HomeMy WebLinkAboutSenior Housing InspectorCITY OF IOWA CITY - Job Description Job Class #29-10 FLSA Exempt Civil Service Identification Position Title: Senior Housing Inspector Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Neighborhood Services Coordinator Job Summary Supervises the enforcement and administration of local housing, zoning and building codes with emphasis in licensing of all rental property. Oversees the inspection of public housing and Housing Choice Voucher housing units. Evaluates and oversees procedures, personnel and policies relating to rental and public housing units. Job Scope Directly supervises Housing Inspection division employees. Assists in the development of the budget and makes recommendations for purchases, capital items or additional positions during the annual budget process. Monitors expenditures during the year. Essential Job Duties and Responsibilities Manages Housing Inspection division operations. Supervises Housing Inspection division employees. Conducts inspections and re-inspections with property owners and managers to ensure compliance with local codes and ordinances. Prepares required inspection reports. Reviews and edits correspondence and inspection reports prepared by assigned inspectors. Responds to requests, questions and complaints regarding compliance with housing, building and zoning codes and regulations and determinations made in inspection reports. Attends staff meetings with division heads and Housing Inspection personnel. Assists Fire department with fire code compliance. Prepares and administers division budget. Administers Housing Choice Voucher Inspection Program. Administers nuisance property ordinance. Job Class #29-10 Neighborhood Services Page 2 Updated 8/30/2016 Coordinates with Senior Building Inspector in managing nuisance and zoning code enforcement. Communicates with neighborhood associations, apartment owners’ associations, fraternal associations and other groups to inform and educate regarding public policy questions. Reviews, discusses and implements with other staff all code updates. Issues code violation citations and appears in court on City’s behalf. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs other related duties as assigned. While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; risk of electrical shock; and vibration. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification High school diploma or equivalent required. Four years minimum experience in building and code inspection required. International Conference of Building Officials certification as building inspector required within one year. Valid driver's license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree or equivalent in business/public administration from an educational institution accredited by a DOE recognized accreditation body preferred. Job Class #29-10 Neighborhood Services Page 3 Updated 8/30/2016 Knowledge, Skills, and Abilities Knowledge of local zoning and uniform housing codes, state and national legislation regarding housing inspection services. Skills in conflict resolution, communication, and problem solving. Skills in observing, reading and interpreting technical materials, codes, and regulations. Skills in the use of a variety of machines, including personal computers. Ability to perform mathematical functions in order to review housing compliance issues with standards.
