This SWPPP has been prepared In general accordance with the Iowa Department of Natural Resources (IDNR) National Pollutant Discharge Elimination System General MS4 Permit #52-25-0.05; Title 14, Chapter 5, Article 1 - Grading Ordinance; Iowa's Statewide Urban Design and Specifications (SUDAS); and City of Iowa City's Construction Site Runoff Permit (see Appendix 1 for Design Standards/Special Conditions for Stormwater Pollution Prevention). This SWPPP Is to be implemented with the start of construction. It is designed to reduce the potential for stormwater pollution associated with the planned construction site. This plan identifies potential sources of pollution that may reasonably be expected to affect the quality of the stormwater discharge for the construction activities. The site consists of approximately 15 acres that includes approximately 27,700 square feet of buildings (seven existing storage and office buildings), approximately one acre of pavement, and approximately 3.5 acres of gravel roadway/parking. 4.0 EXISTING SITE CONDITIONS The following paragraphs provide a description of the existing site conditions: Existing Solis Information - Per United States Department of Agriculture's Natural Resources Conversation Service INKS) Information [http://websoilsurvey.nres.usda.gov/appA, the site has two types of soils: North and East Portion of Site - This area consists of Sparta loamy fine sand which consists of up to 15 inches of loamy fine sand underlain by fine sand. The Drainage Class for this soil Is Excessively Drained, indicating that the stormwater would Infiltrate relatively quickly. Southwest Portion of Site - This area consists of Waukee loam which consists of up to 38 inches of loam underlain by gravely sand. The Drainage Class for this soil is Well Drained, Indicating that the stormwater would infiltrate relatively quickly. Existing Drainage Patterns - The site and the general area drains towards the Iowa River, which is located just west of the subject site. The existing site conditions are depicted in Sheet C1. Existing Runoff Water Quality - The existing stormwater runoff has not been collected and tested for this project. No known information is available. Location of Surface Waters - There is no surface water on this subject site. The closest water body (Iowa River) Is located approximately 400 feet west of the site. Receiving Waters - The site's existing and proposed stormwater is conveyed to the Iowa River. 5.0 PROPOSED FACILITY MODIFICATIONS Building/Paving Modifications - The proposed Improvements include the addition of approximately 260 square feet of buildings (a restroom building) and approximately 29,000 square feet of associated pavement for the entrance/site roadway and fuel island. Stormwater Runoff - The site Grading/Paving Plan is included as Sheet c3. This drawing shows that the post -development run-off shall consist of roof drainage, drainage from paved areas and surface run-off over landscaped areas. The roof and pavement drainage shall be collected in a series of inlets which shall be conveyed through underground piping to outlet at one of the two outlets at the FEMA 100 -year flood plain line to the Iowa River, located immediately west of the subject site. The open area located in the southeast portion of the site shall be directed via overland flow to the Iowa River. Soil Disturbing Activities - The total disturbed area (including demolition of buildings/pavement) shall be approximately 2 acres. Soil disturbing activities shall Include clearing, excavation and stockpiling (for underground utilities and foundations), rough grading, final grading, paving, building construction and preparation for seeding. 6.0 PROPOSED STORMWATER CALCULATIONS Stormwater calculations were performed and summarized in the Post Construction Stormwater Management Plan which is being submitted under separate cover. The post -construction runoff coefficient was calculated to be 79.3. 7.0 POTENTIAL SOURCES OF POLLUTION Construction activities have the potential to produce many different kinds of pollutants which may Impact stormwater. Stormwater runoff can become polluted by soil particles and other pollutants from construction materials as it flows over surfaces where construction activities are occurring. The majority of site sources of potential stormwater pollution construction are related to silts and sediment that may be transported during a wind or storm event, or from vehicles collecting silt/sediment on their tires/underbodies and tracking the material off the site. Controls to be used to reduce erosion and sediment loss are included on Sheet C2 (Erosion Control Plan) and are summarized as follows: Tracking Pad - Prior to mobilizing equipment to the site, a tracking pad shall be constructed at the construction site entrance/exit to reduce dirt/debris from leaving the site. Street Sweeping - The streets immediately next to the site shall be swept as necessary as determined by the Contractor, Owner, Architect, and/or City. Silt Fence - Prior to construction activities, a silt fence shall be constructed along the down slope or side slope perimeters of the planned disturbed area. The silt fence allows stormwater runoff to pass through the openings in the fabric while sediment is trapped on the upgradient site. Storm Drain Inlet Protection - Inlet protection shall be placed on all street inlets located immediately adjacent to the subject site as well as all inlets (either existing or new) on the subject site. Dust Controls - The site shall be watered as necessary to minimize dusting as determined by the Contractor, Owner, Architect, and/or City. Stabilization - Disturbed areas shall be stabilized, after the area is no longer being actively worked, no later than seven days after the last activity. Stabilization shall include either temporary or final seeding/fertilizing/mulching activities. Stabilization shall be completed by the establishment of permanent perennial vegetation at a uniform density of 70% in all disturbed areas. Once stabilization has occurred (as determined by the City), all temporary erosion and sediment controls shall be removed. Note: Additional erosion control information, installation and maintenance practices can be found in the "Iowa Construction Site Erosion Control Manual". 8.0 OTHER POTENTIAL SOURCES OF POLLUTION Other potential sources of stormwater pollution for this site and the associated counterpoint controls Include the following: Construction Waste Disposal - Construction waste (non -earthen materials in their natural state) are required by the State to be taken to a permitted sanitary landfill. Earthen materials in their natural state (i.e., clean rock, sand, silt, and clay) may be managed without a permit in an environmentally safe and legal manner (i.e., clean fill site). An environmentally safe manner Includes not disposing of the material in waterways, floodplains or wetlands without the proper agency approvals (i.e., Iowa Department of Natural Resources, Army Corps of Engineers, etc.). Open burning of natural materials (i.e., trees, brush, etc.) are prohibited within the City limits. Construction Personnel's Sanitary Facilities - Sanitary facilities for construction personnel are required to be onsite and secured to the ground (to prevent spillage) during construction. These facilities shall be routinely cleaned, pumped out and disposed at a licensed facility. These facilities shall help control the spread of bacteria, parasites and viruses. Equipment Maintenance - Only minor equipment maintenance shall be allowed on site. All equipment fluids generated from maintenance activities shall be disposed of Into designated drums stored on spill pallets. Absorbent, spill -cleanup materials and spill kits shall be available at the materials storage area. Drip pans shall be placed under all equipment during maintenance activities. Equipment/Vehicle Leakage - All equipment and vehicle leaks shall be promptly cleaned up per IDNR's requirements. The fluid and resultant contaminated site soils shall be prevented from entering the site's or neighboring sites stormwater drainage swales and systems. Garbage Dumpsters - Contractor shall have closed dumpsters onsite for temporary storage of waste materials. The material in these dumpsters shall be regularly emptied and disposed In accordance with applicable laws and regulations. Building Material Dumpster - All construction waste materials shall be disposed of at the end of every day into the dumpsters. Dumpsters shall be emptied regularly to prevent overflow. Dumpsters shall be Inspected periodically and maintained to prevent leaks. Dumpsters shall remain closed when not In use. Use of these dumpsters shall keep the project site cleaner, safer, and prevent materials from spreading to adjacent off-site areas. Building Materials - Materials brought onsite for construction shall be properly labeled, stored and disposed In accordance with applicable laws. Hazardous Waste Materials - MSDS sheets shall be provided to the Owner/Architect for all hazardous materials brought onsite. All hazardous waste materials such as oil filters, petroleum products, paint and equipment fluids shall be stored In structurally sound and sealed shipping containers within a designated hazardous materials storage area. Secondary containment shall be provided by the use of commercially available spill pallets. Parking Areas - Parking areas shall be as designated by the Owner and/or Architect for all construction personnel. The parking area shall be maintained in a clean and orderly condition. This designated parking area shall assist control of off-site tracking. Dewatering Activities - If necessary, dewatering shall be performed which may be a source of pollution. Pollutes may be groundwater contaminants, If any, and sediments. Fertilizers and Lawn Care Chemicals - Fertilizers and lawn care chemicals shall likely be utilized for maintenance of the site's vegetation and may be a potential source of pollution. 9.0 HAZARDOUS CONDITIONS Because construction activities may include handling of certain hazardous substances over the course of the project, spills of these substances may create a hazardous condition and are required to be reported. Iowa law requires that the IDNR (ph: 51 5.281.8694) be notified as soon as possible, but not more than six hours after the onset of a hazardous condition. Modifications of this SWPPP are required within five calendar days of a hazardous condition. STORMWATER POLLUTION PREVENTION PLAN 10.0 CONSTRUCTION SEQUENCING Prior to construction activities commencing, the following activities shall be performed: Parking area designation Staging area for material storage designation Dumpster area designation Sanitary facility designation job trailer designation Distribution of MSDS sheets to Owner, Subcontractors, Architect, and City Submit Notice of Intent to IDNR The sequencing of construction of the pollution controls shall be as follows: Slit fence - the silt fence shall be installed prior to clearing/grubbing or any other soil disturbance. Storm drain Inlet protection - the storm drain inlet protections to be constructed outside of the subject site. Tracking pad - tracking pad(s) shall be Installed at the site entrances)/exit(s) prior to any site disturbance other than the silt fence construction. Sanitary facilities - Install portable facilities. Dumpsters - Install building debris and garbage dumpsters. City notification - contact the City Engineering department (319.291.4312) for a pre -construction Inspection. Clearing/grubbing, building and utility demolition Topsoil stripping and stockpile stabilization Grading/excavation/trenching and soil stabilizing activities Utility construction Storm drain inlet protection - the storm drain inlet protections shall be installed Immediately upon site inlet construction. Building construction Completion of grading, subbase and pavement Landscaping and seeding/fertilizing/mulching - All areas shall be stabilized after 7 days if an area is not to be actively worked. City contact - contact the City for a post -construction Inspection. Note: this Inspection is required before the removal of temporary erosion/sediment controls. Temporary erosion/sediment control removal Submit Notice of Discontinuation of Construction Throughout construction activities, the following pollution controls, among other activities, shall be Implemented: Dust controls Street sweeping Sanitary facility cleaning/disposal Dumpster contents disposal 11.0 SITE SAFETY The Contractor and its subcontractors are responsible for their own site safety and the development of their own site safety plan. The owner/architect/engineer take no responsibility for site safety. 12.0 INSPECTION AND MAINTENANCE The contractor Is required to maintain all temporary erosion control measures In proper working order, including cleaning, repairing, or replacing them throughout the contract period. the following Inspection and maintenance practices shall be used to maintain erosion and sediment controls and stabilization measures. Inspection and Maintenance Procedures A. All control measures shall be Inspected at least once every seven calendar days and following any storm event of 0.5 Inches or greater. B. All measures shall be maintained in good working order. if a repair Is necessary, it shall be initiated within 24 hours of the report. C. Any built up sediment shall be removed from silt fence when it has reached one-half of the fence. D. Silt fence and silt socks shall be Inspected for depth of sediment, tear, etc. to see if the fabric is securely attached to the fence posts, and to see that the fence is securely fastened In the ground. E. Site shall be Inspected dally (prefereably at days end) and swept if necessary. F. Temporary seeding and planting shall be inspected for bare spots, washouts, and healthy growth. G. A maintenance inspection report shall be made after each inspection and recorded on the einspection form provided by the Owner/Architect. H. The contractor shall be responsible for selecting a "qualified" inspector to conduct the inspections. "Qualified" is defined as a person knowledgeable in the principles and practices of erosin and sediment controls who possesses the skills to assess conditions at the construction site that could impact storm water quality and to assess the effectiveness of any sediment and erosion control measures selected to control the quality of storm water discharges from the construction activity. 2. Materials Management Practices The following Is a list of practices that wil be used onsite to minimize the risk of spills or other accidental exposure of materials and substances to stormwater runoff. The contractor shall perform additional practices as necessary. A. Good Housekeeping - An effort shall be made to store onsite only enough products required to complete the job. - All materials stored onsite shall be kept In a neat, orderly manner and in their approriate containers. If possible products shall be kept under a roof or other enclosure. - Material shall be kept In their original containers with the original manufacture's label. - Substances shall not be mixed with one another unless recommended by the manufacture. - Whenever possible, all of a product shall be used up before disposing of the container. - Manufacturer's recommendations for proper use and disposal shall be followed. The job site superintendent shall be responsible for daily inspection to ensure proper use and disposal of materials. B. Hazardous products - Products shall be kept In their original containers with the original manufacturer's label. - The original labels and materail safety data sheets shall be kept for each of the materials as they contain Important product Information. - Disposal of any excess product shall be done in a manner that follows all manufacturer's methods for proper disposal. 3. Spill Prevention and Response Procedures The contractor is responsible for training all personnel in the proper handling and cleanup of spilled materials. No spilled hazardous materials or wastes shall be allowed to come into contact with storm water discharges. If contact does occur, the storm water discharge shall be contained onsite until appropriate measures In compliance with all federal, state, and local regulations are followed to dispose of the hazardous substance. The following practices shall be followed for spill preventions and cleanup: 1. In addition to the good housekeeping and material management practices discussed In the previous sections of this plan, the following practices shall be done to minimize the potential for hazardous material spills and to reduce the risk of the spill coming in contact with storm water. Manufacturer's recommended methods for spill cleanup shall be clearly posted and site personnel shall be trained regarding these procedures and the location of the Information and cleanup supplies. Materials and equipment necessary for spill control, containment and cleanup shall be provided on site In a material storage area. Equipment and materials shall Include but not be limited to brooms, dust pans, mops, rags, gloves, goggles, kitty litter, sand, sawdust, and plastic and metal trash containers.. 2. In the event of a spill the following procedures shall be followed: All spills shall be cleanued up immediately after discovery. The spill area shall be kept well ventilated and personnel shall wear apprpriate protective clothing to prevent injury with the hazardous substance. Spill of toxic or hazardous materials shall be reported as stated in Section 9.0 above. The site superintendent shall be respnsible for the day-to-day site operations and shall be the spill prevention cleanup coordinator. He/she shall designate at least three other site personnel who shall receive spill previntion and cleanup training. These Individuals shall each become responsible for aparticular phase of prevention and cleanup, the names of these individuals shall be posted In the material storage ara and in the office trailer. 13.0 NON -STORM DISCHARGE the following is a list of non -storm water discharges allowed by the Iowa Department of Natural Resources and may occur at the job site under the condition that no pollutants shall be allowed to come into contract with the water prior to or after its discharged from the site: 1.
