking permits. Comment: This resolution authorizes an updated parking agreement between the City of Iowa City and Iowa City ES Hotel LLC, allowing for a increase in the number of parking permits for the use and benefit of The Element hotel patrons at the hotel operator s expense. The current number of 25 permits, which equates to 182,000 annual hours of validated parking, would be increased to 39.4 permits, which will equate to 288,000 hours of validated parking. In addition, the resolution would allow the City Manager, with the advice and consent of the City Attorney, to negotiate and execute future amendments to the number of parking permits without further approval by Council. 5.f Hilton Garden Inn Parking Agreement Resolution authorizing the City Manager to sign an amendment to the parking 25-2-1 L{ agreement with Iowa City Hotel Associates, L.L.C. and for the City Manager to negotiate and execute future amendments to the number of parking permits. Comment: This resolution authorizes an updated parking agreement between the City of Iowa City and Iowa City Hotel Associates L.L.C., allowing for an increase in the number of parking permits for the use and benefit of Hilton Garden Inn hotel patrons at the hotel operators expense. The current number of 40 permits, which equates to 288,000 annual hours of validated parking, would be increased to 50 permits, which will equate to 360,000 hours of validated parking. In addition, the resolution would allow the City Manager, with the advice and consent of the City Attorney, to negotiate and execute future amendments to the number of parking permits without further approval by Council. 6. Consent Calendar - Setting Public Hearings 6.a Setting FY26 Budget Amendment Public Hearing Resolution setting public hearing on September 16, 2025 on amending the 2-5 _ 2 5 Fiscal Year 2026 Operating Budget. Comment: This resolution sets a public hearing on September 16, 2025 to amend the FY26 operating budget. Community Comment [items not on the agenda (until 7 PM)) Public comment is intended so that members of the public may be heard by Council. Only in- person comments will be allowed for Community Comment. Public comment for specific agenda items, which must be directly related to that agenda item, may be made in -person or remotely. Individuals will be provided 3 minutes to speak. Benton Street, and 815 Gilbert Court from Intensive Commercial (CI-1) zone and Medium Density Single -Family Residential (RS-8) zone to Community Commercial (CC-2) zone. (Second Consideration) Comment: Following the passage of Iowa SF 311, cities may no longer have boards for the purpose of citizen review of the conduct of police officers, effective August 16th, 2025. The City's Community Police Review Board (CPRB) considered the change in law and unanimously recommended that the CPRB be dissolved. This ordinance amendment effectuates that dissolution. Council will discuss what to do in lieu of a CPRB at a later date. Staff is requesting expedited action.
