Making Your Elec on in Munis ESS
Open enrollment elecƟons must be submiƩed through Employee Self Service (ESS). ESS
can be accessed through either the City’s website or intranet.
Logging in:
The Log In icon is located on the upper right corner of the ESS page.
Username: employee number
If logging in for the first Ɵme, your temporary password is the last 4 digits of your Social
Security number. Your temporary password must be reset the first Ɵme you log in. Contact
Human Resources at (319) 356-5020 if you need assistance logging in.

Once logged in, select Benefits, then select Open Enrollment
The Open Enrollment screen shows current and new elecƟons for each benefit. For each
benefit you have the opƟon of declining or making a new elecƟon. Health, dental and vision
also include a “no changes” opƟon for those wishing to maintain their current health, dental
and vision elecƟons. To make a new elecƟon choose “select” and you will be provided with
all available opƟons. Note that there are both pre-tax and post-tax opƟons for health, dental
and vision coverage.
If you elect health, dental or vision for the first Ɵme or change the level of coverage (e.g.
change from single to family), you will need to complete an enrollment form and submit it to
Human Resources. Hard copy enrollment forms can also be requested from Human Re-
sources.
If elecƟng health care and/or dependent care reimbursement, please be reminded that there
are 26 pay periods in 2026.
NOTE:
Your elecƟon has been successfully submiƩed when you receive the following confirmaƟon
message.
Review your elecƟons carefully, then click “submit”. Your elecƟon is not complete unƟl you
complete this step. You will sƟll be able to make changes and re-submit through November
30th.
