1. CALL TO ORDER

From called the meeting to order at 4:30 PM. Rod Sullivan was recognized as an
alternate for Larry Meyers, Johnson County. Amy Correia noted that Dale
Helling was listed as present for the June 24 JCCOG Board meeting but was not
noted as an alternate. Yapp stated that Helling was an alternate for Ross Wilburn
and that the correction to the minutes would be made. Correia moved to accept
the June 24th minutes with the amendment; the motion was seconded by
Champion. The motion carried unanimously.
The next JCCOG Urbanized Area Policy Board meeting was set for 4:30 PM on
Wednesday December 2nd 2009 at Iowa City City Hall.
2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA
There was no public discussion of any item not on the agenda.
3. ADMINISTRATION
a. Items from the Executive Director
Yapp gave an update on the JCCOG Affordable Housing Committee, stating that
the committee recently held its first meeting and that the makeup of the
committee included staff and elected officials from several communities. Mike
Wright asked Yapp what some of the main topics discussed at the first meeting
were. Yapp stated that the main issues brought up related to perception of
affordable housing and costs associated with regulation. Klouda asked if
minutes from the meeting were available for review. Yapp stated that they were
not yet complete but that he would make sure minutes from the meeting were
made available on the JCCOG website once finalized.
Yapp gave an update on the roadway safety audit recently conducted in North
Liberty. Yapp explained that the result of the audit will be a list of issues that city
staff can prioritize and use as a guide for maintenance and necessary
improvements. Yapp stated that any other community interested in a similar
roadway safety audit should contact JCCOG staff.
4. HIGHLIGHTS FROM THE HUMAN SERVICES DIVISION
Severson gave an update on the recently conducted "CarFit" and "We Need to
Talk" programs aimed at addressing needs of senior drivers. Severson stated
the programs had good attendance and noted the city of Coralville sent a police
officer to the "We Need to Talk" training and two Iowa City Fire Fighters attended
the CarFit training. Stutsman asked if the programs were only open to members
of the Iowa City senior center. Severson stated that the programs were open to
all seniors.
Severson noted the upcoming community development block party being held in
Weatherby Park and the 40th anniversary of MECCA. Severson then distributed
flyers for the events to Board members.
Sullivan asked if JCCOG would again be providing business-card sized
information cards that can be distributed to panhandlers. Severson explained
that the cards are meant to replace cash donations and provide people in need
with contact information for local resources. Severson stated the cards had a
slightly different design this year but would be soon available for distribution.
5. TRANSPORTATION PLANNING
a. Presentation of proiect applications for JCCOG Surface Transportation Proqram
and Transportation Enhancement funds
Yapp explained the process used to identify projects for Surface Transportation
Program (STP) and Transportation Enhancement (TE) funds based on project
applications, the public comment process, staff review and recommendations,
recommendations by the Regional Trails and Bicycle Committee and the JCCOG
Transportation Technical Advisory Committee, and eventually final project
selection by the JCCOG Urbanized Policy Board.
Ackerson provided a presentation that displayed the locations of each project
and gave a brief summary of the details associated with each project. Ackerson
also noted that the project information is available on the JCCOG website at
www.jccog.org.
b. Update on area IJOBS proiects
Yapp gave an update on the progress of local projects being funded by I-JOBS
funds. Yapp referred to a table showing a list of the projects receiving I-JOBS
funding and noted Johnson County communities are scheduled to receive
approximately $36 million from the program.
c. Update on area America Recovery and Reinvestment Act proiects
Yapp gave a brief summary of projects being funded by the America Recovery
and Reinvestment Act in Johnson County, noting that two projects have been
awarded a bid and the remaining projects are in the planning and design phase.
d. Update on Recent Activities
Yapp stated that the issue of red-light running cameras had received some local
media attention. Yapp stated that JCCOG staff was approached by a
salesperson of such technology which prompted staff to conduct some
independent research and identify pros and cons of such measures so that any
community interested in exploring the issue further can be provided with pertinent
information. Wright stated that this issue will likely have to be discussed by each
community on their own to determine appropriate solutions.
Yapp stated that the Iowa Department of Transportation will be hosting a public
meeting on September 15th to discuss proposed improvements to the Interstate-
80llnterstate-380 interchange. Yapp stated the meeting will be held at Iowa City
West High School.
Hayek asked about one of the proposed trails from the STPITE summary that
would be located near the 1-8011-380 interchange and if its location would be
problematic. Yapp answered that the proposed trail project would not interfere
with proposed designs for the interchange improvements.
6. OTHER BUSINESS
There was no other business discussed.
7. ADJOURNMENT
Corriea moved to adjourn the meeting and was seconded by Wright. The motion
carried unanimously. The meeting adjourned at 5:09 pm.

At your January meeting, you will elect a Chairperson and Vice Chairperson of the 2010
JCCOG Urbanized Area Policy Board. The Chairperson is responsible for presiding over all
meetings of the Board. The Chairperson and Director of JCCOG are responsible for signing all
contracts and federally required documents. As Director, it has been my practice to meet with
the Chair prior to each Board meeting to review agenda items and major work program
activities. The Vice Chairperson assumes the duties of the chair when the Chair is not available.
A list of past JCCOG Urbanized Area Policy Board Chairpersons is attached.
Please consider appointing a three-person nominating committee for the chairperson and vice
chairperson of the JCCOG Urbanized Area Policy Board. The nominating committee will report
at the January meeting, where the Chairperson and Vice Chairperson will be elected.

Re: Agenda Item 3(b): Discussion of FY11 JCCOG Budget
The attached page shows a summary of the FY10 JCCOG assessments and total budget
amounts, including both JCCOG and ECICOG assessments. The majority of the budget is
for employee salary and benefits. JCCOG staff are organized administratively under the City
of Iowa City and are subject to Iowa City employee policies. Non-administrative employees
are also organized under the American Federation of State, County and Municipal
Employees (AFSCME) Union and are entitled to benefits negotiated under the collective
bargaining agreement.
The focus and purpose of JCCOG remains fulfilling federal and state requirements
necessary (and beneficial) for local communities to receive state and federal transportation
funds, and to produce locally-generated transportation studies for JCCOG member-agencies.
These studies, including minor intersection studies, major corridor studies and everything in
between are intended to result in better information upon which to base project and
programming decisions.
Capital costs for FY11 will be similar to past years, including maintenance and replacement
of our traffic counters and maintenance/upgrades to our mapping and traffic modeling
software. I intend to keep the funding percentage split between JCCOG member agencies
the same as in recent years, and to keep any increase in assessment levels to a minimum
(assessment levels did not change between FY09 and FY10).
At our December 2 meeting, let me know if there is any interest in additional services or
consultant-driven studies for which we would need to budget in FY11. I will bring the FY11
Budget to you for formal consideration at your January meeting for formal consideration.
Agenda Item 3(b)(i): Discussion of ECICOG Assessments in the JCCOG Budget
Small community planning assistance projects for Johnson County communities are provided
through an arrangement with the East Central Iowa Council of Governments. JCCOG acts
as a funding conduit for Johnson County funding of ECICOG, and passes through ECICOG
assessments to ECICOG. The City of Iowa City has recently indicated they will no longer
pay the assessment to ECICOG (see attached letter from Interim Iowa City City Manager
Helling), which in FY10 was $20,740.

How is ECICOG funded in Johnson County? The funding arrangement of assessing
individual municipalities in Johnson County is somewhat unique, but it is the way ECICOG
has been funded since the formation of JCCOG. The ECICOG assessment is based on a
per-capita calculation. In FY10, the assessment was based on a $0.3322 per capita rate for
the entire County population, plus an additional $0.2090 per-capita rate for the population
within the small communities. The funds are assessed to each municipality based on the
per-capita rate; Johnson County is assessed based on the unincorporated population.
How is ECICOG funded in other counties? In the other counties, the County government
budgets for and funds ECICOG through the County budget, based on the same per-capita
rate.
Which fundinq method is better from EC/COG's perspective? According to the ECICOG
Executive Director, neither funding method is better or worse. ECICOG receives the same
per-capita funding either way and the decision of how to structure the payments within the
County is a local decision.
What will happen if ECICOG does not receive the per-capita fundinq? According to the
ECICOG Executive Director, the ECICOG Board's position in the past has been that if
ECICOG does not receive the full assessment from a county, that county will no longer be
eligible for ECICOG services. The ECICOG Executive Committee reiterated this position at
a recent meeting during a discussion of the Johnson County FY11 assessment. These
services include the various housing programs, low-interest economic development funds,
assistance with grant applications, assistance with comprehensive plans and other planning
documents, and potentially other funding programs.
As the ECICOG assessments are reflected in the JCCOG Budget, the JCCOG Board needs
to discuss at our December 2 meeting how you would likeme to reflect the ECICOG funding
amounts in the draft FY11 JCCOG Budget. I have developed three options to consider:
1. Prepare the JCCOG Budget consistent with past years
2. Prepare the JCCOG Budget with Johnson County funding the ECICOG assessment
(this will require Johnson County Supervisors approval as well)
3. Prepare the JCCOG Budget with the entire ECICOG assessment spread amongst the
remaining Johnson County governments, without including Iowa City or its population
(this will require approval by all the other entities)
Depending on how you direct me to draft the FY11 JCCOG Budget, it will set the stage for
discussions with either the Johnson County Supervisors and potentially all affected Johnson
County communities regarding ECICOG funding.

As we begin the preparation of our FY11 budgets, I wanted to confirm the City
Council's decision to not include funding from the City for the East Central Iowa
Council of Governments (ECICOG). You may recall that Council discussed the
potential for this last year, and it was included as one of a number of budget
reduction measures this past spring.
We value ECICOG's services to the County and its municipalities. However, we
have learned that Johnson County is one of the only, if not the only, county in Iowa
in which the cities fund the regional planning agency. In other counties, the
regional planning agency funding is provided by the county on behalf of all the
citizens of the county. In addition, Iowa City receives few direct services from
ECICOG compared to the other local governments and county government. In
FY10, Iowa City's contribution to ECICOG is $20,740.
Because Iowa City's funding for ECICOG is reflected in the JCCOG budget as well
as the Iowa City budget, I have asked John Yapp to discuss this with the full
JCCOG Urbanized Area Policy Board at their December 2 meeting.

Agenda item 4(a): Consider approval of the apportionment of FY10 Federal
Transit Administration Section 5307 funds to Coralville Transit, Iowa City Transit,
and University of Iowa Cambus
Iowa DOT has indicated we have a total of $1,817,339 available in FY10 FT A Section 5307
operating assistance. This amount includes $562,211 in Small Transit Intensive Communities
(STIC) funding. The funds are apportioned by JCCOG between Coralville Transit, Iowa City
Transit, and University of Iowa Cambus based on our local formula of 25%
operating/maintenance cost, 25% locally determined income, 25% revenue miles, and 25% fare
revenue. This formula was re-approved in 2007 by the JCCOG Urbanized Area Policy Board.
The following tables show the proposed FY10 apportionment, and for comparison, the FY09
multipliers and apportionment. The FY10 Section 5307 funds are used for transit operating
expenses. If approved, the Transportation Planning Division will complete and submit FY10 FTA
operating grant applications for each transit system. The Transportation Technical Advisory
Committee has recommended approval of the proposed apportionment.
Staff asks that the Board consider approval of the apportionment for FY10 FT A Section 5307
funds.

Iowa DOT gave JCCOG a funding target of $3,940,561 in Surface Transportation Program funds for
FY2011-12 to be distributed in the Iowa City Urbanized Area. Five communities submitted a total of
eleven applications to JCCOG totaling $16,094,647. Enclosed you will find a summary of each
project; the complete applications are available online at: www.jccog.org/headlines.asp?ID=1055.
STP Scoring Comments
JCCOG staff applied the approved scoring system (see attached) to rank the STP applications. The
scoring criteria provide a way to compare and rank similar projects. Although eligible for STP and TE
funds, the adopted scoring criteria cannot be applied to the Old Rock Island Depot project; this
project is not a good fit with the scoring criteria but is still eligible for funds. While some criteria are
objective assessments, others may be interpreted differently by different people. The following criteria
were added this year to provide a way to evaluate projects' impact on the environment through
decreased vehicle hours traveled and decreased intersection delay:
Criterion 6a: Will the proposed project improve the level-of-service of an intersection based
on a reduction in average vehicle delay per signal cycle from the existing to improved
condition?
Criterion 6b: Is the proposed project projected to reduce daily vehicle hours traveled as
calculated by JCCOG staff using the JCCOG / Iowa DOT traffic model?
JCCOG staff utilized 1) Synchro Model Software to calculate delay savings based on proposed
intersection improvements; and 2) the adopted JCCOG Travel Demand Model was utilized to rank
projects on reduced vehicle hours traveled. A maximum of five points total is possible for projects that
incorporate both intersection and capacity improvements. These criteria could not be applied to
several projects, so we have included a sub-total column to provide a common measure between all
projects.
There were several projects which have the potential to reduce delay and emissions but could not be
measured or modeled, including:

Dear Parks & Recreation Commission:
Weare writing to request that funding be made available for the expansion of the trail system along
South Riverside Drive from Highway 6 to Sturgis Ferry Park.
There is regular foot and bicycle traffic along the sad little path that currently exists (which is scarcely
more than a rut from bicycle tires); it would make a tremendous difference to have a paved path to walk
or ride along, joining the outlying businesses and residences on the south side to the rest of the city.
Many employees here at RR Donnelley live in town, and would have an easy ride to work every day if
the trail could just be extended towards the frontage road to our building. In addition to offering an
alternative to commuting by car, it would provide increased access to Sturgis Ferry Park.
We are aware ofthe importance of expanding opportunities for greener living. Our company has
recently established a "Green Team" to encourage sustainable and environmentally aware practices both
at work and at home. We are very excited about contributing to the community, and one of our projects
is adopting Sturgis Ferry Park (which is walking distance away from our offices). This somewhat
neglected park has potential to become an enjoyable green space, and a trail would enhance its status as
an actual park rather than a parking lot for the boat ramp.
Please consider allocating funding for this project. It would make a difference to many of us here at RR
Dorinelley, and to the many others who walk that route regularly.

I often use the airport and would enjoy safely bicycling to the airport from town. My

I wish to express our strong support for proposal #4, the extension of the bike trail along Riverside Drive
from Hwy 1 to Mormon Trek Blvd. Riverside Drive is a heavily-used 4-lane road that runs directly in
front of our business, the Alexis Park Inn & Suites. We witness bicycle riders traveling this dangerous
road on a daily basis, and can attest to the fact that there are many "close-calls" between automobiles
and bicycles.
In response to this dangerous situation, an informal "dirt path" has been worn in the grass on the East
side of Riverside Drive by all of the bicycle and foot traffic. This path is a real "ankle twister", as many
of our fly-in guests will attest to. Although we are only 400 yards from the Iowa City Airport, we have
been forced to leave a vehicle at the airport for our fly-in guests to use, simply because walking that
short distance from the airport to the hotel is too dangerous -- especially at night.
Not only would this bike path be a great help to our business, it would also help our staff, many of
whom have lived in the trailer parks south of town. These folks routinely risk their lives riding their
bikes to work, and the creation of this path would be greatly helpful.

3. CONSIDER A RECOMMENDATION TO THE JCCOG URBANIZED AREA POLICY
BOARD ON APPORTIONMENT OF FEDERAL SURFACE TRANSPORTATION
PROGRAM (STP) FUNDS FOR FEDERAL FY11-12
Ackerson described the eleven applications submitted for Surface Transportation
Program (STP) funding. Ackerson then explained the scoring process used by JCCOG
to award points to projects. Ackerson stated that public input would continue to be
collected until one day prior to the JCCOG Urbanized Area Policy Board meeting.
Phillips stated that the Tiffin project to extend Ireland Avenue was not awarded points for
including more than one JCCOG jurisdiction even though the project would cross Tiffin's
boundary into Johnson County's jurisdiction. Phillips stated his opinion this particular
project should have been awarded points for that scoring criterion.
The committee asked JCCOG staff to review the Transportation Enhancement (TE)
projects at the same time as the STP projects as several of the projects are eligible for
both TE and STP funding. Ackerson then briefly described each of the 10 TE projects
and explained the funding recommendation from the JCCOG Regional Trails and
Bicycling Committee (RTBC).

Nick Maddix introduced himself as a member of the public and asked for permission to
comment on the funding allocations. Maddix stated that he preferred the funding
allocation for TE funds recommended by the RTBC and also shared three potential
funding scenarios for STP funds.
Knoche moved to allocate STP funds in the amount of $1.5 million for the Coralville
Coral Ridge Avenue widening project, $2,423,561 for the Iowa City 1 sl Avenue railroad
grade separation project, 9,000 for JCCOG Pavement Management Program, and
$8,000 for JCCOG State Urban Design Standards fees. The motion and was seconded
by Wheatley.
Wheatley asked if the funding amounts for the proposed projects would allow both
projects to move forward.
Holderness stated that he supported this funding recommendation because it would
allow the Coralville project to move forward.
Knoche stated that this funding amount would be sufficient for Iowa City to move forward
with the rail grade separation.
Phillips stated that in this funding recommendation the City of Tiffin will not receive any
STP funds.
The motion passed by a vote of 14-2 with Phillips and Dahms dissenting.
4. CONSIDER A RECOMMENDATION TO THE JCCOG URBANIZED AREA POLICY
BOARD ON THE APPORTIONMENT OF FEDERAL JCCOG TRANSPORTATION
ENHANCEMENT (TE) FUNDS FOR FEDERAL FY11-12
Dahms explained the reasoning behind the TE funding allocation recommendation by
the RTBC as an effort to promote projects with regional implications, especially the
recommendation to fund the Coralville project to extend the Clear Creek Trail towards
Tiffin.
Phillips moved to accept the recommended TE funds apportionment from the RTBC.
The motion was seconded by Dahms. The motion failed 7-9.
Knoche moved to allocate TE funds in the amount of $15,600 for the Coralville joint-
application for way-finding trail signs, $342,163 for the North Liberty project to extend the
North Dubuque Street trail, and $215,000 for the University Heights project for a wide
sidewalk along Sunset Street. The motion was seconded by Wheatley.
Dahms asked if North Liberty could fund the remaining portion of their trail project
proposal to ensure its completion. Wheatley stated that North Liberty likely would be
able to fund the remaining portion to ensure the completion of the trail project.
The motion passed by a vote of 13-3 with Phillips, Dahms, and Hollins dissenting.
5. CONSIDER A RECOMMENDATION TO THE JCCOG URBANIZED POLICY BOARD
ON THE APPORTIONMENT OF FEDERAL TRANSIT ADMINISTRATION SECTION
5307 FUNDS TO CAMBUS, CORALVILLE TRANSIT AND IOWA CITY TRANSIT
Neumann explained the proposed funding apportionment for operating expenses for the
three transit systems. Neumann stated that ridership numbers and all three systems
have increased and that the Iowa City metropolitan area has the highest rate of public
transit ridership in the state. Wheatley moved to accept the proposed apportionment.

Phillips dissenting.
6. UPDATE ON THE NORTH LIBERTY ROAD SAFETY AUDIT PROCESS
Ralston gave an update on the recently completed North Liberty Road Safety Audit by
explaining what is involved in the process and the constituents involved in conducting
the audit. Ralston stated that the primary concerns raised during the audit were
assembled in a document and presented to North Liberty city staff to use as a tool to
prioritize local projects.
Cutler asked if the audit included observations during the night. Ralston stated that no
night observations were conducted, and that this was due, in part, because few of the
issues raised involved signage retro-reflectivity or night-time visibility issues.
7. UPDATE ON PASSENGER RAIL PLANNING
Neumann stated that the Iowa DOT is working with the Illinois DOT on a grant
application for passenger rail service from Chicago to Iowa City. Neumann stated that
the funding source is part of the American Recovery and Reinvestment Act specifically
identified for high speed passenger rail, and can be used for many aspects of passenger
rail service including track infrastructure, equipment acquisition, and station purchase
and improvements.
Neumann explained that JCCOG is a stakeholder in the Midwest High Speed Rail
Steering Group and that a state-wide passenger rail committee is scheduled November
30th in Nevada Iowa.
Wilson asked if the Iowa City depot could be purchased and renovated with these funds.
Neumann stated that these funds could be utilized for the Iowa City depot purchase and
platform construction only.
8. DISCUSS THE PENDING UPDATE TO THE JCCOG LONG RANGE MULTI-MODAL
TRANSPORTATION PLAN
Yapp stated that JCCOG will begin the update process for the Long Range Multi-Modal
Transportation Plan this winter, which will allow it to be readopted in May 2012. Yapp
stated that for this update, additional time will be used for the data collection and public
input processes, and will rely on 2010 census data once it becomes available. Yapp
stated that a new emphasis for the plan will be the use of fiscal constraints for projects
included in the document. Yapp mentioned that along with traditional elements of the
plan such as street connectivity and congestion management, other components will
include intermodal connections, consultation with environmental agencies, and
expansion of public transit. Yapp stated that in the next few years JCCOG will be
conducting meetings with local groups and governments to gather input and educate of
the importance of the plan.
9. UPDATE RECENT ACTIVITIES
Knoche stated that the McCollister Bridge is now open as finishing work is ongoing
around the approaches to the bridge, and that work on the pedestrian bridge over
Interstate 80 at North Dodge Street is scheduled to begin later this year.
Wheatley stated that signalization of the Highway 965/Cherry Street intersection is
scheduled to begin and that various pavement overlay and trail projects around North
Liberty have been wrapping up.

Holderness stated that a new trail project along Oakdale Boulevard is scheduled to be
let later this year, and design work on flood mitigation measures is ongoing.
Wilson stated that the stimulus funding project involving Hawkins Drive is scheduled to
be let later this year, flood mitigation work along the Iowa River is ongoing, the relocation
of Hancher auditorium is still undecided, and that a crosswalk guidance report for the
campus was recently completed by JCCOG.
McClatchey stated that an order for five new buses has been submitted from stimulus
funds and their arrival should come sometime soon, and that a new parking facility with
an attendant is scheduled to open between Madison and Capital Streets south of Court
Street.
From stated that work on a wide sidewalk along Melrose Avenue is scheduled to begin
in April and be completed before the first Iowa football game.
O'Brien stated that six new buses are scheduled to arrive soon and that a grant
application has been submitted to replace light fixtures in the city parking ramps with
low-cost LED lights.

Iowa DOT gave JCCOG a funding target of $572,763 in Transportation Enhancement (TE) funds for
FY2011-12 to be apportioned in the Iowa City Urbanized Area. Five communities submitted a total of
ten applications to JCCOG totaling $4,285,013. Enclosed you will find a summary of each project;

TE Scoring Comments
JCCOG staff applied the approved scoring criteria (see attached) to rank the TE applications.
Although eligible for TE funds, the adopted scoring criteria cannot be applied to the Old Rock Island
Depot or way-finding signage projects. These two projects are eligible for funding based general
eligibility requirements but not good fits for the scoring criteria.
RTBC and IT AC Recommendations
At their October 13 meeting, the JCCOG Regional Trails and Bicycling Committee (RTBC) discussed
and made a recommendation on TE funding. A summary of the RTBC discussion and funding
recommendation is attached.
The JCCOG Transportation Technical Advisory Committee (ITAC) recommended by a vote of 13-3
the following projects be funded. A summary of the TTAC discussion is enclosed with agenda item
4(b).

recommend for funding, consider the project score, the TT AC and RTBC recommendations, public
input received, and ultimately the merits of each project. The funds cannot be apportioned strictly
according to the population of the JCCOG municipalities.

Dear Parks & Recreation Commission:
Weare writing to request that funding be made available for the expansion of the trail system along
South Riverside Drive from Highway 6 to Sturgis Ferry Park.
There is regular foot and bicycle traffic along the sad little path that currently exists (which is scarcely
more than a rut from bicycle tires); it would make a tremendous difference to have a paved path to walk
or ride along, joining the outlying businesses and residences on the south side to the rest of the city.
Many employees here at RR Donnelley live in town, and would have an easy ride to work every day if
the trail could just be extended towards the frontage road to our building. In addition to offering an
alternative to commuting by car, it would provide increased access to Sturgis Ferry Park.
We are aware of the importance of expanding opportunities for greener living. Our company has
recently established a "Green Team" to encourage sustainable and environmentally aware practices both
at work and at home. Weare very excited about contributing to the community, and one of our projects
is adopting Sturgis Ferry Park (which is walking distance away from our offices). This somewhat
neglected park has potential to become an enjoyable green space, and a trail would enhance its status as
an actual park rather than a parking lot for the boat ramp.
Please consider allocating funding for this project. It would make a difference to many of us here at RR
Donnelley, and to the many others who walk that route regularly.

I would like to express my interest in seeing a trail/sidewalk placed along Old Highway
218 passing in front of the Iowa City Airport connecting Riverside Boulevard to Mormon
Trek Boulevard.
I believe this proposal is listed as #5.
I often use the airport and would enjoy safely bicycling to the airport from town. My
family and visiting friends/relatives would also like to walk/bicycle to the airport with
their children to enjoy the newly installed picnic area at the airport.

Please mark me down as being strongly in favor of a sidewalk along South Riverside Dr. extending
south from Highway 6 past the airport and on to Mormon Trek Blvd. I see many people walking that
way either in the road or along the uneven grass on the shoulder. Not too bad a trek in the summer, but
during the winter months the pedestrians are forced to walk in the street - not a safe alternative on a
highway.

I wish to express our strong support for proposal #4, the extension of the bike trail along Riverside Drive
from Hwy 1 to Mormon Trek Blvd. Riverside Drive is a heavily-used 4-lane road that runs directly in
front of our business, the Alexis Park Inn & Suites. We witness bicycle riders traveling this dangerous
road on a daily basis, and can attest to the fact that there are many "close-calls" between automobiles
and bicycles.
In response to this dangerous situation, an informal "dirt path" has been worn in the grass on the East
side of Riverside Drive by all of the bicycle and foot traffic. This path is a real "ankle twister", as many
of our fly-in guests will attest to. Although we are only 400 yards from the Iowa City Airport, we have
been forced to leave a vehicle at the airport for our fly-in guests to use, simply because walking that
short distance from the airport to the hotel is too dangerous -- especially at night.
Not only would this bike path be a great help to our business, it would also help our staff, many of
whom have lived in the trailer parks south of town. These folks routinely risk their lives riding their
bikes to work, and the creation of this path would be greatly helpful.

REVIEW OF JCCOG TRANSPORTATION ENHANCEMENT (TE) FUNDING
APPLICATIONS: Consider a recommendation to the Transportation Technical Advisory
Committee on apportionment of TE funds.
Ackerson explained the process used to allocate TE funds, the scoring criteria assigned
by JCCOG staff, and the need for the RTBC to make a recommendation on how the
funds should be apportioned. Ackerson then presented an overview of the ten
applications.
Neuzil asked if the proposed Old Highway 218 trail that stopped at McCollister
Boulevard could be extended to Oakcrest Hill Road because the county is currently
reconstructing that road to include paved wide shoulders that will likely draw substantial
volumes of bicyclists. Ackerson answered that the current proposal does not call for the
trail to extend south past McCollister Boulevard but at some point in the future the trail
may connect to Oakcrest Hill Road.
The question was raised whether Coralville's proposal would connect to Tiffin's trail on
the north side of the creek. Phillips explained that the trail extension from Tiffin will run
along the north side of the creek to the interstate due to the current trail easement and
the desire of the property owner on the south side (west of the interstate) of the creek
not wanting to provide any land for an easement. Larson clarified that Coralville's
proposal is on the south side of the creek due to the north side (east of the interstate)
having already been platted and difficulty obtaining a trail easement. It was
recommended by JCCOG staff that the two cities meet to discuss options and perhaps
consider the option of a bridge as part of an amendment to Coralville's project
application.
Dahms explained that in the past, the RTBC has preferred to make a recommendation to
fund one project in its entirety so that work gets completed and progress can be seen
instead of distributing partial funding for projects and having some projects not
completed. Dahms recommended the Coralville Clear Creek Trail Extension project to
Interstate 380 receive its full funding request.
Loring stated that he supported funding the Clear Creek trail extension project to
Interstate 380 in full.
Moran pointed out that the Clear Creek trail extension project has the lowest number of
criteria points of all the applications.
Maddix proposed the following to the committee: full funding of the Clear Creek trail
extension, the Camp Cardinal Boulevard wide sidewalk, and the joint request by
Coralville for way-finding signs, with the remaining $10,913 partially funding the Tiffin
trail project.
Phillips stated support for the Clear Creek trail extension due to its regional implications
but worried that the partial funding for the Tiffin project would not be enough to ensure
the project get completed due to the larger amount of local match needed.
Discussion followed regarding remaining funds if the multi-project proposal was
recommended but did not include the Tiffin project. Ackerson answered that several
options were available including the funds being rolled over to the next years funding
cycle or awarded to one of the funded projects.
Phillips moved to recommend funding the Clear Creek trail extension, the Camp
Cardinal Boulevard wide sidewalk, the joint request by Coralville for way-finding sings,
and apportion the remaining $10,913 to the Clear Creek trail extension project; Dahms
seconded the motion. The motion carried 6-2 with Neuzil and Loring opposed.

Re: Agenda Item 4(d): Discuss the pending update to the JCCOG Long Range Multimodal
Transportation Plan
This winter we will be starting the update process for the JCCOG Long Range Multimodal
Transportation Plan which is due to be readopted in May, 2012. We are conducting an
elongated update process to ensure plenty of time and opportunity for data collection and input
into the document.
One of the things we are going to emphasize in the upcoming document is fiscal constraint, in
that projects listed in the 20-year plan should be able to be funded with reasonable projections
of transportation funds. Ensuring a project is listed in a fiscally constrained long-range plan is
something federal agencies are requiring for a project to be eligible for federal funds.
Besides the traditional emphasis on arterial street connectivity and congestion management,
other elements of the long range plan which are required include:
· Intermodal connections
· A discussion of environmental mitigation activities developed in consultation with land
management and regulatory agencies
· Transit, including scenarios for expanding and enhancing public transit
· Consultation with agencies responsible for land use management, natural resources,
environmental protection and historic preservation
This winter we will begin the update process by scheduling meetings with local groups including
local government land use bodies, business organizations including the Chamber of Commerce
and the Iowa City Area Development Group, and other interest groups such as the League of
Women Voters. The purpose of these meetings will be to inform/educate on the purpose and
importance of the long range transportation plan and to obtain initial feedback.
Over the next few years, we will be hosting more discussions on specific modal topics in the
plan, and will begin developing draft sections of the plan for review and comment. Let me know
at our December 2 if you have any questions.

Re: Agenda Item # 5: Highlights from the Human Services Division
Following is a summary of recent activities:
1. Each fall, the Masons hold an event, Clothe-A-Child. It is held on a Saturday in October and children
meet at the Masonic Temple and are bussed to the Coral Ridge Mall (Sears) to shop with a Mason.
The parent completes a permission slip and prioritizes clothing items (e.g. coat, boots, and
sweater). $1 00.00 is available for each child. After the shopping trip, the children are served
breakfast. I coordinated the distribution and collection of the forms with Big Brother/Big Sister,
Domestic Violence Intervention Program (DVIP) and the STAR program. 38 children participated
this year.
2. I coordinated the discussion and the development of a lease between the City of Iowa City and
Shelter House to use the St. Patrick's Parish Hall (owned by the City) for the Consultation of
Religious Communities' Overflow Project. The faith community has offered their buildings to house
people in need of shelter during the winter months when Shelter House is at capacity.
3. I participated in the Senior Center's day long Self-Assessment process.
4. The Local Homeless Coordinating Board along with the IC Human Rights Commission, Iowa
Finance Authority, and the University Center for Human Rights sponsored the first Community
Connections Day held during National Hunger and Homelessness Week (Nov. 15 - 21). Seventeen
providers were at Gloria Dei Lutheran Church to offer information and/or services. Some of the
services were mental health outreach, substance abuse, foot clinic, diabetic care, haircuts (very
much appreciated), underwear and socks, and duffle bags with a blanket and a hygiene kit provided
by the V A Homeless Outreach program.
5. The Johnson County Coalition against Domestic Violence held the 11th annual Pat Meyer Vision
Award event in October (which is DV Awareness Month). Meyer was the first Director of the shelter.
Mary Ann Pedde, a DV advocate at the shelter was recognized this year. The event received
excellent press coverage.
6. Under my coordination activities, I have attended or participated in the regular scheduled meetings
or activities as well one time events for the Human Services Division. Some of meetings/events
were Decategorization, Empowerment's Parent Education/Family Support committee, Prevent Child
Abuse, United Way Directors meetings and the Community Impact Committee, Domestic Violence
Coalition (co-chair), Juvenile Youth Development Policy Board, Local Homeless Coordinating Board
(co-chair), Johnson County Successful Aging annual meeting, Human Rights Breakfast, Earned
Income Tax Credit, JCCOG Affordable Housing committee, Prevent Child Abuse committee,
Overflow Shelter Project, and Broadway Neighborhood group.

INTRODUCTIONS:
John Yapp called the meeting to order at 4:04 PM and asked the members of this new
committee to introduce themselves. He explained the history of this group and other groups who
have looked at affordable housing. This committee is charged with looking at affordable housing
from a regional point of view, and to eventually make recommendations on affordable housing
policy and programs to the Johnson County Council of Governments Board and individual city
councils.

GROUP DISCUSSION:
Yapp asked the group what some of the regional affordable housing issues are from their
perspective.
Siders stated that several years ago there was a scattered site task force in Iowa City which
then also delved into affordable housing issues. He stated that not everyone was invited to the
table; for example, those involved in the building and marketing of housing were not part of the
committee. He also said there had been a "no name" group with a core group of 15 that met for
about two years. They drafted a document that they are willing to share with the group.
Dennis stated that the Iowa City Metro Area Affordable Housing Market Analysis (including
surrounding communities) showed a need for affordable housing, specifically rental and
scattered around the area.
Yapp reviewed the nine recommendations from the JCCOG Affordable Housing Task Force
Meeting (December 18, 2008). The initial task force was made up primarily of elected officials;

it had been recommended that a more permanent discussion group be formed made up
primarily of staff. The first task force came to the following conclusions:
A. Affordable housing programs, policies and decision-making rests at the local level.
However, Johnson County communities should continue to work together to improve and
clarify public understanding of the benefits of quality multi-family housing.
B. While some recommendations can only be addressed by each respective jurisdiction, it
would be helpful to build regional capacity and to strive for consistency between
jurisdictions. Among other topics, JCCOG should investigate and provide information
about inclusionary housing policies, enterprise zone designations, and redevelopment
opportunities.
C. JCCOG should work to create an environment for collaboration and cooperation. The
participation and involvement of the University of Iowa is important, as well as input from
other stakeholders such as the school district, major employers, non profits, realtors,
homebuilders, etc.
D. A standing committee should be created which includes local government staff, officials,
and other stakeholders. This committee should share information and work toward
consistency in affordable housing policies, be a forum for exchanging 'best practices,'
and build the regional knowledge base.
E. In five years, another affordable housing market analysis should be conducted.
During discussion, some specific issues related to affordable housing were noted including:
Public awareness/perception
Lack of education/information on the issue
Build knowledge base
Public resistance
Keep educating
Put a face on affordable housing
Perception is the biggest issue-sometimes opinions without the knowledge
People who complain may not have all the facts

Yapp asked the group for some direction on what topics to emphasize and what information the
group would like JCCOG to research. Phillips suggested that staff review today's
comments/suggestions, the housing market analysis and other documents and develop a list of
five to six priorities. Phillips emphasized how important a topic this is and that the group should
work toward developing solutions as opposed to just generating further discussion.
The topics circled as being issues the committee would like more research on for the next
meeting include: Public awareness and perceptions/education on affordable housing issues;
understanding the demand for affordable rental housing; understanding the ways which
affordable housing may utilize more community resources and matching those resources to
housing locations; the cost of developing housing.
DISCUSSION ON COMMITTEE STRUCTURE:
Yapp asked if the group would like JCCOG staff to chair and organize the meetings, or if they
would prefer electing one of the committee members to chair the meetings. The majority
indicated they were comfortable with JCCOG staff chairing, facilitating, and supporting the
committee (agendas and minutes).
NEXT MEETING TIME AND LOCATION:
Mid - late October at Coralville City Hall. Note: It was later determined the next meeting of the
JCCOG Affordable Housing Committee would be on October 29 at 4:00 PM, at Coralville City

CONSIDER APPROVAL OF AUGUST 27. 2009 MINUTES:
Glenn Siders moved to approve the minutes and Andy Johnson seconded; the motion passed
unanimously.
HOUSING AND POPULATION DATA OVERVIEW:
Severson provided an overview of recent housing and population projections, noting that local
populations are expected to reach remarkable numbers by 2040. She also highlighted that the
average price of a condominium has increased, while the average price of single family homes
in the Iowa City area has decreased in the last year.
Siders requested more information about the conclusions for Chart 11, that "there will be more
homes in the upper end of the price spectrum and fewer in the middle." Long asked for further
clarification of "upper" and "middle" priced homes. Long noted that the data indicates the largest
share of owner occupied homes have increased in price from $100k-$125k to $200k-$250k
since 2000.

Referring to the Cook Appraisal report of local rental rates, Dennis commented that the Housing
Fellowship provides rental housing at price points lower than the average rates charged for 2
bedroom and 3 bedrooms in Iowa City, Coralville, and North Liberty.
POLICY AND ZONING CODE OPTIONS TO ENCOURAGE MODERATE-PRICED HOUSING:
Ackerson provided a summary of six policy and zoning code tools used by communities to
encourage affordable housing. The tools do not require the municipality to allocate funds for
implementation, which improves the likelihood of adoption. The tools include the following:
. Accessory dwelling unit (Le., granny flat)
. Proportional Impact Fees
· Density Bonuses
. Pre-Approved Plans for Streamlined Approval
. Alternative Single Family Zone Development (Higher Density)
. Innovative (Cottage) Housing Programs
Hollins discussed a recent trip to Vancouver, B.C. and his observation that high rise units in that
city contained a mix of income levels. The structures appeared to use space efficiently and he
expressed interest in learning more about the mechanisms that enabled this type of
development.
Siders and Long discussed the recent Iowa City zoning code revision and accessory dwelling
units. Long and Dennis stated that accessory dwelling units are allowed in single family
residential zones in Iowa City.
Siders stated that impact fees are against state laws, although open space dedications or
exactions are not considered an impact fee. He expressed interest in evaluating this topic
further.
The pre-approved (Le., permit-ready) plans offered by Portland and Sacramento generated
interest among some committee members. The design review process is time consuming,
according to Siders; and, developers are often required to hire an architect to design their
proposal before knowing if the project will be approved. Long mentioned that the city offers this
service to Habitat for Humanity and suggested the idea might work for affordable housing
projects. Phillips requested more information on this topic.
Johnson mentioned that the pre-approved plan concept might move projects through the public
input process more quickly than multi-family projects frequently require.
AFFORDABLE HOUSING AND PUBLIC RELATIONS:
Severson reviewed the Federal Department of Housing and Urban Development definition of
affordable housing. The committee agreed that although the definition does not fit all
populations perfectly this national definition would be appropriate for the Committee going
forward, knowing its limitations.
Severson summarized the local income guidelines and definitions table, which accounts for all
communities in the urbanized area. The fair market rent table illustrates the amount the Iowa
City Housing Authority is permitted to pay.

Severson reviewed public education campaigns and noted the difficulty measuring the cost-
benefit of these programs. The campaigns could be mirrored locally using public service
announcements, brochures, or ads.
Severson mentioned redevelopment projects in Bloomington, Indiana that improved blighted
areas, which Dennis noted could be considered for areas in rural Johnson County.
Siders highlighted the challenges resulting from NIMBY-ism. He shared that neighborhood
meetings hosted by developers to obtain public input are rarely effective. The "Good
Neighborhood Meeting" hosted by the City of North Liberty, however, creates a neutral
atmosphere that improves the effectiveness of the meetings.
Johnson discussed the success of a housing group in Silicon Valley that reviews developer
plans using unique criteria; the group promotes projects that meet the criteria, which provides a
third-party/objective and credible evaluation of proposals.
IDENTIFY TOPICS FOR NEXT AGENDA:
Severson listed possible topics for the upcoming meeting, including building code issues,
regulatory impacts on housing costs, inclusionary zoning, and enterprise zones. Siders
requested that meeting packets be mailed two weeks prior to the meeting to allow time to review
the materials thoroughly. Johnson requested an opportunity to offer updates by cities or pose
questions. The committee agreed to focus on two topics at the next meeting: opportunities to
redevelop districts that would provide opportunities for affordable housing; and a summary of
manufactured housing stock, lot rental rates, and other market trends.
NEXT MEETING TIME AND LOCATION:
Mid - late January at Coralville City Hall. The next meeting of the JCCOG Affordable Housing
Committee will be held on January 28 at 4:00 PM, at Coralville City Hall.
