Whereas, homelessness is the result of a complex set of circumstances that push people
into poverty and force impossible choices between food, shelter and other basic needs;
and
Whereas hunger and homelessness remain two of our nation's most pressing domestic

Whereas, this community continues to work towards developing shelter and hunger-
relief resources and capacity to meet the needs of the men, women, and children who are

Whereas, we may never end homelessness nor hunger, but do recognize that our work
touches the lives of hundreds of men, women, and children who are hungry and homeless
in our community every day-offering them hope, opportunity, and dignity.
Now, therefore, I Matthew J. Hayek, Mayor of Iowa City, Iowa, do hereby proclaim

To Mayor Hayek, members of Iowa City Council:
As a former homeless man for four-and-a-half years out of six years, ending in 2006, I am proud

We all thank Iowa City and Iowa City Council for confirming the important advocacy, defense, and
assistance by Iowa City that is necessary all throughout the year, which provides the bridge to the
homeless and destitute poor that can lead so many of them from their setbacks in life to go past their
obstacles to reach a better, self-sustaining life. We all thank you for your very important support.

PROCLAMATION
Whereas, last year in the United States, home fires caused 3,010 civilian fire
deaths; and
Whereas, almost two-thirds of reported home fire deaths resulted from fires in
homes with no smoke alarms or no working smoke alarms; and
Whereas, households with inoperative smoke alarms now outnumber those
homes with no smoke alarms, and smoke alarms most often fail because of
dead or missing batteries; and
Whereas, the designation of a special day to remind residents of Iowa City to
change the batteries in their smoke alarms, timed to coincide with the fall
ritual of changing clocks, would greatly diminish the chance of this tragedy
occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, November 7, 2010, is the day the citizens of Iowa City change their
clocks from daylight savings time to standard time.
NOW, therefore, I, Matthew J. Hayek, Mayor of Iowa City, Iowa, do
hereby proclaim the day of November 7th, 2010, to be
Change Your Clock, Change Your Battery Day
in Iowa City and urge all residents to change their smoke alarm batteries and
install new smoke alarms if they are ten years old or older.
