1. CALL TO ORDER; RECOGNIZE ALTERNATES; CONSIDER APPROVAL OF MEETING MINUTES
Yapp called the meeting to order at 10:31 a.m. Chris O'Brien was recognized as alternate for Joe
Fowler of Iowa City. It was moved by Hayworth and seconded by Fosse to approve the meeting
minutes of June 8, 2006. The motion carried unanimously.
2. PUBLIC DISCUSSION
There was no public discussion.
3. CONSIDER A RECOMMENDATION ON MODIFICATIONS TO THE JCCOG PUBLIC COMMENT
PROCESS
Yapp reviewed the elements of the JCCOG public comment process. Hayworth asked if any entity
could be added to the public comment organization contact list and Yapp replied yes. Dahms stated
that the groups listed were responsible for keeping their members informed. It was moved by
Logsden and seconded by Dahms to recommend to the JCCOG Urbanized Area Policy Board that
the JCCOG public comment process as modified be approved. The motion carried unanimously.
4. CONSIDER A RECOMMENDATION ON DISTRIBUTION OF FTA SMALL TRANSIT-INTENSIVE
COMMUNITIES FUNDING
Neumann explained that a formula needed to be derived for splitting up FTA Small Transit-Intensive
Communities funding between Coralville Transit, Iowa City Transit, and Cambus. Neumann reviewed
the existing formula consisting of total operating cost, locally determined income, revenue miles, and
fare revenue. Neumann reviewed the issue with fare revenue being counted twice in the formula and
that Cambus was a free fare system. Neumann reviewed three options for apportioning the funds:
using the existing formula, using a formula which did not include fare revenue as a separate
performance factor, and a combination of the two.
McClatchey stated that the JCCOG Urbanized Area Policy Board would make the final policy decision
and that a recommendation from the TTAC was not needed. McClatchey stated that the current
formula was approved in FY90, which is when fare revenue was added as a separate factor.
McClatchey stated that funding of public transit systems has changed since that time and that it was
time to revisit the formula. McClatchey highlighted cooperation and collaboration between the three
transit systems. Yapp clarified that the TTAC could make a decision not to make a recommendation.
Logsden stated that it was not typical for a university-run transit system to receive FTA operating
funds at all. McClatchey stated that this was a local policy decision and that the biggest benefit
derived by Cambus was in being eligible for FT A capital funds.

Hayworth stated he thought it would be strange to not have a recommendation to the Board regarding
this matter. It was moved by Logsden to keep the current JCCOG apportionment formula intact and
use it for distribution of Small Transit-Intensive Communities funding. Robrock seconded. McClatchey
stated for the record that he felt fare revenue should be removed from the formula as a separate
category. The motion carried with McClatchey voting no.
5. CONSIDER A RECOMMENDATION ON AMENDMENTS TO THE FY07-10 JCCOG TIP; IOWA CITY
TRANSIT AND CAMBUS PROJECTS
Neumann reviewed the proposed amendments to the FY07-10 JCCOG TIP including adding New
Freedom-funded projects for Iowa City Transit, modifying the number of 40' heavy-duty buses for
expansion from three to two, moving the Cambus maintenance facility replacement from FY07 to
FY08, and changing ITS systems development hardware and software from 32 Cambus vehicles to
20 Cambus vehicles. Neumann explained Iowa City's eligibility for New Freedom funds. It was moved
by McClatchey and seconded by Brase to approve the amendments as presented. The motion
carried unanimously.
6. UPDATE ON JCCOG URBANIZED AREA POLICY BOARD DECISION ON HOW TO PROCEED
REGARDING THE PROPOSED JCCOG ARTERIAL STREET PLAN AMENDMENT TO ADD THE
EXTENSION OF FOREVERGREEN ROAD BETWEEN 1iH AVENUE AND COUNTY ROAD W66
(DUBUQUE STREET)
Davidson stated that on August 30th, the JCCOG Urbanized Area Policy Board unanimously defeated
the proposed JCCOG Arterial Street Plan Amendment to add the extension of Forevergreen Road
between 1 ih Avenue and Dubuque Street. Davidson reviewed the specific concerns expressed at the
August 30th meeting. Davidson stated that the Board has directed a consultant-assisted reevaluation
of this matter and Davidson stated he wished to have the TTAC's input on how to proceed.
Davidson presented two possibilities for proceeding: hiring a new consultant, and continuing to work
with the current consultant, Earth Tech. Davidson stated he felt hiring a new consultant and adding
the additional work that the JCCOG Board wished to have completed could create an estimated
expense of approximately $100,000. Fosse asked how the expense would be split between JCCOG
entities. Davidson stated this had not been determined. Holderness stated he felt the Earth Tech
study was technically sound. Davidson concurred. Dahms concurred but stated he felt it would be
good to reexamine the issues called out in Davidson's memo. James concurred. Dahms stated that
the Citizens for Sensible Development group needed to be part of the process. It was moved by
Dahms and seconded by Parker to recommend to the JCCOG Board that we continue using Earth
Tech in the subsequent examination of issues pertaining to the Forevergreen Road extension.
Phil Dorothy of Meadow Circle stated that he was less concerned about using the existing consultant
than he was about making sure the issues which have been raised are examined. Dorothy stated the
issues needed to be integrated. Sarah Anderson of Meadow Lark Place stated she wished to have it
clarified that JCCOG, not the City of Coralville, would oversee the new study. Davidson replied that
JCCOG would oversee the study. Yapp called for a vote on the motion, and the motion carried
unanimously. Yapp stated the JCCOG Urbanized Area Policy Board would consider this matter at
their meeting at 6:00 p.m. on October 25 which will be held at Harvat Hall at Iowa City City Hall.
7. DISCUSS UPDATE OF JCCOG LONG-RANGE MUL TIMODAL TRANSPORTATION PLAN
A. Review arterial street model inputs for 2030 to 2035 conversion
B. Consider modification of MPO transportation planning boundary
Williams stated that it was an FHWA requirement to increase the long-range plan element of the
JCCOG TransCad arterial street model from 2030 to 2035. Williams reviewed the data that was being
used in this update and asked TTAC members to let her know if there were any revisions needed.
Holderness asked for a definition of a TAZ. Williams replied this was a transportation analysis zone
and that it was a census-derived data classification used to develop the model projections.

Williams reviewed the proposed modifications to the JCCOG long-range transportation planning
boundary and the reasons for expanding the boundary slightly. James asked for clarification that the
proposed Forevergreen Road interchange was included in the transportation planning boundary.
Williams replied yes. It was moved by Holderness and seconded by Knoche to recommend approval
of the arterial street model input data and modifications to the MPO transportation planning boundary.
The motion carried unanimously.
C. Review JCCOG Long-Range Multimodal Transportation Plan base information
Yapp reviewed the existing conditions data which has been prepared for the long-range plan update.
Yapp asked for any modifications or revisions to be forwarded to him. Davidson presented the
proposed vision statement for the long-range plan update. Dahms and McClatchey stated that the
multimodal aspect of the vision statement should be emphasized. Ralston presented population
projections that would be used in the long-range plan update. Dahms asked if the growth trends for
North Liberty appeared to be accurate. James stated that it was felt the rapid growth that has been
experienced in North Liberty would begin leveling off but they did not know when this would occur.
Logsden questioned that it was only a 15 year population projection. It was moved by McClatchey
and seconded by James to approve the base information as presented. The motion carried
unanimously.
8. DISCUSS JCCOG REGIONAL TRAILS AND BICYCLING COMMITTEE DISCUSSION OF BICYCLE
ACCOMMODATION IN THE IOWA CITY CENTRAL BUSINESS DISTRICT
Yapp stated that this had been discussed by the JCCOG Regional Trails and Bicycling Committee
and that a summary of the RTBC discussion was included in the TTAC packet materials. Mark Wyatt,
Director of the Iowa Bicycle Coalition, appeared and stated that he had noticed increased bicycle
traffic on sidewalks in the central business district and felt that this indicated it was difficult to travel
through the CBD on a bicycle. Wyatt also stated that there were more scooters using bicycle parking
and raised the issue of a Segway being used in the pedestrian mall. McClatchey added that the new
UI Rec Center would be built on Burlington Street and would add to the issue of bicycles using
Burlington Street.
Yapp summarized the discussion of the RTBC and stated that RTBC concluded that bicycle travel
through downtown Iowa City is not without friction and that the central business district is designed to
keep all traffic moving slowly for safety and to maintain a pedestrian atmosphere. Yapp stated there
was no further recommendation, but the RTBC wished to have a summary of their discussion
forwarded to the TTAC and the JCCOG Urbanized Area Policy Board. The TTAC had no further
comments.
9. COMPLETE STREETS POLICY
Ralston presented the proposed Complete Streets policy that was being considered for all street
projects funded by JCCOG. Ralston stated that with a Complete Streets policy, bicycle and
pedestrian accommodations are always included unless a specific exception is made. Ralston
reviewed the three proposed exceptions which included when bicycle and pedestrian travel is
prohibited by law, when the cost of accommodation would be at least 20% of the overall project cost,
and when alternative nearby pedestrian and bicycle accommodations already exist. Ralston stated
that all exceptions to the Complete Streets policy would be considered by the JCCOG Urbanized
Area Policy Board at the time a specific project was considered for funding. Ralston stated that RTBC
felt that JCCOG was already adhering to a Complete Streets policy but that this would formalize it.
Dahms stated that he concurred that JCCOG already had a de facto Complete Streets policy but that
the formal policy should be approved. McClatchey asked what the cost of pedestrian and bicycle
accommodation was on a typical project. Holderness and Fosse stated it varied. Mark Wyatt of the
Iowa Bicycle Coalition stated he did not like exception number three where accommodation would not
need to be made if an alternative accommodation already existed. It was moved by Dahms and
seconded by Fosse to recommend to the JCCOG Urbanized Area Policy Board adoption of a
Complete Streets policy for JCCOG funded projects. The motion carried unanimously.

10. UPDATE ON PASSENGER RAIL STUDY
Davidson updated the TTAC on the current status of the passenger rail study being conducted with
the City of Cedar Rapids.
11. UPDATE ON COORDINATED HUMAN SERVICES TRANSPORTATION PLAN
Neumann updated the TTAC on the Coordinated Public Transit/Human Services Transportation Plan.
Neumann reviewed the funding programs which were impacted by the plan. Neumann stated that the
deadline for filing the plan with the Iowa DOT was April 2007.
12. UPDATE ON RECENT ACTIVITIES OF THE JCCOG TRANSPORTATION PLANNING DIVISION
Davidson reviewed recent activities of the JCCOG Transportation Planning Division.

Re: Agenda Item #3: Consider a recommendation on amendments to the Intelligent
Transportation Systems (ITS) Plan
The JCCOG Intelligent Transportation Systems (ITS) plan is a summary of existing and future
transportation technologies expected to be used in the Iowa City Urbanized Area. These
technologies include global positioning systems, interconnected traffic signals, and special
event traffic control strategies, along with many other computer based technologies. When
project or corridor specific technologies are proposed such as for the Interstate 80 improvement
project, the Federal Highway Administration (FHWA) requires the ITS plan be amended.
As part of the improvement project for Interstate 80 between the Tiffin interchange and Dodge
Street, Iowa DOT will use ITS technologies to help manage traffic flow during the construction.
These technologies include strategies such as cameras that can be viewed live from a website
and sensors to detect speed and volume of traffic.
Under a contract with the Iowa Department of Transportation, Jacobs Civil Engineering
Consultants has completed updating the JCCOG Regional ITS Plan to include the technologies
that will be implemented for the Interstate 80 reconstruction project. Please consider a
recommendation to the Board to approve the plan with these revisions. The plan can be viewed
on our website at http://www.iccog.org/headlines.asp?ID=79 .
FHWA has reviewed the revised version of the ITS Architecture plan and has
"accepted" this as sufficient for JCCOG entities to use federal funds to implement ITS
applications, providing they are consistent with our approved plan.
Please review the plan online and bring any questions to the JCCOG TTAC meeting on the 11th
of January.

Re: Agenda Item #4: Update on the status of the Forevergreen Road (1ih Avenue to County
Road W66) Arterial Street Plan amendment
Last fall the JCCOG Board unanimously defeated a proposal to add Forevergreen Road
between 12th Avenue and County Road W66 (Dubuque Street) to the JCCOG Arterial Street
Plan. Board members summarized their desire for a new study of the Forevergreen Road
alignment which included more opportunity for public input, and a larger traffic study including
North Liberty Road and Dubuque Street, as well as evaluation of alternative alignments of
Forevergreen Road. The Board's desire was that a new consultant be retained to perform the
study which would include a more "big picture" evaluation of environmental, engineering, and
traffic issues in this area. We have estimated the cost of such a study would be in the range of
$135,000. JCCOG member governments have not indicated a willingness to fund a study of this
magnitude.
In the last several months the cities of Coralville and North Liberty have proposed annexations
in this area that are incompatible with each other (see attached map). These annexations will be
considered by the State of Iowa City Development Board and possibly the courts in the next
several months. Until the annexation issues are sorted out and planned land use for this territory
is reassessed, it is difficult to contemplate an arterial street study for the area.
At their December 13 meeting the JCCOG Urbanized Area Policy Board directed staff to add a
project to the FY08 work program to conduct a traffic study of the existing road network in this
area, with particular attention paid to Dubuque Street and North Liberty Road. We have
explained to the Board that we do not have the expertise to conduct the environmental and
engineering study of alternative arterial street alignments.
One thing that is clear is that the territory in question is within the adopted growth areas of
Coralville and North Liberty, and we can expect continued development of urban and suburban
neighborhoods and commercial areas. We will plan on reconsidering the Forevergreen Road
arterial street plan amendment when the annexation questions are resolved. Let me know at our
January 11 meeting if you have any questions.

Re: Agenda Item #5: Update on the status of JCCOG Surface Transportation Program (STP)
and Transportation Enhancement (TE) funds
As your communities are preparing FY08 budgets, we wanted to give you an update on the
status of Surface Transportation Program (STP) and Transportation Enhancement (TE) funds
allocated by JCCOG.
In 2005, JCCOG programmed FY07-08 STP and TE funds including most of the apportionment
of FY09 funds, which were included due to less-than-anticipated funding for FY07 -08. This will
impact the amount of funds remaining to be programmed for FY09-10. While we have not yet
received updated funding targets from Iowa DOT, we estimate we have approximately
$1,650,000 in STP funds and approximately $180,000 in TE funds remaining for FY09-10
programming.
This fall we will go through the process of programming the remainder of FY09-10. This is a
local grant application process with final funding decisions being made by the JCCOG
Urbanized Area Policy Board. Please bring any questions to the January 11, 2007 TTAC
meeting.

Re: Agenda Item #6: Update on the status of JCCOG Urbanized Area Policy Board interest in
a consolidated transit authority for Johnson County.
Last winter discussions were held on the pros and cons of consolidating Coralville Transit, Iowa
City Transit, University Cambus, and Johnson County SEATS into a single transit authority. This
exercise was completed at the request of the JCCOG Urbanized Area Policy Board. The study
committee's conclusions were presented to the JCCOG Urbanized Area Policy Board in March
2006, and the Board elected not to pursue any changes to the current structure.
Two JCCOG Board representatives from North Liberty and the Johnson County Board of
Supervisors have asked to schedule an item on the January 24 meeting agenda to again
discuss organization of public transit services in Johnson County as a single transit authority. I
believe their motivation is the recent reorganization of public transit service in Polk County
under Section 28M of the State Code to form the DART system. DART is an independent
regional transit provider with special taxing authority. The tax levies vary by city depending on
population and available transit service. Some of the smaller towns do not have any transit
service provided to them and their levy is very low; however, they pay a small amount to have a
seat at the table of the regional transit authority.

Re: Agenda item #7: Update on Passenger Transportation Development Plan, a.k.a. Passenger TOP
-- formerly known as the Joint Human Services Transportation Plan; including Job Access
Reverse Commute (JARC), New Freedom, and Special Needs funding opportunities
The Passenger Transportation Development Plan (PTDP) is required by the Iowa Department of
Transportation (DOT) of Iowa's eighteen Regional Planning Affiliations (RPAs) and nine Metropolitan
Planning Organizations (MPOs), which includes JCCOG for this urbanized area. The PTDP is intended to
coordinate planning for several funding programs. PTDPs incorporate federal requirements for
coordinated planning as well as address n"eeds-based project justification. The PTDP is mandatory and is
required to be in JCCOG's transportation planning work program.
This planning process covers the Job Access Reverse Commute (JARC) program, as well as the New
Freedom and Special Needs programs, all of which are accessed through Iowa DOT. JARC funds are
available to assist programs oriented to the transportation needs of low income persons or persons with
disabilities related to employment. New Freedom funds are for projects that go beyond minimums
established by ADA or expand services to persons with disabilities. Special Needs funding can be used in
existing ADA programs including contract services. The PTDP covers a four year period and is intended
to demonstrate where there are needs that can be served by programs funded by JARC, New Freedom,
and Special Needs.
JCCOG's planning process regarding the PTDP began with focus groups and interviews allowing us to
assess deficiencies in local transportation systems. Stakeholders included transit riders, employers,
human service agencies, employment services, and public transit providers. In addition to the focus group
meetings and interviews, JCCOG has gathered information regarding the local geographic distribution of
employment centers and employment related activities, the location of welfare recipients and low income
residents, and the distribution of residences and employment centers which are currently not served by
public transportation.
A draft listing of deficiencies and recommendations for new service has been emailed to the Iowa City,
Coralville, and Cambus transit managers for comment. JCCOG will be setting up meetings with the
managers in early January to finalize this portion of the plan. JCCOG will also be gathering additional
information from each system regarding their existing passenger transportation operations, including
types of service available, eligibility for service, hours and days of service, provider of each passenger
transportation service, new passenger transportation services, recent coordination efforts undertaken,
joint use of facilities, management needs, existing fleet needs, and facility needs. All of this information
must be included in the PTDP.
A draft of the plan is due to Iowa DOT by February 1, 2007. The DOT review will be completed by March
1, 2007 with the final version of this plan due on April 1, 2007. The plan will be reviewed by the JCCOG
Transportation Technical Advisory Committee and will need JCCOG Board approval.

Iowa DOT has notified us of an improvement project for Iowa Highway 1 North. The project is
intended to address some existing issues with the highway within current budget realities. This
is not the former "Super 2" project that was proposed several years ago, nor does it include the
Solon bypass.
The reconstruction of Highway 1 between Iowa City and Solon will improve the surface of the
roadway, add paved shoulders, improve key intersections, and improve drainage. Initial ground
survey work has begun for development of design plans. The project is currently scheduled for
construction in FY2009.
Project elements include:
Paved surface will be 36 feet wide (2 lanes @ 12', 2 shoulders @ 6')
Shoulders will be 8' in width (6' pavement and 2' granular surface)
I mproved drainage will be constructed along 100% of the project on both sides of the
roadway
No proposed changes to the Highway 1 alignment
Approximately 90 entrances will be widened to a minimum width of 20'
General restructuring/retrofitting of several key intersections to improve safety.
JCCOG staff will have more information about this project after attending a field exam with

Re: Agenda Item #9: Update on the 2007 Long Range Multi-Modal Transportation Plan
Staff has been diligently working on the 2007 - 2035 JCCOG Long Range Multi-Modal
Transportation Plan ("Plan"). We have been working with Iowa DOT on revisions to the 2035
traffic model forecast, and believe we have achieved an adequate level of accuracy given
existing land use plans and growth trends. We have asked engineering and planning staff from
each municipality to review the model output, which will be used as a resource to develop a list
of transportation needs in the urbanized area. A rough draft of the Pedestrian-Bicycle section
has been reviewed by the JCCOG Regional Trails and Bicycling Committee, and is being
revised. We have completed an analysis of revenue forecasts for federal funding sources, which
is being reviewed by Iowa DOT.
Several draft sections of the Plan have been posted to the JCCOG website at
www.iccoq.orq/whatwedo/transportation/lrmmtp.htm. We encourage you to review these
sections and to let me know if you have any questions or input into the document. At the
suggestion of Iowa DOT, we are posting individual sections of the plan in more easily-digestible
portions. We will assemble the full draft plan in late February/March for your review.
You will notice the appearance of the Plan is more visual, through the use of charts, photos, and
maps. This has been a specific strategy of ours, to put transportation-related information in a
more visually engaging format. Let me know at our January 11 meeting if you have any

address arterial street deficiencies identified in the Long Range Multi-Modal
Transportation Plan
One of the elements that is required to be included in the JCCOG Long Range Multi-
Modal Transportation Plan (hereafter 'Plan') is that the plan be 'fiscally constrained.' This
means that the Plan should assume a level of revenue from state and federal funding
sources that is based on recent trends. We are to develop a list of projects based on
needs identified in the 2035 traffic model that do not exceed our assumed level of
revenue. We are aware that growth trends, project needs and desires, and revenue
sources may evolve significantly between now and 2035; the Plan will be revised every
five years.
The process followed in the existing Plan which we intend to emulate is to use the traffic
model to map existing and forecasted volume / capacity deficiencies in the arterial street
system, and to base our list of suggested projects on those deficiencies, within the range
of anticipated revenue. Suggested projects to address deficiencies may include
increasing capacity (adding lanes); adding turn lanes at intersections; or constructing
arterial street extensions to help disperse traffic. We also intend to use our high-collision
location information to suggest locations where projects may address safety concerns.
Which projects are actually funded with Surface Transportation Program (STP) and
Transportation Enhancement (TE) funds through JCCOG will continue to be determined
through the competitive grant application process. The grant application decision-making
takes into account the traffic model information, but also includes public input,
neighborhood & aesthetic concerns, short range development plans and other political
factors.
The 2002 traffic model map showing volume / capacity deficiencies is attached. Using
volume / capacity deficiencies in the traffic model is consistent with past adopted JCCOG
planning documents. Traffic volumes in excess of a road's design capacity translates into
increased congestion and delay, and may mean high collision rates. The 2035 traffic
forecast model is being reviewed by municipal engineering staff. Let's discuss this
process at our January 11 meeting.

Planning Work Program
A sign of the new year is solicitation of projects for the annual JCCOG Transportation Planning
Work Program. Between now and February 16 we are asking you to let us know if you have any
projects you would like us to work on during fiscal year 2008, which begins July 1, 2007. To
illustrate the kind of projects I am talking about, I have enclosed a summary of projects from this
year's JCCOG Transportation Planning Work Program.
You should feel free to request projects in virtually any area of transportation planning. Do not
worry about the details of a project for the time being. For now, we are interested only in getting
new project ideas. We will work out the details of each project with the person requesting it
when we get ready to begin the project.
There are many ongoing projects, and these do not need to be specifically requested. They will
automatically be included in the FY08 work program. There will also be a few projects carried
over into FY08 from the current year. Be sure to request any special grant applications such as
RISE, rail economic development program, or Iowa Clean Air Attainment program. As we do
every year, we will continue to respond as best we can to the many unforeseen projects which
come up throughout the year.
Our traffic count program has been expanding in recent years. Let us know if you have specific
locations where you would like 72-hour traffic counts or peak hour turning movement counts.
The other counts we schedule are based on the project work you give us and ongoing analysis
of traffic signal efficiency.
A draft work program will be assembled and reviewed by the JCCOG Transportation Technical
Advisory Committee in March. The draft work program will then be taken to the JCCOG
Urbanized Area Policy Board for approval. Two projects for FY08 already given to us by the
Board are 1) a study of traffic issues in the vicinity of the proposed Forevergreen Road
extension and 2) re-examining the apportionment formula for Federal transit operating
assistance.
