CALL TO ORDER: RECOGNIZE AL TERNf.TES: CONSIDER APPROVAL OF MEETING MINUTES Ralston called the meeting to order at 10:31 a.m. and informed the committee that he would be chairing the meeting in John Yapp's absence. Alternates were as follows: Scott Larson for Kelly Hayworth of Coralville, Dave Panos for Ron Knoche of Iowa City, and Sarah Okerlund for Rick Fosse of Iowa City. It was moved by Holderness and seconded by Brase to approve the meeting minutes of the January 11, 2007 TTAC meeting. The motion carried unanimously. 2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA Pat Cancilla, co-chair in the League of Wpmen Voters, shared concerns of the organization regarding the area's transit service. Concella voiced COl1cern regarding a lack of transit service in growth areas. Cancilla made a request that a goal be added to the Long Range Multimodal Transportation Plan regarding the creation of a metropolitan transit authority. 3. CONSIDER A RECOMMENDATION OF THE FY08 JCCOG FEDERAL TRANSIT ADMINSTRATION PROGRAM OF PROJECTS Neumann reviewed the FY08 Federal Transit Administration Program of Projects. Neumann stated that this information had been previously updated and reviewed by the transit managers. It was moved by Boelk and seconded by Larson to approve the recommendation to the JCCOG Urbanized Area Policy Board. The motion carried unanimously. 4. CONSIDER A RECOMMENDATION <pN THE FY08 JCCOG TRANSIT CAPITAL EQUIPMENT REPLACEMENT PLAN UPDATE Neumann reviewed the FY08 JCCOG TrCllnsit Capital Equipment Replacement Plan. Neumann noted that this information had been previously upCllated and reviewed by the transit managers. It was moved by Larson and seconded by Fowler to recCilmmend to the JCCOG Urbanized Area Policy Board that the JCCOG Transit Capital Equipment Replacement Plan update be approved. The motion carried unanimously. 5. CONSIDER A RECOMMENDATION ON THE JCCOG PASSENGER TRANSPORTATION DEVELOPMENT PLAN Neumann reviewed the JCCOG Passenger Transportation Development Plan. Neumann stated that projects were developed for Special Needs, New Freedom, and JARC funds. Neumann stated that the final draft of this plan must be submitted by April 1. Brase noted a minor schedule modification should be made for SEATS. It was moved by Holderness ~nd seconded by Boelk to recommend to the JCCOG Urbanized Area Policy Board that the JCCOG Passenger Transportation Development Plan be approved. The motion carried unanimously. 5.5. CONSIDER A RECOMMENDATION ON 1N AMENDMENT TO THE FY07-10 JCCOG TRANSPORTATION IMPROVEMENT PROGRAM; IOWA CITY TRANSIT PROJECT Neumann discussed amending Iowa City Transit's FY07 TIP to change heavy-duty bus replacement from five buses to nine buses. It was moved by McClatchey and seconded by Larson to recommend to the JCCOG Transportation Technical Advisory Committee March 13, 2007 Page 2 JCCOG Urbanized Area Policy Board tha. the amendment to the transportation improvement program be approved. The motion carried unanimously, 6. CONSIDER A RECOMMENDATION ON Tt'iE FY08 TRANSPORTATION PLANNING WORK PROGRAM Gerard discussed the current work program. Gerard noted that all projects from FY07 not yet completed are automatically carried over to the FY08 wor~ program. It was moved by Holderness and seconded by James to recommend to the JCCOG Urbanized Area Policy Board that the JCCOG Transportation Work Program be approved. The motion carried unanimously. 7. UPDATE ON SURFACE TRANSPORTArrlON PROGRAM AND TRANSPORTATION ENHANCEMENT FUNDING TARGETS Gerard discussed updated funding ta~gets for both Surface Transportation Program (STP) and Transportation Enhancement (TE) funds. Gerard reviewed the Iowa Pavement Management Program and asked if the committee still had interest in! the program. The committee agreed to continue participating in the program and to allocate JCCOG STP flI,mds through FY10. 8. DISCUSS THE DRAFT JCCOG LONG ~GE MULTI-MODAL TRANSPORTATION PLAN UPDATE A. PRESENTATION ON THE DRAFT LONG RANGE MULTI-MODAL TRANSPORTATION PLAN UPDATE B. DISCUSSION Gerard gave a brief overview of the Long Range Multimodal Transportation Plan draft. Gerard discussed passenger rail, a consolidated land use m~p, a sensitive environmental features map, a transit service area map, a special needs housing transit m~p, existing and proposed arterial streets and trails maps, and arterial lane widths and sidewalk deficien<:;ies. Holderness noted that the sidewalk deficiencies map shows some areas in Coralville as deficient when.sidewalks will likely never be constructed in those locations. Gerard noted that the 60 day public commj9nt process for the Long Range Multimodal Transportation Plan is now open and will close on May 12. 9. DISCUSS TIME-21 INITIATIVE AND MARICH 23 PUBLIC INPUT MEETING Ralston discussed the Transportation Investment Moves the Economy in the 21st Century (TIME-21) initiative. Ralston stated that JCCOG staff would be attending a meeting in Marion on March 23 at 10:30 a.m. to endorse the TIME-21 proposal. Ralston asked for a recommendation that the chairperson of JCCOG send letters to local legislators encouraging their support for the TIME-21 proposal. McClatchey stated that he would like to see transit included in th~ TIME-21 initiative. Dahms stated that he would like the proposal to be more multi-modal with bicycle faciliti~s included. The recommendation was moved by Holderness and seconded by Larson. The motion carried ~nanimously. 10. UPDATE ON RECENT ACTIVITIES Ralston distributed a list of recent JCCOG Transportation Planning Division activities. Committee members reviewed upcoming projects with the rest Qf the committee. 11. OTHER BUSINESS There was no other business. 12. ADJOURNMENT A motion was made by Boelk and seconded by McClatchey to adjourn the meeting. You reviewed the list of FY08 projects at your last meeting. The list in this packet is in the format which will be submitted to Iowa DOT. Since our last meeting, we have added four projects to the FY08 TPWP: 1. Assist Iowa City with Bicycle Friendly Communities application (requested by Iowa City City Manager Steve Atkins). 2. Assist local transit agencies with setting Disadvantaged Business Enterprise (DBE) goals and reporting on goal attainment (requested by FTA). 3. As part of human services coordination planning, develop a competitive selection process for projects that meet the objectives of the Passenger Transportation Development Plan (requested by FT A). 4. Research techniques that benefit senior users of the transportation system (this project has been started by Linda Severson, JCCOG Human Services Coordinator). Please consider a recommendation on the FY08 TPWP to the JCCOG Urbanized Area Policy Board. Let me know if you have any questions at our May 15 meeting. Project pages and project status summaries from the draft FY08-11 JCCOG TIP are attached. Please take a moment to review your projects, and let me know if anything is inaccurate. You will notice some projects anticipated to be let in FY07 are listed in FY08 in the draft TIP. The software we use to develop the TIP does this automatically; they will be dropped from the FY08 list if they are let in FY07. No new local Surface Transportation Program (STP) or Transportation Enhancement (TE) projects have been added. We will go through the process of programming FY09-10 JCCOG- allocated STP and TE funds this fall. One change is being proposed to the Clear Creek Trail Demonstration Project, to remove from the project description a reference to the funds being used only west of Coral Ridge Avenue. This change is proposed at the request of the City of Coralville, and will allow for more flexibiliity in where these funds are utilized in the Clear Creek Trail corridor. To date, we have received no public comments on the draft FY08-11 TIP. Please consider a recommendation to the JCCOG Urbanized Area Policy Board on the FY08-11 JCCOG Transportation Improvement Program. The JCCOG Long Range Multi-Modal Transportation Plan is the document summarizing transportation plans and policies for the Iowa City Urbanized Area. The Plan also contains background informa~ion necessary for transportation project planning, including land use plans, demographics, environmental information and estimated federal revenue sources. The Plan is required by the Federal Highway Administration and Federal Transit Administration, and must be approved in May for us to continue to process Transportation Improvement Program amendments. During the public comment period, we have made several minor additions and changes to the plan as the result of input: . Non-substantive changes in language choice, phrases and map information throughout the Plan . .Addition of information on freight movements through the Iowa City Urbanized Area . Clarification of some of the demographic and census information in the Plan . Addition of cost estimates to the passenger rail section . Addition of a table of revenue that could be generated from a transit levy for the municipalities in the Iowa City Urbanized Area (currently only Iowa City uses the transit levy) . More discussion of Johnson County SEATS and how it is related to the fixed- route municipal transit operations . Addition of more detailed information regarding transit funding programs and revenue projections . A brief description of land IfJse around the Iowa City Municipal Airport, and of the level of traffic generated by the airport Plan pages that have been substantively changed are attached. We have also proposed to add a new page to the plan 011 Senior Users of the Transportation System and their mobility, as the result of the inplfJt received from the Johnson County Consortium on Successful Aging. JCCOG Human Services Coordinator Linda Severson has started a project on this issue, and staff feells it should be addressed in the Plan. PUBLIC COMMENTS RECEIVED The written public comments we have received are attached, as well as a response letter to Iowa DOT on some of their comments, and a letter to the JCCOG Urbanized Area Policy Board describing the public process we went through. A public hearing on the Plan will be scheduled at the JCCOG Urbanized Area Policy Board's May 23 meeting prior to the Plan being cons,idered for adoption. Please be prepared at the May 15 meeting to address the following policy initiatives which have been suggested: 1. We have received many positive comments on the appearance and graphics in the document, and on the quantity of information. We have received substantive comments from three organizations: The League of Women Voters; ttle Johnson County Consortium on Successful Aging; and the Iowa Department of Transportation. PUBLIC COMMENT PROCESS May-June 2006: JCCOG began notifying the public of the Plan update through direct mailings to our public comment organizations, and a notice on the JCCOG website of the pending plan update. Staff began updating the Board and the Transportation Technical Advisory Committee of the status of the Plan update. October 2006: JCCOG staff reviewed base plan information with the JCCOG Transportation Technical Advisory Committee: arterial street model inputs; the MPO transportation planning boundary; plan maps including new land use maps; transportation planning vision statements; and population and growth projections. November 2006: JCCOG staff reviewed the pedestrian and bicycle section of the plan with the JCCOG Regional Trails and Bicycling Committee. Several corrections and additions were made to this section based on this discussion. January 2007: Draft sections of the Plan were posted to the JCCOG website for review and comment. A notice was mailed to the JCCOG public comment organizations of the draft plan sections being available for review. February 2007: At the request of the Johnson County League of Women Voters (JCLWV), JCCOG staff met with representatives of the JCLWV and discussed the Plan generally. Staff taped a public access news program discussing the Plan. March 2007: The full draft plan was posted to the JCCOG website for public review. An overview presentation was given, and copies of the plan were distributed to the JCCOG Transportation Technical Advisory Committee and JCCOG Urbanized Area Policy Board. A mailing was sent to the JCCOG public comment organizations notifying them of the availability of the full draft Plan. SUBSTANTIVE PUBLIC COMMENT RECEIVED TO DATE Through the public comment process, staff was notified of several typos, unclear information, and requests to add information. We have revised these sections where adding or clarifying information does not change the substantive content of the Plan. We received comments from two entities that are more substantive in nature. Staff will require direction from the Board to include these policies/statements in the Plan. League of Woman Voters The written statement from the League of Women Voters (LWV) regarding the Plan is attached. The essential element the LWV is requesting is A. Given the aging demographic in Johnson County as well as the Country, staff agrees there should be a section in the Plan regarding aging l;Jsers of the transportation system. We intend to prepare a short section on this subject to be available for your May 23 meeting. The section we will prepare for the Plan will however be general and long-range in nature. The JCCOG Regional Trails and Bicycling Committee has advocated to state legislators to improve the driver's education curriculum requirements related to bicyclists on the roads. jccogtp/mem/LR-publcomm.doc LEAGUE OF WOMEN VOTERS OF JOHNSON COUNTY (LWVJC) REGIONAL GOVERNMENT COMMITTEE Sueeestions for Inclusion in JCCOG 2007-2035 Lone Ranee Multi-Modal Transportation Plan. March 13, 2007 , We have examined the draft of the above plan and commend the thorough work and valuable maps and data which have been gathered, analyzed, and clearly presented therein. The following comments are based on member-adopted L WV local and national positions on transportation which are excerpted in the appendix at the end of this statement. In addition, we have gathered information through interviews on the operation of county-wide transit authorities in Eastern Iowa. We are also compiling the results of our January, 2007, survey of elected officials throughout Johnson County which attempted to ascertain attitudes toward public transit needs. We note in your draft section on Transit that the three entities providing fixed route service to Coralville, Iowa City, and the University of Iowa have each expressed different philosophies for their transit service$, with one expressing concern for reducing the level of local property tax going to transit. All three have repeatedly expressed and continue to express opposition to consolidation of the three systems, although they state openness to future discussion of the issue. Some promising goals are articulated by each to improve service within their jurisdictions to shopping and employment areas. Only one objective focusses on extending service to "commercial areas in surrounding communities such as North Liberty" but there are no specifics as to how this will be accomplished by the existing systems. In Johnson County, much new resid~ntial development is occurring outside the limits of the two central cities now providing fixed route service, and our county and city populations are growing. Public transit is essential to the economic development efforts currently being vigorously pursued. Urbanization of formerly rural areas and rapid growth of small towns whose residents commute to jobs and cultural opportunities in the central cities, create more traffic and parking problems at a time when gasoline prices are soaring. Affordable housing is more often found in these small towns than in the central cities. Recent citizen opposition to proposed rural developments has pointed up the need for a more comprehensive look at trl!lI1sportation planning. While the cooperative planning represented in your draft is admirable as far as it goes, we find it difficult to believe that a plan designed to cover the next twenty-eight years can omit any planning for transit service to these developing areas. In our opinion, the only effective and objective way that the entire county's public transit needs will be addressed is for all jurisdictions to be involved in seriously considering how a metropolitan transit authority might be created. We therefore request that the Transit section include a goal with defined objectives for researching and facilitating the creation of a metropolitan transit authority. Date: April 25, 2007 The Johnson County Consortium on Successful Aging wishes to commend the Johnson County Council of Governments for its work on the JCCOG 2007-2035 Long Range Multi-Modal Transportation Plan. In September 2006 the Johnson County Consortium on Successful Aging issued a Transportation Report. Beginning on page 22 there is a listing of "future directions." The Consortium would like to sugge$t that consideration be given to including some or all of these in the JCCOG 2007-2035 Long Range Multi-Modal Transportation Plan. Specifically, we recommend that the Plan include: . Establishing and Maintaining a Central Source of Information. This could be done in cooperation with the Johnson County Livable Community website that we are developing. . Commitment to improving the driving health of seniors. Driver refresher courses, vision and hearing screening could be a collaborative effort with many segments of the community such as: AARP, service clubs and the medical profession. . Educating to the Avai~ability of Assistive Technology. Helping persons to be able to drive safely for a longer period in their life-span could be an important part of the Plan. This, and the previous suggestion, deals with aiding the individual. The inclusion of this emphasis in the plan would acknowledge the importance of individuals and the need to involve a wide segment of the community. . System Improvement$ We are glad tbat JCCOG has adopted a "complete street policy." We would hope that the plan might include a greater emphasis on the following items: Our survey imdicated the importance of lane/road markings and the visibility of road signs. JCCOG Long Range Multi Modal Transportation Plan Public Input Received We would hope that the plan would include the development of "divergent routes." Weare glad that Iowa City is committed to lower floor buses. It would be good to include in the plan this commitment for all systems. In addition, the use of count-down pedestrian signals should be a commitment for all systems where there is an aging and disability population. The training of personnel is an important key to customer satisfaction. We would hope that the plan would commit to including "bus shelters or benFhes at bus stops in the most used areas and improving wal~ability to bus stops." Five foot sidewalks where feasible. In relation to system design, we would call your attention to the AARP publication Bevond 50.05 - A Report to the Nation on Livable Communities. On page 81 you find these words: "People are likely to use transit if it is perceived as clean and safe; where there are safe and well maintained sidewalks, shelters, and places for individuals to rest on the way to and at the bus stop; and when routes connect desired destinations." Utilizing this quote in the Plan might be considered. The Consortium would hope JCCOG might consider including in its report the commitment to explore and work with community groups to establish a volunteer transportation system to supplement the fixed route and paratransit systems. The Consortium would like to sugge$t that the Plan include a greater emphasis on SEATS. With the increasing numbers of seniors and persons with disabilities, the need will only expand. The Consortium, on page 28 of its report, suggests four areas that should be explored. The Consortium felt it important to include in its transportation report (page 32) reference to an "emergency plan." Reference to an "emergency plan" may be appropriate in the Plan. We are glad that the Plan indicates a willingness to explore "consolidation." In our report we speak not of consolidation but of a county-wide transportation system. We would hope that the Plan would include a commitment by JCCOG to explore "federal grants to study the socio-economic impact and economic feasibility of a county-wide transportation system." As Johnson County grows with its urban-rural mix, a county-wide transportation system would benefit all parts of the county. In the AARP report previously mentioned, on page 93 you find recommendations. One of these states "should actively involve citizens in long- and short-range planning." The Consortium made this point on page 30 of its report. The Plan could include the intent of all bodies to appoint representatives of all generations to their planning boards. In your "Public Process" section you might wish to include, in addition to the Iowa City/Johnson County Senior Center, the Johnson County AARP, in light of its commitment to the Livable Community concept. The survey that the Consortium conducted indicates that the urbanized area and the county as a whole is a great place to live. We have put a lot of work into it over the past year, and have received many positive comments particularly on the use of 'visualization' techniques and on the level of information it contains. We have incorporated most of the comments you forwarded to us from Iowa DOT staff, including: . Non-substantive changes in language choice, phrases and map information throughout the Plan . Addition of information on freight movements through the Iowa City Urbanized Area . Clarification of some of the demOgraphic and census information in the Plan . Addition of cost estimates to the passenger rail section . Addition of a table of revenu~ that could be generated from a transit levy for the municipalities in the Iowa City Urbanized Area (currently only Iowa City uses the transit levy) . More discussion of Johnson Oounty SEATS and how it is related to the fixed-route municipal transit operations . Addition of more detailed information regarding transit funding programs and revenue projections . A brief description of land use around the Iowa city Municipal Airport, and of the level of traffic generated by the airport There were also some comments/questions we did not incorporate into the Plan. These are summarized below, with JCCOG staff comments: 1. Can projects be listed when they are likely to be implemented, in five-ten year increments? Staff comment: Staff could attempt to do this, but feel it would be misleading to the public to attempt to state which year or even decade a project will be constructed. The Long Range Multi-Modal Transportation Plan does not determine when projects are constructed. Elected officials, who as a body change every two years, program capital improvements through municipal Capital Improvements Programs and the JCCOG Transportation Improvement Program. Page 2 5/1/2007 2. Can the volume/capacity maps be changed to show traffic Level of Service [another standard to measure congestion and how a roadway/intersection is functioning]. Staff comment: Our local engineers and planning documents have always used the volume/capacity ratio. JCCOG Surface Transportation Program grant applications refer to the volume/capacity ratios in the Transportation Plan for a portion of the scoring. JCCOG has adopted capacities at LOS D for our volume/capacity maps. 3. Maybe growth beyond Coralvill~ and Iowa City boundaries is evidence of need for transit consolidation? Staff comment: Consolidation has been studied and discussed several times in the past decade,and is addressed in the Long Range Multi-Modal Transportation Plan. Further study of consolidation and/or increased service outside municipal boundaries would n$ed to be directed by the JCCOG Board. The JCCOG Board has indicated transit system consolidation will be considered again in the future. 4. A new peak hour route to North Liberty was started last year. Will it remain peak only? Will no others be considered? What are the needs? What are the resources? Staff comment: The peak hour route to North Liberty is provided by Coralville Transit under contract. There are no immediate plans to expand on this route due to limited funds, and limited use of the route. The North Liberty mid-day route has been eliminated due to limited use. However, North Uberty is a rapidly growing community and as needs and resources are identified, there Will be further discussion of transit service. While there has been general discussion by some elected officials of a metropolitan- wide transit system, the current policy and practices is for each municipality to provide its own public transit system, or to contract for transit service if it is desired. 5. What was the basis for transit growth policies? Staff comment: Discussions with local transit officials, and review of municipal comprehensive plans 6. Wide sidewalks are good, but consider good design to minimize motorized vehicle / bicycle crashes at intersections and driveways. Signage alone will not prevent crashes. Staff comment: We agree completely, however the JCCOG Long Range Multi-Modal Transportation Plan is not a design document. The municipalities we work with use arterial street design standards that emphasize limited arterial street access points. Sidewalks and wide sidewalks have become a very important part of the street design standards and expectations in our community. JCCOG staff is involved in the design process through projects identilied in the Transportation Planning Work Program. 7. Are the fiscally funding scenarilOs based on needs or dollars available? Staff comment: The arterial street funding scenarios are groups of projects which are fiscally constrained, as required by FHWA. These fiscally constrained groups of projects are compared in the document to determine which projects would produce the most efficient arterial street system [measured in vehicle-hours-traveled], given growth and development forecasts. The obligation limitation has been changed from 85.4% to 89.6%, which means the funding targets have increased. The funding targets for the JCCOG apportionment of FY09-10 STP and TE funds available for allocation is: STP Funds: $1,989,000 TE Funds: $191,000 We will begin the process of allocating JCCOG STP and TE funds this fall. Please note that these continue to be funding targets for use in our project programming.
