This is especially true around the downtown areas. As a young lawyer I frequently enjoy talking to police officers whenever I get a chance. The police in Iowa City are not approachable and do not seem to want to talk to anyone in the community. I have been to Panama City Beach during spring break where the police were friendlier. 5/3/2016 2:16 PM 102 I think overall the ICPD is responsive to community concerns. As a white mother with Black teenagers (including one with special needs/autism), I would like to see more training/education on implicit bias and developmentally appropriate responses to youth, trauma-informed policing, and mental health awareness. For example, my child has been stopped in his car driving home from work on the SE side of IC and told he "looked too young to have a car this nice." He was not cited for any traffic violations nor told why he was stopped. (We let it go because he needs to think well of the police to go to them when he needs help, but it was very unsettling.) I have worked with the ICPD in other capacities in my work with domestic violence and sexual assault, and I have been very pleased overall with how additional training in responding to survivors has resulted in respectful and efficient responses and investigations. But I know of enough horror-stories of interactions with students and minority individuals (to say nothing of property forfeiture and drug policies) to be clear that some serious work needs to be done in those areas. 5/2/2016 7:55 PM 104 Could the speed on Melrose Avenue be monitored a bit closer. Once traffic crosses over into "University Heights" they tend to slow down. The traffic coming into town on Melrose coming down the hill across from the driving range is often VERY FAST. Some employees are fantastic...others not so much. My perception of some officers is great and others is not so great. The survey really didn't a drastic overhaul to even make the data meaningful? My neighborhood officers are awesome and keep my own neighborhood save. Smithy and Mebus were the two that I recall best. Both knew all the neighbors and did a GREAT job. Built relationships with people. I feel pretty safe where I live. But, I have friends and relatives in neighborhoods that have safety concerns. Her blood alcohol level was over the legal limit and he was sober. She said she was raped. He first lied and said intercourse did not take place. When confronted with the evidence, he changed his story and said it was consensual. She did not consent. Even if she had (and I must emphasize that she did not), in Iowa, you cannot give consent if you are legally intoxicated. The police said she was an incredibly "believable" witness. The guy had been investigated for this before and is no longer allowed on the University of Iowa campus because of his sexually predatory behavior. But the police closed the investigation. This means that in Iowa City, a man can rape a woman and as long as he lies and says it was consensual sex, he can get away with it. I'd be interested to see what Iowa City police officers like would do if this happened to their daughters. I suspect their investigation would be a bit more rigorous. It was a disgusting miscarriage of justice and, as a result, I have zero faith in the Iowa City police to keep my family safe. It might be prudent to stop devoting so many resources to arresting teenagers for smoking marijuana - a victimless crime - and start going after true criminals. At the time this all happened, my daughter and I were so shocked by the incompetency of the investigation (and she was so traumatized by how things transpired) that we didn't make a fuss. We just wanted to put it behind us. As time passes, I see more and more how ridiculously inept the investigating detective was from start to finish. I wonder how many others this rapist has violated. Between Iowa City, Coralville, and North Liberty, there are five police departments plus the sheriff's department. We do not need ICPD UI PD, as well as University Heights Police, as well as the Coralville police operating so close. This is far too many police compared to the population of the area. There is not enough crime in this pretty peaceful city to warrant these many police officers. The result is bored officers over reaching their bounds and people's rights. The Iowa City police are some of the most racist and corrupt police forces in Iowa. There are numerous accounts of overuse of force and authority. Police need to focus on real crime instead of harassing students in the bars. Open container laws and possession of alcohol under the legal age laws should not be enforced around Kinnick Stadium. I'm also concerned about how the police treat young people at Weatherby park. Last summer, for example, we saw uniformed officers "playing basketball" in what appeared to be an effort to chase the kids away from the basketball courts. While they may have had good intentions, it created a strong impression that the community was being intimidated by the police. It seemed to us that the city was sending the message that young, predominantly Black, youth are unwelcome in the park. If the police were serious about doing community outreach, chasing kids off of the courts is not a good approach. Officers are quick to come when I call, and very effective. I think it's gotten better over the last 5 years, but the issue remains nonetheless. Maybe no houses should be rented to more than 4-5 students at a time. Maybe students/tenants should be told early on about the consequences of disrupting behavior. The officer responded appropriately and was very helpful. However, I would be hard-pressed to say other positive things about the police department. It seems the force is largely composed of young, white men. This needs to change immediately. I also think the Iowa City police needs to do a better job monitoring and patrolling traffic. There are so many traffic violations that go "unnoticed" by police officers — I have seen people dangerously run red lights in front of police at intersections downtown and the police do nothing to respond. In addition, I wish many police members would be more respectful drivers themselves. I have seen police racing each other (speeding) on South Dodge Street to Kirkwood Street. This is absolutely unacceptable behavior. I also have two recommendations about this survey that you should take into consideration if you offer it again. First, people need more than a week to respond to this. Second, this survey needs to be translated into other languages. This warrant is about unpaid fines; the guy's not a murder suspect, and I've already told them what his mom told me, that the kid caught a bus to Florida. If you've got to ask a bunch of questions, and it's not about a dangerous criminal who may strike again at any time, couldn't it wait until morning? I mean, that warrant for unpaid fines wasn't issued at 11:30 on Sunday night. The police had been sitting on it since at least Friday afternoon. So why wake up a law-abiding neighbor in the middle of the night to ask about this guy, when you could come back at 8 in the morning or 7 in the evening? If the warrant wasn't urgent enough to act on immediately, I fail to see why it suddenly became urgent to talk to the neighbor who has nothing to do with the matter. I will say that the officer was very courteous and polite when he asked his questions. This is my 9th year living in Iowa City and I've seen the police department become more and more authoritative. I worked closely with student discipline in a professional position at UI and I've heard numerous stories from students about the poor way police treat them when the students were doing nothing that was threatening to other people. The number of students who report similar treatment make this concern far from coincidental. I'm convinced the police go around just looking for trouble. In fact I think they're HOPING for trouble, not just because it's a dopamine rush for them, but because they've been trying to secure funding for a new jail for years, which is completely unnecessary. If they got their new jail, they would just be searching for ways to fill it and justify the cost. And I think they're doing that now just to make the current facilities overcrowded to prove (or create?) a point. Oh, and should we talk about race dynamics? My spouse and I have a game: whenever we see two or more police cars in the distance with someone pulled over, we guess the driver's race, and we are usually right. Why does it always take multiple police officers to pull over someone who is a minority race (particularly, black)? Why is it that I've seen white cops around here trying to "act black" to be "cool" and to relate to black suspects of crimes? I've also called into the police department to report suspicious activity before, and when he dispatcher asked for a description, she outright asked me, "Was he black?" She didn't ask me the race of the suspect, she just assumed he was black. Iowa City prides itself as being a "progressive community," which is . Police officers are important faces to communities, and the ones in this town are only damaging our "progressive community" image.
